Predgovor

"Regionite vo Republika Makedonija, 2008" e prvo izdanie na Dràvniot zavod za statistika vo koe se prezentiraat najnovite statisti~ki podatoci za regionite vo dràvata. Statisti~kite podatoci za regionite pretstavuvaat va`na alka vo kreiraweto i sledeweto na regionalnata politika na zemjata. Isto taka, pridonesuvaat za poddr{ka na procesot na odlu~uvawe baziran na podatoci vo procesot na decentralizacija. Ovie podatoci pretstavuvaat pridones kon ispolnuvaweto na obvrskite na zemjata vo ramkite na regionalnata politika na EU.

Celta na ovaa publikacija e preku jasni i ednostavni tabeli, mapi i grafikoni, da obezbedi jasno prezentirawe na statisti~kite regioni vo pove}e oblasti od statistikata, a kusite komentari pridonesuvaat za ednostavno otkrivawe na razlikite i sli~nostite me|u regionite.

Dràvniot zavod za statistika planira vo idnina da obezbedi redovna produkcija na ovaa publikacija i zbogatuvawe na sodrìnata so vklu~uvawe na podatoci od drugite oblasti na statistikata so {to korisnicite }e moè da gi sledat promenite vo regionite vo kontinuitet, a, isto taka, }e moè da koristat najnovi statisti~ki podatoci {to }e im pomognat da go sledat razvojot na statisti~kite regioni.

Za opredeluvawe na statisti~kite regioni se koriste{e Nomenklaturata na teritorijalni edinici za statistika, donesena vo 2007 godina od strana na Vladata na Republika Makedonija.

Foreword

"Regions of the Republic of Macedonia, 2008" is a first edition of the State Statistical Office, in which are presented the latest statistical data on the regions of the country. The statistical data on the regions represent an important link in the creation and the monitoring of the regional policy of the country. Also, they contribute to the support of the data-based decision-making in the process of decentralisation. These data represent an input to the fulfillment of the country’s obligations in the frame of the EU regional policy.

The objective of this publication is, through clear and simple tables, maps and charts, to provide clear presentation of the statistical regions in several statistical areas, while the short comments contribute to the simple distinguishing between the differences and similarities among regions.

The State Statistical Office plans, in future, to provide regular production of this publication and to enrich the content by introducing data from other statistical areas, thus allowing the users to follow in continuity the changes in the regions and, at the same time, they can use the latest statistical data that will help them to follow the development of the statistical regions.

For determining the statistical regions, the Nomenclature of Territorial Units for Statistics was used, which was adopted in 2007 by the Government of the Republic of Macedonia.

Demografskite pokazateli na regionalno nivo pokaùvaat zna~ajni razliki koi ukaùvaat na golemi disproporcii vo teritorijalnata distribucija na naselenieto. Skopskiot region, kako najgusto naselen, ima re~isi deset pati pogolema gustina na naselenost od najretko naseleniot, Vardarskiot region.

Razlikite se evidentni i vo starosnata struktura na naselenieto. Vo Polo{kiot, Severoisto~niot i Jugozapadniot region, kako rezultat na sé u{te visokiot natalitet, mladoto naselenie (0-14 godini) u~estvuva so pove}e od 20% vo vkupnoto naselenie, dodeka vo Pelagoniskiot region evidentno e u~estvoto na starata populacija (15.2%). I pokazatelite za prose~nata vozrast na naselenieto ja potvrduvaat vakvata konstatacija.

Razlikite se gledaat i vo brojot na rodenite i umrenite lica. Vo Pelagoniskiot i vo Isto~niot region, kako rezultat na nepovolnata starosna struktura i niskiot fertilitet, brojot na umrenite go nadminuva brojot na rodenite.

Demographic indicators on regional level show considerate differences which point to the big disproportion of the territorial distribution of population. The Skopje Region, with the biggest population density, has almost ten times bigger density than the Vardar Region, which has the lowest density.

Differences are evident in age structure of population. In the Polog, the Northeast and the Soughtwest Regions, as a result of the still high natality, the young population (0-14) participates with more than 20% in the total population, while in the Pelagonia Region the old population takes significant proportion. At the same time, the average age of the population confirms this statement.

Differences are noticeable in the number of births and deaths. In the Pelagonija, and the East Region, as a result of the unfavorable age structure and the low fertility, the number of deaths exceeds the number of births.

Vo 2006 godina, najgolem broj na korisnici na socijalna pari~na pomo{ na vozrast od 18 godini i pove}e e zabeleàn vo Severoisto~niot region (72.3 na 000 naselenie), a najmal vo Jugoisto~niot region ( 30.1 na 000 naselenie).

