    1. PURPOSE

    The purpose of this method statement is to clarify the works to be carried out for the construction of Temporary Roads for the Pearl GTL Project Air Separation Unit Construction located inside the Ras Laffan Industrial City of the State of Qatar.

    2. SCOPE

    The scope of works covered in this document are the laying (fully or partial) and compaction of Sub-Base, and if required Sub-Grade, material to level for the construction of Temporary Roads in accordance with Section 3.8 of DEP 34.11.00.11-Gen. Temporary roads will coincide with Permanent Roads as much as feasible. Laying and compaction of Base Course as well as paving are beyond the scope of this document. Since the Temporary Roads will only be used as temporary access during the course of the works, Sub-Base may or may not be laid and compacted to its full height. After the design of the roads is completed, the compacted thickness will be checked and adjusted as per the final design prior to the construction of permanent roads.

    3. HSSE

    All works shall be in compliance with the State of Qatar laws and regulations, Ras Laffan Industrial City and international standards/codes, and Company and Contractor requirements and instructions. All personnel will go through Gama, Linde and Company Safety Induction courses as well as other trainings as identified by their supervisor. Please see Document Number GTL-GM-001-A-5635 for details. A Job Safety Analysis (JSA) specific for this work including a Risk Assessment, is prepared as per Gama procedure GTL-GM-001-A-5626 and is attached herein. Such JSA addresses the hazards associated with each task within the scope of this Method Statement and introduces the controls that will be implemented to reduce the associated risks to acceptable levels. The JSA will be used by the Site Supervisor as the basis of his TSTI / TSTO and his Toolbox Talks. All personnel will have PPE required for their specific tasks in addition to the minimum PPE (coveralls, safety goggles, safety shoes, high-visibility vests, gloves) at site at all times as required.

    6. EQUIPMENT

    All equipment shall be inspected and approved by the Contractor and/or Company before attempting work on site and have valid certificates. A register of all machinery & equipment will be maintained and held available for inspection. Equipment will be visually checked prior to each major work and validity of inspection status will be verified. The equipment to be used for the execution of the works is summarized below. The below listed equipment will be used whenever and wherever required during the course of the works. Additional equipment may also be used if deemed necessary.

    8. RESPONSIBILITY

    8.1. SITE MANAGER

    The Site Manager will provide inputs to the project execution plan to ensure that proper strategies & philosophies are implemented.

    8.2. CIVIL WORKS MANAGER

    The Civil Works manager is responsible for the overall management of the project construction team to ensure that safe and effective operations are conducted and properly documented.

    8.3. QA/QC MANAGEMENT

    QA/QC Department shall ensure quality compliance during all phases of the construction.

    8.4. HSSE MANAGER

    Responsible for the safety control works for all construction sites under the jurisdiction of his department, he will advise the execution teams regarding various kinds of safety policies, plans, etc. He will also be adviser and approver for the JSA.

    8.5. SITE ENGINEER/SUPERVISOR

    The site engineer/supervisor will perform the necessary studies and calculations and will supervise procedures. He will ensure that the work is being carried out effectively in accordance with the established Method Statements and JSA.

    9. METHOD OF EXECUTION

    The sequence of the works can be summarised as follows: Temporary will be done as per the procedure to be followed for concrete road and later converted to permanent road.

    9.1. PRE-COMMENCEMENT WORKS

    Before each activity the following must be taken into account. Work Permit

    Company and Contractor requirements for Work Permits will be followed. All required permits will be obtained prior to the execution of the work. Traffic Management Plan

    Works shall not interrupt any kind of vehicle traffic on any emergency access road. If to ensure smooth execution of the lifting works in an area a need for a temporary closure has been deemed necessary a road impact notice will be provided. However, no such diversion shall take place without prior written consent of the Contractor or the Company. Other requirement of RLIC, the Company or the Contractor regarding Traffic Management and Land Road Transportation will be followed. SECURING OF AREA OF INTEREST

    A soft barrier will be erected on the outside of the area to be worked. Warning signs and lighting will be posted as required and where needed. The barricades and signs will be kept on site till the completion of the works. Although no night works are foreseen, proper lighting in line with Company and Contractor procedures will be provided for night works, if required. LOCATION OF UNDERGROUND STRUCTURES

    Prior to the commencement of the works, a survey for the existing underground structures and facilities will be performed, if deemed necessary by the Contractor and/or the Company. The survey generally consists of three steps, one of which is the visual survey of the area done at the preparation stage. This will be followed by a survey with cable detectors and then a manual excavation of areas if it is deemed critical to relocate underground structures and cables.

