According to the Order of Department of education and science of Russian Federation "About claim of Order of reception of citizens on educating on the educational programs of secondary professional education in the 2013/14 academic year» № 50 dated 28.01.13, in order to implement Part 4 of Article 111 Federal Law 29.12.12.g. № 273-FZ "About education in the Russian federation" 1. The state budgetary educational institution of average vocational training of culture and Republic Bashkortostan art Sibay College of Arts (further SCA), the having Certificate about state accreditations series 02 № 000173 from 26.05.2008 reg. and the License for the right of conducting educational activity a 02 № 001692 from 18.10.2011, given out by Management on control and supervision in the Republic Bashkortostan education sphere on the established specialities, carries out enrolment of citizens of the Russian Federation (further arriving, persons), foreign citizens for training on the basic professional educational programs of average vocational training of profound preparation at the expense of means of the corresponding budget, under contracts with payment of cost of training with legal and (or) physical persons, and also defines features of carrying out of introductory tests for persons with the limited possibilities of health.2. SCA annually develops and confirms the Rules of reception defining them of feature for corresponding year, not contradicting the legislation of the Russian Federation, the present Order and the reception rules, the defined Founder and GBOU SPOKI RB Sibay College of Arts.Rules of reception of foreign citizens join independent section in annual rules of reception.3.      Reception in SCA citizens for training on educational programs of the core of the general, average (full) general, initial professional and additional vocational training is carried out according to Typical position about educational institution of the average vocational training, the confirmed Governmental order of the Russian Federation from 18.07.08 № 543 and other regulatory legal acts of Republic Bashkortostan.4. Reception in SCA for reception of average vocational training is carried out under statements of persons:            Having the basic general education - according to results of the introductory tests spent by educational institution it is independent for the purpose of definition of possibility arriving to master corresponding basic professional educational programs of average vocational training. SCA considers as introductory tests results of the state (total) certification trained, mastered educational programs of the basic general education, spent by the examination boards, created executive power of subjects of the Russian Federation, exercising administration in an education sphere; having the average (full) general education or initial vocational training - on the basis of uniform graduation examination in the general educational subjects corresponding to a speciality on which reception, and by results of additional introductory creative tests is carried out;            Having initial vocational training and arriving in educational institution on the speciality corresponding to a profile of its initial vocational training for training under the reduced program - according to results of introductory tests;            Having the average (full) general education received till 01.01 09 (at reception for training under the internal form of reception of formation) - according to results of the introductory tests spent by educational institution it is independent;            Having the average (full) general education received in educational institutions of the foreign states - according to results of the introductory tests spent by educational institution it is independent;            Having average vocational training or the higher vocational training for training under

the reduced program - according to results the introductory tests spent by educational institution it is independent. The results of uniform graduation examination recognized as results of introductory tests in general educational subjects, corresponding to a speciality on which reception is carried out, and confirming successful passage of introductory tests in general educational subjects, should not be below established by Federal Agency of supervision in an education sphere and sciences of the minimum quantity of points by results            Unified State Examination in such general educational subjects confirming development of the basic general educational program of the average (full) general education according to requirements of the federal state educational standard during the current year (item 3 of item 16 of the Law of the Russian Federation от10.07.92 № 3266-1 «About formation»).Reception in SCA for reception of average vocational training at the expense of corresponding the budget is carried out on a competitive basis if other is not provided by the legislation of the Russian Federation. Reception conditions guarantee observance of the right of citizens on formation and transfer of the citizens most capable and prepared for development of the basic professional educational programs of average vocational training of profound preparation. Features of carrying out of reception of foreign citizens are established by chapter XII of the present Rules of reception.5. Citizens with the limited possibilities of health (the persons having lacks in physical and (or) mental development, including deaf, hard of hearing, blind and visually impaired, with heavy infringements of speech, with infringements of the oporno-impellent device and others), are accepted both on the basis of results of Unified State Examination, and on the basis of the introductory tests spent SCA is independent (in the absence of results of Unified State Examination) which features of carrying out are established by chapter VII of the present Rules of reception. 6. The volume and structure of enrolment of students at the expense of means of the republican budget are defined according to the tasks (estimated figures) established annually by the Ministry of culture of Republic Bashkortostan.7. At reception in SCA for training on the specialities demanding presence at arriving persons of certain creative abilities, physical and (or) psychological qualities, additional introductory tests creative orientations (further - additional introductory tests) which are spent in subjects on which uniform graduation examination is not spent can be established.  The list of specialities of average vocational training on which at reception can is conducted additional introductory tests creative and (or) Professional orientation, affirms the Ministry of Education and Science of the Russian 8. On the basis of the Order of the Ministry of culture RB selection committee SCA carries out reception within budgetary places, target enrolment of citizens according to the contracts concluded with public authorities, local governments with a view of assistance to it in preparation of experts with average vocational training and organizes separate competition on these places.9. Selection committee SCA also has the right to carry out enrolment of citizens, according to the legislation of the Russian Federation in the sphere of education over the established budgetary places for training on the basis of contracts with payment of cost of training, and the total trained in educational institution should not exceed the limiting number established in the license for the right of conducting of educational activity.10. The results of uniform graduation examination recognized as results of introductory tests in general educational subjects, corresponding to a speciality on which reception is carried out, results of the introductory tests spent by educational institution it is independent, confirming successful passage of introductory tests in general educational subjects, should not be below established by Federal Agency of supervision in an education sphere and sciences of the minimum quantity of points, by results of uniform graduation examination in such general educational subjects confirming development of the basic general educational program of the average (full) general education according to requirements of the federal state educational

