I am assuming that they can also be posted on the website for the Region of Peel. While I will not be able to attend the public meeting, I would like these comments to be read and supported by the members of Peel Council in order to reject Caledon's application. May I also note here that during the Spring/2013, I asked for an opportunity to address Regional Council but was refused such an opportunity in a letter received from Kathyrn Lockyer dated Monday, May 13. WHY IS IT NOT POSSIBLE FOR CITIZENS TO ADDRESS PEEL COUNCIL AS REQUESTED ON ISSUES OF DIRECT IMPORTANCE TO THE COMMUNITY? The comments here represent my experience/views as a Bolton resident with respect to the matter before us. At the outset, let me clearly say that I do NOT support the application from the Town ofCaledon for a boundary expansion as described in the notice for the meeting. Here are my comments. 1/I first became aware of the implications of a possible boundary expansion in the autumn and winter of 2012 and 2013. At the time, I then learned of the November, 2009 Town ofCaledon Council Meeting ofNovember 17/2009. I suspect that the vast majority of person living in Bolton and area have absolutely no knowledge of that meeting and its implications and only vaguely became aware of a number of planning issues due to the community concerns re: the proposed Canadian Tire application to build a huge warehouse in Bolton of 1,500,000 square ft. with the loss of over 180 acres of prime farmland plus the possible introduction into our community of over 700 large container trucks on a daily basis. When I learned of the November, 2009 Caledon meeting, I wrote to the Town on November 8/2012, expressing many concerns and making many suggestions; I never received a response to that letter. 2/In my opinion, the Town of Caledon has not planned the proposed boundary expansion in a manner that promotes clear and serious participation by residents in the planning . process; in fact, the Town seems to have ignored expressed by · · 1 RECOMMENDED DIRECTION RECEIPT RECOMMENDED V

  • residents in many meetings (especially the public meetings in Caledon of May 28th/2013 and June 25th/2013), letters to the Town and in the Caledon media. ARE DEMOCRATIC PROCESSES IMPORTANT TO BUILD A COMMUNITY? 3/The additional comments to follow explain why I oppose this proposed boundary expansion by commenting only on the Canadian Tire Proposal. I leave to others, their concerns re: the proposed North Hill Supermarket matter. Town Council approached the Ontario Government to issue a Ministry Zoning Order to change the land area being considered for the Canadian Tire application in spite of a strong public protest at a public meeting held in Bolton on November 26, 2012. This request by Caledon was done before the entire public process for considering this application had been completed. IS THIS PROCESS THEW AY A DEMOCRATIC APPROACH IS SUPPOSED TO WORK? On June 18/2013, Caledon sought from the Toronto and Region Conservation Authority necessary permits to begin preliminary work on the site which is part of the Town's designated employment lands. The permits were issued but this was before the Council meeting of June 25/2013 was held at which approx. 13 members of the public made delegations opposing the change in land use from agricultural to serviced industrial. IS THIS THE WAY A DEMOCRATIC PROCESS IS TO OCCUR? In the meantime, some preliminary work has now been undertaken on the proposed site for the CTC warehouse, months before the January/2014 meeting at which the boundary change is to be considered by Peel. WHY WOULD WORK ON THE POSSIBLE SITE OCCUR BEFORE PEEL HAS CONSIDERED THE APPLICATION FOR CHANGE BY CALEDON COUNCIL? While all of this was happening, Caledon residents have asked the Ontario Government to revoke the MZO which was issued in July of 2013 following Caledon's request to the Ontario Government. Over 1,000 residents of Bolton, North Brampton, Wildfield, Palgrave and other parts of Caledon have signed petitions opposing the CTC warehouse due to concerns re: traffic problems, an increase in diesel fume emissions affecting the community especially young children, further degradation of the natural environment and the negative effects from heavy trucks on our area roads. The World Health Organization in a June/2012 scientific report clearly identifies diesel emissions as cancer producing in humans. Some of the trucks going to and from the proposed CTC depot likely will be powered by diesel engines. Instead of considering this report, the Town of Caledon has accepted a consultant's report that is based on computer models and simulations, not scientific facts to support the CTC application. SHOULD SCIENTIFIC FACTS BE CONSIDERED AND GIVEN PRIORITY AS CONTRASTED WITH CONSULTANT REPORTS THAT SOME

  • I· 'o)\-3 SAY ARE HIGHLY SPECULATIVE? 4/The CTC application touts job gains for the proposed CTC depot in South Bolton. This is highly doubtful since the proposed facility will be a state-of-art depot with a likely emphasis on IT and robotic systems meaning the real possibility of fewer jobs than presently at the Brampton facility being closed. The company no doubt will see an increase in profits due to likely savings on labour costs. 5/The proposed CTC application if approved will bring additional traffic chaos to the Bolton community due to the increased truck traffic and commuters coming to Bolton from the Brampton area as workers from that facility are forced to drive to Bolton via Highway 50, Mayfield, Coleraine, King East and West in Bolton. 6/It is highly doubtful that Canadian Tire would move whatever jobs will be needed outside of Ontario should the Region not support Caledon's request for a boundary change. Why? The majority of its market is in Ontario; why would it move jobs further away from its natural market? Some residents have concluded that any such suggestion by Canadian Tire essentially amounts to economic blackmail and is an illogical rumour. 7 /The Quality of Life for many Bolton residents will be negatively affected by the Town's suggested boundary change because it will mean the way is clear for the Canadian Tire application to move forward. Many residents fear a loss in their property values due to increased truck traffic, air pollution, increased traffic chaos in the Bolton area, negative effects on their property caused by truck vibrations, increased noise and light pollution due to the proposed facility. Others fear the loss of prime farmland since the huge warehouse would affect over 180 acres of farm properties in South Bolton directly plus farms in adjacent areas. In this writer's view, the planning processes used by the Town have been and are woefully deficient in terms of information sharing and real public participation in the matter of the proposed boundary expansion and the implications of the Canadian Tire application. In my view, the fault lies not with Caledon planning staff; they simply follow through on the dictates of their political masters. DO THE DETAILS PROVIDED HERE ON WHAT IN MY OPINION HAS OCCURRED, MEET THE EXPECTED STANDARDS FOR DEMOCRACY, ACCOUNTABILITY AND TRANSPARENCY? Are Caledon residents citizens who can really participate in major decisions affecting our families and communities? The people of Caledon deserve better. For all of these reasons, I am asking the Region of Peel Council to reject Caledon's application for the proposed boundary expansion. An injury to one is an injury to ALL.     The notice will be published tn the Caledon Cltizen, the Catedon Enterprise, the Brampton Guardian and the Mississauga News on Thursday, January 2, 2014. In accordance with the Planning Act, we are required to publish the notice 20 days prior to the January 23, 2014 Public Meeting, which is January 3rd . The notice will also be available on Peel 's website around the same time . Today, letters and emails have been sent to all persons or public bodies in accordance with the Act and the Region's and Caledon's notification lists.
