The mission of Bethany Lutheran Early Childhood Center is to nurture the spiritual, academic, physical, and social growth of children entrusted to our care by sharing the teachings of our Lord and Savior, Jesus Christ, encouraging outreach in His name.

In partnership with our congregation, our Early Childhood Center will be fully accessible and available to families with children ages 12 months and walking through 5 years of age. We will actively reach as many families as possible who will benefit from a warm, caring Christian environment for their children.

WELCOMEWelcome to our Bethany Family. We are excited to add you to our family. Our staff is here to serve you, provide your child with Christian loving care, and to share the love of Jesus with your child each day. In response to Christ’s command to love one another and to share HIS STORY with others, the families of Bethany Early Childhood Center are welcomed into our fellowship.You are always welcome to join us for worship, Bible Classes, and church activities. In our individual lives we all face times of grief, times of joy, situations which may benefit from spiritual support, prayer, or just someone to talk to. Pastor Mark is available to assist you in any way possible.Your child will become familiar with Pastor Mark. He tries to greet students and families at the door after staff devotions. He participates in our chapel services, and is often seen by the children in the hallway.

HOURS OF OPERATION AND HOLIDAYS

The Center will operate from 6:30 a.m. until 6:00 p.m., Monday through Friday, year round. The Center will be closed and care will not be provided on the following holidays:New Year’s Day, Good Friday ,Easter Monday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the Friday following, Christmas Day, and either the day before or the day after the Christmas holiday is observed. If the holiday falls on Saturday, we will observe it on the Friday prior and if the holiday falls on a Sunday, we will observe it the Monday following.

No credit or refund of tuition shall be given for the days that the Center is officially closed. Tuition is the same for each week regardless of holidays.

INCLEMENT WEATHER

The Center will only be closed under extenuating circumstances (i.e. two feet of snow or loss of power/water). If the Center does not have power or water then per Kansas State Regulations Bethany Early Childhood Center CAN NOT be open.

If the Center is closed it will be announced on the following as BETHANY EARLY CHILDHOOD CENTER.

DROP OFF AND PICK-UP PROCEDURES

The security of your child is important to our entire staff. To ensure the safety of your child we will dismiss only to parents, guardians, or designated persons noted on your paperwork. In theevent it is necessary for someone other than those noted on your form to pick your child up, a note is required. Please let the designated person know that they will be required to provide a picture ID before your child will be released to him/her.

NO CHILD WILL BE DROPPED OFF AT THE DOOR Parents are responsible for assisting their child/children to their classroom and into the care of a staff person.

Upon Arrival:+ Sign in with the current time+ Discuss concerns or special instructions with the staff member.+ Try to do the same thing each day upon arrival (put belongings away, assure your child you

will return, say good-bye, then leave.

At Pickup:+ Sign out with the current time+ Discuss any questions or concerns with the staff member.

TUITION AND FEES

The registration fee of $45.00 is due upon enrollment. This is an annual, non-refundable fee for as long as the child is continuously enrolled. You may withdraw from Bethany Early Childhood Center whenever you wish, after giving the Center two (2) weeks’ notice. Should you wish to apply for re-enrollment, the registration fee is payable and admission is contingent upon available space in the Center at that time.

Part time care MAY be available. Parents can enroll their children from one to four days per week. The number of days and days of the week must be the same each week. Parents will be charged for the same number of days each week whether or not their child attends.

Tuition is due on MONDAY of each week in advance for that week of care. Statements will be issued prior to Friday to parent(s) with a balance due. IF TUITION IS NOT PAID BY WEDNESDAY FOLLOWING CARE, a $5.00 late fee will be assessed to that account for each business day that tuition is not paid. Checks should be made payable to Bethany Early Childhood Center.

Our goal is to care for your child in the best possible way. Children become anxious when it is time to go home and no one has come for them. It is not only unfair to the child, but to the teacher as well because she cannot perform the duties required at that time. For these reasons a stringent late pick-up fee will be assessed. $5.00 will be charged for every 5 minutes that the parent is late. We will make every attempt to contact you and/or the emergency contact listed,however, it is YOUR RESPONSIBILITY to contact the Center if you are running late. The late fee will be assessed the following day and is to be paid with the next weekly tuition.

