Ben Harvey is the Executive Vice President and one of the owners of E.L. Harvey & Sons, Inc. After graduating from Delaware Valley College with a Bachelor of Science degree in 1971, Ben moved into an active leadership role at E.L. Harvey & Sons. His duties within the company include negotiating the sales of recyclables to mills worldwide. He contracts with disposal sites for the safe and efficient transfer of waste materials. Ben is a superior administrator, providing leadership and motivation to the company's management team.

Ben brings his knowledge and know-how to many industry associations, including WasteCap of Massachusetts, MassRecycle, Detachable Container Association (DCA), National Recycling Coalition (NRC), and Institute of Scrap Recycling Industries (ISRI). He has presented to national forums at numerous WasteExpo and ISRI conventions.

Ben also takes active leadership roles in many trade organizations and associations. He is a past president of the Eastern Paper Mills Association and the Waste Recyclers Council of NSWMA and currently holds leadership roles on the Board of Directors of MassRecycle and WasteCap of Massachusetts. He is President of the Paper Stock Industry, a chapter of the Institute of Scrap Recycling, as well as being on the Board of Governors of the Environmental Industries Association. He is on the Board of Directors ISRI and also on the Board of Directors of Detachable Container Association (DCA), he is vice president of this organization. Ben serves in many committees and task forces for the Institute of Scrap Recycling Industries.

Anthony Wespiser is a Managing Engineer in Brown and Caldwell’s Andover and Middleborough offices. Mr. Wespiser has more than 25 years of experience in the permitting, design, construction and operation of solid waste management facilities throughout the United States. His experience includes construction/demolition waste processing facilities, transfer stations, and landfills. Mr. Wespiser is an active member of the Environmental Business Council, the Solid Waste Association of North America and the National Waste & Recycling Association.

Martin Suuberg was appointed on January 8, 2015 as the Commissioner of the Massachusetts Department of Environmental Protection (MassDEP) by Governor Charles D. Baker and his Secretary of Energy and Environmental Affairs, Matthew A. Beaton.

With nearly 30 years of experience working in environmental and natural resource agencies at the state and federal level, Martin is a lawyer and manager who has effectively and efficiently administered the environmental laws that protect the quality of life for all Massachusetts’ citizens.

Prior to his appointment as Commissioner, Martin served as Undersecretary for Environmental Affairs in the Executive Office of Energy and Environmental Affairs. At MassDEP, Martin served as Deputy Commissioner for Policy and Planning. He took over this position after 9 ½ years as the Regional Director for the Central Regional Office in Worcester, which serves more than 70 communities in Worcester County and nearby areas and is responsible for environmental permitting, inspection and enforcement activities.

Over his long career, Martin has also served as General Counsel to MassDEP and to the Executive Office of Environmental Affairs, as well as to the former Department of Environmental Management where he also served as Deputy Commissioner.

Before moving to Massachusetts, Martin was an Associate Solicitor and then Deputy Solicitor at the U.S. Department of the Interior in Washington, DC, where he worked on land management and natural resource issues.

Bob Atwood is founder and president of Resource Control Associates, Inc. and has practiced as a Registered Professional Engineer and an LSP for 42 years. He holds a Master’s Degree in Environmental Engineering from Northeastern University. His background offers broad based experience with environmental assessment and remediation, as well as civil engineering design and construction management.

Dan Costello is the founder and president of Costello Dismantling, one of the foremost, multi-million dollar dismantling companies in the United States, located in Middleboro, Massachusetts. His 30 years of experience in the business includes every aspect of project management for industrial and commercial dismantling, keying in on recycling material from timber to concrete. His company proudly received the 2009 International Award for Environmental and Recycling, presented to him in Amsterdam.

Dan, a current member of the Construction Materials Recycling Association (CMRA) Board, recently served on the Board of Directors of the National Demolition Association (NDA) and Chairman of their Recycling Committee. He is a regular contributor to the Mass DEP Solid Waste Advisory Committee (SWAC) and C&D sub-committee, as well as the Environmental Business Council (EBC). Costello Dismantling is also a member of the Institute of Scrap and Recycling Industries (ISRI), the Materials Reuse and Recycling Association (MRRA), Construction Materials Recycling Association (CMRA), U.S. Green Building Council (USGBC) and the National Solid Waste Management Association (NSWMA).

Michael Elliott recently joined MassDEP as the statewide coordinator for the Asbestos and C&D programs. Prior to MassDEP, Michael worked for industry as an environmental manager; including 20+ years at the Texas Instruments (TI) facility located in Attleboro, Massachusetts – headquarters to one of TI’s global manufacturing divisions. In this capacity, he was responsible for the full range of corporate environmental management activities, including: ISO 14000 environmental management systems, EHS regulatory compliance, mergers and acquisitions support, and corporate environmental liability management. He served as project manager for the decommissioning of TI’s Special Nuclear Materials license, the first successful decommissioning of a privately-owned, naval reactor fuel fabrication facility in the USA; and the site consolidation and decommissioning of TI’s Attleboro campus in preparation for sale of the property to a private real-estate developer.

