PrefaceA bosom friend afar brings a distant

land near. The development of Chinese commerce undertakings have been supported and assisted by friends of all nations, and more and more foreign entrepreneurs start to know China, to visit China and to invest in China. （一）地理位置

安徽位于中国中东部（东经114°54′

- 119°37′，北纬29°41′- 34°38′），紧邻

长江三角洲，面积 13.96 万平方公里，

长江、淮河横贯其间，将安徽省分为淮

北平原、江淮丘陵、江南山地三大自然

区，安徽设有合肥、蚌埠、芜湖、安庆、

黄山等 17 个市。

（二）气候特征

安徽地处暖温带与亚热带过渡

地区，气候温暖湿润，四季分明，年

平均气温在 14-17 摄氏度之间，平均

日照 1,800-2,500 小时，平均无霜期

200-250 天，平均降水量 800-1,800 毫

米。

（三）人口与民族

安徽人口 6,500 万人，其中城市人

口 2,300 万人、农村人口 4,200 万人。

主要民族为汉族。

(i) Geographic LocationAnhui Province (within the east longitude

of 114° 54′ - 119° 37′ and the north latitude of 29° 41 ′ - 34° 38 ′ ), with a total area of 139.6 thousand km2, is located in East China and closely adjacent to the Yangtze River Delta.

Yangtze River and Huaihe River traverse the land and divide the province into three natural sections: Huaibei Plain, Jianghuai Hillocks and Jiangnan Mountain Chains. There are 17 Cities including Hefei, Bengbu, Wuhu, Anqing and Huangshan in Anhui province.

(ii) ClimateLocated in the transitional belt between

the temperate zone and subtropical zone, warm and moist, Anhui has very distinct seasons, abundant precipitation. The average annual temperature ranges from 14°C to 17°C (57°F to 62°F).The sun shines an average of 1,800 to 2,500 hours per year. Anhui has 200 to 250 frost-free days. The

average annual precipitation is 800 to 1,800 millimeters (31 to 71 inches).

(iii) Population and Nationa-lities

Anhui has a total population of 65 million, including 23 million in urban areas and 42 million in rural areas. The ethnic groups are mainly Han.

（四）基础设施和交通运输

公路　总里程 7.28 万公里，其中

高速公路通车里程 1,500 公里。以省会

合肥为中心，在 500 公里范围内，有上

海、南京、苏州、常州、无锡、徐州、

连云港、杭州、九江、南昌、武汉、郑州、

济南等大中城市，乘汽车可在 2-5 小时

内到达。

铁路　京沪、京九、陇海、宁西等

铁路干线穿越省境，是华东地区铁路密

度最大、通车里程最长的省份。

航空　拥有合肥、黄山、阜阳等

6 个机场，可与北京、上海、广州、

深圳、香港等 30 多个大中城市直接

通航。

水运　有长江、淮河、新安江三大

水系，在 400 多公里的长江黄金水道上，

有 5 个一类口岸，其中芜湖朱家桥外贸

码头可停靠万吨级海轮。

电讯、互联网　形成程控电话网、

长途传输数字网、移动通信网等相结合

的现代化主体通讯网。2005 年安徽有

固定电话用户 1,349.5 万户、移动电话

用户 1,046.9 万户、基础电信运营企业

互联网用户 193.5 万户。

电力　2005 年安徽发电装机容量

1,280 万千瓦，发电量 650 亿千瓦时。

口岸　2005 年安徽有水运口岸、

航空口岸、铁路口岸 9 个，其中，一

类口岸 7 个，即合肥、黄山航空口岸

和芜湖、安庆、铜陵、马鞍山、池州

水运口岸；二类口岸 2 个，即蚌埠、

阜阳铁路口岸。2005 年安徽口岸进

出口运量 237 万吨、货值 20 亿美元，

合肥、黄山航空口岸出入境旅客 4 万

人次。

(iv) Infrastructures and Trans-portations

HighwaysThe total mileage is 72,800 km, including

1,500 km of express highways. The highway system radiates from the capital city Hefei within 500 km to a number of big cities such as Shanghai, Nanjing, Suzhou, Changzhou, Wuxi, Xuzhou, Lianyungang, Hangzhou, Jiujiang, Nanchang, Wuhan, Zhengzhou and Jinan et c., and all these cities can be reached within 2-5 hours of driving distance.

RailwaysArterial railway lines of Beijing-

Shanghai, Beijing-Kowloon, Lianyungang-Wulumuqi, Nanjing-Xi'an travel through the territory of Anhui province, which is of the most dense railway networks and the longest mileage in East China.