    MATERIAL The material to be used for the temporary roads will conform to the requirements for Type B material as required by Linde (please see attached specification for details) which will be compacted to 95% as per the Method Statement for Backfilling Works (T-4.234.074). Only material deemed suitable and approved by the Contractor and/or the Company will be used. Sampling and Testing will be carried out as per the QC Documents for Site Preparation and Earthworks (T-4.234.144) and Method Statement for backfilling Works (T-4.234.074).

    Should any of the tested batches prove not compliant with the specifications, that batch will not be used and will be sent back to the quarry. Water used for compaction will be clean .The water will be tested for chemical analysis as per 10.6 of T-13-375-490. once a day/ source change. The tests will be performed by a 3rd party laboratory and/or under the supervision of a 3rd Party specialist, if required by the Company and/or the Contractor. TRIALS

    Prior to the commencement of actual works, a trial will be carried out on a 15-m strip of the actual works to verify the efficiency of the compaction method. The location for such trial will be decided on site; however, it should be chosen such that, the section will form a part of the actual works, if successful.

    9.2. CONSTRUCTION OF TEMPORARY ROADS

    Temporary Roads will be constructed in accordance with DEP 34.11.00.11-Gen Section 3.8. The construction of the temporary roads can be summarized as laying the sub-base of permanent roads and compacting properly. The actual construction works consists basically of the following steps:

    REMOVAL OF SOIL After the Surveying works and marking of the area, the soil overlaying the rock will be stripped using a Dozer or an Excavator until up to 250-mm depth. EXCAVATION OF ROCK

    Normally, rock will not be excavated unless necessary for the laying and compaction of the sub-base material. However, if needed, it will be carried out as per Method Statement for Excavation (T-4.234.069).150 mm depth will be stripped and compacted with Type-B material. LAYING OF SUB-GRADE AND/OR SUB-BASE MATERIAL

    Although not foreseen, it may be required to lay sub-grade material underneath the Sub-Base. Should this be the case, Sub-Grade will be laid and compacted as per Roads Paving, Surfacing, Slope Protection and Fencing (DEP 34.13.20.31) and its Amendments and/or Supplements (T-13.376.352). The approved Type B sub-base material will be laid with a Grader in layers not exceeding 300-mm in loose depth (to achieve 250-mm compacted depth) and will be soaked with water. Dozers will be used to bring the material close to the Optimum Moisture Content for better compaction.

    COMPACTION AND TESTING The material will then be compacted by Vibratory Rollers up to 95% of Maximum Dry Density. One Field Density Test as per ASTM D1556 or D2922 (together with Moisture Content Test as per ASTM D2216 or D3017) will be performed for each 750 m2 of compacted fill. Should any of the Field Density tests prove insufficient compaction, that section will be re-compacted, re-soaked if necessary, and re-tested until it satisfies project requirements. As an alternative, Nuclear Density Probe Testing method may be used for compaction tests. However, should this be the case, all relevant procedures and specifications regarding the operation and storage of Nuclear Devices will be followed where applicable. The tests will be done by an independent Third Party and/or under the supervision of an independent specialist. STOCKING OF SOIL

    Excavated top soil and natural soil will be stored in an area within the site, which will be designated by the Contractor and approved by the Company for future use. The maximum height of stock pile will be 3.00 M with slope. This material can be used as filling or backfilling material provided that it satisfies the conditions of the project specification for the same. Bank of stockpile shall be made as per the project specifications. No work will be done and no one will be allowed into the excavation area under the part where and when heavy machinery is working topside. DISPOSAL OF EXCAVATED MATERIAL

    Excess material that will not be used onsite as backfill material or for the construction of the access roads on the construction site will be loaded on to Dump Trucks by backhoe/loaders and transported to a location within RLIC designated by the Contractor and approved by the Company and RLIC as per the Method Statement for Disposal of Excavated Material (T-4.234.071) and in line with Land Road Transport requirements of the project.

    10. QUALITY ASSURANCE

    A Quality Assurance System shall be operated conforming to related standards and procedures. Controls and checks shall be established and documented through T-4.234.573 (ITP for Earthwork ).
