Upon arrival Police observed a gold in color GMC Envoy on the right hand shoulder of the road engulfed in flames. The vehicle was unoccupied upon Police arrival. CFD Unit 22 responded to the scene and extinguished the fire. I conducted a registration check on the vehicle and it was not listed in NCIC as stolen. Chattanooga Towing and Recovery responded to tow the vehicle. I was unable to make contact with the owner of the vehicle at this time. Nothing Further 2413 E 13th St 20-068540 7/12/2020 4:34:00AM 240 MVT/Passenger Vehicle On 07/12/2020 at 04:42 hours, Officer M. Recaido #965 was dispatched to 2413 E 13th St. for a report of auto theft. Upon arrival, I met with Ms. Mary Allen who stated that her red Nissan Versa ( was taken by her sister (Gabby Morris). Ms. Allen stated that her sister asked to take the car home but Ms. Allen did not want her to take it. Her sister then went out to the vehicle which had the keys in it and took the vehicle. Ms. Allen then received a phone call from her sister telling her where she left the vehicle. Ms. Allen did not wish to press charges, report the vehicle stolen, report any possible damages to the vehicle, or report any items possibly taken from the vehicle. The vehicle was found at 2507 Vance Rd. with the keys in it and with a flat tire. While trying to question Ms. Allen she kept trying to run off from the police to go look for her vehicle and appeared to be intoxicated. Ms. Allen did not wish to cooperate with the police during the incident. When police arrived EMS (Medic 3) was on scene and had woken up the unconscious party. Police spoke to Alonzo Burton who stated that he did not need any medical attention, he had broken up with his girlfriend and was walking to his mothers house (located at 5019 Irvin Rd) and had taken a nap while walking. On 07/12/2020 at 01:20 hours, Officer Bidelman (84842) reported a Vehicle Fire at 6100 Hwy 153. On 07/12/2020 at 04:42 hours, Officer M. Recaido #965 was dispatched to 2413 E 13th St. for a report of auto theft. On 07/12/2020 at 06:28 hours, Officer Gross (84850) reported an unconscious party at 4100 Jersey Pike. When police arrived EMS (Medic 3) was on scene and had woken up the unconscious party. Police spoke to Alonzo Burton who stated that he did not need any medical attention, he had broken up with his girlfriend and was walking to his mothers house (located at 5019 Irvin Rd) and had taken a nap while walking. Police transported Mr. Burton to 5019 Irvin Rd without incident. Nothing further at this time.

On 07/12/2020 at 09:15 hours, Officer Frazier (68396) reported a memo at 5606 Brainerd Rd. An unknown caller called in stating that there was a male asleep in his white Toyota Tundra in the Applebee's parking lot. Upon arrival, police made contact with Edward Bidon. The truck was not running and the keys were nowhere to be found. Edward stated that he had a few drinks at Applebee's and he did not wish to drive home, so he decided to sleep it off inside his vehicle. Edwards stated that he was going to walk across the street and get some breakfast and then sleep for a few more hours prior to leaving. No further.

Jenifer stated to police that she believed she had won 75,000 on a lottery ticket and the clerk at Murphy Gas Station only gave her 5.00 dollars. Police checked the lottery ticket which was correct. Jenifer did not with the 75,000.00 she believed she had. No further.

On 07/12/2020 at 12:30 hours, Officer Frazier (68396) responded to a Other Theft/Non-Specific at 490 Greenway View Dr. Upon arrival, police spoke with victim Adolphus Murley. Adolphus stated that he paid for some Walmart items at the front speedy checkout stall. Adolphus stated that he lost his wallet while walking from the store to his vehicle in the parking lot. Police had Walmart loss prevention check the cameras. The cameras show Adolphus walk out from the front store doors on the right hand side. Just outside the front door his wallet falls to the ground. A black male then walks over to the wallet, picks its up, walks about five feet and is picked up by a black Nissan Rogue and then departs. Police are attaching a photo of the suspect to the report. Any further case information will be updated in this report.

On 07/12/2020 at 16:00 hours, Officer J. Waltero (79887) responded to a miscellaneous complaint at 3806 Alton Park Blvd. Once on scene, I made contact with Cornisha Palmer.