A charge of $50.00 will be applied to all returned checks. After the second returned check, fees will be accepted only by cash or money order.

ABSENTEE POLICY

In the event that your child is ill and/or needs to miss a day, please call at least 1 hour before the scheduled time of arrival. Parents will be responsible for that day’s tuition.

VACATION CREDIT

Tuition will be charged at 50% of the regular fee paid for two weeks of family vacation per year. The Center MUST BE notified at least two weeks prior to the time that the child will not be in attendance. If proper notice is not given parents are responsible for full payment whether or not the child attends the Center.

APPLICATION/ADMISSIONS

Upon the completion of the required forms, Bethany Early Childhood Center does not discriminate in regard to race, color, religion, national origin, ancestry, physical disability or gender. Each child must be between the ages of 12 months and walking, to 5 Years. ALL APPLICATION FORMS MUST BE COMPLETED PRIOR TO THE CHILD ’ S FIRST DAY AT THE CENTER. The forms to be completed are as follows: Bethany Early Childhood Center application, health assessment, immunization information, parent contact, photo release, transportation agreement (as needed) and acknowledgment of Parent Handbook. Upon completion of the forms, students are admitted when space is available. Priority is given to full-time students and/or siblings.

IF THERE ARE ANY CHANGES ON THE APPLICATION FORMS SUCH AS NAMES, ADDRESSES, PHONE NUMBERS, OR PLACES OF EMPLOYMENT, THE PARENT(S) MUST NOTIFY THE CENTER IN WRITING IMMEDIATELY.

RECORDS

Your child’s records will be maintained in an accessible manner in the Center’s office. These are to include the following:+ Your child’s identifying information (name, birth date)+ Parent(s) name, address, home, cell, and business phone numbers, and Social Security

Number+ Name and address of person(s) to whom the child may be released+ A signed statement by the parent regarding any allergies and other known health problems

(medical, mental, emotional) and any special procedures that should be used in caring for the child

+ Parental agreements for transportation, field trips, and/or other activities away from the Center if the child will be participating in these activities

+ Description of accidents or serious illnesses occurring while your child is at Bethany Early Childhood Center, including the date, time, and condition under which it occurred and the action taken

+ Current Health Assessment and immunization information

TERMINATION POLICY

We do reserve the right to terminate a child’s enrollment for violations of policies and rules of the school or of the Kansas Department of Health and Environment. Parent and/or guardians need to abide by the rules and guidelines that are outlined in this Handbook. IT IS IMPERATIVE THAT PARENTS RESPECT THE RELIGIOUS NATURE OF BETHANY EARLY CHILDHOOD CENTER.

HEALTH PROCEDURES

We will promote the health and safety of your child by providing a clean, smoke-free environment, safe toys, physical education, supervised physical activities, and maintain information for disease prevention resources for parents. For the protection of the children we MUST enforce rules on illness and administering medication.

GUIDELINES

To help us successfully meet all of our goals, the following guidelines have been set:+ All personal items must be labeled (blankets, clothing, toys, etc.)+ Sick children should remain home. Please do not bring your child to school if he/she is

showing signs or symptoms of illness. If we notice any symptoms while your child is in our care, we will call you to arrange to have him/her picked up. If we send your child home due to illness, he/she must remain out of the center for at least 24 hours. This means that a child may NOT RETURN to the Center the day after being sent home.

THE UNACCEPTABLE SIGNS AND SYMPTOMS ARE AS FOLLOWS:

+ Temperature of or over 100.5 degrees+ Pus or mucus in the eyes+ Continuous mucus from the nose+ Child is lethargic+ Diarrhea+ Vomiting+ Skin rash (unknown origin)+ Lice ( Students will be sent home, and may not return until treatment with an anti parasitic

drug is initiated)

MEDICATION

The Center WILL NOT administer a non-prescription medication unless it is accompanied by a physician’s request to do so. The Center will administer physician prescribed medication and non-prescription medication only on the written request of the child’s parents or guardians on our “Authorization to Administer Medication” form. The medication will be kept in the original container with the prescription name on the container and will be locked up in the Center’s office. A lock box for the medication that requires refrigeration will be provided. PLEASE FOR THE SAFETY OF THE CHILDREN IN OUR CENTER, DO NOT LEAVE MEDICATION IN YOUR CHILD ’ S CUBBY OR TOTE BAG!