standard during the current year             II. The Organization of enrolment of citizens in educational institution.  11. The organization of enrolment of citizens on a competitive basis by results of uniform graduation examination, including the organization of carrying out of introductory tests, additional introductory tests for training on development of the basic professional educational programs of average vocational training, is carried out by selection committee SCA.            The chairman of a selection committee is director SCA.      11.1 For the organization and carrying out of introductory tests by the chairman of a selection committee the commissions are created examination and appeal. SCA can organize work of exit subject examination boards for the persons arriving on the basis of the basic general education, initial vocational training of a corresponding profile, for carrying out of introductory tests for citizens with the limited possibilities of health.11.2 The formation order, structure, powers and activity reception, subject examination and the appeal commission is regulated by the positions confirmed by director SCA. 11.3 Work of a selection committee and office-work, and also personal reception of arriving and their parents (lawful representatives) will be organized by the responsible secretary who is appointed the director.11.4 At reception the director provides observance of the rights of citizens in the sphere of education, the Russian Federations established by the legislation, publicity and an openness of work of a selection committee, objectivity of an estimation of abilities and propensities arriving.11.5 The selection committee is obliged to carry out control over reliability of data on participation in Unified State Examination, about results of Unified State Examination, and also has the right to carry out check of the documents represented by the arriving.            The basic form of control over results of Unified State Examination is the direction in a federal database about participants of Unified State Examination and about results of its corresponding inquiry about participation arriving in Unified State Examination, and also about acknowledgement of correctness of data on result of the Unified State Examinations specified arriving or the maintenance in presented it the certificate on results of Unified State Examination conformity with requirements of item 5.1. Articles 15 of the Law of the Russian Federation about "Formation" from 10.05.92, and also requirements of the governmental order of the Russian Federation from 27.01.12 № 36.11.6 Arriving, not having results of Unified State Examination, should be registered till July, 5th for Unified State Examination delivery. Selection committee SCA gives arriving, personally put in the statement receipt and not having results of Unified State Examination the information on a place of registration on Unified State Examination delivery in additional terms according to the Order of the Ministry of Education and Science of the Russian Federation from 10/11/2011 № 2451 (it is registered in Ministry of Justice of the Russian Federation from 31.01.12 reg. № 23065) «About the statement of an order of carrying out Of is uniform The graduation examination»11.7 At personal representation of documents arriving x-copy assurance under the original is supposed by selection committee SCA. III. The information is located on the information stand of a selection committee. IV. Documents acceptance. 13.1 Documents acceptance from arriving in SCA begins from 10.06.13 for 01.08.1313.2 At receipt for training on the basic professional educational program of average vocational training statements from the persons having the document of the state sample about the average (full) general education, the basic general education, initial vocational training, average vocational training or the higher vocational training are accepted.13.3 At personal representation of documents arriving assurance of their x-copy under the original a member of selection committee SCA is supposed. The persons having the special rights at receipt in SCA, established by the legislation of the Russian Federation, and also the person with the limited possibilities of health represent corresponding documents at filing of application.13.4 Arriving, not having results of Unified State Examination, should be registered till July, 5th for Unified State Examination delivery according to order of carrying out of the Unified State Examination, the confirmed Ministry of Education and Science of the Russian Federation Selection committee SCA gives arriving, personally put in the statement on receipt and not having results of Unified State Examination, the information on a place of registration Unified State Examination delivery in additional terms it agree the Order of the Ministry of Education and Science of the Russian Federation from 10/11/2011 № 2451 (it is registered in Ministry of Justice of the Russian Federation from 31.01.12 reg. № 23065) «About the statement of an order of carrying out of Uniform graduation examination».13.5 If the original or a x-copy of the certificate on results of Unified State Examination cannot be presented at the moment of filing of application about reception for the objective reasons, arriving in the statement specifies data on delivery of Unified State Examination and its results (or about a place of delivery of Unified State Examination in additional terms of carrying out of Unified State Examination).