Ms. Palmer stated her son’s father, Garrison Caldwell, had gone to her sister’s house with their son and taken the Xbox. Ms. Palmer stated Mr. Caldwell still has the Xbox in his house and their son wants to use it. I knocked on Mr. Caldwell's door but no one was home. Ms. Palmer would like a report for court. Ms. Palmer also stated her son’s phone, orange IPhone XR, is in the residence.

On 07/12/2020 at 17:45 hours, Officer S.Long (79892) responded to a Shoplifting at 2220 Hamilton Place Blvd. Upon arrival, I met with the complainant, Mr. Vincent Sedman, who is a manager at Academy Sports. He stated that a white female shoplifter had stolen at least $250 worth of merchandise and fled the scene. She was assisted by two black males that were in the vehicle that she put the stolen merchandise in and fled the scene with them. Upon fleeing the store, the female suspect had ran her shopping cart into a vehicle that was parked at the store. The victim hit by the female suspect was owned by Mr. Branson Lee. Mr. Lee wished to make a report in reference to his vehicle being hit by the female suspect. Photos are included. Suspect vehicle is a gold/tan Chevy Envoy. No further at this time.

On 07/12/2020 at 19:00 hours, Officer Warren (71993) reported a memo at 5425 Hwy 153. I spoke with Mr. Deemer, complainant, over the phone and he stated he had been at "Formosa" restaurant when he had an issue with one of the employees. Mr. Deemer provided a cell phone video showing a disorder between himself and an employee later identified as Mr. Jianfei Sun. During the video Mr. Sun stated he did not wish to be videoed by Mr. Deemer multiple times then the video cut out. Mr. Deemer stated Mr. Sun took the cell phone from his hand and stopped the recording. No injury was reported by either party. Mr. Sun stated he had told Mr. Deemer while he was on scene never to come back to his business again. No further police action could be taken due to a lack of any incident other than a verbal disorder having occurred.

On 07/12/2020 at 21:05 hours, Officer E. Lee (885) reported a memo at 106 N St Marks Ave. Upon arrival I was met by the complainant Ms. Ada Byrd, which stated she was having a disorder with her neighbor across the street at 107 N St Marks Ave. apparently the disorder was over disposing trash. I spoke with both side the disorder and hopefully resolved further conflict. Nothing further.

On 07/12/2020 at 21:35 hours, Officer J. Cuba (79521) reported a memo at the Exon Gas Station located at 6398 Lee Hwy. Upon arrival, police made contact with the business employee, Ms. Marietta Song. Ms. Song stated that as she was taking the trash out, she encountered a black male party outside the business asking for money. Ms. Song asked the male party to leave because he was not allowed to ask for money in the property. The male party started getting aggressive towards Ms. Song and threatening withcalling the police on her and having her go to jail because he was going to claim that Ms. Song was being racist. The male party then walks inside the business. Ms. Song kept asking the male party to leave but he was refusing to leave. Other customers had tointerfere, and then the male party left the property. Ms. Song stated that she would like to have the male party trespassed from the property. Police searched the area for the suspect but were not able to find him. Police have no more information on the suspect atthis moment. No further.

On 07/12/2020 at 20:55 hours, Officer Willis (61920) responded to a Theft from Motor Vehicle at 2100 Hamilton Place Blvd. While working an extra job at Hamilton Place Mall I was flagged down by Ammie Earvin. Ms Earvin stated that her vehicle was broken into while she was at work at the Cheese Cake Factory. The suspects took her wallet with credit cards and TN DL. I was able to watch the mall video and saw 4 b/f suspects get into the car. It appeared that they had a key fob to the vehicle. I was able to lift prints off the car and will get better photos of the suspects when Dave and Busters opens.

On 07/12/2020 at 23:30 hours, Officer Hughes, Lance (80776) responded to a Vandalism at 1905 E 27th St. Upon arrival officers spoke with Mario Pedro Jr.. He stated that there was a loud noise at his front door and the glass shattered. He stated that he looked out the window and did not see anyone. He stated that the front gate in the yard was left ajar. The owner of the home statedthat the estimated value is $200.00. Nothing further to report.