Michael is a Massachusetts Licensed Site Professional (LSP). He holds a B.A. in Geology from Harvard University, and an M.S. in Environmental Engineering from Worcester Polytechnic Institute.

Jennifer Griffith is a Project Manager at NEWMOA. She joined NEWMOA in 1995 and is responsible for waste site cleanup and solid waste projects, including training and research. She manages a variety of initiatives, including those focused on construction and demolition waste, municipal solid waste, disaster debris, beneficial use determinations, Brownfields redevelopment, and mildly contaminated soils. Jennifer has a Master's Degree in Technology and Policy from the Massachusetts Institute of Technology. Prior to joining NEWMOA, she worked as a consultant at firms involved with landfill design and waste site investigation and cleanup

Mr. Hartman serves as the Co-Owner and Executive Vice President of JM Environmental and is responsible for the management and oversight of all aspects of the day to day business operations.

Mr. Hartman has over 20 years of experience in environmental consulting and construction industry with a focus on remediation/redevelopment projects, management of hazardous wastes, PCB and asbestos abatement projects. Mr. Hartman holds a BS in Geology from Central Connecticut State University and attended the MIT Sloan School of Business Greater Boston Executive Program.

Marty Jones became MassDevelopment’s President and CEO in 2011. She has set new priorities for the Agency, the Commonwealth’s quasi-public economic-development authority, to leverage its investments in focusing on promoting affordable housing, protecting the state’s six military installations, and creating opportunities in advanced manufacturing.

During her tenure, Jones has spearheaded development of several new loan products at the Agency, including financing to support hiring at manufacturing and emerging technology companies; played a key role in the Military Asset and Security Strategy Task Force; and overseen $8 billion in investment in the Massachusetts economy. Jones has also overseen a new signature real estate project at the Agency: an expansion of the Myles Standish Industrial Park in Taunton with a focus on the Commonwealth’s vital life sciences industry.

Prior to MassDevelopment, Jones was president of Boston building, development, and property management company Corcoran Jennison where she managed staff and project teams for new development projects that transformed communities, directed asset management for multifamily portfolios, chaired a joint venture between Corcoran Jennison and Beacon Communities, and directed all aspects of the Westminster Company, a 175-employee operation with 66 properties and 5,000 apartment units in North and South Carolina.

Jones got her start at the U.S. Department of Housing and Urban Development in both the Washington and Boston offices. A member of the Board of Directors of MassEcon and the New England Council, and a national trustee of the Urban Land Institute, Jones graduated from Brown University and resides in Winchester.

Dr. Mogawer is a professor of Civil Engineering and Director of the Highway Sustainability Research Center (HSRC) at the University of Massachusetts. He is also a licensed professional engineer and fellow of ASCE.

Dr. Mogawer has over 25 years of research and practical experience in the design of different types of Hot Mix Asphalt (HMA), pavement design, and pavement management.

Dr. Mogawer’s research has involved the use and optimization of Warm Mix Asphalt (WMA) technologies, high percentage Reclaimed Asphalt Pavement (RAP), Recycled Asphalt Shingles (RAS) and incorporation of scrap tire rubber into roadway materials.

Dr. Mogawer has authored and co-authored numerous papers that have been published in AAPT, TRB, ASCE,and the IJPE. Dr. Mogawer is a member of Transportation Research Board (TRB) Committee AFK30, Association of Asphalt Paving Technologists (AAPT), and American Society of Civil Engineers (ASCE).

David Murphy is a civil engineer with 28 years of senior project management experience. He has managed major infrastructure project in the aftermath of the 2004 Tsunami, led an Environmental Engineering firm, and managed major and complex projects for the Commissioner’s office of the Massachusetts DEP helping to manage the environmental oversight of the $14.5 Billion Big Dig, Quincy’s Granite Links project, the Boston Harbor dredge project, and numerous other Mega projects. For six years he has served at Tighe & Bond as Vice President managing over 120 projects including all aspects of Solid Waste Management, Materials Management, Real Estate Development, Coastal Infrastructure, Renewable Energy and FERC Permitting.

Mr. Richards is a Vice President at Tighe & Bond with over 20 years of environmental consulting experience. His expertise includes oversight of environmental permitting, as well as above and below ground site cleanup, throughout the Northeast. He has overseen the assessment and cleanup of polychlorinated biphenyl (PCB) sites, is an industry expert on PCB issues located within building materials and is the director of Tighe & Bond’s building demolition practice. Mr. Richards earned his master of science in environmental engineering from Tufts University, and his bachelor of science in civil engineering from the University of Massachusetts in Amherst.