The highest number of social financial benefitiares with 18 years and more in 2006 year was recorded in the North-east region (72.3 per 000 population ) and the fewest in the Southeast region (30.1 per 000 population).

Brojot na decata vo detski gradinki beleì pad po 2005 godina poradi izmenite vo Zakonot za osnovno obrazovanie ("Slu`ben vesnik na RM br. 63/2004" ), spored koj, so voveduvaweto devetoletka, decata od 6-godi{na vozrast se opfa}aat vo osnovnoto obrazovanie.

The number of children in kindergartens was decreased in the period after 2005, due to changes in the Law for primary and lower secondary education, by which 9 year primary and lower secondary education was introduced, so the children at age 6 were covered in the process of education.

Na po~etokot na u~ebnata 2007/2008 godina vo Skopskiot region se zabeleùva najgolem broj na u~enici vo osnovnoto obrazovanie po u~ili{te (423), pomalku u~enici po u~ili{te se registrirani vo Polo{kiot region (270), a najmalku vo Pelagoniskiot region (131).

Na po~etokot na u~ebnata 2007/2008 godina, vo srednoto obrazovanie, odnosot u~enici - nastavnik e najgolem vo Jugoisto~niot region, 16 deca na eden nastavnik, a najmal vo Jugozapadniot region, dodeka vo Skopskiot i vo Isto~niot region toj odnos e 14 deca na eden nastavnik.

Vo u~ebnata 2006/2007 godina vo visokoto obrazovanie, najgolema stapka na zapi{ani studenti (spored mestoto na ìveewe) e zabeleàna kaj Pelagoniskiot region, a najmala vo Polo{kiot region.

At the beginning of the school 2007/2008 year the Skopje Region has registered the the highest number of students per school in primary and lower secondary education (423), fewer students per school were registered in Polog Region (270) and the fewest in Pelagonia region (131).

At the beginning of the school 2007/2008 year the students-teacher ratio in the upper secondary education is the highest in South- East Region, 16 students per teacher, lowest in South - West, while in Skopje Region and in East Region there were 14 students per teacher.

In the school year 2006/2007, in tertiary education, the highest rate of enrolled srudents (by place of residence) per 1000 population was registered at Pelagonia Region, while the lowest rate was registered at Polog Region.

Share of agriculture in GDP

The biggest share in the gross-domestic product of the Republic of Macedonia belongs to the Skopje Region, with 47.3% in 2005. On the other hand, the smallest share belongs to the Northeast Region, with 4.2% in 2005.

Bigger gross-domestic product per capita, compared to the average of the Republic of Macedonia, in 2005, belongs to the Skopje Region with index 164.2 and the Pelagonia Region with index 104.4. All other regions have an average gross-domestic product per capita, under the average of the Republic of Macedonia. The smallest average gross-domestic product per capita have the Polog Region with index 48.2 , in 2005, and the Northeast Region with index 49.6.

Najgolemo u~estvo vo bruto-doma{niot proizvod na Republika Makedonija ima Skopskiot region so 47.3% vo 2005 godina. Od druga strana, pak, najmalo u~estvo ima Severoisto~niot region so 4.2% vo 2005 godina.

Pogolem bruto-doma{en proizvod po ìtel, sporedeno so prosekot na Republika Makedonija, vo 2005 godina imaat Skopskiot region so indeks 164.2 i Pelagoniskiot region so indeks 104.4. Site drugi regioni imaat prose~en bruto-doma{en proizvod po ìtel, pod prosekot na Republika Makedonija. Statisti~kite podatoci za zemjodelskata povr{ina vo Republika Makedonija, po regioni, pokaùvaat deka vo 2007 godina najgolem del od zemjodelskata povr{ina e koncentrirana vo Pelagoniskiot region koj opfa}a 24.8% od vkupnata povr{ina, a najmalku zemjodelska povr{ina od samo 5.8% ima vo Skopskiot region.

Istata godina, najgolema povr{ina zaseana so p~enica od 25766 ha e registrirana vo Pelagoniskiot region, a najmalku p~enica - 5344 ha e zaseana vo Jugozapadniot region.

The statistical data on agricultural area in the Republic of Macedonia, by regions, show that in 2007 the biggest part of agricultural area is concentrated in the Pelagonia Region, which covers 24.8% of the total area, while the Skopje Region has the least agricultural area, only 5.8%.

The same year, the biggest area sown in maize, 25766 ha, is registered in the Pelagonia Region, while the smallest area sown in maize, 5344 ha, was in the Southwest Region.

So proizvodstvo od 917 392 hl Skopskiot region e lider spored ostvarenoto proizvodstvo na osveìtelni pijalaci, a najmalku pijalaci - samo 623 hl se proizvedeni vo Isto~niot region.