On 07/12/2020 at 23:50 hours, Officer Calvin Cooper (#877) reported a memo at 912 Moss St. I spoke to MS. Dearia Higgins, via phone she wanted to make a theft report about a gun that had been stolen 6 years ago. At which point I asked Ms. Higgins if she was the owner of the gun and she stated she was not, but that her great grandmother was and that she already reported the gun stolen. I told Ms. Higgins that she could not make a theft report if she was not the owner along with the fact that one has already been made. Ms. Higgins stated that she believes that the gun might be in the possession of a Gang member known as but did not have proof at this time.

On 07/13/2020 at 00:39 hours, Officer Dewayne Prater (60839) reported a memo at 5709 Lee Hwy. Police responded to this location on a disorder call. Upon arrival police got out with Nathaniel Green and Kyra Renk. The two were outside having an argument. Ms. Renk did not want to speak to police. Ms. Renk called a friend to take her home. Mr. Greene said someone called her fat in the club and she got upset. Ms. Renk's friend took her home and Mr. Greene left the area. There was no further police action taken.

On 07/13/2020 at 02:00 hours, Officer T. Durham (77571) reported a disorder at 725 Cherry St.On this date an anonymous caller wanted to report a disorder at the above address caused by a black female wearing a blue shirt. Upon arrival I noticed a female fitting that description speaking with employee's of the business. This female was intoxicated to the point she could not comprehend she was being asked to leave. I was able to identify her as Ms. Nyamouch Tongyik. When speaking to Ms. Tongyik she stated she was upset because people, she could not identify, were being racist and stated she was wanting to leave. Soon after her ride showed up and removed her from the scene. Nothing further at this time.

On 07/13/2020 at 06:35 hours, Officer Wyatt, Kayla (77587) responded to a Vandalism at 400 N Market St. Upon arrival Police located a reported sidewalk tree and sidewalk street light on the ground. The tree was ripped out of the ground and the street light was knocked down in pieces all over the sidewalk. There were also pieces of a car mirror and front head light from what appareared to come from a dark grey Honda vehicle scattered all around the area. The tree had heavy damage to the south facing bark. The vehicle parts were scattered northbound down the road and the sidewalk. EPB and Public Works were notified. All car pieces were removed from the road. Police notified dispatch to put a short BOLO out for a possible dark grey Honda with front end damage. Police searched the area but were unable to locate. No further Police action taken.

Upon arrival, police located the vehicle (TN ) 2020 Honda Civic unoccupied. Police contacted the victim and removed it from NCIC, NIC# V032140478. Police released the vehicle to Mr. and Mrs. Cameroun Scruggs.

8004 Lee Hwy20-068878 7/13/2020 7:52:00AM 290 Vandalism

On 07/13/2020 at 07:58 hours, Officer Stansberry (61910) responded to a Vandalism at 8004 Lee Hwy. Upon arrival at the construction site, complainant and site manager stated someone had used the site skidsteer to make a trail leading next door to a house. Complainant stated there is an old abandoned shed that had been torn down on the site which housed some old copper wiring. The copper wire had been removed from the area and strands led to the backyard of 4810 Blue Bell. Tracks from the skidstreer and a path created by the skidsteer also were next to the above listed address. The front loading bucket had been ripped from the skidsteer causing damage to the operation lift. Complainant does not have any proof as to who used the but believes it is the residents of the above listed address. This area near the home has high pressure gas line warnings, which were also torn down. At this time there is no further information available.

On 07/13/2020 at 09:28 hours, PIT McMahan (61444) responded to a Other Theft/Non-Specific at 1829 Bay Pointe Dr at the victim's home. The victim said that she put several different envelopes in her mailbox yesterday between 4 & 6 pm and they all contained endorsed checks that were for various bills. She then went back out to her mailbox this morning around 8:30 am to add more mail to the box and discovered that the checks were gone and she later confirmed that the mail carrier had not run yet, so they were evidently stolen. This report was taken by phone.

Mr. Walden stated he was coming to above address to walk his dog. Mr. Walden saw someone laying underneath the Church van. The unknown party suddenly jumped up and ran off. Mr. Walden believed they were tying to steal a catalic converter. The suspect was described as an older large white male with a bald head. No other suspect information is known at this time. On 07/13/2020 at 10:45 hours, Officer Frazier (68396) responded to a Theft from Motor Vehicle at 1605 Eucalyptus Dr. Upon arrival, police spoke with Sharitha McMillan (victim). Sharitha stated that she parked her VW in her driveway and went inside her residency around 2300 hrs yesterday evening. When she walked outside on this date, she noticed that her doors were unlocked and that her center console door was open. Sharitha discovered that (3) sets of keys were taken along with about 60.00 worth of cash. She stated that she has no clue who could have burglarized her vehicle. Police checked and were unable to discover any further case or suspect information.

