STATE COMMISSION FOR MASS GRAVES AFTER 12th SEPTEMBER 1944
ANNUAL REPORT 2010
After the initiative of Institute for Contemporary History and
the newspaper `Vecernje Novosti` in feuilleton Excavating the
Truth, during its session on 9th July 2009 Government of Republic
of Serbia decided to found a state commission for discovering and
marking all secret graves of the executed after the liberation on
12th September 1944. Members of the Commision are representatives
of the state institutions, scientific institutes and experts in
various fields. The president of the Comission is dr Slobodan
Markovic, AE assistant professor of Faculty of Political Sciences
in Belgrade and the secretary is M.A. Srdjan Cvetkovic, the
researcher on Institute for Contemporary History. Aims of the
Commission: 3. To discover and mark all the secret graves of the
executed after the liberation on 12th September 1944. 2. To locate
and mark all grave spots and determine the exact number of the
exsecuted after the liberation on 12th September 1944. 3. To
prepare and submit the reports of the results to Government of
Republic of Serbia. A Board for researching mass graves and
collecting documentation about the executed was formed within the
scope of the Comission. Government of Republic of Serbia made a
Decision to remove the secrecy mark from the documents in domein of
the Government, referring to the executed after the liberation on
12th September 1944. The task of the Second Board for excumation,
preceded by Veljko Odalovic, is to tackle the problem of exumation
and the identity of the victims. The headquarters of the Board for
researching mass graves is on Institute for Contemporary History.
The decision was made to form the archives for the Commision as
well as to perform operative and tehnical jobs on the same
institute. The coorodinator of the Board for researching mass
graves is the director of Institute for Contemporary History.

ARCHIVAL RESEARCHES AND REGISTER OF VICTIMS
Thanks to the angagement of a bigger number of cooperators and
volunteers from the whole Serbia as well as the financial help of
Ministry of Justice of Republc of Serbia, in the first year of work
the Commission collected the data about more than 18.000 killed and
disappeared people. Apart from that, the Comission was given the
access to the base of around 27.000 killed, registered by the
Research Board of Assembly of Vojvodina, which, in the following
period, should be icnorporated into a unique data base, available
to the citizens through the Commission`s website. The data about
the victims were mostly taken from the Archives of Serbia, i.e. BIA
documents, Archives of Yugoslavia, local archives of Zajear,
Smederevska Palanka, Smederevo, aak, and, for the territory of
Vojvodina, mostly from the Archives of Vojvodina. During six months
of work around 120 boxes and files of BIA archival material in
Archives of Serbia were examined and dealt with. A great number of
people was registered thanks to the reports of citizens through
Info-centre (telephones, website, e-mail) on Institute for
Contemporary History as well as the other, secondary sources
(literature, rehabilitation claims, requests for the insight into
dossiers etc.)
BROAD CUT OF THE SO FAR ENTERED DATA OF THE KILLED An effort was
also made to form a Documentary centre of victims. For that purpose
Ministry of Justice gave around 60 registrators, and the Institute
made 300 files. Documents and photographs of citizens and their
descendants are being collected and archived. There is a plan to
organize an exhibition dedicated to the victims, in cooperation
with some of the museums or archives, at the end of this project.
Also, BIA documentation photographed in Archives of Serbia is kept
on special mobile hard discs and archived on the Institute in
several copies. So far, documentation for three districts has been
photographed (around 800 photos), which is a slow and unsaisfactory
process. There is a suggestion to engage more people on that
project in the Archives of Serbia, with the help of the
Commis-sion.The second huge problem is that BIA documentation
handed in to the Archives of Serbia lacks the lists of the executed
for around 40% districts in Serbia, including big cities like
Belgrade, Kragujevac, abac, Novi Sad.

In further work the Commission researchers will embark on
searching for the same in other archives. There is also a big
financial issue. There is a lack of resources for angaging more
researchers who would do the job of entering the data in different
archives, which would speed up the research a great deal.
LOCATIONS OF SECRET GRAVES
According to the reports of citizens and witnesses, by the end
of November 190 locations were recorded. Of that number, during
this year the locations in Smederevo, Timok, Pirot, Jablanica
district and partly umadija and Belgrade district have been
investigated and recorded more closely.On the whole, 23 locations
have been recorded and more closely investigated and several dozen
witnesses have been questioned. The biggest problem for faster and
more effecient work are organizational and technical resources as
well as the financial support for travels, which significantly
decelerates further investigations (especially field work) and
recording the locations and witnesses out of Belgrade. A huge
problem concerning locating secret graves is a long time distance
as well as the old age of the existing witnesses and the shortage
of first hand witnesses. It is often the case of second hand
descendants and sources which aren`t precise enough, while the
exact locations of the executions are rarely, almost never,
mentioned in the documents. Even if they were mentioned, it is
practically impossible to find the location without a detailed map
or a witness who would precisely mark out the location.
