Hiring of Education Service Provider (ESP) for delivery of Education Services in Zonal Cluster – I: Palamu, Chatra and Koderma districts of Jharkhand under Tejaswini Project

1. Background

Targeting youth is key to empowering women and addressing a major bottleneck to the state’s competiveness. An estimated 62 percent of Adolescent Girls and Young Women (AGYW) (aged 16–24) were neither engaged in training, education, nor employment, compared to 14 percent of young men from the same households (World Bank 2015 Survey). This is especially concerning in light of the state’s demographics. Adolescents and youth (ages 10–24) constitute nearly one-third of the state’s population, and this stage presents an especially critical window for addressing gender inequality. In response to this critical development challenge, the Government of Jharkhand with the World Bank (IDA) support is implementing a Project titled “Tejaswini: Socio-Economic Empowerment of Adolescent Girls and Young Women” in Jharkhand.

The Project is being implemented by the Department of Women, Child Development and Social Security (DWCDSS), Government of Jharkhand through its autonomous body, Jharkhand Women Development Society (JWDS). The Project aims to improve completion of market-driven Skills Training and Secondary Education for Adolescent Girls and Young Women (AGYW) in Jharkhand. Skills Training under the Project comprises both Vocational and Business Skills Training and defined as ‘market-driven’. Secondary Education in this case focuses on attainment of secondary-level education viz. class 8 or 10 among out-of-school Adolescent Girls and Young Women.

The Project is being rolled out in 17 selected districts of Jharkhand of which two districts viz. Dumka and Ramgarh have been chosen for piloting more intensive interventions approach as compared to the interventions of remaining 15 project districts viz. Palamu, Chatra, Koderma, Latehar, Lohardaga, Khunti, Saraikela-Kharsawan, Simdega, East Singhbhum, Bokaro, Dhanbad, Jamtara, Deoghar, Godda, and Pakur. For the ease of implementation and supervision, the 15 project districts have been divided into five Zonal Clusters as illustrated below:

5. Zonal Cluster – V Deoghar, Godda, Pakur 25The Project emphasizes two basic levels of intervention. The first is the community-level: community-based platforms (“clubs” and “centers”) for AGYW to come together for regular activities and support, counseling and guidance, life skills education, and information on, and access to, broader services and opportunities-especially project-contracted education and training courses delivered at the institution-level. The second is the institution-level: working with partner institutions through performance-based contracts to deliver Vocational Skills Training services focused on wage employment, Business Skills Training services focused on self-employment, and Educational services (including bridge education, support for mainstream education and academic support for non-formal education through open schooling) to a subset of AGYW, and making it easier for them to participate by addressing critical constraints.

For the provision of Education Services in Zonal Cluster-I: Palamu, Chatra and Koderma districts of Jharkhand under Tejaswini Project, JWDS seeks to hire a qualified and experienced Firm/Agency, hereinafter referred to as Education Service Provider – ESP, for delivering Education Services to a sub-set of Adolescent Girls and Young Women (AGYW) enabling them to complete secondary-level education viz. class 8 or 10 through bridge education followed by mainstreaming in formal schools or open schooling. The intended AGYW for the Education Services under Tejaswini Project are out-of-school AGYW in the age group of 14 to 20 years.

The Project will also work closely with the Department of Human Resource Development, Government of Jharkhand, for ensuring mainstream education, while for the open schooling, the Project will work with the National Institute of Open Schooling (NIOS). Refer Annex – II for more details on open schooling component of the Project. Refer Annex – I for more details on the Education Services of the Project.

2. Objective

The objective of this consulting assignment is to provide Education Services including bridge education, support for mainstream education and academic support for non-formal education through open schooling to eligible AGYW under Tejaswini Project in Zonal Cluster-I: Palamu, Chatra and Koderma districts of Jharkhand under Tejaswini Project to facilitate completion of class 8 or 10, as per guidelines prescribed by JWDS.

The ESP will also be responsible for training the Bridge Educators of Community Service Providers (CSPs) 1. Besides, providing follow up support and forward linkages to the successful AGYW will also be a critical component of the overall service.