Over 75% of the industrial production of vegetables and fruit, preserved in vinegar, in 2006, was realised in the Southeast Region, while this kind of production is not registered at all in the East, the Polog and the Northeast Region.

With the production of 917 392 hl, the Skopje Region, according to the realised production, is a leader, while the smallest quantity, only 623 hl, is produced in the East Region.

Najmnogu doma{ni turisti vo 2006 godina se registrirani vo Jugozapadniot region (54.17%), a najmalku doma{ni turisti vo Severoisto~niot region (0.29%). Od druga strana, pak, najmnogu stranski turisti imalo vo Skopskiot region (43.09%), a najmalku stranski turisti vo Severoisto~niot region (0.78%).

Izvori na podatocite za ìvorodenite, umrenite, kako i za sklu~enite brakovi e evidencijata na mati~nite slu`bi, a za razvedenite brakovi registrite i aktite na nadle`nite sudovi.

Izvori na podatocite za mehani~koto dvièwe na naselenieto (preseluvawata na naselenieto), se prijavite-odjavite za doseleni-otseleni lica koi se popolnuvaat vo nadle`nite stru~ni slu`bi na Ministerstvoto za vnatre{ni raboti.

Demografskite indikatori se presmetani vrz osnova na nastanite slu~eni vo zemjata.

PopulationEstimated mid-year population figures are based on Census results 2002 and data for

natural population increase and mechanical increase.

Sourses of the data for births, live births, deaths and marriages as well, are relevant registers, while for divorces, the registers and records of the relevant courts.

Sources of data for mechanical changes in population (migrations), are the forms registering or notifying resettlement of removal, which are completed by competent clerks in the Ministry of Interior.

Za podgotvuvawe na regionalnite smetki, vo osnova, se koristi konceptot na nacionalnite smetki. Se vr{i dezagregirawe na bruto-dodadenata vrednost po sektori na ekonomska aktivnost spored Nacionalnata klasifikacija na dejnostite (NKD), odnosno na bruto -doma{niot proizvod, koristej}i gi za distribucija na vkupnata vrednost raspolo`livite indikatori kako {to se platite, vrabotenite, indikatorite za izgradeni stanovi i dr.

The biggest fund of data, when calculating the gross-domestic product by regions, represent the data from the data warehouse in the State Statistical Office, where data on annual accounts of the business subjects in all institutional sectors can be found. Besides that, data from the surveys of the State Statistical Office are also used.

For the preparation of the regional accounts, basically, is used the concept of national accounts. The gross-value added is disaggregated by sectors of economic activity according to the National Classification of Activities (NCA) i.e. the gross-domestic product, by using the available indicators for distribution of the total value, such as wages, employees, indicators of built apartments, etc.

Zemjodelstvo

Podatocite se odnesuvaat na povr{inite i proizvodstvoto na zemjodelskite pretprijatija i zemjodelskite zadrugi, javnite pretprijatija koi stopanisuvaat so pasi{ta i {umi, kako i individualnite zemjodelski stopanstva.

Pod obrabotliva povr{ina se podrazbira povr{ina na koja se odgleduvaat poljodelski posevi, pove}egodi{ni zasadi i trevi i na koi se vr{i obrabotka, kosewe i drugi zemjodelski raboti od koi voobi~aeno se pribiraat prinosi sekoja godina. Obrabotlivata povr{ina ja so~inuvaat oranici i bav~i, ovo{tarnici, lozja i livadi.

Zemjodelski povr{ini se povr{ini koi se koristat za zemjodelsko proizvodstvo (obrabotlivi povr{ini, pasi{ta, ribnici, trstici i bari).

Oranici (nivi) se povr{ini na koi se vr{i poljodelsko proizvodstvo i na koi se seat poljodelski posevi: ìtni, industriski, gradinarski i krmni posevi.

Rodni ovo{ni stebla i penu{ki vinova loza se stebla-penu{ki koi spored svojata fiziolo{ka zrelost se sposobni pod normalni uslovi na vegetacija da dadat rod, bez ogled na toa dali vo nabquduvanata godina dale rod ili ne.

AgricultureThe data refer to production of agricultural enterprises, agricultural cooperatives, public

enterprises for managing forests and pastures and individual agricultural holdings.Cultivable area refers to land area under cultivation, with husbandry crops, perennial

plantations and grasses, where cultivation, harvesting and other agricultural activities are performed and which provide yield every year. Cultivable area consists of arable land and gardens, orchards, vineyards and meadows.

Agricultural area is land area used for agricultural production (cultivable areas, pastures, fishponds, marshes and swamps).

Arable land (fields) refers to land area where husbandry production takes place and which are sown with husbandry crops: cereals, industrial crops, garden plants and fodder crops.