Medication administration records are kept on the form provided to parents for consent. BECC STAFF WILL NOT GIVE THE FIRST DOSE OF MEDICATION. THE FIRST DOSE MUST BE GIVEN BY THE PARENT/GUARDIAN AND MONITORED FOR THE RISK OF SIDE EFFECTS AND/OR ALLERGIC REACTIONS TO THE MEDICATION.

Epi-Pen

If your child has an allergy that may require the use of an Epi-pen, BECC will require their own Epi-pen kept on site which will be provided by the parent or guardian. If your child would require the use of the Epi-pen while in attendance the following steps will be taken:1. The Epi-pen would be injected by a staff member.2. 911 would be called after the Epi-pen is injected.3. The parent or guardian would then be contacted and given further information.

CONFIDENTIALITY

Any child care provider or center staff who gives or applies medication shall not disclose information about a child’s medication unless such information is needed to protect the health of other children or staff.

ACCIDENTS/INJURY

In the event of an accident, appropriate procedures will be followed and parents will be notified. Reports are kept on all accidents and copies are released to the parent upon picking up the child at the end of the day. Please give us the name of an emergency contact other than the parent or physician. We also need a signed emergency medical treatment form (provided by the Center) in the event a child needs emergency care. If we cannot reach you, 911 will be called for medical assessment. The recommendation of the EMT professionals will be acted upon. Accident insurance is carried on each child enrolled at the center and records are kept on file.

ILLNESS

A current (within 6 months) Health Assessment by a licensed physician that includes a record of the child’s immunizations (or a physician’s statement that immunization is contraindicated) is required upon enrollment and must be kept current. We will help you with this by reminding you at least 30 days prior to expiration and we do expect your support in this important health requirement. (K.A. R, 28-4-430) We are required by the Department of Health and Environment to have the name, addresses, and telephone number of your child’s physician in our files. Please be sure to bring this information with you when you are ready to enroll your child, the Center MUST have this information prior to attendance.

A child that is vomiting, or has a fever of more than 100 degrees Fahrenheit, or has three loose bowel movements (diarrhea), or has signs or symptoms of any communicable disease shall be isolated from the other children and given appropriate care by a staff member until picked up by a parent, guardian, or designated representative. Parents must make arrangements to pick up their sick child within one hour of being notified. If the child is not picked up within the hour time, the emergency contact listed in the child’s file will be notified and asked to pick up your child.

If your child is sent home with a fever of more than 100.5 degrees Fahrenheit, they MUST BE FEVER FREE, WITHOUT MEDICATION, FOR TWENTY-FOUR (24) HOURS BEFORE RETURNING TO THE CENTER.Parents will be informed of all communicable disease occurrences. Symptoms will be reported immediately to parents.

FIRE/TORNADO DRILLS

Fire drills are conducted monthly, date and amount of time to evacuate is recorded and kept on file at the center.

Tornado drills are conducted monthly, March through September, date and amount of time to evacuate is recorded and kept on file at the center.

Emergency evacuation plans will be posted in conspicuous places through the center and in each classroom.

Each staff member is given a copy of our Crisis Plan which we go over in staff meetings.

REPORTING SUSPECTED CHILD ABUSE/NEGLECT

According to Kansas law, any Bethany Early Childhood Center employee is mandated to report any suspected child abuse and/or neglect to the Department of Family Services. The Director is NOT REQUIRED BY LAW TO NOTIFY THE PARENTS BEFORE CONTACTING DFS.

DAILY PROGRAMS AND ROUTINES

Daily activities and schedules are posted in each classroom, along with the weekly lesson plan.