AviationThere are six airports, which are located

in Hefei, Huangshan and Fuyang, etc and are directly linked with more than 30 big cities, including Beijing, Shanghai, Guangzhou, Shenzhen and Hong Kong.

Waterways There are three river systems, namely

Yangtze River, Huaihe River and Xin’anjiang River in Anhui Province. There are five first-grade ports along the golden Yangtze Waterway more than 400 km long, among which the Zhujiaqiao Foreign Trade Port can berth 10-thousand-tonnage ships.

Communications and InternetThe modern arterial communications

n e t w o r k s , c o m p o s e d o f p r o g r a m -controlled telephone network, long-distance digital transmitting network and mobile communications network, have formed. Up to 2005, there are 13.495 million fixed telephone users, 10.469 million mobile telephone users

and 1.935 million internet users.Electricity SupplyIn 2005, the electricity generating

capacity is 12.8 million kilowatt. 65 billion kilowatt hours has been generated.

ports scattering in water, air and railway transportations, including 7 first-grade ports: Hefei and Huangshan airports, Wuhu, Anqing, Tongling, Ma'anshan and Chizhou water ports; 2 second-grade ports: Bengbu and Fuyang railway ports. And the foreign exchange freight volume has reached 2.37 million tons with US$2 billions of value. There are 40 thousand passengers passing the ports of Hefei and Huangshan airports.

Finance and InsuranceThe financial institutions have been

in smooth operation. By the end of 2005, there are RMB ¥599.38 billion deposits of diversified categories in financial institutions in the whole province. Among the total

amount, RMB ¥350.87 billion is from the savings accounts of urban residents. The insurance market has been steadily expanding. In 2005 earnings from insurance premium has reached RMB ¥13.32 billion.

(vi) Higher Education & Scientific Research

The integral quality of science and technology of Anhui Province ranks among the best in China. The capital city Hefei, as

one of the key scientific and educational bases in China, is the first Science & Technology Innovative Model City in China. At the end of 2005, there were 1.152 million professionals and technicians, 89 thousand of whom were engaged in scientific and technological fields; there were 932 scientific and technological institutions, 291 of which were affiliated to large or medium-scale enterprises. There was 1 national lab, 1 key national lab, 24 key provincial labs and 13 labs jointly sponsored by the province and ministries.

Education has been developing in all-around way. By the end of 2005, there were 81 higher educational institutions including University of Science & Technology of China (USTC), Hefei University of Technology, Anhui University, with 589 thousand registered undergraduates by the end of 2005, among whom 21.505 thousand registered post-graduates. The vocational education had totally registered 633 thousand students by the end of 2005.

（七）旅游

安徽是中国旅游资源最丰富的省

份之一，既有旖旎的自然山水风光，

又有历史源远流长和最具中国特色的

佛教、道教和徽文化等人文景观。黄山、

黟县西递和宏村古民居群等被联合国

教科文组织列入世界文化遗产名录，

其中黄山是世界文化遗产、自然遗产

和世界地质公园。拥有黄山、九华山、

天柱山、琅琊山、齐云山、采石、巢

湖、花山谜窟－渐江、太极洞和花亭

湖等 10 处国家级重点风景名胜区，拥

有歙县、寿县、亳州、安庆 4 座国家

级历史文化名城，6 个国家级自然保护

区，28 个国家级森林公园，36 处国家

重点文物保护单位。“两山一湖”( 黄山、

九华山、太平湖 ) 旅游区正成为世界级

的旅游胜地。

(vii) TourismAnhui has most abundant tourism

resources with many beautiful natural scenic spots and well-preserved ancient cultural relics, featuring Chinese colored Buddhism, Taoism and Hui Culture. Mt. Huangshan, Yixian Xidi and ancient dwelling houses groups in Hongcun Village are all included in the World Heritage List of Culture by UNESCO. Mt. Huangshan is also included in the World Heritage List of Nature, and World Geological Park. Currently, there are 10 state-level scenic areas, including Mt. Huangshan, Mt. Jiuhua, Mt. Tianzhu, Mt. Langya, Mt. Qiyun, Rock Caishi, Chaohu Lake, the Huashan Enigmatic Caverns-Jianjiang, Taiji Cave, and Huating Lake; 4 state-level historic and cultural cities,

including Shexian, Shouxian, Bozhou and Anqing; 6 state-level natural protection zones; 28 state-level forest parks; 36 state-level key culture protection relics. ‘Two Mounts and One Lake” (Mt. Huangshan, Mt. Jiuhua and Taiping Lake) are entering into the list of world famous tourist resorts.

