Dr. Hogan currentlyserves on boards for sev-eral high-tech corpora-tions and internationalphilanthropic organiza-tions. Earlier in his careerhe was a physics profes-sor at the Florida Instituteof Technology. He is theauthor of over 40 pub-lished articles, books andwhite papers ranging fromcomputer technology andsoftware, to physics andinternational marketing.
Bill was a Fellow, AirForce Office of ScientificResearch (AFOSR) whenhe researched his thesisat Oak Ridge National
Laboratory. He holds aPh.D. in computationalphysics jointly through theUniversity of Miami andthe Institute of AdvancedStudies, Walden Universi-ty. He received both hisMS and BS degrees inphysics from Florida At-lantic University. Hetaught in the MBA pro-gram at Florida Instituteof Technology and com-pleted the AEA ExecutiveManagement program atthe Graduate School ofBusiness, Stanford Uni-versity.
Bill is married, has twochildren, and resides inthe San Francisco Bayarea.

Jill Board became Cerro CosoCommunity College’s eighth presi-dent — and the third woman in arow to hold the position — in July of2010.
Before becoming president, sheserved as Vice President of StudentServices at Cerro Coso, and was re-sponsible for planning, developingand evaluating a college-wide com-prehensive student services pro-gram and intercollegiate athletic pro-gram. She had fiscal oversight andmanagement responsibilities forstate-restricted and unrestrictedbudget allocations, administered thestudent conduct process, andserved as the Title IX coordinatorand the Americans with DisabilitiesAct compliance officer. Previous po-sitions held by Board at Cerro Cosoinclude: Dean of Student Services;
Dean of Student Learning; Directorof Admissions and Records, Matricu-lation and Student Activities; andCounselor/Coordinator for SpecialServices.
At the state level, Board served ona Degrees and Certificates Commit-tee, led a California Community Col-lege Chancellor’s Office StudentServices Categorical Review Team,and participated in Western Associa-tion of Schools and Colleges accredi-tation teams in 2007 and 2008.
Board recently completed a presti-gious leadership program at HarvardUniversity. She holds a master’s de-gree in counselor education fromCalifornia State University, SanBernardino, and a bachelor’s degreein music education from PacificLutheran University in Parkland,Washington.

Captain Wiley is a nativeof Greenfield, California,and a 1987 graduate ofthe University of Californiaat Berkeley. He attendedAviation Officer Candidate
School at NAS Pensacola,Florida, and was commis-sioned an Ensign in No-vember of 1990. In June1992 he earned his wingsas a Naval Flight Officer
and received orders to theGolden Intruders of VA-128 based at NAS Whid-bey Island, Washington fortraining in the A-6E.
Upon completion of VA-128’s B/N syllabus, Cap-tain Wiley reported to theKnight Riders of VA-52aboard the USS KITTYHAWK (CV 63) and de-ployed to the Western Pa-cific in 1994. Followingthe disestablishment ofVA-52 in 1995, he report-ed to the Boomers of VA-165 aboard the USSNIMITZ (CVN 68) and de-ployed to the Western Pa-cific, Arabian Gulf, andSouth China Sea in 1995-96.

Scott O'Neil was select-ed as Executive Directorand Director for Researchand Engineering atNAVAIR's Naval Air WarfareCenter Weapons Division(NAWCWD) in May 2006.
He had previously beenActing in the positionsince June 2005. The cen-ter is responsible for re-search, development, ac-quisition support, test,evaluation, and in-serviceengineering for the totalweapon system. There aretwo primary sites, ChinaLake and Point Mugu, bothlocated in California. Mr.O'Neil directs a staff ofabout 6,500. He is alsoresponsible for promotingand driving common busi-ness practices across theNaval Air Warfare Centereast and west coast activi-ties.
Mr. O'Neil is a native ofBremerton, WA. He re-
ceived his Bachelor in Me-chanical Engineering(BME) from Seattle Univer-sity in 1972 and receivedhis Masters in MechanicalEngineering from the Uni-versity of Southern Califor-

