One lady Doctor (Ayurvedic) is attending the dispensary once in a week. The medicines prescribed are supposed to be purchased by the member. One weighing machine and Blood-pressure machine have been purchased by the Association for use at the dispensary.A nominal fee of Rs.10/- is being charged to the members who take benefit of the Dispensary. The response of the local members is encouraging. We also propose to open such type of dispensary at Pune where Homeopathic and Ayurvedic medical consultations and some common medicines will be provided. - Secretary

SBI Pensioners’ Association (Mumbai Circle), Pune

Mumbai Zonal Sub-CentreMinutes of the 20th Annual General Meeting of Mumbai Zonal Sub Centre held at

Shri. Shivaji Mandir (Natya Gruha), Dadar (Mumbai) on 21st February 2007 at 12.00 noon.

The meeting commenced at the appointed hour with a warm welcome by Shri P. A. Lopes to allthe Pensioners / Family Pensioners and Associate Members who had gathered for the meeting inlarge numbers. He then requested Shri V. M. Gokhale, President, SBI Pensioners’ Association MumbaiSub centre to come to the dais and occupy his seat.

He thereafter requested the following dignitaries to come to the dais and occupy their seats.Shri S. B. Gokhale – Secretary, SBI Pensioners’ Association Mumbai Sub CentreShri B. G. Dandekar – President, Federation of SBI Pensioners’ AssociationsShri R. N. Lalingkar – Secretary, SBI Pensioners’ Association, Mumbai Circle, PuneShri V. P. Bhave – Vice President, SBI Pensioners’ Association, Mumbai Circle, PuneAfter all the dignitaries had occupied their chairs on the dais, Shri Motiram Bidye a Bank’s

Pensioner was requested to recite Vande Mataram. He, however, began with Ganesh Vandan & GuruVandan Thereafter he sang the National Song in a deep Melodious voice.

After this Shri Lopes, requested Shri S. B. Gokhale, Secretary of Mumbai Sub Centre to takecharge & conduct the meeting further.

Shri S. B. Gokhale, began extending a warm welcome to all & then explained that sinceExecutives from Bank had indicated that they would be attending the meeting in the morning session,the programme was being changed to suit their convenience. However, due to an urgent, meetingwith RBI officials Shri T. S. Bhattacharya, Mg. Director was unable to attend the meet. He felt that itwas a great opportunity lost, more so because although the Bank was recommending everything just& due to the pensioners, the Govt. was blocking everything. Shri Gokhale thought that the M. D. couldhave enlightened us on the problem. However, the other executives attended the meeting.

Shri Gokhale then requested the following Executives of the Bank to come to the stageShri D. C. Raichandani – DGM PPG Corporate Centre, MumbaiShri K. C. Gangadharan – DGM Zonal Office, MumbaiShri A. G. Hule - C.M., Zonal Office, MumbaiShri V. Vishwanathan, Zonal Office, Mumbai

All were extended a welcome by offering a bouquet at the hands of Shri V. M. Gokhale. All thedignitaries were attending such a meeting for the first time.

At this juncture Shri Devrukhkar, AGM PPG Deptt, Mumbai LHO arrived. He was extended awelcome by Shri S.B. Gokhale.

Shri V. M. Gokhale in his opening speech extended a welcome to all the dignitaries. He furtherexplained that Shri T. S. Bhattacharya, Managing Director of the Bank had consented to attend themeeting at 12.00 noon & hence the Bank’s meet was arranged in the first session & the pensionersmeet would begin immediately thereafter.

Shri V. M. Gokhale, continuing his speech, informed the gathering that all the executives whowere present on the dais were very considerate & adopted a very sympathetic approach in solvingproblems of pensioners.

As an illustrative example he mentioned of a case in respect of recovery of Professional Tax bytwo of our branches from VRS retirees in 2001. This recovery was unjust & against instructions of the

Bank but two branches had stuck to their stand. Recently when the matter was taken up with thepresent circle authorities, the response was positive. As a result, one branch has paid back therecovered amount of Professional Tax to the retirees.

Shri Gokhale, however, pointed out to the dignitaries on the dais to look into the acute shortageof space in the dispensary at Zonal Office & requested them to find a solution to this issue.

Shri S. B. Gokhale, then requested Shri B. G. Dandekar, President Federation of SBIPensioners’ Association to speak.

