Minutes of the 41st Western Region constituents meeting regarding Connectivity/LTA Applications held on 24.10.2019

List of participants is enclosed at Annexure-I.

CGM (CTU-PLG), POWERGRID welcomed all the participants. Thereafter, deliberations as per the agenda commenced and the

details of the deliberations are as given below.

1.0 Minutes of the 40th Western Region constituents regarding Connectivity / LTA Applications

The minutes of the 40th Meeting of Western Region constituents regarding Long Term Access and Connectivity applications held on

29.08.2019 were issued vide letter dated 18.09.2019. Further, a corrigendum to the above MoM had been issued vide letter dated

01/10/2019.

Comments / observations have been received from GETCO vide e-mails dated 20.09.19 & 04.10.19 regarding grant of connectivity

to M/s Adani Green Energy Three Limited at 400kV level instead of 220kV level to avoid unnecessary transformer augmentation in

ISTS network (at Bhuj-II). It has been proposed by GETCO that although Stage-II connectivity has been sought only for 250MW,

the applicant should be granted connectivity at 400kV level considering that the quantum of Stage-I connectivity is 500MW and the

applicant can enhance the quantum of Stage-II connectivity at any time in future. Alternatively, entire cost of 400/220 KV, 500 MVA

transformer along with associated feeder bays at 765 KV Bhuj-II substation must be recovered from M/s Adani Green Energy Three

Limited.

The concern of GETCO was deliberated and it emerged that in view of 7 nos. of bays being implemented under ISTS at Bhuj-II PS

and that presently only 5 nos. of bays have been earmarked for utilization through Stage-II Connectivity (including 1 no. of bay for

M/s Adani Green Energy Three Limited), the Stage-II Connectivity granted vide Adani Green Energy Three Limited - Bhuj-II PS

220kV S/c line may be retained. Accordingly, the minutes were confirmed.

2.0 Proposal for grant of connectivity to the applications received from renewable energy sources

2. 1 CTU informed that 4 nos. of applications for Stage-I Connectivity was received in the month of Sep, 2019. The details of the

applications, tentative commissioning schedule as indicated during the meeting and proposal for Grant of Stage-I Connectivity are

given as under:

2. 2 With respect to applications at Sl. no. 1 & 2, it was decided to grant Stage-I Connectivity as per above proposal.

2. 3 With respect to application at Sl. no. 3, it was informed that connectivity at 220kV level may aggravate the loading on Indore(MP) –

Indore(PG) 220kV D/c line (as seen in the preliminary load flow studies). After deliberation, it was decided to grant Stage-I

Connectivity at Indore(PG) S/s at 220kV level considering that the above transmission system would be more optimal. It was

informed to the applicant that they may apply for both Stage-II Connectivity & LTA simultaneously for firming up of transmission

system for connectivity/evacuation. It was also informed that subsequent to receipt of Stage-II Connectivity & LTA application,

studies would be carried out to identify transmission system for connectivity/LTA and in case connectivity at Indore(PG) S/s at

220kV level is not found to be feasible, Stage-II Connectivity would be provided at a different voltage level or at an alternate

location.

2. 4 With respect to application at Sl. no. 4, it was informed that in the 2nd WRSCT meeting held on 21.05.2019, the proposal for

establishment of 50 MW solar park to be established by South East Central (SEC) Railways for meeting their RPO obligations was

deliberated and it was decided to allow connectivity of 50 MW Solar Plant with the 220/132 kV Kumhari GSS which is further

connected to Raipur (Kumhari) 400/220 kV PGCIL S/s.

Subsequently, SEC Railways vide letter dated 23.10.2019 has intimated the following:

i. REMCL has issued LOA to SPD firm M/s Refex Energy Limited. Further, Railways has proposed that 50MW Solar Power

Plant shall be directly connected to 400/220kV Raipur(PGCIL) S/s. Accordingly, M/s Sherisha Agro Pvt. Ltd. (applicant at

Sl. no. 4) (SPV of M/s Refex Energy Ltd.) has applied for Stage-I Connectivity.

ii. CTU may process the application of independent connectivity of 50MW Solar Power Plant at Bhilai by M/s Sherisha Agro

Pvt. Ltd. for direct connectivity at Raipur PGCIL S/s.

iii. Earlier proposed connectivity scheme of 50MW Solar Power Plant through Railway GSS may be dropped.

iv. Two nos. 220kV bays at 400/220kV Raipur substation already allocated to Railways shall be kept spare for further usage

of Railways and should not be considered for extending the above connectivity.

