Prop. No. 1 Ex By Research Group The Public Affairs Institute, a non-profit, non-partisan research or- ganization specializing in natural re- sources, has issued an analysis of Proposition No. 1 which depicts the $1.75 billion state water bond pro- posal as a water mirage that would bleed the state's financial resources unnecessarily. According to the research organ- ization, "Proposition No. 1 is a pot- luck of false promises. It has an ob- scure family tree but a close study . . . leads directly back to the large landowners and private utilities who seek desperately to avoid fed- eral regulations at any cost to the state taxpayers and California's fu- ture." The new evaluation of the Cali- fornia proposal is authored by Dr. Paul Taylor of the University of California, George Ballis, Fresno editor, and Dr. Dewey Anderson, rancher and executive director of PAI. The study concludes that the state scheme going before the voters this November is a poorly engi- n e e r e d, economically infeasible proposal. It points out that every team of expert consultants hired to evaluate it has found this out in major respects. August, 370 cases of alleged unlaw-ful discrimination in employmenthad been filed, 185 of which hadbeen closed. In 31 of these closedcases the Commission lacked juris-diction or the complainant failed t9proceed. Among the remaining 154,discrimination was found and rem-edied in 49 and in 105 there wasno finding or insufficient evidenceof discrimination.Among FEP "firsts," Howden

said that many firms have hired mi-nority applicants for the first timein capacities other than menial.

The contention that a state mini-mum wage holds disastrous conse-quences for California growers hasbeen thoroughly shaken by the state'department of employment's recentstatistical analysis of California out-put of specific agricultural commod-ities as related to total U. S. produc-tion.Based on reports of the agricul-

ture departments of both Californiaand the U. S., the state employmentagency's annual report on farm la-bor for 1959 underscores themonopoly and near-monopoly pro-duction of many crops enjoyed bystate growers, particularly in thearea of fruit and nut production.

Impressive as these statistics arein themselves, there are additionalfactors ensuring California agricul-ture's capacity to compete favorablyin the event of wage increases intheir operations which may resultfrom unionization or a state mini-mum wage law.For example, although Califor-

nia's letuce production is given as58 per cent of the U. S. total, it rep-resents a much higher percentageat certain times of the year. In thesummer of 1956, the state's outputrepresented 79 per cent of the let-tuce produced nationally and roseto 82 per cent during the fall of thatyear.

These near-monopoly conditionsplace California growers in an ad-vantageous position relative to out-of-state growers.

Decline in AugustFactory EmploymentThere were 12,000 fewer workers

employed in California manufactur-ing industries this August than ayear ago, even though in August1959 employment was depressed bythe steel strike, John F. Henning,California Director of Industrial Re-lations, reported today.The current factory total of

1,333,000 wage and salary workerscompares with a count of 1,345,000a year ago.The net loss in factory jobs from

August 1959 occurred because thecumulative losses in aircraft duringthe past year outweighed gains inother industries.The aircraft workforce of 203,600

workers was down by almost 44,000,or 18 per cent, from a year ago. Thecurrent total is the lowest in thepast 8 years.

In addition to the loss in aircraft,year-to-year decreases of between1,000 and 3,000 were recorded inthe food processing, auto assembly,rubber, and machinery industries.

* Ignoring the tremendous ad-vances of science in recent monthsand the prospective early break-through in converting salt andbrackish water to fresh water at lowenough cost for wide use. This isthe main prospect for abundance ofwater in the southern half of thestate.
