RISMEPメカニズムの概要

特徴 BDSP が共通ロゴ「iP」の下で総合相談窓口の

紹介連携と利用促進を図っている。SP 同士や

BDSP-SP 間の連携は少ない。

金融機関の活躍が顕著で、連携による融資実

績を挙げた。SP が協会を設立し、協会として

BDSP ネットワークに参加している。

BDSP と SP の間の関係構築が進み、多くの支援

案件が紹介されている。SP の中核メンバーには

バンコク在住者が多い。

BDSP の参加は定着したが紹介連携は多くない。

SP は相談窓口と連携するべく一人で簡易経営診

断ができる力をつける途上にある。

1. Cooperation and collaborationNow DIP is planning to re-form Business Opportunity Center (BOC) to Business Service Center (BSC) which will be established in 11 IPCs, 2 offices in Bangkok and ceramic center in Lampang province. BSC will be hybrid services which provide physical and nonphysical services through front desk in BSC and portal website. Also, it is informed that DIP is considering establishment of new department or bureau which will be responsible for BSC. Since BSC will be a single window for SMEs to access and receive various services, we would like to emphasize that network established or will be established under RISMEP mechanism is essential for BSC to be functional. Thus, it is important for the new department or bureau and BIMD to share information and cooperate closely to provide proper information and adequate guidance to IPCs.Also, when BSC would be established, it is planned to allocate a new coordinator for each BSC. Since there is Support Service Coordinator (SSC) in each IPC in target provinces already, it is essential to clarify role of new coordinator and SSC to avoid unnecessary confusion inside IPC. In addition, although number of success cases is still not enough, it is observed that RISMEP mechanism seems functioning well in regional level and BDSP/SP networks are effective in the target province in terms of information sharing, referral of inquiries from SMEs and solving issues that SMEs are facing. Network members are satisfied with collaboration among members so far. However it would be challenge for DIP to support SMEs effectively through BSC in Bangkok since there are more organizations related or involved. Therefore it is recommended to promote cooperation and collaboration with other central government ministries and agencies under strong initiative.

2. Support structure of BIMDIn the last two and a half years, BIMD has spent much effort in supporting IPCs and networks of BDSPs/SPs in four model provinces. Main works have been conducted with six staff of BIMD, two as supervisors and four as coordinators in charge of four different provinces respectively. Now RISMEP is about to be extended to seven other provinces with IPCs, then most probably to 77 provinces all over the country within a few years. It is desirable that BIMD is strengthened in terms of the number of staff to encounter increased burden of supporting many provinces. However, raising the number of officials is not always an easy task for the government due to the budget constraint especially under the condition of low economic growth. Hence, it is necessary to consider how to improve productivity in supporting RISMEP activities.For the purpose of achieving more effective work, it is recommended, first, that BIMD standardizes the support procedure for IPCs and networks. All the steps in the process from the introduction of RISMEP to start activity as a network in model provinces should be scrutinized. Reactions from participants at the regional level including BDSP/SP networks and SMEs should also be reconsidered. Then, the workflow of BIMD staff can be compiled as the standard operation procedure (SOP). Setting SOP also helps in prompt assimilation of new staff once DIP is able to increase the number of supporting staff atBIMD. Second, it is necessary to consolidate RISMEP activities in the preceded four provinces continuously, because involvement of necessary stakeholders into networks can be accelerated if stakeholders are shown the successful cases. Identifying programsused often by SMEs supported through RISMEP mechanism and allocating additional budget for such programs could assist creating more successful cases.

3. PR ActivitiesWe understand that DIP supports model IPCs in enhancing PR activities so that BDSPs/SPs in the already established networks have more opportunities of supporting SMEs. Unfortunately it seems that such effort is not successful so far since not many SMEs have approached to the networks as a result of advertisement. Therefore, it is recommended to reconsider what SMEs needs to know more precisely. Current PR activity emphasizes promoting RISMEP, the mechanism itself. However, it is not so important for SMEs to know with what mechanism support organizations and personnel work but they want to know the office they should go for receiving services. For example, almost everyone knows Seven Eleven because people see the store in many places in town. People also know that they can buy various kinds of goods there. RISMEP is not a place but BOC, which will be renamed as BSC soon, is the place SMEs need to go first as a

single window to any kind of support service. Hence, it is necessary to emphasize promotion of BSC. BSC cannot be located as many place as Seven Eleven, but can be located at least at all members’ office of BDSP network for the better access by SMEs. In case all public BDSP show the logo of BSC, more SMEs will recognize it. If SMEs recognize and remember the existence of BSC, the possibility that they contact with BSC will be higher.In addition, according to SME owners and SPs we have interviewed, one of the most effective ways of promoting RISMEP is word-of-mouth. Considering such a fact, providing an opportunity for SME, which benefitted through the network, to be exposed to the public through, for example, an award ceremony of good RISMEP practice, is one idea to stimulate SME disseminating benefit of support. Such an award by the central government can also be an incentive for BDSPs/SPs in the networks to support SMEs in effective manner.