The above was also confirmed by SEC Railways and it was decided the above may be informed in the ensuing 3rd WRSCT

meeting.

Further, in course of the deliberations, the applicant requested for change of name of the entity from M/s Sherisha Agro Private

Limited to M/s Sherisha Rooftop Solar SPV Four Private Limited as the project is to be implemented by M/s Sherisha Rooftop Solar

SPV Four Private Limited. It was decided that the applicant may withdraw the current application and make a new Stage-I

Connectivity application in the required name of the entity followed by the corresponding Stage-II Connectivity/LTA application.

Accordingly, the current application has been withdrawn by the applicant vide letter dated 04/11/2019.

2. 5 It was further informed that 2 nos. of applications for Stage-II Connectivity was received in the month of Sep, 2019. The details of

the applications received in Sep, 2019 along with proposal for Grant of Stage-II Connectivity are as under:

2. 6 After deliberations, it was decided to provide Stage-II Connectivity to the above applications as per proposed arrangement

mentioned in Table 2 above.

2. 7 CTU informed that the following provisions shall be applied with respect to grant of connectivity for both Stage-I & II to the ISTS

Grid:

The grant of Stage-I Connectivity shall not create any vested right in favor of the grantee on ISTS infrastructure including bays.

Stage-I Connectivity grantee shall be required to update the quarterly progress of development of their generation project and

associated transmission infrastructure/dedicated line as per format RCON-I-M. Further, Stage-I Connectivity grantees who fails

to apply for Stage-II Connectivity within 24 months from grant of Stage-I Connectivity shall cease to be Stage-I grantee and their

Application fees shall be forfeited.

If the capacity of the Stage-I Connectivity location is allocated to other Stage-II grantees, the balance Stage-I grantees shall be

allocated Stage-II Connectivity to alternate location.

For optimization of ROW, it is proposed that transmission towers of various dedicated lines, up to 2-3 km periphery from the

entry of the pooling station may be of multi-circuit type. The generation developers/applicants associated with the various

pooling stations may coordinate amongst themselves for implementation of such span/stretches of the dedicated connectivity

lines with M/C towers.

The grant of Stage-I / Stage-II Connectivity shall not entitle an applicant to interchange any power with the grid unless it obtains

LTA/MTOA/STOA for power transfer requirements. As grant of LTA may require transmission system strengthening, the

applicants are advised to apply for LTA immediately, to enable timely transfer of power to the beneficiaries. Also as per the

prevailing Transmission Planning Criteria of CEA, “N-1” contingency criteria may not be applied to the immediate connectivity of

wind/solar farms with the ISTS/Intra State grid.

Stage-II Connectivity Grantee shall sign the Transmission Agreement for Connectivity and submit the Connectivity Bank

Guarantee (Conn-BG) to CTU within 30 days of issue of intimation. No extension of time shall be granted and in case of failure

to sign the Agreement and / or to furnish the requisite bank guarantee, Stage-II Connectivity shall be cancelled under intimation

to the grantee without any prior notice.

The Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in the format given at

FORMAT-RCON-II-M by the last day of each quarter. Failure to update progress of the monitoring parameters shall be

considered as adverse progress and in such case CTU shall approach the Commission for appropriate directions. Further, the

Stage-II Connectivity grantees shall be required to complete the dedicated transmission line(s) and pooling sub-station(s) within

24 months from the date of intimation of bay allocation at existing or new / under-construction ISTS sub-station. If the grantee

fails to complete the dedicated transmission line within the stipulated period, the Conn-BG of the grantee shall be encashed and

Stage-II connectivity shall be revoked.

