授課方式（ Teaching Method ） 講授：了解圖書館國際合作理論與實務。 摘要報告：配合課程指定閱讀 1 至 2 篇英文 文獻並撰寫摘要報告。 專題討論及個案研究：指定圖書館國際合作交流領域專題撰寫報告，並於課堂中進行簡報並交流。

學習成效評量方式 （ Student Evaluation ） 平時考核：採不定期點名方式瞭解學生出席狀況，列入平時成績；另課堂中參與討論也列入評量（占學期成績 20% ）。 摘要報告：為加強英文閱讀能力，學生將配合課程閱讀一至二篇英文文獻並撰寫摘要報告（占學期成績 20% ）。 期中期末報告：就老師指定之專題進行，包括課堂分享及書面報告，報告成績做為期中、期末考試成績（各占學期成績 30% ）。

逐漸由單向式發展為相互需求的雙向交流。以多種和多樣化的方式進行。朝向國際性的合作計畫：如合作研究、合作建置資料庫、網站合作建置、成果分享等。循平等互惠、優勢互補的原則，共同分擔風險、資源共享。 規模和層次不斷提升。

「出版品國際交換是一種契約或安排，協議交換雙方隸屬不同國家，彼此承諾給予出版品，這項契約僅基於雙方共識，原則上沒有固定公式。」 --UNESCO, Handbook on the International Exchange of Publications, 2nd ed. 1956.

Definition “The international exchange of publications is a form of international scientific and cultural co-operation.” “It promotes the free flow of ideas and scientific information among institutes belonging to different nations in virtue of a formal contract or a free arrangement whereby the parties concerned give one another publications in printed form or reproduced in some other way.” “This contract is based solely on the mutual consent of the parties; it is not, in principle, subject to any formula and may be embodied in an informal letter; what is important is that both parties should execute the agreement.”

History of International Exchange of Publications

出版品國際交換源起於歐洲。 1694年 法國皇家圖書館（現為法國國家圖書館），建立「複本交換」的範例，獲得許多珍貴書籍，尤其是英文、德文書刊。 1697 年 中國和法國進行首次圖書交換。 18 世紀前半，大學間進行大規模論文交換。1740-1750 年間，歐洲大學建立大學聯盟，交換彼此出版品。

出版品國際交換公約出版品國際交換公約全球國際交換公約

1886年制定完成的布魯塞爾公約（ The Brussels Convention ）是第一個出版品國際交換公約，由美國國會圖書館 （US Library of Congress ）發起的。 二次大戰後，有不符識用之困難。

1958年 UNESCO 於第十屆大會通過兩項公約：「出版品國際交換公約」（ Convention 1: Convention Concerning the International Exchange of Publications ）和「官方出版品與公牘國際交換公約」（ Convention 2: Convention Concerning the Exchange of Official Publications and Government Documents Between States ）-- 這兩項公約被視為圖書館間交換合作的共同法則。

交換是圖書館採訪工作的一種管道。 國際交換是圖書館建立及發展外文館藏的重要來源之一。 節省購書經費。 是文獻共建共享的有效措施之一。 是國際間圖書館合作（ cultural co-operation ）的重要形式之一。 是機構間，特別是對發展中國家釋出善意的一項方式。 能讓本國出版品在全球傳播。

國家圖書館出版品國際交換處國家圖書館出版品國際交換處（（ Bureau of InterBureau of International Exchange of Publications, National national Exchange of Publications, National Central LibraryCentral Library ））簡史簡史 1905 年（光緒 30年）美國於 1905 年向中國提出建立交換關係之請，表明蒐集世界各國官方文獻的期望，於是中國設立第一個交換機關 --換書局。 1920 年 中美交換書報處 1925 年 出版品國際交換局 (隸屬教育部 ) ，同年 12月 22日以 Bureau of International Exchange Publications (BIEP) 聲請加入布魯塞爾公約以進行公牘、科學、文藝、出版品的交換。 1928 年 出版品國際交換處 (隸屬中央研究院 ) 1934 年 國立中央圖書館接辦 1954-1986 年 南海學園時期 1986 年 -- 迄今 國家圖書館

文化外交文化外交 依據 90年 12 月 10 日修訂之「政府出版品管理辦法」第 8條，出版品國際交換工作，由國家圖書館辦理。必要時，由各機關得專案辦理交換工作。 國家圖書館代表政府於國際間進行出版品交換，並以交換所得出版品為館藏，供國內研究人士使用。交換對象涵蓋政府單位、國際組織及重要學術研究機構、海外僑社團體及個人學者。

豐富館藏豐富館藏 許多無法透過一般採購管道獲取之重要文獻，例如：政府出版品、年報、調查報告、議事錄、雙邊會議報告、統計資料、會議論文集、名錄、指南、專書等，歷年來皆經由交換關係而來，除提供讀者運用外，也讓國家圖書館的館藏成為質量俱佳的國家級、研究級的文獻寶庫。

交換單位建立交換單位建立 1954 年國家圖書館於南海路復館以來 ,出版品交換業務已運作 55年 , 建立之交換單位包含各國國家圖書館 ,公共圖書館 ,東亞圖書館 ,專業圖書館 ,駐外單位 ,華僑文化會館 ,僑校 ,國外知名漢學家等約為 1200 個單位。 歷年來屬較積極交往之單位共計為 87個國家 725個單位 ,包含大洋洲 3國 ,美洲 20國 ,歐洲 27國 ,亞洲 27國 ,非洲 10國。 交換單位依重要 ,友善 ,正常 ,不友善四等註記 ,俾便於決定重要書刊之交換。

交換圖書徵集與寄贈交換圖書徵集與寄贈 出版品交換分圖書、期刊兩大類。 來源：徵集政府出版品以及購置民間出版品兩類。 圖書每年分四季製作書單，經由線上圈選以及郵寄方式提供交換單位選書。 彙整交換單位之書單後進行分配與寄送作業 , 寄送工作採標案委託物流公司配送。 期刊採主動寄送或由交換單位挑選按月寄送。

ChallengesChallenges ？？ Not cost-effective way to acquire materials due to the great amount of work it needs. (交換流程牽涉許多作業項目 )

美國西北大學（ Northwestern university ）的一項調查研究發現複本和餘本的交換：「當人力資源豐富，但採訪經費缺乏時，交換即隨之而起，反之，當人力資源不足，而採訪經費相對充裕時，交換即受限。」 Increasing electronic publishing and easy access to the Internet has also made exchange less important.