On 07/13/2020 at 10:37 hours, Officer Stansberry (61910) responded to a Shoplifting at 7701 Lee Hwy (Mapco). Upon arrival complainant / manager Tina Tarro stated an unknown black felmale entered and exited the store with beer passing all points of sale without offering payment. Subject displayed a birthday of 1 prior to leaving with the merchandise and without payment. Subject left the area in a black BMW Tn, towards Interstate (S). Officers responded to the Brock Rd address and did not locate the vehicle. At this time there is no further suspect information available.

On 07/13/2020 at 12:16 hours, Officer Hamilton (66984) responded to a False Pretenses/Swindle/Confidence Game at 921 Dartmouth St. I spoke with complainant/victim Denise Gammel over the phone. Ms. Gammel needed to file a report regarding two fraudulent checks cashed against her bank account. She said that one check, #2220, was for $850 and the other check, #2217, was for $923. She said that the checks were cashed at the 1st Horizon Bank on E.23rd St. Ms. Gammel did have photo copies of the checks and they were signed by the suspects but she was not able to provide any further information. Check #2220 was signedby "Steven J. Morgan" and #2217 was signed by "Patrick R. Giar (last letters unintelligible)". She said the bank told her the checks were cashed on 7/10/20 but could not provide a time. Ms. Gammel needed the report per her bank fraud dept. There is nothing further to report.

On 07/13/2020 at 12:30 hours, Officer Sanchez (73514) responded to a Vandalism at 4806 14th Ave. Upon arrival police spoke with the complainant, Jeffrey Matthews ), who explained that he was the manager of the rental home at this location. Jeffrey stated that the residence has been empty for several months, and that they were going to do some construction onthe house. When Jeffrey arrived he found that the back door had been broken. He entered the house and nothing else appeared tobe damaged, and nothing was stolen because the residence was completely empty.It is unknown at this time who created the damage. Jeffrey stated that the door costs around $300 to replace. There is nothing further.

Ms. Cook said that an unknown suspect took $500 from her disability account. She said that the funds were on her Direct ExPress Master Card debit card. she was not provide any details regarding when the funds were taken or who took them. She said that she has collected disability funds the same way from the government and has no idea how the suspect got her information. There is nothing further to report.

Maurice stated that he was simply walking and practicing his "karate skills," but that he was not a danger to himselfor others. Upon arriving on the scene, police were met by Tim Gambrell (Reflection Riding) who stated that he found a wallet, black pellet gun (Sportsman 900), and an empty pill bottle that belonged to a Christina Navas. Mr. Gambrell stated that it was found at the same location where a vehicle had been towed a week ago that was blocking the road. Police retrieved the items and turned them into property. No further action taken.

On scene I spoke with the complainant who stated that he had left his hotel room for several hours and when he returned he found his medication gone. The complainant stated that he doesn't know how anyone got into the room. There was no sign of forced entry and the complainant stated that the room had not been cleaned or gone through. The complainant was not very forth coming with information. There is no suspect information at this time. Nothing else follows.

At the time of my arrival I made contact with the caller, Ms. White, who wanted to report damage to two windows screens on her house. She stated this morning she left her house and noticed all the windows secured and fine. She stated when she returned home that she found two separate window screens had been cut. She stated she had no suspect info and that entry was not made into her house. It is unclear how the window screens were damaged due to the windows being high from the ground and not easily accessible.