3. Scope of Work

The scope of work for this consulting assignment will include providing the following Education Services to AGYW in Zonal Cluster-I: Palamu, Chatra and Koderma districts of Jharkhand under Tejaswini Project:

I. Selection and Registration of AGYW: AGYW will be mobilized by Community Service Providers (CSPs) and organized into community-level club known as Tejaswini Club2

(mostly located at village-level). All club members will first receive a week-long program induction training and three-to-four months’ life skill education (covering resilience and soft skills, financial literacy, health and nutrition, and young women’s rights and protections) at Tejaswini Club by the respective CSP.

Following the life skills education, an initial assessment of every AGYW will be done by the respective CSP at the club-level to inform AGYW about different tracks - education and skills services under the Project and other options outside of Project as well as understand their interest and aspirations. Subsequent to the initial assessment, an aptitude test of every AGYW, interested in pursuing different tracks for skilling and education under the Project, will be conducted by the respective CSP at the cluster-level centre known as Cluster Location3 (mostly located at panchayat-level) using scientific tools.

AGYW will also be screened for eligibility for the different track using standard criteria. It must be noted that the first criteria for eligibility in Education Services of Tejaswini Project is that the AGYW must be out-of-school. In Tejaswini Project, out-of-school AGYW is being defined as those AGYW who have been out-of-school for at-least 18 months as on the date of the aptitude test. The same is to be verified by CSP in consultation with the Cluster Resource Person (CRP) who work at panchayat-level from Education Department which further may be approved by District Superintendent of Education/ District Education Officer.

Following this, ESP will be required to provide group information sessions to inform potential AGYW about the Education Services under the Project to help eligible AGYW in understanding the efforts and time required for successful completion. ESP will coordinate with the respective CSP to determine a time for delivery of group information session at Cluster Location.

Using the results of the aptitude test and eligibility screening, the Cluster Coordinator4 at Cluster Location will work with every AGYW in helping them “aspire right” and choosing an appropriate track between education and skills training offered under the Project. Subsequently, the Cluster Coordinator at Cluster Location will document his/her observations on the individual AGYW and their track and course preferences and will prepare a list of shortlisted AGYW.

Results of the aptitude test and Cluster Coordinator’s report, along with the list of shortlisted AGYW, will be shared with ESP to enable them in ranking their preferred AGYW for Education Courses. This will be done by the ESP through interviews with the shortlisted AGYWs at Cluster Location, after which preferred AGYW will be ranked by ESP, for each Education Course. The process for ranking of AGYW will be closely

monitored by JWDS to ensure its transparency and fairness. ESP will also be expected to maintain records and justify their ranking of AGYW. The final selection of the AGYW to enter into an Education Course will be determined by the Project based on the preference ranking of both AGYW and ESP.

Following this, ESP will complete the registration of selected AGYW for the courses offered by them. Registration of AGYW must be linked to concerned online platform as desired by JWDS. The selection of AGYW for Education Courses will be done on the basis of the process and criteria laid down by the JWDS through its Field Implementation Guidelines.

II. Bridge Education5: ESP will form separate batches6 of selected AGYWs in order to provide Bridge Education for appropriate class viz. class 8 or 10. Bridge Education will be delivered in designated cluster-level spaces (see Section-4) by the Bridge Educators of the ESP. A Bridge Education Course Curriculum and its usable modules7 for Tejaswini is being developed by JWDS. AGYWs who will be selected for Education Services under Tejaswini will undergo three-to-four month module to prepare them for Mainstream Education or Open Schooling. The ESP should provide 3 Bridge Educators for every two batches of AGYWs. In addition, every Cluster Location will have one Cluster Coordinator provided by CSP. These Cluster Coordinators will provide additional Bridge Education support to the AGYWs under close guidance and supervision of ESP’s Bridge Educators. The primary responsibility of Bridge Education lies with ESP, while CSP Cluster Coordinators will provide peripheral support. Master Trainers8 from ESP will train Bridge Educators for delivering class appropriate Bridge Education using specific module under Tejaswini. Master Trainers themselves will undergo training on this from the content developers of Bridge Education Course Curriculum and its usable modules. The AGYW will be continuously assessed on their learning and improvement benchmarked to their own cognitive level. ESP will conduct all assessments including a final open schooling readiness assessment for those AGYW interested in open schooling. At least 70% of the batch under Bridge Education should be able to go forward in terms of Mainstream Education or Open Schooling as detailed in (iii) and (iv) below.