OUR STAFF

Bethany Early Childhood Center is committed to providing children with a caring and nurturing Christian staff that values the opportunity to share the love of Jesus with the children in their care. The staff selection process includes interviews, health examinations, work experience checks, and criminal history background checks. Our staff participates in containing professional staff development opportunities that include staff meetings, Sedgwick County Health Department in-service workshops, first aid and CPR training.

PROGRAM

Bethany Early Childhood Center believes that hearing Bible stories is an important part of the development of a child because of what it teaches about God’s love for the world, especially shown in the life, suffering, death and resurrection of Jesus Christ. We also believe that a child’s knowledge of the love and acceptance of God in Christ is the best way of developing each child’s unique personality, promoting individuality and a positive self-image both in individual and group situations.

Your child will be guided to start taking part in small and large group activities.+ Circle Time+ Time with Jesus (Hearing a Bible story and relating it to living now)

+ Center Time+ Meal Time+ Movement Time/Music Time+ Working and playing with other children+ FIELD TRIPS

We may take trips by vehicle. We send home field trip permission forms prior to all trips to inform and acquire permission from parent(s). The trips have been planned to enhance our children’s learning. YOUR CHILD MUST attend if they will be at the Center on the day of the field trip.

CURRICULUM

The curriculum is based on our knowledge that children learn best through their first-hand sensory experiences of feeling, listening, tasting, smelling and observing. Children need to manipulate, experiment, and explore; while they also need and expect certain guidelines, rules and routines in order to feel safe and secure. It is the staff’s responsibility to provide various materials and learning opportunities as well as the protective controls that children need for optimal learning.

SHARE DAYS

If your child’s class has a share day, your teacher will share the guidelines for his/her classroom.Your child may bring a book to share, puzzles, Christian music CD’s, family pictures, etc.NO TOYS MAY BE BROUGHT THAT HAVE GUNS, WEAPONS, OR OTHER TOYS THAT ENCOURAGE VIOLENCE. IF THESE TOYS ARE BROUGHT INTO THE BUILDING THEY WILL BE KEPT IN THE OFFICE UNTIL THE CHILD IS PICKED UP. GUM AND CANDY MAY NOT BE BROUGHT. TOYS MAY NOT BE BROUGHT ON OTHER DAYS.

NAP TIME

Your child may bring items for security such as blanket or stuffed animal to use during nap time.Children will nap or rest between 12:30 and 2:30 p.m. Parents will provide a crib sheet to cover the cot and blankets and sleeping friend if so desired. THESE LINENS WILL BE SENT HOME EVERY FRIDAY, LAUNDERED BY THE PARENTS, AND BROUGHT BACK ON MONDAY. IF YOUR CHILD’S NAP TIME ITEMS ARE NOT RETURNED ON MONDAY A $5.00 fee will be assessed to your tuition fees.

DISCIPLINE AND BEHAVIOR GUIDANCE

The Center has a philosophy of positive guidance, incorporating creative teaching and involvement to help children develop self-discipline and inner control over their actions. It is based on mutual respect and an understanding of children’s needs and development. Positive guidance uses redirection, verbalization of misunderstandings, consistency, and acceptance of feelings, firmness, and fairness. Children are encouraged to express their feelings verbally as well as to discuss and resolve conflicts rather than ‘act out’ their feelings. In certain situations, a brief ‘quiet time’ may be used to allow a child to calm down and recover self-control before resuming group activities. This time is limited to no more than one minute per year of the child’s

age. The parent will be informed of any behavioral problems and/or incidents. If a child displays persistent behavior problems, a parent-teacher conference will be requested to try to resolve the problem/issue at hand. If the aggressive behavior is still exhibited another conference may be held with the parent(s). Parent(s) may be asked to find alternate childcare. AT NO TIME WILL A CHILD BE SUBJECTED TO PHYSICAL PUNISHMENT, SHAMING, FRIGHTENING OR HUMILIATING METHODS. NO TYPE OF VERBAL ABUSE, THREATS, DEROGATORY REMARKS OR DEPRIVATION OF A MEAL OR ANY PART OF A MEAL, INCLUDING SNACK, WILL BE USED TO DISCIPLINE. NO CHILD WILL EVER BE PUNISHED FOR TOILET ACCIDENTS.

