Normally governed by the principle of geographical distribution (except for technical cooperation)

Under the ILOAT case law the administration must have a valid reason for taking a decision of non-renewal of a fixed-term contract, and it must give the official reasonable prior notice of such decision, although the Staff Regulations are silent on the subject!

A short-term appointment (ST or SST) is envisaged only in the following situations:

For (a) specific assignment(s) of short duration; Where a regular staff member needs to be replace

for temporary reasons (maternity leave, leave without pay or other type of extended leave);

Pending the filling of a vacant job; Pending the creation of a job.