III. Mainstream Education: The Project in close collaboration with the Department of School Education and Literacy, Government of Jharkhand will facilitate mainstreaming of those AGYW who are interested in joining back formal schools. Such AGYW will be mainstreamed by the ESP in government schools. ESP will be responsible for undertaking a mapping of such schools in their catchment area and having a formal

understanding with these schools for mainstreaming of AGYW of Tejaswini. JWDS will facilitate such linkages between the ESP and the schools. In order to ensure continuance and retention of mainstreamed AGYWs, the ESP will be responsible to provide regular tracking & follow up support to these AGYWs at least for six months after AGYW’s enrolment in the formal schools.

IV. Open Schooling: AGYWs who are interested and selected for open schooling will be provided intensive study support by ESP following NIOS Course Curriculum. The ESP will create separate batches for class 8 and class 10 and follow below detailed approach:a) Register AGYWs under Open Basic Education (OBE) at Level C for class 8 or class 10

under NIOS.b) Provide Regular Study Support9 at Cluster Locations to registered AGYWs for 12

months, so that in one year they can complete five subjects that are necessary for NIOS certificate.

c) Arrange for AGYWs to undergo NIOS examination10 and obtain pass certificate.d) Choice of subjects: The subjects that will be taught to the AGYW will depend on their

age (which determines whether they have a good probability of being mainstreamed in formal schools), their willingness to pursue further education after secondary education, their interest in the subjects and their aptitude. Accordingly, two separate packages11 may need to be delivered to the different groups:

i. For AGYW who are likely to pursue further education through formal schools post open schooling track under Tejaswini, the subjects that will be taught include English, Hindi, and 3 other subjects out of Science, Social Science, Mathematics and Basic Computer Skill.

ii. For AGYW not likely to be mainstreamed and/or not interested in further education after open schooling track under Tejaswini, the subjects that will be taught include Hindi, Home Science*, Painting*, Data Entry Operations* and one vocational subject (exact subject to be decided).

*These subjects have practical component

V. Follow Up Support

The ESP will be responsible for providing regular follow up support to the AGYW, as detailed below:

a. AGYWs who have been facilitated for Mainstream Education post Bridge Education will receive support for at least six months to ensure their continuance in education, provide any additional education guidance if required.

b. AGYWs who complete Open Schooling under Tejaswini will receive support for at least six months after obtaining NIOS pass certificate during which time they will be

facilitated for forward linkages such as further Education, Skills Training etc. under the Tejaswini Project or even otherwise such as in skills Training Courses of National Skill Development Corporation, Deen Dayal Upadhaya Grameen Kaushal Yojana etc. These services will be provided in consultation with CSP, DRIU12 and BRIU13.

4. Service Delivery

Location: In Zonal Cluster-I: Palamu, Chatra and Koderma districts of Jharkhand under Tejaswini Project, cluster-level centre known as Cluster Location (mostly at panchayat-level), will be identified by the respective CSP in 279 sites (refer Table-1). The ESP will be required to select up to 50% of these Cluster Locations, wherein the Education Services (Bridge Education and Open Schooling Study Support) will be provided. Selection of Cluster Locations will depend on accessibility, space and other local conditions or requirements. The space for Cluster Location will be mostly identified in the existing government buildings such as Panchayat Bhawan, Samudayik Bhawan, School Building, Rajiv Gandhi Seva Kendra, etc. This will be done under the overall supervision and guidance of the JWDS and respective DRIUs. The respective DRIUs of JWDS will be responsible for ensuring availability of these locations to the respective ESP, at no cost for delivering Education Services to the AGYW. However, in case of non-availability of required infrastructure in the Cluster Locations, the ESP will be allowed to lease a space after seeking due approval for the same from JWDS.