Upon arrival I spoke with complainant, Mr. Daniel Hopson. Mr. Hopson stated Mr. Deljara Baker was seen asking customers for money at the bar. Due to this Mr. Hopson asked Mr. Baker to leave at which point he refused. At this time Mr. Hopson asked for Mr. Baker to be trespassed due having to call Police for him to leave. I explained to Mr. Baker he was trespassed and not return to the property, or he ran the risk of being charged with trespassing. After checking Mr. Baker for warrants he was told to leave. Police spoke to Mr. Evans who stated that he viewed a large amount of concrete that had fallen onto the roadway and Mr. Evans had cleared the debris and was returning to his vehicle. On 07/14/2020 at 02:00 hours, Officer Andrew Hayes (84851) responded to a suspicious person call at 815 E Martin Luther King Blvd. Upon arrival, police spoke to the complainant, Adolphus Mitchell, who stated that he saw a black male wearing a gray shirt and dark shorts attempting to break into his daughters car. Police were able to find a black male matching that description at the Whiteside Faith Manor on 10th St named Kentrail Lollis. Police detained Lollis and transported him back to 815 E Martin Luther King Blvd to see if Mitchell could identify him. Mitchell stated that Lollis was the suspect but that he nor his daughter wanted to press charges. Lollis left the area without incident.

I spoke with Jenna Smith by telephone. She says that sometime after midnight, an unknown party broke out the left side front window of her 2004 Ford Expedition and stole her purse. She listed various credit cards and forms of identification and a 380 firearm as being in her purse.

The firearm is a Ruger LCP2 and has been entered in NCIC # G995068628.

On 07/14/2020 at 08:10 hours, Officer Sanchez (73514) reported a memo at 3009 E 41st St. Upon arrival I spoke with the complainant, Jasmine Glover ( ), who explained that she was in a verbal argument with her boyfriend, Darrell Clark ( ). Jasmine stated that she and Darrell took their daughter to school, but Jasmine began getting confrontational with a teacher. Darrell tried to calm Jasmine down and convinced them to leave. On the way home the two continued to argue. Police then arrived at that point and spoke to both parties. Darrell corroborated Jasmine's story, and they both stated that they simply argued and it never became physical. They said they were fine now and no longer needed police assistance. Nothing further.

Subject (Palacios Roblero Freysi) stated he was exiting the Interstate 75 (N) ramp at Lee Hwy (Ooltewah) and ran over a large piece of metal in the roadway. Subject stated there were cars on both sides and behind him, leaving him no where to go. The incident brokeseveral parts under the front end of the vehicle including radiator and power steering unit. Subjects vehicle was leaking fluids however he did move it to the service station. Subject stated he would call his own wrecker service.

On 07/14/2020 at 10:50 hours, Officer McCall (0062872) reported a memo at 4820 Hixson Pike. Upon arrival, officer McCall spoke to the complainant Anastasia Nona Sheerer. Ms. Sheerer said that this morning when they woke up they found that the roofing company (Northwest Roofing) that was working on the roof of the Holiday Inn had covered their vehicle with a tarp. The roofing company covered the vehicle to protect it from falling shingles. Ms. Sheerer showed officer McCall blue marks from the tarp on the vehicle as well as damage to the vehicle from the falling shingles. Officer McCall spoke with Mr. Benjamin Houston with Northwest Roofing and he said he would take care of the damage to the vehicle. Ms. Sheerer said the vehicle was a rental car and that Enterprise told her to just bring the vehicle in. Ms. Sheerer said that Enterprise Rental said she did not need to make a report, but Ms. Sheerer wanted it at least documented.

Mr Wall stated that he observed on video a w/m crawl under a church van and cut the converters off the van then leave. I was able to watch the video and have put the pics out to CPD for identification in the theft.

The victim said that she left her vehicle parked there on Sunday (7/12/20) between about noon and 3 pm and she knows the tag was still on it when she got there. She then drove the vehicle home where a neighbor noticed that the tag was gone about 3:30 pm. She said it must have been stolen while there. She said she's not sure if there were any video cameras around where her vehicle was parked, so she doesn't know if any video was caught. This report was taken by phone. On 07/14/2020 at 12:34 hours, Officer C. Glenn (60757) responded to a Counterfeiting/Forgery at 1830 Pine Needles Trl.

I spoke with John Blewett via telephone. He says that yesterday morning, he saw a light blue sedan pull up to his mailbox and takethe mail he had put out for the mail carrier to pick up. He described that passenger as a dark skin male with a beard. He had no further description. He says that the mail contained two checks he had written for bills.

He says that yesterday afternoon, he received a call from his bank asking if he had written a check for $900.00. He stated that he had not written a check like that amount.

He says that this morning, he noticed on his account that check # 1194 for $864.33 had cleared his bank account. He says that he had not written a check for that amount and the check number was higher than he had even written.