            In the presence of several results of Unified State Examination period of validity at which has not expired, arriving specifies in the statement, and in what general educational subjects it uses what results of Unified State Examination.            In case of granting arriving the data which are not representing the facts, the educational institution has the right to return it documents. At filing of application about reception in SCA the arriving shows:            - The document proving its identity (passport 2 of a copy and the birth certificate - a copy);            - The original document of the state sample about formation or its certified copy (the copy can be assured under the original educational institution of average vocational training in which it is given);            - 6 photos 3х4;            - The medical inquiry (form-86) and the certificate of inoculations (the original and a copy);            - Social number (copy); the insurance certificate (copy);            - The certificate on results of Unified State Examination (2012-13).13.6 The persons arriving on target places, along with the documents specified in item 13.5 of the present Rules of reception with SCA, represent original documents of the state sample about formation and certificates on results of Unified State Examination, and also represent in addition a direction from the Head of administration of municipal area or Department of culture of administration of municipal area;13.7 Selection committee is obliged to acquaint arriving and (or) his parents (lawful representatives) with documents:· the License for the right of conducting educational activity and the Certificate on the state accreditation of GBOU SPOKI RB Sibay College of Arts on concrete specialities, and also with other documents regulating the organisation of educational process and work of a selection committee;· the Charter of GBOU SPOKI RB Sibay College of Arts;· Regulations for students of college;· reception Rules.13.8 In the statement the arriving fixes the fact of acquaintance with the presented documents and is assured by the personal signature. In the same order the signature of the arriving fixes also the following:- Reception of average vocational training for the first time;- Acquaintance with date of representation of the original document of the state sample about formation and certificates on results of Unified State Examination;- Reception of average vocational training for the first time;- Acquaintance with rules of giving of the appeal at reception by results of introductory tests, at reception on the basis of the basic general education, initial vocational training of a corresponding profile, additional introductory tests;- The consent to processing of the personal data in an order established by the Federal law about 27.07.06 № 152-FZ «About the personal data» (Meeting of the legislation of the Russian Federation 2006, № 31, item 3451) and the Law «About formation» item 16.2 from 10.07.92;13.9 The application for admission, and also necessary documents can be directed arriving through operators of a mail service of the general using, and also in the electronic-digital form (gulsum@ufamts.ru) according to Federal laws from 1/10/2002 № 1-FZ «About the electronic digital signature» and from 07.07.03 № 126-FZ «About communication» (Meeting of the legislation of the Russian Federation 2008 № 18 items 294). Date of departure of documents should be not later than July, 10th

            The documents acceptance, directed through operators of a mail service of the general using (with notice and the inventory of an investment which are the basis of acknowledgement of

