outlook overriding parochial religious and linguistic considerations. In this task the Universities can and should play a decisive part. A national outlook and purpoSe have to be deliberately cultivated by the pursuit of a policy of seeking national ends rather than legal interests. In this sphere much has to be done as many things have happened in recent years which are likely to cause harm to the unity of our country. It has also be borne in mind that a regional culture can not be promoted to the status of a national culture.