BECC RULES

1. No hitting, biting, pinching, throwing, pushing, hair pulling, or otherwise hurting ourselves or others.

2. No intentionally breaking anything.3. No running, jumping, wrestling, climbing, etc. inside the center unless in designated areas.4. Children may not pick up other children.5. No leaving the center or playground without permission of a staff member. No children are

allowed outside alone without adult supervision, even when a parent is there.6. No name calling, yelling, foul language, teasing, or bullying. Everyone deserves to be

treated with respect.7. All food and drink will remain in designated areas of the center/classroom. ABSOLUTELY

NO GUM CHEWING BY THE CHILDREN.8. Any other classroom rules decided by the children and the teacher.

BITING POLICY

A child biting another child is one of the most common and most difficult behaviors in group childcare. It can occur without warning, it is difficult to defend against, and provokes strong emotional responses in the biter, the victim, the parents, and the caregiver involved.

For some the biting stage is a passing problem. Children try it out to get what they want from another child. They are in the process of learning what is socially acceptable and what is not. They discover that biting is a sure-fire way to cause the other child to drop what they are holding so the biter can pick it up. However, they experience the disapproval of the adults nearby and eventually learn other ways of gaining possession of objects or expressing difficult feelings. For other children biting is a persistent and chronic problem. They may bite for a variety of reasons, teething, frustration, boredom, inadequate language skills, stress or change in the environment, feeling threatened, or to feel a sense of power. No matter what the cause, biting in a group situation causes strong feelings with all involved. It does help, however, to be aware of the potential problem before it happens and to form a plan of action if it does occur.

For the biter:1. The biter is immediately removed with no emotion, using words such as “biting is not okay-

it hurts.” Avoid any immediate response that reinforces the biting or calls attention to the biter. The caring attention is focused on the victim.

2. The biter is not allowed to return to the play and is talked to on a level that a child can understand. “I can see that you want that truck, but I can’t let you hurt him. We don’t put our teeth on people. “Or” “That hurts Johnny when you bite him, he is sad.”

3. Redirect the child to other play.4. Write an accident report and notify the parents of the biter.

For the victim:1. Separate the victim from the biter.2. Comfort the child.3. Administer first aid.4. Write an accident report and notify the parents of the victim (in writing).

If biting continues:1. Chart every occurrence, including attempting bites, and indicate location, time, participants,

behaviors, staff present, and circumstances.2. Let all parents know that there is a problem and the procedures that will be followed to deal

with it.3. “Shadow” children who indicate a tendency to bite: Head off biting situations before they occur. Teach non-biting responses to the situations and reinforce appropriate behavior. Adapt the program to better fit the individual child’s needs4. “Shadow” children who have a tendency to be bitten: Head off biting situations. Teach responses to potential biting situations: “no” or “Don’t hurt me.”5. Work together as partners with parents of both biting children and frequent victims to keep all informed and develop a joint strategy for change.6. Hold a conference with the parents of the biting child to develop a written plan of action. Schedule follow-up meetings or telephone conversations as needed.7. Prepare the parents of the biting child for the possibility that the child may have to be removed from the Center and help them find contingency plans.

Progress Reports

Your child’s teacher and/or Director are available to discuss your child’s progress at any time, and will regularly bring matters to your attention when necessary. In addition we offer Parent/Teacher Conferences in the fall and the spring. The parent(s) may request a conference at any time.

Meals

Breakfast will be served at 8:00 a.m., morning snack (if needed for toddlers), lunch, and afternoon snacks will be provided. The menu is planned to provide a nutritious diet. Kansas Department of Health and Environment regulations are followed to promote optimal growth and development. The children are served breakfast, snacks and lunch in their room with their teacher to promote a family environment. Children are given as much time as they wish to eat. Children are encouraged to become interested in the food before them, and assisted when needed.NO child is forced to eat any food. Special eating problems or marked changes in lunchtime behavior will be reported to parents.

We will review each child’s medical report to be aware of allergies or other food problems. The Center serves milk with breakfast and lunch, milk, juice or water with afternoon snack.

