OnWednesday,March8,2017,CDMSmithInc,(CDMSmith),CityofHartford(COH)andtheMetropolitanDistrict(MDC)presentedthe“BartholomewAvenueStreetscape:ParkvilleTODStormwaterInfrastructureandStreetscapeProject”atthemonthlyParkvilleNRZMeetinginHartford.Themeetingwasintendedtoengagethecommunityintheinitialconceptualplanningstageoftheprojectbypresentingpotentialelementsofdesignthatcouldbeincorporatedintothefinaldesign.Theformatofthemeetingfocusedontwokeyoutcomes:
ToencouragecommunityfeedbacktoguidethefinaldesignofBartholomewAvenue.
TofostercommunityownershipofBartholomewAvenueandthestreetscapedesign.

Meeting Summary
ThemeetingwasopenedforregularbusinessreportingbytheNRZcommittee.DennisGoderre,COH,followedwithashortprojectpresentation(AttachmentB)thatsetthetableforthecommunityengagementportionofthemeeting.Theremainderofthemeeting,ledbyCDMSmith,COH,andMDCstaff,revolvedaroundinvolvingthecommunitythatincludedthefollowing:
Attendeeswereaskedtoexpresstheirpreferenceforvariousalternativedesignelementsprovidedonfivepresentationboardsbyplacingstickersontheimagethattheythoughtwasmostappropriateforthisproject.Eachboardrepresentedageneralcategoryofstreetdesignincluding:streetscape,trafficcalming,bicyclefacilities,greeninfrastructure,andplacemaking(AttachmentC).
TheNRZattendeesthenbrokeintothreeseparatediscussiongroupswheretheywereaskedtodiscusstheirstickerpreferenceandthestreetscapeprojectingeneral,thenreportouttoallNRZmeetingattendees.Thefollowingsummarizesthetalkingpoints,concerns,andrecommendationsofeachofthethreediscussionbreakoutgroups.

Discussion Group 1
Suggestedverticalflexpostsforvisibility. Bumpoutswithbikeparkingandplanters Concernsoftravelandsignaldelaysattherailroadandbuswaycrossings. Safetyissues–thestreetisverydarkandneedslighting. Treesandgreenelementsareneededbutmaintenanceisanissue.The“green”mustbelow
maintenance. Shrubs,bio‐swalesandraingardens(maybeincurbbumpoutareas)werediscussed. Stampedconcretewithcreativedesigns. Trashcans Parkingisnotsufficientduringareaevents. Speeding–trafficcalmingisneeded.

Concernsaboutlightingandsecurity–shouldbebothadultandchildfriendly. On‐streetparkingisimportant,butastheareadevelops,bikelanesmaybeaddedasa
substituteforon‐streetparkingifthedynamicsoftheneighborhoodchanges(maybeadditionaloff‐streetparkingisprovidedtoallowforbikelanesiftheneedpresentsitselfwithadditionalresidentialdevelopment).
FloodingofcurblineandsidewalksontheeastcornerofBartholomewAvenueandParkStreet.
Concernsofspeedingcars/impatientdrivers. Concernsofimpactsduringconstruction(suchasdelaysandschoolbusstops)

PedestriancrossingsfromonesideofBartholomewAvenuetotheother.CurrentlythereareonlycrosswalksatHamiltonStreetandParkStreet.Amid‐blockcrossingwouldbebeneficial.
Preferencewasformoreparkingratherthandedicatedbikelanes. Expressedinterestinstreettreesandbenches. Wantednewlightsontheeastsidetoreplacetheexistinglightsandlightsonthewestside
ofBartholomewAvenueifbudgetisavailable. PedestrianaccessfromBartholomewAvenuetoPopeParkthroughprivateproperty. Movableplantersandbikecoralswithinexistingon‐streetparkingareaswerelookedatas
morefavorablethanpermanentcurbbumpouts. AnundergroundutilitytunnelwasdiscussedcrossingBartholomewAvenuefrom#30on
theeastsidetothewestside.

Basedontheinformationgatheredduringthediscussiongroups,theimportanceofon‐streetparkingandoverallsafety/pedestrianaccesswithintheneighborhoodstoodout.Safetyconcernscouldbeaddressedthroughenhancementsinlighting,pedestriancrossings,andspeedcontrolofvehiclestravellingalongBartholomewAvenue.

AsexplainedaboveandshowninAttachmentC,fivedesignelementpreferenceboardsweredisplayedforthecommunitytoexpresstheirthoughtsonimportance.Thepreferences,basedonstickercount,wereanalyzedleadingtotheresultsbelow.
Intotal,therewere260stickersplacedonthe5preferenceboards.
