THE VISION
Strengthening the Panchayati Raj System for delivery of improved Governance in Odisha through Capacity Building of Women elected representatives
Building the organizational capacity of PRIs and the professional capacities of elected representatives and official functionaries so that they can perform their mandated roles effectively
Specific Deliverables Achievement
4.1 Involvement of EWRs and women in GS, Ward Sabha and GP meetings will increase
A significant increase in the participation of women as evident from the Mahila Sabha/ Palli Sabha and Gram Sabha. The participation ratio varied between 50% to 80% as compared to that of male participation.
4.2 Issues that concern women most will be taken up in GS, Ward Sabha and Gram Panchayat
Issues namely availability of safe drinking water, health, sanitation, alcohol abuse, female feticide and trafficking etc. have been discussed and well appreciated by the EWRs as well as villagers .
4.3 At least 100 Gram Sabha/ Ward Sabha meetings will be attended by motivators
100 special gram Sabhas and 700 Palli Sabhas were organized last year in 2 districts.
Subsequently 238 Mahila Sabhas organized in 4 districts during the 1st quarter of 2013.
All these programs were motivators – driven

4.4 Discussions will be encouraged on problems like trafficking of women & children, violence against women, special problems of women in GS/ WS and collective bargaining position will be used
Discussions in the respective meetings have been initiated.
EWRs have also been sensitized through training both at district and state level as well as through exposure visit .
Mahila Sabhas agendas have been framed to discuss and also been mainstreamed to PS and GS
4.5 There will be increase in participation of women in PR Institutions and reduction in proxy role
Preparation of data repository in this aspect is in process.
4.6 Project will move from pilot stage to universal stage by generating replicable models in coordination with states and district administration
Issue of promotion of leadership, prevention of human trafficking, addressing issues of declining CSR and Nutrition have been included and scaled up in further 10 districts of the state.
4.7 A base line survey will be carried out by ICRW. This report will be used for concurrent monitoring and evaluation
