About the Management Conference

Colorado and Mountain Plains NAHRO proudly present the 2018 Management Conference on Housing and Homelessness, Making a Difference Together, at the Vail Marriott Mountain Resort Hotel in Vail, Colorado on Wednesday, May 16, through Friday, May 18.

This year’s conference offers an excellent opportunity to receive essential and timely training, establish new partnerships, and network with your colleagues at a world class location. There is no higher calling than working to make a difference in people’s lives. Our conference theme suggests that we can do this most effectively by working together.

A new feature this year is a full-day Leadership Summit for new and veteran Executive Directors and Deputy Directors on Wednesday, May 16th. Additionally, Adrianne Todman, national NAHRO’s new CEO and Cris White, CHFA CEO, will be attending to share important information about the state of our industry and what we need to do to remain vibrant and relevant.

The conference planning committee has also organized 42 breakout sessions in a variety of areas including Housing Choice Vouchers, Homelessness, Housing Management, Project Based Section 8 Contracts, Community Development, Professional Development, Rehab, Resident Services, Housing Development, Commissioners and Finance. Executive Directors, commissioners, management staff and line staff will all benefit from inspiring sessions, timely workshops, excellent networking opportunities and fun-filled events. Wednesday Sessions 2:00 - 3:30Managing Property with Multiple Funding Sources — It takes a village (of funders) to create affordable housing and it isn’t easy keeping all of their different regulations straight. Learn more about how LIHTC, HOME, CDBG and Housing Choice Voucher rules overlap and about strategies for staying in compliance. (HM)

HUD OPH/ HCV Updates — In this session, staff from the Regional HUD office will present on recent policy changes and HUD Hot Topics. Also included will be a discussion on preventing and responding to a budget shortfall. (HCV)

Housing Authority and Homeless Services Partnerships — Housing authorities are often one of the largest affordable housing providers and Continuum of Care regions are often the largest homeless resources provider. Hear ways to leverage each other’s resources in ways that are beneficial for both and ultimately help people struggling with housing instability. (HO)

Fair Housing Compliance: Part 2 — Part II of the presentation will immerse participants in the right to equal access housing for people with disabilities, including the A-Z of reasonable accommodations/modifications, assistance animals, disability-related affirmative obligations for program participants, and an overview of the physical accessibility requirements. Surviving a HUD Monitoring — Don’t be caught off guard! Learn how to prepare for a visit from HUD, straight from the source. (CD)

Internal Controls: A Framework for Risk Management — Understand how the COSO 2017 updates to the Enterprise Risk Management framework create a high-level tool that, when used as an integral part of strategic decision making, can help agency leaders understand and prioritize risks faced and measure their impact on business performance. RAD: The Good, the Bad and the Ugly — Learn basic RAD deal structure of a 4% LIHTC/PAB, lessons learned about RAD and working with HUD on dispositions, and how best to navigate the complexities of comprehensive renovation.  Review two case studies of Boulder Housing Partner’s and Housing Catalyst’s recent, and very different, RAD conversions. (HD/ HM)

Project Based Vouchers 2.0 — This session, presented by the Regional HUD office, provides a more advanced look at the regulations and management of the Project Based Voucher program. (HCV)

Housing for Youth — Learn about existing youth housing programs, both those specifically for youth and those using mainstream resources as well. (HO)

Multifamily HUD Update — Join the Asset Management staff of the Denver Satellite Office to learn more about Multifamily programs including the CNA e-tool, ConnectHome, Service Coordinator grants, and more. Learn about new priorities for 2018. (PBS8)

Not Your Normal Customer Service — Learn how outstanding care of one’s customers (and oneself) can build rapport and calm complaints. Participants will gain tools to maintain positivity, create healthy boundaries, and master nonverbal communication. (PD)

Cycling Without Age — Cycling Without Age is about letting people age in a positive context. Join us to learn all about the program and how it’s benefiting seniors and our greater community. (RS)  

Tax Credit Developments in Mountain & Rural Communities — Learn the method to success to achieve a LIHTC development in non-metro communities. Hear a panel showcase recent affordable housing rental projects in Steamboat Springs, Crested Butte, New Castle, and Keystone. (HD)