reentered the Navy’s Flight Program and received hiswings as a Naval Aviator at NAS Kingsville, Texas, in Au-gust 1998. He reported to the Greyhawks of VAW-120based at NAS Norfolk, Virginia, for training in the E-2CHawkeye. Following FRS training, he reported to theBlack Eagles of VAW-113 aboard the USS ABRAHAMLINCOLN (CVN 72) and he once again deployed to theWestern Pacific, Arabian Gulf, and Indian Ocean in2000-01. Following his E-2C tour, Captain Wiley was se-lected for transition to the C-2A Greyhound for his De-partment Head tour. He reported to the Rawhides ofVRC-40 in Norfolk, Virginia, in December 2002 wherehe served as both Operations Officer and MaintenanceOfficer. He made two deployments, the first as Officerin Charge (OIC) of Detachment Five attached to CarrierAir Wing EIGHT aboard the USS THEODORE ROOSEVELT(CVN 71) where he deployed to the Eastern Mediter-ranean for the opening phase of Operation Iraqi Free-dom. His second deployment was in charge of Detach-ment One attached to Carrier Air Wing THREE aboardthe USS HARRY S TRUMAN (CVN 75) where he de-ployed to the Mediterranean and Eastern Atlantic insupport of SUMMER PULSE in 2004. Following his VRC-40 tour, he once again reported to the Greyhawks ofVAW-120 and served as Operations Officer of the
VRC/VAW FRS until October 2005.In November 2005, Captain Wiley entered the College
of Naval Warfare at the United States Naval War Col-lege in Newport, Rhode Island, where he graduated inNovember 2006 with a masters of arts degree in na-tional security and strategic studies. In October 2007,he reported to VRC-30, based at NAS North Island inSan Diego, California, as Executive Officer. In February2009, he assumed command where he served as the38th Commanding Officer of the “Providers” of VRC-30.Captain Wiley turned over command in April of 2010and reported to the USS CARL VINSON (CVN 70) based

agement from MIT in 1992. Mr. O'Neil also studied atthe Federal Executive Institute in Charlottesville, VA in1998.
Mr. O'Neil began work at the Naval Weapons Center(NWC), now NAWCWD, in 1972. During the 1970s, hecarried out extensive hands-on work in solid propulsionand propulsion system technology and contributed togun-launched and vertically launched missile technolo-gies. In 1982, he was selected as system engineer andtechnical manager for Navy development of a propulsionand control system for the vertically launched antisub-marine (VLA) missile. The system design was complete-ly successful and transitioned to industrial production.
In 1985, Mr. O'Neil became Deputy Program Managerfor Cruise Missiles Propulsion. In 1987, he was select-ed as the NWC Technical Manager for StandoffWeapons and Cruise Missiles. Responsibilities includedmissile production support, hardware development, per-formance analysis, and exploratory development of newtechnologies. He developed a lightweight warhead/fuzesystem as part of the Tomahawk Block 3 improvementprogram and deployed the improved MK-111 rocket mo-tor.
In 1992, he became Head of the Weapons SystemsCost Analysis Division and was responsible for all NAW-CWD weapon system cost-analysis efforts.
As Head of NAWCWD's Information Management (IM)Department in January 1994, he was responsible for in-formation systems and management across NAWCWD.In January 1996, he accepted a 1-year assignment asNAVAIR IM Competency Leader (AIR-7.2) and exercisedNAVAIR-wide IM leadership, including strategy, standardsand policies, and investment recommendations.
In November 1998, Mr. O'Neil was appointed to theSenior Executive Service as head of NAVAIR'sWeapons/Targets Department (AIR-4.7). The Depart-ment performs research and development, acquisitionsupport, evaluation, and in-service engineering forweapons and targets, and maintains and operates ex-tensive facilities. Mr. O'Neil had line-management re-sponsibility for approximately 1,200 people. Weapon re-sponsibilities included JSOW, JDAM, HARM/AARGM,Maverick, Tomahawk, Sidewinder, SLAM-ER, Hellfire,RAM, Standard Missile, and Evolved SeaSparrow.
In April 2002, Mr. O'Neil was chosen to lead theNAVAIR Atlantic Ranges and Facilities Department(AR&F) at Patuxent River. The AR&F included fully instru-mented open-air test ranges on the Chesapeake Bayand the Atlantic Ocean and ground-basedsimulation/stimulation test facilities. The AR&F labora-tories provide specification compliance and life-cycletests for aircraft subsystems and fuels, and the Depart-ment supports research, development, test, evaluation,

During his career Captain Wiley has been awarded nu-merous personal, command and service commenda-tions and he has accumulated over 3,200 flight hoursand 700 carrier arrestments in the A-6E, T-45A, E-2Cand C-2A.
Captain Wiley and his wife have three children.
