    Dear Ed:

This letter serves to convey the results of the fall 1999 sampling event. This sampling was completed asdescribed in our November 5, 1999 letter to you.

    Sample Collection and Analysis

Woodard & Curran collected surface water and sediment samples from 15 locations on November 19,7999 tlltrnpSwere analyzed at Katahdin Analytical Serv.es for total arsemc iron and manganeseaccording to Method 6010/200.7. Sediment samples were also analyzed for total res.dual solids. The

results of analysis are provided as Attachment 1.

of analysis are provided as Attachment 2.

All samples were collected in pre-cleaned and pre-preserved sample jars provided by the laboratory. Thesamples were kept on ice and delivered to the laboratory on the day of collection.

    Data Quality

Holding time requirements were met for all samples.

Percent recoveries from laboratory control samples (LCSs) were within established limits for all inorganic analytes. For VOAs, percent recoveries from the LCS were within established limits for all analytes with the exception of acetone and dichlorodifluoromethane, neither of which were detected at any concentration in the samples. This result does not affect data usability.

MS/MSD results were acceptable, with one exception. For one inorganic MS/MSD (WP 4764-006), the MS recovery was outside the laboratory-specified spike concentration acceptance range because the spike concentration was significantly below the sample concentration. As a result, the spike concentration could not be distinguished from the sample's analytical signal. However, the spike duplicate recovery and relative percent difference were acceptable. This result does not affect the data usability.

    Findings

Results of groundwater, surface water, and sediment sampling conducted in November 1999 are generally consistent with previous results.

Surface water results from the November sampling event are shown on Table 1 with results from previous sampling events. These results indicate that concentrations of arsenic, manganese, and iron in samples collected 300 to 500 feet downstream from the confluence of Sandy Brook and Big Ledge Brook (SW-93, SW-98, SW-103) are at concentrations similar to background.

Sediment results are shown on Table 2 with results from previous sampling events. Results from the November sampling event are consistent with historical concentration ranges. Concentrations at the excavated seep location (SD-13) remain an order of magnitude below the pre-excavation concentrations. Arsenic concentrations in sediment decrease downstream from the confluence of Sandy Brook and Big Ledge Brook. Manganese and iron concentrations decrease downstream from the confluence, with the exception of SD-103, where concentrations increase.

Groundwater results from three wells at the foot of Landfill 4 (Table 3) illustrate the trends in groundwater concentrations. Results from the November 1999 sampling are at or within historical concentrations.