On some specialities on which the basic professional programs of average vocational training, and also on various forms of reception of formation (internal, external studies are realised).14.1 Persons passing a military call-up liability and discharged from military service, having the right within a year after dismissal from military service to use results of the uniform graduation examination which has been handed over by them within year to an appeal on military service, represent at receipt to educational institution the identity card.14.2 If the arriving applies for the privileges established by the legislation of the Russian Federation, it should present corresponding documents.            The persons having the special rights at receipt in educational institutions, established by the legislation of the Russian Federation, represent at own discretion the original or a x-copy of corresponding documents at filing of application.            Persons with the limited possibilities of health at filing of application represent at own discretion the original or a x-copy of one of following documents:- The conclusion of the psychology-medical-pedagogical commission;- The inquiry on the physical inability establishment, given out by federal institution of mediko-social examination.            Children - invalids, invalids I and II groups, having according to point 3 of item 16 of the Law of the Russian Federation «About formation» (Meeting of the legislation of the Russian Federation 2008, № 30, item 3616 2009, № 7 items 786 and 787) the right to reception in educational institutions hors concourse under condition of successful passage of introductory tests, represent at own discretion the original or a x-copy of the inquiry on an establishment of physical inability and the conclusion about absence of contra-indications for training in the educational institution, given out by federal institution of medical-social examination.14.3 The selection committee gives arriving the right of filing of application to some specialities.            For arriving on budgetary places (on the general competition, on the target reception, having the right to out-of-competition reception), and also on places under contracts with payment of cost of training on a certain speciality identical introductory tests are conducted.14.4 On each arriving the private affair in which all handed over documents and materials of delivery of additional introductory tests are stored is got. Private affairs are stored in educational institution within six months from the moment of the beginning of acceptance of documents. Arriving by personal granting of documents the receipt on documents acceptance stands out.Arriving, obviously false documents which have presented to a selection committee, bear the responsibility provided by the legislation of the Russian Federation. V. INTRODUCTORY TESTS. 16.1 Consultations for entrants begin from 01.07.13 for 05.07.13, introductory tests - from 06.07.13 for 16.07.13 according to schedules.At reception of the persons arriving on the basis of the basic (general) formation for training on the basic professional educational programs of average vocational training, the educational

institution establishes two introductory tests, one of which - Russian as a state language of the Russian Federation, the second – literature. Results of all introductory tests, including additional introductory tests are estimated on hundred mark scale.15.2 Introductory tests, additional introductory tests are spent in writing or the oral form, the form of listening, viewing or other form defined by annual rules of reception of educational institution. Interview procedure is made out by the report in which questions to arriving and the short comment of examiners of answers to them are fixed.            The educational institution independently establishes quantity and the list of introductory tests at reception of the persons having initial vocational training of the corresponding profile, average vocational training or the higher vocational training, including for training under the reduced program.15.3 On the basis of the Republic Bashkortostan Law «About languages of the people of Republic Bashkortostan» and according to point. № 25, arriving in SCA hand over introductory tests in Russian and Bashkir languages.          Arriving in SCA, ended the Bashkir school, lyceum, a grammar school, introductory tests not only in Russian, but also Bashkir as in state languages RB have the right to hand over.15.4 Introductory tests on general educational disciplines are spent according to educational programs of the core of the general and (or) the average (full) general education in the form of written work (a dictation or the composition), on specializations in the form of listening of the program, interview and answers under tickets and written work.            Additional introductory tests can begin not earlier than the beginning of documents acceptance and can be spent to some stages in process of receipt of documents and can be spent in parallel with Unified State Examination delivery to additional terms of behavior of Unified State Examination by the persons who do not have results of Unified State Examination.15.5 It is forbidden to set off as the introductory tests spent by educational institution it is independent, additional introductory tests final examinations on preliminary courses, organized by SCA.15.6 Introductory tests are spent on general educational disciplines:- In the presence of the basic general education (9 classes) – results of GIA (Russian language and the literature) or the Bashkir language (dictation) and the literature (testing);- In the presence of the average (full) general education (11 classes), initial vocational training, average vocational training and the higher vocational training - results of Unified State Examination (on Russian language and the literature).            On the basis of the order of the Ministry of Education and Science of the Russian Federation from 10.11.2011 №2451 (the MU of the Russian Federation from 31.01.12 reg.23065) «About the statement of an order of carrying out of Uniform graduation examination»15.7 The schedule of introductory tests, additional introductory tests and the schedule of consultations (a subject, date, time, a venue, date of the announcement of results) affirms the chairman of a selection committee or its assistant and it is possible to data arriving not later than June, 20th.Before the beginning of introductory tests the entrant receives examination sheet which is the unique document resolving delivery of creative tests.15.8 Persons who have taken away documents after end of documents acceptance, including received on introductory tests or additional introductory tests result below the established minimum quantity of the points, confirming successful passage of introductory tests or additional introductory tests, leave competition.The persons who have not was on introductory tests, additional introductory tests, for a good reason (illness or other circumstances confirmed documentary) are supposed to them in an individual order before their full end. 