Shri B. G. Dandekar in his speech touched the following matters:-Various difficulties faced by Pensioners in getting reimbursement under REMBS were

summarized by Shri Dandekar. In fact it was necessary to reopen the scheme with some modifications.He also mentioned that the Federation had written to Corporate Centre on the subject about fourmonths ago & a response was still awaited. He further said that several common old age deceasesshould be added in the list of diseases covered by the scheme. So also the word Major Accident wasobjectionable & needed to be defined. According to him even a minor accident like fall in the bathroomcould lead to a major ailment. Shri B. G. Dandekar also made a reference to the contributions of Rs.49500/- required to be given for enrollment as a member of the scheme. This according to him neededto be linked to gross pension. In the present scheme it amounted to contribution equal to nearly 12gross pension by a messenger retiree & only 4 gross Pensions by a Dy M.D. retiree. This seemed tobe unequitable.

Shri B. G. Dandekar made a point in respect of approved Hospitals. Bills of unapprovedHospitals are not paid by the Bank. He pointed out that at places like Chiplun or Ratnagari no approvedHospital existed. Hence either the Pensioner has to come to a place where approved Hospital islocated or forgo the cost. He therefore appealed for increase the number of approved Hospitalsunder the scheme.

Shri Hule – CM was asked to conduct the Bank’s Meeting. Accordingly he started with offeringwelcome bouquet to all office bearers of Pensioners’ Association.

Shri Hule then requested Shri Gangadharan, DGM, Zonal Office, to speak on the occasion.Shri Gangadharan began by saying that it was his first appearance in a Pensioners’ meet & he

was overwhelmed by seeing such a large gathering.In respect of payment of Professional Tax of VRS Retirees of Opera House Branch he said

that the refundable amount would be disbursed by the branch very shortly.On the issue of shortage of space at the Zonal Office dispensary he informed that additional

space could be made available when the dispensary is shifted to Shivsagar Estate Branch premises.However the process would take at least 3 more months.

Shri Gangadharan was of the opinion that problems related to payment of bills by the ZonalOffice could be sorted out only if the relative Rules are amended. He appealed to the Pensioners’Association to take up the matter with Corporate Centre.

He wanted the pensioners to bear with the difficulties faced by them due to linkage of Branches.Since this was being done in the interests of the Bank’s Customers.

He concluded his speech by making an appeal to the Pensioners to bring more & more businessparticularly in the form of deposits to the Bank.

Shri P. V. Dighule – newly elected General Secretary of the SBI Officers’ Association, MumbaiCircle arrived at the place of the meeting. He was gracefully invited to come & sit on the dais.

Shri Raichandani – DGM PPG Corporate Centre, began his speech expressing happinessfor being among the Bank’s Pensioners. He too was stunned to see such a large gathering. Hementioned that it was important & significant to all of us to have worked for the great institution withenormous interest & loyalty.

Shri Raichandani then traced the beginning of the Pensioners movement. He mentioned thatthe first Pensioners’ Association was started in Mumbai Circle & thereafter it spread to all otherAdministrative Circles of the Bank. He thought that in times to come with the growth in membershipthe Pensioners’ Association may become equal to the number of serving staff.

Shri Raichandani dealt with the corpus Fund of the REMBS & gave details of the Fund. He wasreceptive to the suggestions of the Federations of SBIPA in respect of

i) change in the definition of the word Major Accident ;ii) The linkage of one time contribution for joining the scheme

with number of Pensions; andiii) Approved Hospitals.He however mentioned that these suggestions required more discussions at the Corporate

Centre levels.He dealt with the system for payment of Pension which was under revision to make it more

smooth & easy.Shri Raichandani then explained about the amount of Rs. 5000/- paid to the IBI Pensioners as

Medical Reimbursement. He gave details of the funds available in the Forefeiture A/c. He furtherclarified that not only Pensioners of IBI but even the ex-employees of IBI could get the benefit of thatscheme.

He concluded his speech by offering, best wishes to everyone Shri Devrukhkar, AGM PPGDeptt. LHO also spoke on the occasion. He expressed happiness to meet those pensioners whomhis dept was giving service. He informed the house that out of 2218 retirees whose pension wasrevised recently, nearly 1950 cases have been sanctioned revised pension. The remaining casescould not be attended expeditiously due to acute shortage of manpower & incomplete informationreceived by his deptt. He requested SBI Pensioners’ Association to assist them to enable them tocomplete the task of sanctioning all cases of revision of Pension.