** This is a broad estimate. However, the exact number of locations will be determined by ESP in consultation with JWDS, and the same will be approved through their inception report.

Infrastructure of Cluster Location: ESP shall ensure that those Cluster Locations wherein Education Services will be imparted must be equipped with the basic infrastructure support such as light, fan etc. All the teaching-learning equipment/s required for providing Education Services to AGYW will need to be provided by ESP. For the infrastructure required for practical component of some of the subjects, the ESP will assess the extent to which support can be delivered at the cluster-level centres; facilitate AGYW to access such support from NIOS accredited study centres or other study centres with such facilities.

Transport: The ESP will have to arrange for transport/transport reimbursement for AGYW to access the learning centres viz. Cluster Location or any other locations for practical classes). Considering the safety and security concerns of the target AGYWs, the Project would prefer the ESP to arrange for transport facilities for picking and dropping the AGYWs from and to their respective houses. This will be applicable for AGYW who need to commute for this purpose for 5 km or more from their place of residence.

Estimated Number of AGYW14: The total estimated number of AGYW under Education Services in Zonal Cluster-I: Palamu, Chatra and Koderma districts of Jharkhand is 15423. It is possible to re-evaluate and change the district-wise estimated number of AGYW for Education Services from year to year. See Table below for district-wise estimated number of AGYW:

Trainers and Study Hours: The ESP will provide subject specific Master Trainers who will train the below:

a) Cluster Coordinator of CSP; b) Bridge Educators of ESP; and c) Academic Coaches of ESP: The ESP will provide subject specific Academic

Coaches to provide regular structured coaching support to AGYWs. Master trainers will also provide regular guidance to the Academic Coaches. On this aspect, Master Trainers will undergo training under the Project.

For every two batches, about seven (07) Academic Coaches (specialized in different subjects as per Course Curriculum package) will be required from the ESP. The Academic Coaches will have to travel locally, within 2 Cluster Location located few blocks apart, in order to provide regular study support to the AGYW. On average, every AGYW should be able to receive 6 hours of regular study support per week over 2/3 days from the Academic Coaches. In addition, the Academic Coaches will also inform the AGYW about the timetable for the Personal Contact Programme (PCP) and practical classes at the NIOS study centres to which the AGYW has been registered, so that they can also attend these. The ESP should ensure that the AGYW are able to access laboratory facilities of the NIOS study centres for relevant subjects. AGYW may need support in submitting Tutor Marked Assignments (TMA)16 of NIOS, which comprises 20% of 14 These are the estimated numbers, however the actual number may vary based on the field situation. evaluation score. The ESP should also facilitate AGYW in accessing web-based PCP modules of NIOS.

The study support will be available to the AGYW on a regular basis at every Cluster Location. Over and above the days when the Academic Coaches will be present, the Cluster Coordinators of the CSP will be present at the Cluster Location for regular support. ESP’s Academic Coaches will hold structured sessions for 6 hours every week; the Cluster Coordinators will hold need based classes to provide peripheral study support for 6 hours in total over remaining 3/4 days of the week. In total, each AGYW must receive 52817 hours of study support under Tejaswini over a period of 11 months, besides registration and examination time. On the two days under Academic Coaches, the ESP must ensure attendance of the AGYW. ESP will also have to monitor attendance of AGYW using biometric attendance system device to be provided by ESP. 70% attendance in study support would be a mandatory requirement for AGYW. In cases where AGYW attendance starts to decrease, the ESP must take necessary steps to counsel the AGYW and her family to understand and address the reasons for lack of attendance.

