The elements are grouped into like-kind clusters. Zoning is part of the Planning cluster.

After completing a pilot, the extension was drafted to capture what worked best.

Framework Stewardship

Custodians and horizontal steward work out and document how to maintain each Framework element.

Data users rely on stewards to carry out this responsibility.

A Charter documents the roles and responsibilities, signed by the parties. Accountability is built in.

UGB Steward

DLCD is the horizontal steward for UGBs.

The Urban Planner 2 position is responsible for stewarding the UGBs (plus others).

Robert Mansolillo holds that position now. He is a planner with GIS training and experience.

Robert will be working with the cities to fine tune this plan.

UGB Stewardship

Changes to UGBs are processed through the land use planning program at DLCD.

DLCD is in the best position to provide stewardship services because of this mandated flow.

Digital files are required. Position adjustments due to remapping

do not flow to DLCD as a matter of course.

Two Versions

Annual snapshots published as polygons in shapefile format

Entire history of all UGBs as polyline feature in geodatabase. Plan to publish as a Web service enabling time-series mapping

Updated UGBs Post-Remap

When counties tighten control, entire areas need to be remapped; this can trigger modifications in the UGB position that do not qualify as changes to the UGB vis-à-vis the land use program.

Potential strategy: Discover remapping activities through ORMAP and follow up with affected cities.