Shri Dighule, GS SBI Officers’ Association also spoke. He apologized for late arrival &highlighted on the following:

i) Non availability of Bank’s Dispensary in Vasai-Virar area. He expressed full co-operation of the Association to the Pensioners’ Association in their efforts for openingsuch a dispensary.

ii) Shri Dighule congratulated the PPG Dept. LHO for sanctioning most of the revisedPension cases & then mentioned that 2 more officers were posted in the PPG Dept.

In his concluding speech Shri V. M. Gokhale, President SBI Pensioners’ Association, Mumbaireferred to the following:

i) While congratulating Shri Dighule he sought the help of Officers’ Association in theefforts of Pensioners’ Association for opening new dispensaries at Vasai &Goregaon (E)

ii) He pointed out that while the bipartite settlement was effective from 1-11-2002 the revisedpension came into effect from 01-05-2005. This was clearly discriminatory & requestedShri Dighule to look into this aspect.

iii) He referred to the fact that while the Bank was very sympathetic & recommendedto the Government for clearance of the pending issues – Government did not move.Proper attention to the problems of old pensioners has not been given to. He thereforesuggested that the Officers Association should have a dialogue with the GovernmentAuthorities & get matters related to Pension cleared with expedition. At the same timehe requested the ZO/LHO/CO Authorities present on the platform to clear everythingwhich is in their hands.

Shri Vishwanathan gave vote of thanks & the Bank’s Pensioners’ Meet concluded.The Annual General Meeting of the Zonal Sub-Centre began 15 minutes later.

Committee’s Report for the year 2006 to be read, discussed & adopted:A copy of the Report was already circulated through Samwad for the month of January 2007.

The Report was unanimously adopted. At this juncture deviating from the Agenda followingannouncements were made.

i) Felicitation of those pensioners whose date of birth fell on 21st February, 2007, theirnames were read out. Out of 17 such pensioners only 2 were present. They werefelicitated by Shri S. B. Gokhale.

ii) Shri Sunil Kumar Jain, C.M. working in Corporate Centre was specially attending themeeting to inform the gathering about non collection of Dividend Warrants of SBIshares which were issued by the Bank in June 2006.He said that nearly 50,000 Dividend Warrants had remained unclaimed for severalreasons. Out of those nearly 2000 Dividend Warrants stood issued in favour of theEmployees.He appealed to the gathering asking them to check up with him if their own name or

iii) Names of Donors who had donated to the Pensioners’ Association on completion oftheir 75 years age were announced.So also it was announced that the members had responded generously to the appealfor Building Fund & a sum of Rs. 1,41,000/- was collected on the day itself.

iv) An announcement was made to the effect that Saraswat Co-Op. Bank Ltd wanted totake on employment/on contract basis some ex officials of the Bank who had retiredrecently & had an indepth knowledge of Foreign Exchange Business. The aspirantswere asked to submit their bio-data for onward submission to the concerned officialsof Saraswat Co-Op. Bank Ltd.

Agenda 5:Speech by the Chief Guest:

Shri B. G. Dandekar, President, Federation of SBI Pensioners’ Associations & the Chief Guestfor the function, was requested to speak & inform the gathering about latest development which hadtaken place:

Shri B. G. Dandekar started with the strike in the Bank in April 2006 which was called by theWorking Staff Federations. He narrated as to how this strike was called off suddenly on the 8th April2006. As per the announcement made by the Finance Minister the ceiling of pension @ Rs.4250/- was raised to Rs.10520/- i.e. 50% of Rs.21040/- This was applicable only to the retirees of 8th

bipartite settlement & that too was not covering all the employees particularly officers in Grade III &above seemed to have been ignored. There was no mention of earlier retirees & retirees between 1-11-97 to 31-10-2002 who were drawing pension as per pre-revised salaries in the 6th bipartitesettlement were left high & dry. There was no mention of revision of Family Pension. It therefore wasfelt that those who were on negotiation table had taken care of their own interest alone since they wereto retire shortly. Federation wrote to Shri Shantha Raju, the then General Secretary of Officers’Federation on the lines mentioned above but to no effect.

Federation had held its Governing Body Meeting at Mumbai in May 2006 to discuss the futilityof the settlement reached. A detailed discussion revealed that even senior/qualified members of AwardStaff were also not given due justice in deciding their Pension @ 50% of their last drawn salary. Theofficer community of course were the worst sufferers. This led to the conclusion that the Working StaffFederations had not studied the issues properly. They were also making a mention of MOU.

In this Governing Body Meeting of the Federation of SBIPA held at Mumbai in May 2006 it wasdecided that we should no longer depend on the Working Staff Federation but should go on our own.

