One year ago I r ecommended (!anid1 in which you heartily conC11.11rred) the buying of ground in the vicinity of Wabash avenue for a p.Jay ground for the children of that nei ghbo.rhoo d. Up to this time the Board of Public Works has n·ot been arble to obtain the consent of Ule owner of th e grounds to a p·urchase of the same, wbi'ch you, by ordinance, €'.elect­ed. After a careful coll'sideration of the 'P lans submitted for the beau­tifying of the river front, I am sati s•fi eCL that the consumation of such plans would be too expens~ve and believe we <>hould look to less expen­sive pfans. In thi s connection I would' ·sa.y th at the city bas r ecently obtained from the Government at Washington, D. 0 ., the rio-bt to erect . between th e Mla.in and Btt·own street bridges a stone wall a t low water mark so tha.t all obstacles so far as th e Washlington Government is concernecl. is removed . To the Mayor and Common Council: GenUemen. :- In. compliance with the law, I '11.ereWJitb ·present to you

a re·port of the finances of the city for th e year endi ng December 31, 1910. Also a. dletail ed re·po·rt of work done in eaicb of the d'epartments ..

T'he finanoial condition ot' the city is g,ood, the only indebtedness at the p1reisent is th e W a.ter Works bond s of $30,0·,000•.

The Sinking Fund created in 1907 to retirn this debt , was a wise provi•s ion and sibQIUld ha.v-e been p·rovide<l for years ago, O'Ver $650,000 has been paid in interest, witho~1 t red'ucing the o.riginal amount a dol­lar. Th e Siinking F'und bas on hand Dec. 31, 1910, $26.42\1 .33. At t he time of t he bon · ' maturirng it will be pos.sible to reduce thi s bonded indebtedness a considerable arr:ount.

The levy for running the C'ity Goven1ment previous to 1905, was $1.0•0 on th e hundred d,ollars for a, number ,of years. Slince 1905, it has been grad;ua.))y reduced, at present it i 85c , th is r edruction has been a saving to the tax p•ayer·s of t h i·s cityof more tha n $80,0-00, at th e same tim e every departme1nt in t he city has increased its effitiency.

Many permanent imp•rovements have b0 n m ade. Salari es a.f Police, F'ire Department, Street Dep<airtrr:ent and Wa t r ~Works Departmen t in­crearnd to meet the high cost of livi g.

I desire to call your attention to th report s or the diff a·en t depart­ments. You can readily see how an d where the money appropriated i spent.

The tax levy is made1 of th e following funds: The· Genera.] or C'or­poration fund ,Par 1( fund , L1ibrary fund anc1 S1inking fund, and r·orr the year 1910, tota ls 99c, divided as follows1: Gen ral fund , 85c; Park, 5c ; Library, 4c; Sinking fund , 5c, or one cent more than the previou.s: year, caused! by th e School Boa.rd raising the Library levy from 3c to 4c.

Out of th e General fundl comes aill expenses for running the City Government, the others are special funds and can only be used for th e purposes levi ed.

During the year 1910, th e city paid $10,000.00 to complete the. Cen­tral F'ire Station, purchased a Motor Oy1ole for tbe Police Department at a cost of $225.·00 and built a n ew barn on th e city lot CO'srting $600.0-0. A tota.1 of $15,554.24 for unusual expenditures for the year 1910r.