VI. The Order of carrying out of introductory tests for the persons arriving on the basis of the basic general education and initial vocational training of the corresponding profile. 16.0 For the persons arriving on the basis of the basic general education by general educational subjects from which number the educational institution can define the list of introductory tests. Thus for all categories arriving two introductory tests, one of which - Russian as a state language of the Russian Federation and the literature are obligatory.16.1 All introductory tests at reception on base (except additional introductory tests) are spent according to educational programs of the basic general education. Inclusion in the program of introductory tests of the questions which are not reflected in the federal state educational standard of the basic general education is inadmissible.16.2 For the persons arriving on the basis of the basic general education, the educational institution can set off also as results of introductory tests results of introductory tests of the given calendar year in other educational institution.16.3 Selection committee SCA independently establishes quantity and the list of introductory tests at reception of the persons having initial vocational training of the corresponding profile, average vocational training or the higher vocational training for training under the reduced program.16.4 Introductory tests can be spent to some streams in process of receipt of documents for receipt in SCA. Repeated participation arriving in delivery of introductory tests is not supposed.Repeated delivery of introductory test at reception of an unsatisfactory estimationAnd the repeating an examination of introductory test for the purpose of estimation improvement is not supposed. VII. Features of carrying out of introductory tests for citizens with the limited possibilities of health. 16.5 Citizens with the limited possibilities of health in case of absence at them certificates on results of Unified State Examination hand over the introductory tests defined by selection committee SCA according to the List of introductory tests and additional introductory tests (in case of their presence in educational institution) in the form established by a selection committee independently, taking into account features of psychophysical development, individual possibilities and states of health (further - specific features) such arriving.16.6 At carrying out of introductory tests observance of following requirements is provided:            Introductory tests are spent in separate audience, the quantity of the arriving should not exceed: at delivery of introductory test in writing-12 the person; in the oral form - 6 persons. Presence at audience is supposed during delivery of introductory test presence of the arriving, not having limited possibilities of health if it does not create difficulties for arriving at delivery of introductory test;            Duration of introductory tests can be increased under the relation up the time of Unified State Examination carrying out in corresponding educational subject;            Presence of the assistant rendering arriving necessary help the technical help taking into account their specific features (to occupy a workplace to move, read and issue the task to communicate with the examiner);            Arriving the position containing features of carrying out of introductory tests is given in printing;            Arriving taking into account their specific features can use in the course of delivery of introductory test means necessary for them;            Material conditions should provide possibility of an unimpeded access arriving in audiences, toilet and other premises, the audience should settle down on the ground floor and other adaptations.In addition at carrying out of introductory tests observance of following requirements depending

Requirements to introductory creative tests of entrants.           17.0  Reception on the basic professional educational program on a speciality073101 «Instrumental rendition» (by kinds of instruments) is carried out at presence at the entrant of the document on the general secondary education or the document on formation of higher level (an average (full) the general education, average vocational training or the higher vocational training) and under condition of possession of the entrant in full volume of knowledge and the abilities, to corresponding requirements to graduate of Children musical school and Children school of arts.            At reception on given OPOP the college spends the following introductory tests a creative orientation:

The Order of the organization of target reception. 17.7 Selection committee SCA carries out target reception of the entrants directed by bodies state power and the local governments on target places, specially allocated SCA within the limits of reception estimated figures.17.8 The quantity of places for target reception on each speciality is defined not later than a month prior to the beginning of documents acceptance should not exceed 10 % from total of budgetary places on each speciality on what are notified arriving and the public. The quantity of target places cannot be increased during documents acceptance, introductory tests and transfer.17.9 Entrants directed for target reception, hand over introductory tests according to the present