A tripartite meeting of the Working Staff Federations & members of Federation of SBIPensioners’ Association was held at Bangalore on 15th August, 2006, when a copy of MOU wasdemanded by our Federation they were told that more than a copy, the implementation of the settlementwas important & the WSF promised that implementation would take place within 3 months from 15-08-2006 but nothing happened & finally implementation took place in November/December.

In this context it was also decided that we should file cases on different issues in different highcourts in the country.

This was necessary since it was difficult for any Advocate to understand all the issues at one

place & it would be difficult for one judge to absorb/understand & deliver justice. Also it was felt that ifcases were filed in a number of high courts all over India the Bank may request the Supreme Court totransfer all the cases to them and our purpose of getting Supreme Court verdict directly would beachieved.

Accordingly the undernoted Circles were designated to file the cases.1) Bangalore Circle: 100% Neutralisation of D R case taking the Kasturi judgement as

the guideline.2) Bengal Circle: Injustice meted out to Retirees who retired at 58 years of age.3) Bhopal Circle: to file the case in respect of old retirees who have lost merger of 268

points in their pensions.4) Chennai: In respect of injustice done to Pensioners who retired between 1987 to 1993

whose Pension has been freezed at Rs. 2400/-5) Mumbai: Family Pension - A Legal Notice has been served on the Bank & preparation

of Plaint is in process6) Mumbai: Discrimination

Shri Dandekar further informed the house about appointment of a high power committeecomprising of two members from Finance Ministry & 2 members from SBI by the Governmentof India. The Committee was to review the Bank’s Pension Fund & its viability etc. A detailednote on the Pension Scheme in SBI & the various aspects of discrimination/ Anomalies existingin the scheme was submitted to this Committee by the Federation. This committee is likely tomeet Working Staff Federation in this week. We have also made a request to the committeefor a hearing from us.

In the meantime we have been trying to focus the attention of the Government on ourproblems throughi) Media: on 31-01-2007 detailed information of our problems as narrated by Shri B. G.

Dandekar has appeared in Maharashtra Times – A Marathi daily from Mumbai. Attemptsare on to publish such note in English News Papers.

ii) Political Lobbying: Shri E. K. Thakur – M.P. (Rajya Sabha) was contacted & aMemorandum signed by 86 M.P.s. is being handed over by him to the Finance Ministryshortly.

When under the RITACT the Working Staff Federation & Banks were directed to submit a copyof the MOU. A reply from the Bank saying that there was only Oral understanding & No. MOU has beensigned was received.

Shri B. G. Dandekar in an emotional appeal to the members said that all our efforts to getjustice are on. This is an ultimate battle if we fail at this juncture it would mean end of the road to us.Hence everyone must join this fight.Agenda 7:

Speech of the President: Shri V. M. Gokhale, President SBI Pensioners’ Association Mumbaidelivered his speech. At the start itself he said that B. G. Dandekar has already given a full account ofthe latest developments & he had nothing more to add. He however raised following issues:

i) As per the 8th Bipartite settlement the wage revision took place from 01-11-2002.But the pension was revised w.e.f. 01-05-2005. He therefore appealed to all thoseretirees between 1-11-2002 to 30-04-2005 to write a letter to Working Staff Federation

for the discriminatin. A draft of such a letter was ready with Pensioners’ Association.ii) Some branches like Thane(E); J. K. Gram, Thane etc. are reported to be delaying

payment of pension. There are instances where the payment was effected in thenext month. This was violation of Bank’s clear instrucions in this regard. Shri Gokhaleappealed to all Pensioners to write their experience in this regard.

iii) He informed the gathering that the Pensioners’ Association was interested in helpingthe Pensioner collegues who were in a bad financial situation & were rendered asorphans since their family members were not ready to look after them. He requestedmembers to inform the Pensioners’ Association if there are any such cases aroundthem.

Shri V. M. Gokhale concluded his speech with these thoughts.Agenda 8:

Any other business with the permission of the chair:Shri Hemant Nabar wanted to narrate his experiences. He was given permission to do so. He

had two main items:a) Even after retiring 18 months ago & having been enrolled as member of Pensioners’

Association he has not been receiving a copy of Samwad regularly. In fact he hasreceived it only twice but the appeal for donation to Building Fund was received byhim promptly.

b) Recited cases of a few retirees where they were not in receipt of their pension &other dues even after 6/12 months of their retirement. He vehemently argued that thePensioners Association had done nothing for them but it was he who took up theircases & tried to get justice.

