As the new IPM regulations are set to begin July 1st of this year, our EAC committee members are
beginning to get “how to” questions.
Here is a step-by-step document that should help answer some of your questions and help your course
obtain the licence. This Document is focused on Golf Course applications only.
Preparation:
1. Documentation – make sure you have a written IPM program that includes:
a. Site Assessment
b. Objectives
c. Mapping and Site Categories
d. Thresholds and Monitoring
e. Record Keeping
f. Use Notification
There are numerous books, websites and apps available to assist you, IPM documents are a
requirement within the IPM regulation. See the “Resources” page at the end of this document.
2. Ensure that you have at least one Certified Applicator, Assistant applicators can be an option,
see http://mytrainingbc.ca/assistantapplicator/
3. Go to the Provincial Gov’t website
http://www2.gov.bc.ca/gov/content/environment/pesticides-pest-management/business-
industry/authorization-to-sell-or-use-pesticides
Here you have two options under the heading Pesticide Licence, print off the PDF or click the
“Fillable PDF”. You must be using Window Explorer to open the fillable form.
Completing the form:
I have listed what to do in numerical conjunction with actual application form.
1. Purpose of Application – in this section golf is a “non-service” so check yes in C
No other information required unless the course has had a Use Licence in the past
2. Applicant Legal Name and BC Address – this one you may need help due the course’s registered
name. If you’re unsure talk to your GM/Owner etc. to get clarification.
3. Mailing Address - Pretty sure everyone can handle this one!!
4. Business Locations of Applicant – in simple terms, is the business in a different location than the
legal or mailing address. Some courses may have head offices different then the course’s mailing
or physical address.
5. Location of Pesticide Use – Check the one that applies, this one is really designed for companies
spraying as a service, not golf. DO NOT LEAVE BLANK!
6. Notice of Prescribed Pesticide Use – This one has created confusion, under the regulation most
courses would be considered “Private Land” and there is no check box for private land,
anywhere in this document. I believe there should be in this section however Ministry staff has
instructed us to leave this section blank.
7. General Types of Pesticide Use – the check box here needs to be in line with your Applicators
Certificate category, in most cases “Landscape”. All other categories need to have the
corresponding certificate, do not check if you do not have!
8. Certified Staff – Enter names of staff that have either an Applicator’s Certificate or an Assistant
Applicator’s Certificate.
9. Licence Fee Categories – Check box #4 if you are applying strictly on the Golf Course’s property.
You will be required to also check #2 if you treat areas outside your property, i.e. I had my
licence amended so I could spray glyphosate within the Village of Sun Peaks. There is no extra
cost for adding the Service Licence. See also section 1 of this document.
10. Licence Term – this depends if your company want to pay annually or up to five year
increments.
11. Licence Fee Calculation – Enter the single lowest fee, as I stated in section 9 you can have more
than one category. In most cases this will be $250.00/year. There is no savings by increasing
your term duration.
12. Authorization – Signed by the person responsible, generally in our case the Superintendent.
13. Payment – Break out the cheque book or credit card!
Conclusion
I hope this “How To” is helpful, if you are still having difficulties, feel free to contact any member of the
EAC committee or the Ministry representative Robert Au (250) 356-0475, email [email protected] if
you have further questions and good luck.

These are the best ones I can find, many of us already have the following books and I recommend these
before anything else.