Applicants after grant of Stage-II Connectivity to the grid shall have to furnish additional details to CTU for signing of

“Connection Agreement” as per format given at FORMAT-CON-4. The finalized template of generation data for Solar and Wind

based generation projects has been appended as additional sections at Para F (Details of Connection – Solar PV Station) and

Para G (Details of Connection – Wind Generating Station) in the existing FORMAT-CON-4. The modified FORMAT CON-4 is

available on website (www.powergridindia.com >> CTU Open Access). The CTU will process the above information and will

intimate the Connection details as per format given at FORMAT-CON-5. Pursuant to such Connection details, the applicant

shall have to sign “Connection Agreement” with CTU prior to the physical inter-connection as per format given at FORMAT-

CON-6. In case the connectivity is granted to the ISTS of an inter-State transmission licensee other than the CTU, a tripartite

agreement shall be signed between the applicant, the Central Transmission Utility and such inter-State transmission licensee, in

line with the provisions of the Regulations.

Applicants are required to submit the test reports supported vide undertaking as well as compliance certificate from

manufacturer for all applicable provisions under the CEA (Technical Standards for Connectivity to the Grid) Regulations, 2007

(as amended) (including the provisions of LVRT/HVRT, active power injection control, dynamically varying reactive power

support, limits for Harmonic & DC current injection, Flicker limits etc.) from labs accredited by Govt./NABL/other recognized

agencies. In case any discrepancies / incompleteness are found in the documents / test reports submitted to CTU, the

connection offer (CON-5) / connection agreement (CON-6) shall not be processed further.

Applicants noted the above requirements & agreed for its compliance.

3.0 LTA Applications from RE developers in Western Region

CTU informed that 1 no. of LTA application has been received from M/S Srijan Energy Systems Pvt. Ltd. (M/s SESPL) in the month of Aug, 2019:

For grant of LTA to the above applicant, additional transmission system strengthening viz. Bhuj PS – Lakadia PS and Lakadia –

Vadodara OR Lakadia – Banaskantha 765kV D/c lines as well as LILO of Bhachau – EPGL 400kV D/c (triple) line at Lakadia PS

shall be required. Accordingly, for grant of LTA to the above applicant, the following transmission system is proposed:

i) Establishment of 2x1500MVA, 765/400kV Lakadia PS

ii) Bhuj PS – Lakadia PS 765kV D/c line

iii) LILO of Bhachau – EPGL 400kV D/c (triple) line at Lakadia PS

iv) Lakadia – Vadodara 765kV D/c line OR Lakadia – Banaskantha 765kV D/c line

It was agreed to grant the LTA on firm basis for the period till the PPA/PSA as well as STU NOC are valid whereas for the

remaining period the LTA would be granted on target basis.

It was informed that M/s SESPL was earlier granted LTA of 300MW vide intimations dated 31/03/2017 & 11/07/2017 and the same

was operationalized w.e.f. 14/04/2019 upon commissioning of Bhuj – Banaskantha – Chittorgarh corridor as well as 2x500MVA

400/220kV ICTs at Bhuj PS. Subsequently, M/s SESPL have requested for relinquishment of 300MW LTA vide letter dated

26/08/2019 and the confirmation of relinquishment w.e.f. 29/08/2019 was communicated to M/s SESPL vide letter dated

16/09/2019. Accordingly, M/s SESPL is liable for payment of transmission charges from the date of operationalization of the LTA

(14/04/2019) to 28/08/2019, along with the applicable relinquishment charges for which M/s SESPL is required to submit an

undertaking prior to the grant of above LTAs. Further, in case of any default in payment of applicable transmission charges and

relinquishment charges, the LTA granted to M/s SESPL shall be liable for revocation. Subsequently, M/s SESPL has submitted

undertaking as mentioned above vide letter dated 24/10/2019.

Further, it was informed that the LTA grantee is required to the sign the Long Term Access Agreement within 30 days from the date

of intimation of Grant of LTA and shall furnish the applicable Construction phase Bank Guarantee (CBG). No extension shall be

granted on any ground and in case of failure to sign the Agreement and / or to furnish the CBG, the grant of LTA shall be revoked

without any prior notice. The transmission charges shall be applicable as per the relevant CERC regulations. Also, the LTA shall be

effected upon commissioning of the above Strengthening Scheme or date sought in the application, whichever is later.

After deliberations, it was decided to grant LTA to the applicant as per proposed arrangement mentioned above.