Rules of reception and the Charter of GBOU SPOKI RB Sibay College of Arts.18.0 Entrants who have done not pass on competition on target places, can participate in the general competition on any modes of study in SCA.18.1 In case agreeing with SCA the parties do not provide competition directed on target places a selection committee is obliged to reduce quantity of the allocated places and to put about popularity about it corresponding state both municipal bodies and arriving on target places.18.2 Target places which have remained vacant after delivery of introductory tests and transfer, are given to the persons participating in the general competition.18.3 All procedures on target reception are made out by reports of a selection committee of educational institution. X. The General rules and consideration of appeals. 18.4 Order of director SCA for introductory tests creates the appeal commission which structure joins independent experts of the Ministry of culture of Republic Bashkortostan, the pedagogical workers who are not a part of subject examination boards.            By results of introductory test, additional introductory test the arriving has the right to submit to appeal commission SCA the written appeal notice of infringement, in its opinion, the established order of carrying out of test and (or) disagreement with (their) its results.18.5 Appeal statement the arriving moves personally next day after the estimation announcement on creative test. Appeal consideration is not re-examination. During appeal consideration correctness of an estimation of result of delivery of introductory test is checked only.18.7 After appeal consideration the decision of the appeal commission on an estimation of result of delivery of introductory test (as in case of its increase, and fall) is passed.            In case of need estimation changes the report of the decision of the appeal commission according to which change is made to an examination-paper arriving, its examination sheet and the examination sheet is made.18.8 The decision of the appeal commission Issued by the report is possible to data arriving which certifies the fact of acquaintance with the specified decision the signature. The extract from the report of the decision of the appeal commission is stored in a private affair of the arriving.18.9 Appeal commission SCA has not the right to accept the appeal by results of introductory tests in shape and on Unified State Examination materials.According to Position about Unified State Examination arriving, not concordant with a mark (quantity of points), received on introductory tests in shape and on Unified State Examination materials, have the right to submit in writing the appeal to conflict commission of the subject of the Russian Federation.

XI. Transfer in educational institution. 19.0 Transfer in SCA on the places financed from means of the budget of Republic Bashkortostan, is spent after end of introductory tests, including additional introductory tests and comes to an end not later than 10 days prior to the beginning of educational process.19.1 At transfer the quantity of the typed points by results of introductory tests and additional introductory tests which should be not below a lowest passing score

- The selection committee has the right to use a scale 100 ball system of estimation of Unified State Examination for the result account at transfer in SCA.19.2 Order on transfer of the persons having the right to receipt without introductory tests, is published in a current of five days after end of documents acceptance and hung out on official site SCA and at the information stand of a selection committee. Thus the persons having the right to receipt without introductory tests, within these five days on termination of documents acceptance are obliged to present the original document of the state sample about formation.19.3 Interval between an expiry date of introductory tests and date of representation of the original document of the state sample about formation, and also the original Certificates on results of Unified State Examination for arriving on budgetary places, should make not less than seven calendar days.19.4 Under the written statement of documents of state the sample arriving originals about formation, certificates on results of Unified State Examination and other documents represented arriving, should come back a selection committee during the following working day after filing of application.19.5 Expiry date of introductory tests considers the announcement moment on official site SCA and the selection committee stand under the family list of persons with instructions of quantity of the typed points which transfer is considered by a selection committee on various conditions of reception (further – the family name list). During the day after the announcement under family name list SCA is obliged to place on an official site terms of representation of originals of documents of the state sample about formation and certificates on results of Unified State Examination.19.6 In the terms established by a selection committee after end of introductory tests, arriving represents:            At transfer on budgetary places - original documents of the state sample about formation and certificates on results of Unified State Examination (except arriving by results of the introductory tests spent by establishment it is independent);            At transfer on places under contracts with payment of cost of training;                                      For training as the student - original documents of the state sample about formation and certificates on results of Unified State Examination (except arriving by results of the introductory tests spent by establishment it is independent);               For training as the listener - original documents of the state sample about formation and certificates on results of Unified State Examination (except arriving by results of the introductory tests spent by establishment it is independent) and the inquiry from educational institution where it is the student.Thus arriving, directed documents through operators of a mail service of the general using, at representation of originals of documents of the state sample about formation and certificates on results of Unified State Examination are represented by the original document, proving its identity which x-copy has been directed through operators of a mail service of the general using19.7 Order on transfer with instructions of quantity of the points typed on introductory tests, both for budgetary places, and on places under contracts with payment of cost of training, is published at the information stand of a selection committee and official site  SCA. Transfer on budgetary places after transfer of the persons having the right to receipt without introductory tests, is made in the following sequence:- The persons who have successfully passed introductory tests, including additional introductory tests for places, and having the right to out-of-competition transfer;- The persons who have successfully passed introductory tests, including additional persons, successfully, the last introductory tests, taking into account the right of priority to transfer;- Orphans and children without parental support (till 23 years);- Children-invalids I and II groups to which according to the conclusion of establishments of Public service of medical-social examination training in corresponding educational institutions is