Learn to recognize the warning signs and how to respond if you believe one of your properties or subsidized units has been affected by a meth lab, hash lab, or other drug related damage. (HCV/ HM)

Innovative Housing & Services — What are creative and effective ways to provide support and access to resources for tenants so they can maintain housing safely and improve well-being? How can this be done while also ensuring a positive sense of community? (HO)

MOR/ EIV Best Practices — In this session, we will review ways to prepare for an MOR and look at key requirements for using EIV. We will discuss resident files, EIV mandatory usage for PHA’s and Project-based Section 8 developments, as well as required policies, and procedures. (PBS8)

Roundtable: Development in Challenging Financial Times — We will have local Housing Authority development staff share with us how they have shifted in light of the changes to low income housing tax credits. We will explore new creative partnerships and efforts to create local financing options. (CM) 

Beyond Housing: Bringing School Home — At a time when public schools and educators are frustrated by the lack of progress and achievement for low-income students, NAHRO believes that public housing can be an important partner to public schools who, alone, don’t have the reach or resources to help low-income students be economically successful in life. NAHRO members can invest in education by creating an educationally-enriched home base for a range of interventions that support and connect parents of young children to early, and lifelong, education resources. This session will focus on evidence-based best practices for shaping your strategic investment. (PD, RS)

Mindfulness at Work — What is mindfulness, and how can it help me better focus at work, more effectively manage stress, and be more resilient? In this session you will learn what mindfulness is and a few exercises to immediately incorporate into your work day. (PD)

Thursday Sessions 2:00 - 3:30Moving to Work: Is it Right for Your PHA? — What is MTW? What are the pros and cons to participating in the Moving to Work Demonstration program? Would it be right for your agency? This session will offer some guidance on how to make that decision. (HM)

Mental Health 101 — Learn from expert panelists on how to identify and assist when a participant is experiencing a mental health event. Included in this session will be information about trauma-informed care and how to set healthy boundaries. (HCV, HM)

Local Funding & Strategies — Come hear about and share examples of local community strategies and funding sources beyond HUD. (HO)

ABC’s of LIHTC Compliance — People who are new to the Tax Credit world can often be overwhelmed by all the information and regulations. This session will review required forms and useful suggestion for setting up your files. (PBS8)

The Future of AFH — We’re bringing together FHEO leadership and a top research firm in the midst of drafting AFH plans. The question — where do we go from here? (CD)

Vicarious Trauma for Housing Professionals — A presentation exploring the signs and symptoms of secondary trauma and how to support each other and ourselves as we work with our residents. (PD)

Safe Housing: Best Practices in Design and Management — Learn more about how architectural/environmental design and property management practices can come together to promote stable, safe housing. (HM, HD)

LIHTC: Preparing for a Management Review — Learn what a tax credit officer looks for during a file review and physical inspection. Topics include: best practices, common findings, and noncompliance. (PBS8)

The awards recognize best practices among housing, redevelopment, and community agencies and provide a resource bank of information for NAHRO members. Applications will be reviewed by a panel of housing professionals. The selection criteria will include innovation, agency role, results, cost, financing, and general opinion. One winner will be selected from each of the following categories, which coincide with the conference’s program tracks:

Places, people, or programs are eligible to receive an award in any one category chosen from above. Entries will be reviewed in light of the following selection criteria:

• Impact on the community by adding to the affordable housing stock or improving the immediate social or economic fabric;

• Role in overall community revitalization or social change;• Sets a new standard or pioneers a new method (taps new funding sources; demonstrates new efficiency in

capital costs and/or maintenance/operating costs, etc.);• Employs cost-effective or innovative design and/or construction, including energy efficiency and sustainable

development;• Offers outstanding social services for tenants;• Received broad community support, including state and local government financial assistance;• Addresses a unique challenge;• Demonstrates creative problem-solving; and• Evidence of cost-effectiveness, i.e., producing housing at substantially below-market rents or home prices,

at a reasonable subsidy per unit.