5. Code of Conduct

In consideration of the particular sensitivity and vulnerability of the target AGYW, the ESP must be prepared to adhere to the utmost highest standard of professional conduct in all aspects of service delivery. The ESP will develop a code of conduct with zero tolerance for abuse or harassment and train all staff that will have direct engagement with AGYW on respectful and courteous conduct that promotes the well-being and empowerment of AGYW. The ESP staff’s behavior with regard to AGYW will be closely monitored and any grievances lodged with the Project’s Grievance Redressal system will be closely followed up.

6. Expected Outcome

The ESP will be required to achieve the following outcomes:

a) At least 70% of Bridge Education AGYWs are linked to Mainstream Education or Open Schooling;

b) For every batch of Open Schooling, at least 70% of AGYWs complete the respective courses viz. class 8 or class 10 successfully; and

c) 100% Cluster Coordinators of CSP staff are trained by ESP Master Trainers.

7. Contract and Operational Modalities:

a) JWDS, under Tejaswini Project, seeks to hire an Education Service Provider (ESP) for providing Education Services to a sub-set of Adolescent Girls and Young Women (AGYW) enabling them to complete secondary-level education viz. class 8 or 10 through bridge education followed by mainstreaming in formal schools or open schooling in Zonal Cluster: I comprising of districts Palamu, Chatra and Kodarma. The expected duration of this consulting assignment is approximately three (03) years but will be co-terminus with the project period. It is a Time based Contract.

b) All the payments by JWDS to the ESP, under Tejaswini Project, would only be under two categories viz. (i) remunerations for key experts, and (ii) reimbursable expenses.

i. The category of remuneration for key experts consist of the monthly emoluments to be paid to the key experts of ESP. For the payments under remuneration, ESP would submit the claim for payments towards remuneration, due to the key experts at the end of a month, along with the monthly invoice against the remuneration for the key experts and the absentee statement of each and every key expert for the month in question.

ii. The category of reimbursable expenses would comprise of mainly two sub-categories viz. (a) honoraria and allowances to the field functionaries of ESP, which include personnel engaged as Master Trainers, Bridge Educators and Academic Coaches, and (b) the expenses incurred on project activities as part of the annual action plan and contingencies for operational cost. ESP will be required to submit the claim through invoices and will be paid as per actuals to settle off any payments against the project activities. The payment to the ESP under reimbursable expenses are to be paid on actual basis against the claim of ESPs within the prescribed financial norms of Tejaswini Project.

c) The ESP is required to prepare an Annual Action Plan of project activities, distributed across the months, in consultation with JWDS which may also consist of following components:

i. Per AGYW open schooling registration and assessment, which will be paid as per NIOS norms;

ii. Per batch fee for training of Bridge Educators, which will be paid as per the prescribed financial norms of Tejaswini project;

iii. Per batch fee for providing bridge education course to AGYW, which will be paid as per the prescribed financial norms of Tejaswini project (payment will be made on completing the Bridge Education of the batch including all assessments); and

iv. Per batch fee for providing academic study support to AGYW for Open Schooling, which will be paid as per the prescribed financial norms of Tejaswini project. The payment to the ESP for providing academic study support to AGYW for Open Schooling in a batch shall be disbursed in four installments as follows:

i) 1st installment: On registration of AGYW to NIOS and commencement of Education Services to the batch – 10% of total batch cost;

ii) 2nd installment: On 70% attendance of batch till midterm – 10% of total batch cost;

iii) 3rd installment: On attainment of class NIOS certificate– 60% of total batch cost; and

iv) 4th installment: On submission of report on follow-up support provided to all AGYW after 6 months of pass out – 20 % of total batch cost.

The 3rd installment would be released to ESP subject to the following: ESP shall be eligible for 100% payment if outcome achievement is

as specified in section 6 (b) of this contract (i.e. 70% batch completion);

ESP will be paid on pro rata basis if outcome achievement is 50-69 %; and

ESP may be asked to discontinue the services if the outcome achievement over the period of one year is 49% and below.

In order to encourage ESP which exceeds the prescribed outcomes, the following additional incentives should be provided:

For every batch, if outcome achievement is above 70% and upto 85%, the ESP will be paid an additional amount of 10% of total cost for the batch.