not counter-indicative;- Citizens are elderly till 20 years, I groups having only one parent-invalid, ifсреднедушевой the income of a family below size of the living wage established in Republic Bashkortostan;- The citizens discharged from military service, children of the military men who were lost at execution by them of duties of military service, and also children of persons lost or diedOwing to the military traumas received by them at participation in actions for fight against terrorism;- The persons who have successfully passed introductory tests, including additional introductory tests for places, and having the right on allocated for target reception;- The persons who have successfully passed introductory tests, including additional introductory tests, ранжированные in process of decrease of quantity of the typed points (with their instructions);19.8 On a speciality the persons having higher quantity of typed points on introductory tests, including additional introductory tests are enlisted, and at equal quantity of points - the persons having the right of priority to transfer; at equal quantity of the typed points on introductory tests, at absence or presence of equal rights of priority to transfer - the persons having higher point on additional introductory test professional and (or) a creative orientation.19.9 Within 7 days on termination of introductory tests arriving on budgetary places represent the original document of the state sample about formation. The expiry date of introductory tests considers day of the announcement of results about transfer arriving, stood tests, with instructions of the general results of delivery of introductory tests.            After terms of representation of the original document of the state sample about formation by director SCA the order on transfer of the persons who recommended by a selection committee on various conditions of competition to transfer and have presented the original document of the state sample about formation is issued. 20. In default of some arriving, passed competition, from transfer in SCA or absence of timely acknowledgement of their consent to transfer in the given educational institution, or not representations in target dates of originals of documents (within seven days), the set is carried out from among arriving, included in the reserve list.20.1 The persons who have done not pass on the general competition and competition on target places, can participate in competition and to be enlisted in SCA on a contractual basis with payment of cost of training legal or physical persons.20.2 Certificate on results of delivery of Unified State Examination grants the right to receipt to a competitive basis as on the places financed from the corresponding budget, and on places with payment of cost of training. 20.3 At receipt on simultaneous parallel development of two basic professional programs SPO (in one or different educational institutions) original documents of the state sample about formation and certificates on results of Unified State Examination at transfer it is represented arriving on its choice on that basic professional educational program SPO on which it will be trained as the student.            At transfer on other basic professional educational program SPO as the listener the arriving represents a certified x-copy of the document on formation and certificates on results of Unified State Examination and the inquiry from educational institution where it is the student.            Listeners are enlisted on places under contracts with payment of cost of training.20.4 In the presence of the places which have remained vacant after transfer by results of competition, the founder in exceptional cases can give SCA the right to declare additional reception on the specialities having great value for development of economy of region from among persons, having the certificate on results of Unified State Examination. Transfer on occasional seats should come to an end not later than September, 15th. Thus the founder an obligatory order informs the Ministry of Education and Science of the Russian Federation on the list of the educational institutions which have acquired the right to declare additional reception            Arriving, wishing to take away submitted for receipt in SCA documents, can receive