（二）自然资源

土地资源　安徽省土地富饶，物种

丰富。耕地面积 574 万公顷，适宜各种

农作物生长。

水资源　水资源总量约 717 亿立方

米。已建立较完整的防洪、除涝、灌溉等

水利工程体系。

动植物资源　森林面积 360 万公

顷，植物种类丰富，有木本植物 300 余种，

草本植物约 2,100 余种，脊椎动物 ( 不包

括鱼类 ) 约 500 余种，其中国家重点保护

动物 91 种，以扬子鳄、白鳍豚最为珍贵。

矿产资源　安徽省已发现矿产 138

种，探明储量的有 104 种，矿产潜在总

价值近 2.1 万亿元人民币。对国民经济

有重大影响的 45 种重要矿产中，安徽

有 31 种，其中有 11 种资源储量居中国

前 10 位。煤、铁、铜、硫、水泥用石

灰岩为五大优势矿产，方解石、明矾石、

凹凸棒石粘土、膨润土为特色矿产。

(i) GDP DataThe overall GDP value in 2005 was

RMB ¥537.58 billion: RMB ¥95.96 billion from the primary industry, RMB ¥223.42 billion from the secondary industry and RMB ¥218.20 billion from the tertiary industry.

(ii) Natural ResourcesLand ResourceThe land is fertile and productive.

The total area of arable land is 5.74 million hectares, suitable for various crops.

Water ResourceThe total volume of water resources

is about 71.7 billion cubic meters. The complete system of flooding prevention, drainage and irrigation has been constructed.

Wildl i f e Res -ource

The forest covers an area of 3.6 million hectares with abundant spec i e s o f p l an t s , including over 300 sorts of woody plants, over 2,100 sorts of he rbaceous p l an t s and around 500 sorts of vertebrates (fish not included), among which are 91 key wild animals under national protection, and the most rare and precious

animals are Yangtze alligators and White-fin dolphins.

Mineral ResourceIn Anhui, 138 kinds of minerals

have already been discovered, 104 kinds have been ascertained for the deposit of reserves, and the total potential value of the minera l resource approaches RMB ¥2,100 billion. Of the 45 minerals which have important effects on national economy, 31 are found in Anhui, 11 of which rank on the top 10 nationwide. Coal, iron, copper, sulphur and limestone are the five dominant minerals; while calcite, alumstone, attapulgite clay and bentomite are local feature minerals.

2005 年，安徽省进出口总额

91.2 亿美元，居中西部首位。在

外贸规模迅速扩张的同时，增长

方式发生积极变化，品牌建设和

产品认证工作取得新进展，出口

基地建设积极推进，应对贸易摩

擦能力不断增强，口岸对外开放

取得突破。

2005 年利用外资 16.9 亿美

元，大企业、市、县、开发区利

用外资主体作用进一步发挥，利用外资

后劲不断增强，世界 500 强企业投资增

加。

2005 年对外经济合作营业额 2.8 亿

美元，对外工程承包和劳务合作快速发

展，对外投资积极推进，外经队伍进一

步壮大，境外企业和外派劳务管理加强。

2005 年安徽社会消费品零售总额

1,765 亿元，增速创 1998 年以来八年新高。

连锁经营、物流配送、电子商务等现代流

通方式快速发展，商业利用外资步伐加快。

（四）产业基础

安徽已建立起门类比较齐全、项目

配套能力较强的工业体系，福布斯“世

界 500 强”分布的 49 个行业，大多数

在安徽有着良好的产业配套基础，都能

找到理想的对口企业和合作伙伴。具有

优势的行业门类有：

(iii) Business DevelopmentThe total value of import & export

reached US$9.12 billion in 2005, which ranked first in the mid-west of China. While the scale of foreign trade is expanding rapidly, the manner of increase also improves positively. The construction of famous brands and the appraisal of products have made new progress. The construction of export base is positively promoted. The ability in dealing with frictions in foreign trade has been reinforced. There is important breakthrough in the opening of ports.

The utilization of foreign investment was US$1.69 billion in 2005. Cities, counties and development zones have played more important roles in attracting foreign investment, with reinforced subsequent forces of attracting foreign investment. Investment f rom the World Top 500 enterprises has increased.

The total retail volume of consumer goods in 2005 reached RMB ¥176.5 billion, setting up a new high record of increase rate within 8 years since 1998.