On Federation frontA Governing Body Meeting and Annual General Meeting of our Federation were held on 15th & 16th

December 2007 respectively at Staff Learning Centre, Bangalore. The office-bearers and delegates of allthe 14 Circle affiliates attended the meetings and had deliberations in detail regarding the present status ofour pending demands and the Court cases already filed and to be filed in near future vis-à-vis variousactivities being conducted by all the affiliates for the benefit of the members.

Our Bangalore Circle’s 24th Annual General Meeting was held on 17th December 2007 which wasattended by the Federation delegates from all the Circles. Function for Silver Jubilee celebration of BangaloreCircle Association was attended by large number of pensioners and family pensioners from Karnataka,besides delegates from all the Circle Associations.

On 17th December 2007 in the afternoon, a Coordination Committee Meeting of both the working staffFederations and Pensioners’ Federation was held at SLC, Bangalore. It was urged by all the Federationleaders to come together to fight for our legitimate demands which are yet to be met by the Bank and Govt.A Joint Action Committee (Shri. B.G.Dandekar, Chairman and Shri. Shantha Raju, Convenor) was alsoformed to persue the demands and to chalk out future action plan which will include steps like ‘Dharanas’,‘One day Hunger strike’ by all the working staff and pensioners jointly and ‘Indefinite strike by working staffFederations’ with full support of all the pensioners. Europe in search of Spices,Land and Souls

In the 16th century, the natural port of Goa was

captured and made one of the strategic bases in Asiaby the Portuguese in their maritime operations in theEast. Vasco Da Gama (1460-1524) pushed aroundthe tip of Africa and on to Calicut (Cochin) in 1498thus opening up the Indian Ocean to Europeans withthe discovery of sea route to India. In the spectacularbattle of Diu in 1509 (south of Gujarat), Francisco deAlmeida (1450-1510) flushed out the fleets of theMoors from the Indian Ocean. Alfonso de Albuquerque(1453-1515) established land bases by conquest ofOrmuz (Aden) in Persia (1507), Goa in 1510 andMalaca in Southern Asia (1511). These events andplaces are strategically of high historical value andwhat is significant is that, all the three places werecaptured from the Muslim rulers by these valiantPortuguese “Sea Dogs”. What were the compulsionsfor this sea-power to battle it out in Indian Ocean farfrom Europe?

As we have studied, Islam was making victoriousinroads in the north and west of India and thus hadcaptured sea trading centres, enjoying flourishingtrade economies. These points were sources of theirprosperity and gave them economic and militarystrength to poise, to overrun – as they attempted to –western and southern Europe. North Africa wasalready overrun by the “Mouros” Moors. They werelocked in mortal combat in Iberian Peninsula (Portugal,Spain, south of France). The Portuguese, therefore,were compelled to devise strategies to confront thischallenge. One was to battle it out on the ground fiercilyfor expulsion of Moors trying to land into IberianPeninsula which they succeeded in doing. Anotherwas to attack at their Achille’s heel i.e. dislodge andsmite the Moors at the very crucial source of theireconomic prosperity i.e. profitable spices tradingbases, with the then rich nations of Asia. History givescredit for the latter plan to the great PortugueseNavigator Infante Don Henrique (1394-1460).

Indirectly, adopting and execution of thesestrategies, the Portuguese opened up India for otherEuropean powers (British, French and Dutch) to followthe sea-route and land in this part of Asian world withthe cross in search of Spices, Land and Souls.

The Agent of a small branch in Madhya Pradesh (then inBombay Circle) appointed one Shri. Kulkarni (name changed)as a clerk on probation, to fill a permanent vacancy. At thattime, there were no written tests/interviews etc. and all thatthe Branch Agent had to do was to advise Branch Deptt. atHead office that the selected candidate was a matriculate(minimum qualification), above 18 years of age, physicallyfit and whether he had any relatives in the bank.

After six months, the Branch recommended hisconfirmation and in the Branch Deptt., the confirmation letterwas sent for signature to late Shri. S. R. Iyer, the thenBranch superintendent. Shri. Iyer, before signing the letterenquired whether the candidate was in any way related to

Shri. M.N. Kulkarni (name changed), a Junior officer, whohad just been posted in Branch Deptt., Accordingly a BRMemo was sent to the Branch with the reply on the reverseof the BR Memo that the boy was closely related to Shri.M.N.Kulkarni, although at the time of appointment he hadnot stated so.