them under the written statement within days.            After transfer on each student the private affair is made out.            The officials, who have admitted infringements at wrongful transfer and granting of the doubtful data, bear responsibility according to the legislation of the Russian Federation. XII. Features of carrying out of reception of foreign citizens 21. Reception of foreign citizens in SCA for training on the basic educational programs of average vocational training is carried out according to the international contracts of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of means of the corresponding budget (including within the Russian Federation established by the Government of a quota) and also under contracts with payment of cost of training physical and (or) legal bodies (from 25.08.08 № 638).            Reception of foreign citizens for training at the expense of means of the corresponding budget is carried out:21.1 According to the Agreement on granting of the equal rights to citizens of the states-participants of the contract on integration deepening in economic and humanitarian areas from 29.03.96 on receipt in the educational institutions, the confirmed governmental order of the Russian Federation from 22.06.99 № 662, and other international contracts of the Russian Federation and intergovernmental agreements of the Russian Federation - in the state educational institutions SPO.21.2 On the basis of the certificate of the participant of the Government program on assistance rendering to voluntary resettlement in the Russian Federation the compatriots living abroad, become by participants of the Government program on assistance rendering to voluntary resettlement in the Russian Federation the compatriots living abroad (the Decree of the President of the Russian Federation from 22.06.06 № 637), - in the state educational institutions SPO.21.3 According to the Federal law from 24.05.99 № 99-FZ «About a state policy of the Russian Federation concerning compatriots abroad» - in the state educational institutions SPO.22. Reception of the foreign citizens specified in subparagraphs 21.1 - 21.3 points 21 of the present Rules of reception, in SCA for reception of formation at the expense of means of the corresponding budget is carried out on a competitive basis if other is not provided by the legislation of the Russian Federation.23. Reception of foreign citizens in SCA for training under contracts with payment of cost of training physical and legal bodies is carried out within the number established by the license for the right of conducting of educational activity, on the conditions established by annual Rules of reception.24. Foreign citizens have the right to out-of-competition receipt in the right of priority to receipt in the state educational institutions SPO in the cases provided by the legislation of the Russian Federation.25. Documents acceptance on the first course in SCA is carried out in following terms:            At the foreign citizens specified in subparagraph 21.1-21.3 of the present Rules of reception, in the terms established by item 13.1 chapter IV;Documents acceptance at the foreign citizens arriving for training under contracts with payment of cost of training physical and (or) legal bodies, is carried out in the terms defined by educational institution in annual Rules of reception.26. The foreign citizen arriving on training on educational programs of average vocational training, represents the document of the foreign state on the formation, recognized equivalent to the Russian Federation to the document of the state sample on the basic general education (at reception in educational institution SPO on the basis of the basic general education) or the average (full) general education.27. At filing of application (in Russian) about reception the foreign citizen represents following documents to educational institution:

            Originals legalized when due hereunder (if necessary) the document of the foreign state on formation and the appendix to it (if the last is provided by the state legislation in which such document on formation) from among the present Rules of reception specified in item 26 is given out;            The translation into Russian of the document of the foreign state assured when due hereunder about formation and appendices to it;            Copy of the document proving the identity of the foreign citizen in the Russian Federation according to article 10 ФЗ from 25.07.02 № 115-FZ «About a legal status of foreign citizens in the Russian Federation»;            Copy of the entry visa to the Russian Federation if the foreign citizen has arrived to the Russian Federation under the entry visa;            Necessary quantity of photos.All translations into Russian should be executed addressed to and a surname specified into the entry visa.28. The foreign citizens arriving within established decision the governments of the Russian Federation from 25.08.08 № 638 «About cooperation with foreign countries in the spheres of education» quotas, represent also a direction of Federal agency by training.29. Introductory tests for the foreign citizens specified in subparagraphs 21.1 - 21.3 points 21 of the present Rules, are defined by a selection committee according to points 15.1 (chapter V) and 16 (chapter VI) the present Rules of reception also are spent in the form established by educational institution it is independent.30. The form and the list of introductory tests for the foreign citizens specified in item 23 of the present Rules of reception.31. If the foreign citizens specified in subparagraphs of 21.1-21.3 century 21 and item 23The present Rules of reception, results of Unified State Examination in the general educational subjects included by educational institution in the list of introductory tests for the corresponding speciality are presented, the selection committee considers results of Unified State Examination as results of introductory tests in such general educational subjects.32. The foreign citizens having the right to reception for training for the abacus of means the corresponding budget and being winners and prize-winners of the final stage of the All-Russia Olympic competition of schoolboys, are accepted without introductory tests in the state educational institutions on specialities, corresponding to a profile of the All-Russia Olympic competition of schoolboys.Foreign citizens - winners and prize-winners of the Olympic competitions for schoolboys are accepted in educational institutions in an order confirmed by the order of Minobrscience of the Russian Federation from 22.10.07 № 285 and from 20.03.09 № 92 reg. № 13837 about 27.04 0933. Transfer of the foreign citizens specified in subparagraphs 21.1-21.3 of item 21 of the present Rules of reception, on the places financed at the expense of means of the corresponding budget, is spent as it should be and to the terms established by chapter XI of the present Rules of reception. 34. Transfer of the foreign citizens arriving on the basis of directions of Federal agency by training, is spent to the terms defined by Federal agency by training35. Transfer of foreign citizens for training under contracts with payment of cost of training physical and (or) legal bodies is carried out in the terms established by chapter XI of the present Rules of reception.