Fruit-bearing trees and grapevine stocks refer to trees and vines which by their physiological maturity are ready to bear fruit under normal conditions for vegetation, regardless of whether they have borne fruit or not in the relevant years.

Pri pribiraweto na podatocite vo Mese~niot izve{taj za industriskoto proizvodstvo i objavuvaweto na rezultatite se koristi Nacionalnata klasifikacija na dejnostite ("Slu`ben vesnik na Republika Makedonija" br. 09/2006 godina) i Nacionalnata nomenklatura na industriski proizvodi ("Slu`ben vesnik na Republika Makedonija" br. 43/2006 godina).

IndustryThe observation units are the enterprises and the local units distributed according the

National Classification of Activity in the industry in the sections: C - Mining and Quarrying, D - Manufacturing Industry and D - Electricity, Gas and water supply.

In the data collection for the monthly report for the industrial production and publishing the results The National Classification of Activity published in Official Gazette No. 09/2006 and The National Nomenclature of Industrial Products published in Official Gazette No. 43/2006 are used.

Podatocite se dobieni vrz osnova na istraùvawata za grade`nite objekti na koi se izveduvani raboti od strana na individualnite lica i na delovnite subjekti.

Tie se pribiraat spored proektnata dokumentacija za grade`nite objekti {to izveduva~ite ja dostavuvaat do nadle`nite subjekti.

Kako rezultat na zavr{enite grade`ni aktivnosti vo 2006, se dobiva brojot na zavr{enite stanovi, dodeka ostanatite se stanovi koi ostanuvaat za ponatamo{na izgradba.

ConstructionThe data are obtained according the surveys for building activities on building objects,

undertaken both from the business subjects and private persons.

They are obtained according the project documentation for the building objects, that is submitted to the authorities by the investors.

As a result of the finished building activities in 2006, obtained is the number of finished dwellings, while the others are unfinished dwellings that are to be built in the future.

Proizvodstvoto na elektri~na energija go opfa}a bruto-proizvodstvoto na hidro i termoelektri~na energija vo zemjata.

Proizvodstvoto na hidroelektri~na energija pretstavuva proizvodstvo na primarna energija od hidrocentralite i e eden od obnovlivite vidovi na energija.

Proizvodstvoto na termoelektri~na energija pretstavuva proizvodstvo od termocentralite i industriskite toplani (energani).

EnergyThe energy balance is prepared according to the Eurostat methodology “Energy Statistics

Methodology Eurostat F4, 1998". The electrical energy generation includes the gross-production of hydro and thermal electrical energy in the country.

The production of hydro electrical energy represents production of primary energy of the hydro power plants and it is one of the renewable energy types.

The production of thermal electrical energy represents production of the thermal power plants and Autoproducer thermal power stations.

Business subjectsAccording to the Law on State Statistics (“Official Gazette of the Republic of Macedonia”

No. 54/97 and 21/07) and the European Regulation 2186/93 on establishing business register for statistical purposes, the State Statistical Office keeps Statistical Business Register.

The Statistical Business Register is a collection of data on the business subjects (legal and natural persons) that perform an activity on the territory of the Republic of Macedonia.

The basic data in the Statistical Business Register are obtained and updated by the administrative sources: the One Stop Shop System (Trade Register and the Register of other legal persons) and the Annual Accounts Register.

Foreign trade statisticsSource document for following the export and import of commodities is the Single

Administrative Document.

All commodities which enters or leave the territory of the Republic of Macedonia, and increases or decreases the commodity stocks in the country, are comprised. Besides the commercial trade, the commodity trade without payment is also comprised.

Regional data are processed according the seat-place of the exporter or the importer.

A domestic tourist is a person with permanent residence in the Republic of Macedonia who is temporarily present at some other place, different from his/her usual place of residence, and who spends at least one night in some accommodation establishment.

A foreign tourist is considered to be anyone, permanently resident outside the Republic of Macedonia, who is temporarily present in the Republic of Macedonia and who spends at least one night in some accommodation establishment.

Data gathering is performed through monthly survey.

Trgovija na golemo e nabavka na stoki za ponatamo{na proda`ba na trgovcite, prerabotuva~ite ili golemite potro{uva~i vo zemjata ili vo stranstvo. Stokite moàt da se prodavaat nepromeneti ili po obrabotkata pakuvani ili prepakuvani {to e zna~ajno za trgovijata na golemo.

turnover and stocks in the retail and wholesale trade. The data also include the estimated data for the trade individuals.

Wholesale is purchase of goods for further sale to merchants, processors or large customers at home or abroad. Goods can be sold unchanged or after processing, packed or re-packed that is important for wholesale.

Retail trade is purchase of goods for further sale to final consumer (for personal and household use) or to other consumers who use the purchased goods for performing activities under certain conditions.

Turnover is presented with VAT.
