HOW WE IDENTIFY IF A PUPIL HAS SEN

During a pupil’s school life a child may have a special educational need.

“A child or young person has SEN if they have a learning difficulty or disability which calls for special provision to be made for them”.

A child of compulsory school age has a learning difficulty or disability if they;

a. Have a significantly greater difficulty in learning than the majority of others of the same age Or

b. Have a disability which prevents or hinders them from making use of educational facilities of a kind generally provided for others of the same age in mainstream school or mainstream post-16 institutions.

If a learner is identified as having SEN we will strive to deliver provision that is additional to or different from ‘the normal differentiated curriculum intended to overcome the barrier to their learning’.

Learners may fall behind in school for many reasons. They may have been absent from school, they may have experienced inconsistency in their education provision. They may not speak English as a first language or they may suffer from self-esteem issues which prevents progress being made. At Burnham Market Primary School we are ambitious for all our pupils. We aim to foster a positive approach to any difficulties they may have,

capitalising on strengths and minimising weaknesses. We strive to adopt a positive approach to learning and life.

Only those with a learning difficulty that require special educational provision will be identified as having SEN. However, some pupils may be identified as vulnerable. This does not mean that all vulnerable learners have SEN, and we have policies in place to support these vulnerable pupils.

There are a variety of ways pupils at Burnham Market Primary School are identified as having Special Educational Needs.

Discussions with parents Liaison with previous school, staff, or Parent Support Advisor Burnham Market Primary School’s Senco attending nursery school meetings about

individual pupils Pre-school assessments Discussion with school staff who raise concerns Pupil assessment and progress monitoring throughout the school year Liaison with external agencies Discussion with the pupil

For some pupils we may seek advice from specialist teams. In our school and cluster we have access to various specialist teams. We also have services universally provided by Norfolk County Council which are described on the local offer website available here. (Link: www.norfolk.gov.uk/SEND)

OUR APPROACH TO TEACHING PUPILS WITH SEN – QUALITY FIRST TEACHING

Burnham Market Primary School has a fully inclusive approach to teaching learners with SEN. We strive to create a learning environment which is flexible and creative to meet the needs of all members of our school community. All pupils have equal opportunities, expectations and aspirational outcomes. Every teacher at the school adapts the curriculum and their teaching style, in line with current practice, to ensure access to learning for all pupils in the class. The Teacher Standards for 2012 details the expectations of all teachers.

At Burnham Market Primary School we aim to;

Provide a positive, secure environment in which each individual is valued. To teach all learners to a high standard.

Value parents as partners in their child’s learning journey.

We regularly monitor and report on pupil progress, and staff carry out continual assessments to ensure learning is taking place. Our whole school system regularly monitors progress and includes regular pupil progress meetings.

FURTHER STRATEGIES TO SUPPORT PUPILS WITH SEN

Each learner identified as having SEN is entitled to support that is ‘additional to or different from’ a normal differentiated curriculum. The type of support offered will be dependent on the pupil’s individual needs and the outcome and impact will be monitored and assessed to ensure it has been beneficial.

Our teachers use a variety of strategies to enable access to the curriculum and ensure maximum engagement of pupils. These may include:

Targeted interventions led by staff in small groups or 1:1 ‘Talkabout’ programme to support the emotional and social development of pupils ‘Talkboost’ programme for developing speech and language skills Nurture group activities Visual timetables Writing frames and mind maps Ipads, laptops Peer buddy system Positive behaviour rewards system Practical learning tasks Questionning techniques Pace and challenge activities

A ‘My Provision & Progress Plan’ (MP3) is created for all pupils with SEN. These profile the pupil’s strengths, weaknesses and targets, and will be discussed and evaluated regularly with parents and pupils.

Some pupils may require access arrangements during SATs. In these cases applications are made to the relevant examination boards.

Burnham Market Primary School is part of the Wells Cluster. Provision maps for our Cluster Schools are shared, ensuring we have a clear overview of our pupils and we can plan and share our expertise and have consistent practice and assessment amongst us.

HOW WE FIND OUT IF SUPPORT AND INTERVENTIONS ARE EFFECTIVE

Monitoring progress of pupils is an integral part of teaching and leadership within our school. Parents, carers, pupils and staff are involved in reviewing the impact of interventions for learners with SEN. We adhere to the ‘Assess, plan, do and review’ model, ensuring that parents, carers and pupils are involved in every step. This is reviewed regularly with the parent and pupil. If a learner has an Education, Health & Care Plan (EHCP) the same termly review meetings take place but an additional formal annual review will be scheduled.

The Special Educational Needs Co-ordinator (SENCo) collates the impact of interventions and progress data, and this is monitored by teachers, senior leaders and Governors. Our data is monitored by the local authority and Ofsted.

OTHER OPPORTUNITIES FOR LEARNING

Burnham Market Primary School embraces all opportunities to engage in learning beyond the classroom, and all learners have the same opportunities to access activities including all those which are extra curriculum. The school offers a wide range of activities including educational visits, art projects, musical instrument tuition, and an annual woodland activity week. In addition break, lunchtime and after school support is available to learners with Special Educational Needs.

We are committed to making all necessary reasonable adjustments to ensure we comply with the Equality Act 2010 to meet our pupils’ needs. Specific requirements are discussed and implemented.

The Equality Act 2010 definition of disability is;

‘A person has a disability for the purpose of this Act if she/he has a physical or mental impairment which has a substantial and long term adverse effect on his/her ability to carry out normal day to day activities.’ Sector 1(1) Disability Discrimination Act 1995

This definition of disability in the Equality Act includes children with long term health conditions such as asthma, diabetes, epilepsy and cancer. We recognise that there may be situations where disability and SEN overlap.

The legislation places specific duties on schools, settings and providers including the duty not to discriminate, harass or victimise a child or adult linked to a protected characteristic defined in the Equality Act and to make resources adjustments.

PREPARING FOR THE NEXT STEP

Transitions are part of life for all our learners, planning for these and the anticipation of any barriers is crucial. Pupils may be moving from our school to another, one key stage to another, and they will have new teachers and be moving onto secondary education. Burnham Market Primary works hard to ensure positive transitions are experienced by our pupils and all relevant details are passed on.

Planning for transition is a crucial part of provision for all learners with SEN. These transition arrangements will be discussed with parents, carers and pupils well in advance.

FUNDING FOR SEN

Burnham Market Primary School receives funding directly to the school from the Local Authority to support the needs of learners with SEN. This is described as a SEN memorandum.

The Wells Cluster of schools also receives funding from the Local Authority for Exceptional Needs. This funding is for learners who require support that exceeds the funds which are available to the school. A robust framework for application to access this funding is in place.

The Wells Cluster of schools have a signed governance agreement to enable us to work closely and effectively together.

The Wells Cluster is committed to working together to improve outcomes for our pupils. We regularly share training opportunities, resources, expertise and enrichment activities.

HAVE YOUR SAY

Burnham Market Primary School is a community school. Together we can shape and develop provision for all of our pupils ensuring achievement for all. This report outlines our annual offer to pupils with SEN, however in order for this to be effective it needs the views of all parents, carers, pupils, governors and staff. Parents and carers are encouraged to engage with this annual process in order to support all our pupils with SEN.