BIRTHDAYS

Birthdays may be celebrated at school with a party consisting of cupcakes, cookies, or a cake and party plates and napkins brought by parents. Parties are held in the classroom. If you would like to plan a party for your child please speak with your child’s teacher.

PICTURES

Individual pictures will be taken in the fall and the spring. Dates will be sent home with your child/children.

CHILD’S PERSONAL ITEMS

Please have your child wear play clothes that are comfortable and easy for your child to manage as we encourage children to be as independent as possible. Independence is a part of the learning process and helps to build self-esteem. It is important that your child be allowed to get dirty and to get wet. THEREFORE, WE REQUIRE THAT YOUR CHILD HAVE AT LEAST ONE COMPLETE CHANGE OF CLOTHING INCLUDING SOCKS AT SCHOOL. EACH ITEM OF CLOTHING SHOULD BE CLEARLY LABELED SO THAT THE CLOTHES ARE NOT MISPLACED. PLEASE PLACE CLOTHING IN A CLEARLY LABELED ZIPLOC BAG TO BE KEPT IN THE CHILD ’ S CUBBY. SOILED CLOTHING WILL BE PLACED IN THE CHILD ’ S CUBBY IN A PLASTIC BAG. THE NEXT DAY PLEASE SEND ANOTHER CHANGE OF CLOTHING.

PARENT INFORMATION, INVOLVEMENT, VISITS

Parent Information will be found on the Parent Information Board near your child’s classroom.

We value the participation of our families. We will offer Parent Involvement Activities to give you a chance to participate in events with your child. Some examples: Trunk and Treat, Christmas Worship Service, Game Night, Family Movie Nights, etc.

Parents are always welcome to visit the Center. Please make prior arrangements with your child’s teacher. We do this to minimize disruption in your child’s day, since children have little concept of time and think that when they see you, it is time to go home. A parent’s departure after a short visit can be very unsettling to a small child.

CUSTODY OF A CHILD

At the time of enrollment, you will be expected to provide in writing the names and addresses of three (3) persons to whom we may release your child. IF THIS SHOULD BE CHANED AT ANY TIME, WE WILL NEED TO HAVE THAT IN WRITING ALSO. NO CHILD WILL BE RELEASED TO ANYONE WITHOUT PRIOR WRITTEN AUTHORIZATION. AT ANY TIME WE RESERVE THE RIGHT TO ASK FOR IDENTIFICATION.

GRIEVANCE PROCEDURE

If a problem exists, the Center wants it corrected as quickly as possible. This can only be achieved if it is identified immediately. Parents with concerns should first discuss them with the classroom teacher. If the classroom teacher is unable to resolve the concern independently and to the satisfaction of the parent, then the matter should be brought to the attention of the Director. If the Director is still unable to arrive at a solution satisfactory to the parent then the matter will be brought to the attention of Bethany Early Childhood Center school board.

CHANGE TO THE PARENT HANDBOOK/POLICIES

The center, at its discretion, may change any policy contained in the Parent Handbook. Parents will be notified of any changes by email and written notice distributed in their child’s folder.

(6) The safety of the children riding in the vehicle shall be protected as follows:

(A) All doors except the front door on the driver’s side shall be locked while the vehicle is in motion.

(B) Discipline shall be maintained at all times.(C) All parts of the child’s body shall remain inside the vehicle at all times.(D) Children shall neither enter nor exit the vehicle into a lane of traffic.(E) Children under 10 years of age shall not be left in a vehicle unattended

by an adult. When the vehicle is vacated, the driver shall make certain no child is left in the vehicle.

(F) Smoking in the vehicle shall be prohibited while children are being transported.

(G) (i) Day care facilities defined by K.A.R. 65-517, K.A.R. 28-4-113 and K.A.R. 28-4-420 shall maintain applicable staff/child ratios. (ii) Residential facilities as defined by K.A.R. 28-4-268 and K.A.R. 28-4-311 shall maintain applicable staff/child ratios when children under six are being transported.(H) The driver shall transport the child to the intended location, person, agency or institution as designated by the child’s parent or legal guardian, or by the agency person in charge.