4. Reviewing roles of RWCIn the RISMEP mechanism, action plans developed by BDSP and SP networks are authorized in Regional Working Committee (RWC) which is established in the project. Regarding framework succeeding role of RWC, it was explained that BIMD is thinking of utilizing GOROOc in each region. We recommend that before deciding monitoring and supervising structure in the region, necessity of those functions should be reviewed. We understand the necessity of RWC in the process of approving plans of each network, however, GOROO is larger structure than RWC, therefore careful consideration is needed whether it will function properly.

Assisted IPCs to create the BDSPs’ joint activities in their areas and convinced them to run the activities both formal and informal to strengthen network’s relationship. The BDSP members

realized the power of network for operating their tasks easier. I can take the knowledge gained from the training applied in accordance with the work in Thailand and create network in Chiang Mai in the work OTOPs and SMEs integrated.

RISMEP is going to be Suphanburi counseling center same as Minato City.To assist enterprises by integrating with other agencies, both government agencies and consultants in the area.

I managed BDSP (iP) network to gain more participation and establish ownership of members. I have motivated iP members to many activities for complete integration. Such as on weekend I have coffee meeting and talking about creating success cases for iP.

SME support network development in informal system. We had informal meeting with 3-4 SPs in order to assign for SME support "KNS" => Korat Network System (Bamboo shoot entrepreneur is the one of success cases)

Responsibility for the work and involvement in assisting entrepreneurs and those who want to develop their own1) How to maintain SP team: Try to apply in the SP team but chairman isn't interested, I will try it

again at next meeting. 2) How to transfer customer to other network: Done by agreement between IPC8/BDSP/SP. 3) How to choose SP to provide service to customer: Done by creating Skill Matrix

How to speak clearly in public with the exact objectives and purposes of the contents. I can create a network of service in Chiang Mai Business Link on 15-18 June 2015 in Yangon,Myanmar.

University Business Incubation (UBI) applied by research.Knowledge can be acquired, developed and orientation in the consulting business under theoperation of the university and learn the skills to analyze and diagnose the establishment to allow

troubleshooting and can meet the needs of the operator correctly.Can be acquired network of services for entrepreneurs and SMEs through a mechanism of bringing knowledge to the development of research and innovation of SMEs to be strengthened. Our goal is

to become the university's educational institutions, contributing technology to the commercial full.1) When I have a meeting with Suphanburi Chamber of Commerce I presented about the benefits from 2nd training program in Japan in field counseling center as example the Fuchu Chamber of

Commerce and Industry, Minato City etc. The SCC understood the roles to support SMEs as CCI in Japan for good role model. In the future the SCC is going to establish The SCC Counseling Center for SME. So many organization related SME will collaborate for helping SME that the Suphanburi

RISMEP going on them. 2) The Suphanburi RISMEP site visited SME/OTOP for survey the real problems from the owner after that we shared the information together in some cases we sent the service to Suphanburi SP to help and solve the problem. But if it has normal problem we send the

service to government agencies with direct responsibility for solving the problems.The system operates within the guidelines of the RISMEP maintain such collaboration highly

Cluster Group to assist enterprises by integrating with other agencies.According to a lesson learned from Kansai Network System (KNS), we would like to move

activities among the incubatees under Maejo University Business Incubator (MJUBI) using personal relationship. The results show that a good relationship and cooperation in dispersion through the group of incubatees.

For research project as an example; we collaborated with the other researchers (SP) to join some part of the whole project. That project was finally success with high impact.The rules and practices used in the lifestyle and cultural well-being as well as what they learned in

publishing for students and those interested to provide a more complete understanding of Japan.

different according to each agency. The answer questions from each speaker places are limited. Does not fully meet the needs of the participants.

I would like to comment to add the training course for many curriculums for SME example strategy for business planning because the most Thai government agencies always are weak in skills of business planning and the other business course for helping the SME.

I think that every participant in RISMEP Project should go to training in Japan for motivation by themselves.The training on “Maintenance and Reinforcement of the Regional Small and Medium Enterprise

(SME) Support Network” is one of the great training programs. We learned both the system for SME support network in Japan and the examples of real network’s organizations.We hope that in the near future, we will activate inside and outside the RISMEP Project under the

concept knowledge from Japan. In case of Maejo University, we will create “Maejo University Service Provider Network Group” that looks like NPO for support entrepreneurs and SMEs.1) Training period should be longer (between 2-4 weeks) 2) To visit the SME supporting company

should be take in various kinds of business; construction, food, electronics, etc.Training in Japan is a very good experience and cultural well-being as well as the good of the country. Courtesy and kindness help share knowledge and get to know what the consultants with the

expertise and willingness to help people in the society. And the government's intention to assist entrepreneurs in the country, whether they are beginners or those who are already successful in business.

The training program in Japan helped me to learn more how to create and maintain team/group/network. I appreciate it too much.