For every batch, if outcome achievement is above 85%, the ESP will be paid an additional amount of 15% of total cost for the batch.

d) Completion of Secondary Education through Bridge Education under Tejaswini followed by Mainstream Education: For AGYW who will be mainstreamed by ESP in government schools post Bridge Education and who then successfully complete class 8 or 10 therein, during the project period, the Project will pay additional 50% of per AGYW fee for Bridge Education to the ESP for each such AGYW. This is to incentivize ESP to follow up and provide continued support to mainstreamed AGYWs to complete Secondary Education viz. class 8 or 10.

8. Deliverables and timeline

10. Reporting Arrangement

The selected ESP will lead the implementation of the Project under the guidance and supervision of the DRIUs of the JWDS. The ESP will report to the Project Director, JWDS/COO, Tejaswini and will work closely with the State Program Implementation Unit (SPIU). The State Program Manager- Education in the JWDS SPIU would be the focal point of contact for ESP in JWDS. JWDS would put in place the procedures and processes for reviewing ESP on progress in project implementation and delivering the outcomes.

11. Monitoring and Supervision

The ESP must monitor the performance and outcome of the agreed activities regularly and in line with the requirements of JWDS guidelines. The ESP must enter the monitoring data into the Tejaswini project online MIS system in compliance with and within the time periods specified by JWDS.

The performance and deliverables of the ESP will be reviewed by a Review Committee headed by the Project Director, JWDS/COO, Tejaswini Project and response shall be provided to the ESPs on the deliverables within 15 days. The performance of the ESP will be monitored by the JWDS Review Committee against the outcomes detailed in section 6.

Annex I: Tejaswini Interventions on Education

The above illustration shows that Tejaswini Project will first mobilize target population (with the help of CSPs) and enroll them in Tejaswini Clubs18 (community-level groups of AGYW). The club members will go through basic orientation and life skills education. Post which, they will be counselled and informed about different pathways under Tejaswini and if they wish to pursue education or skill training services under Tejaswini, they will have undergo aptitude tests.

AGYW in the age group of 14–20 years and selected for education subcomponent, will receive the following services from Education Service Providers: (a) appropriate Bridge Education (b) mainstreaming into the regular schooling system for secondary education completion or support for enrollment in the open schooling system with provision of additional coaching and guidance to obtain a class 8 or 10 certificate.

The Project will finance modest stipend transfers to all AGYW partaking in vocational skills training or education courses through open schooling under Project to support greater participation and completion of courses. Stipend transfers will total about INR 10,000 (about US$150) per eligible AGYW and will be paid over three installments—first on enrolment in vocational skills training or education courses (and after one month of continued attendance in course); second on maintaining attendance (minimum 70 percent) to be monitored at midterm; and third on successful completion (obtaining a certificate), directly to AGYW bank account.

Annex II: Open Schooling

18 At the community level, all AGYW in the age group of 14-24 years will be eligible to become members of the Tejaswini Project through clubs. Selection processes (giving preference to AGYW from marginalized groups and poor households) will only be used in cases of unmanageable levels of oversubscription.

The National Institute of Open Schooling (NIOS) offers courses for elementary education under Open Basic Education (OBE) program, and courses for secondary and senior secondary education and vocational training.

NIOS launched the OBE program as an alternative educational program equivalent to the Elementary Education Program of the formal education system. The OBE Programme is offered at three levels:

Level A: equivalent to class I-III of the formal school system Level B: equivalent to class IV-V of the formal school system Level C: equivalent to class VI-VIII of the formal school system

The OBE program is run at district level through government or non-government agencies designated as Accredited Agencies (AAs), which are accredited to NIOS.

NIOS provides support for secondary education and above to learners through partner institutions known as Accredited Institutions (AIs). AIs are mostly recognized schools or other agencies involved in educational activities. These act as study centres for the students. Vocational courses have to be taken in Accredited Vocational Institutions (AVIs) of NIOS.