Mr. Blewett says that once he provides the bank with a complaint number from CPD, they will return the money to his account. He is also closing the account and opening another in order to avoid any further issues.

Trameshiona was working when her boyfriend, Keon Brown ( ), came into McDonald's and caused a scene by yelling at Trameshiona. Keon wanted Trameshiona's phone. He was told multiple times to leave. Police arrived on the scene and the McDonalds manager stated she simply wanted Keon gone and trespassed from the property.Keon was informed that he was trespassed, and he then left. All parties stated that the argument was only verbal, and never became physical. Nothing further.

She told me that they had given him a company phone and credit card, and he did not return it after being fired. Ms. Pinkard told me that they had been trying to contact him, but were unable to. Ms. Pinkard was also unable to provide me with any info to ID Mr. Brown, and since he lives in Georgia, I was unable to search for him. Mr. Pinkard told me that she would called back if she found out his info. No further action was needed at this time.

On scene I spoke with the complainant who stated that she had been in an argument with her boyfriend and that things were getting heated. The complainantstated that he had been violent in the past and had threatened her tonight. The complainant stated that when he approached her she maced him and he left without further incident. When I attempted to get more information on her boyfriend the complainant was not very forthcoming. I am unable to locate anything on this Josh Terry party at this time. The complainant then asked for a ride to the Waffle House on Amin Dr and then stopped talking to police. The complainant did not report any injuries nor was I able to observe any on her person. Nothing else follows at this time.

On 07/14/2020 at 18:30 hours, Officer White (80780) reported a memo at 2706 6th Ave.

A suspicious person call was reported at the above address. Officers checked both the front and the back of the apartment complex but did not locate anyone. As officers were getting ready to leave the scene, Ms. Latisha Sanders and Ms. Elisa Lawson came outside to speak with the officers. Ms. Sanders told me that she requested for the apartment to be on the watch list because of a recent case that Inv. Slaughter is working on. I contacted the dispatcher to try to confirm that the apartment was added to the watch list.

Ms. Sanders informed me that she believes that a possible suspect, Mr. Gabriel Bracken was just outside the apartment complex saying the initials of the victims involved in the case. Ms. Sanders reported that she did not feel safe. I contacted Inv. Slaughter and informed him of the information I received. The apartment complex was added to the watch list. Nothing further.

On 07/14/2020 at 23:11 hours, Officer K Hughes (0062192) responded to a Theft of Vehicle Parts/Accessories at 5901 Shallowford Rd., the Windguard Quality Supply. Mr. Kilimnik said his supervisor came out to the parking lot and saw Mr. Kilimnik's vehicle did not have a tag and notified at around 1900 hrs. Mr. Kilimnik said he looked for it but didn't find it and called police. Police/I was to phone call the victim about the theft at 2311 hrs. I did and notified the victim that for a tag to fall off on its own is highly unlikely, and that I'd enter it as stolen. NCIC filed the tag number under # P187261354. No further.

Mr. Asbury stated that he viewed a man wearing green pants and no shirt walking through the parking lot of various closed busynesses. Mr. Asbury stated that he did not want the man trespassed, however he did want him to leave. Police then spoke with Tyler Garner (matching suspect description) who stated that he was homeless and was trying to get back to his sleeping spot. Police verified his identity and then drove Mr. Garner to 6231 Perimeter Dr. No further police action required at this time.

Vehicle had been towed to Carter Towing & Recovery, located at 6320 Highway 58. I confirmed with Police dispatch the VIN and registration tag number to the vehicle. Request that owner be notified and vehicle be removed from NCIC. The NIC #712167857. There were no keys with the vehicle. The vehicle appeared to be operational. No new damage.

While patrolling the area, I observed a silver in color, Ford Explorer, on the side of the road, without a registration tag. Stolen vehicles have been found in the area. I immediately pulled over and obtained the VIN off of the vehicle. I did not observe any items inside of the vehicle. After running the VIN, the registration tag shows (TN) , with an expiration date of May 31, 2020. The registered owner is Melissa Kuntz, , Ooltewah, TN 37363. Ford's Garage arrived to tow the vehicle away. At this time, the vehicle does not register as stolen.

However, the suspect took the weed eater. At this time there are no leads, witnesses, or suspect information. Complainant stated she believes her former boyfriend John Connors took or had someone take the battery because John's sister Melanie (and Super 8 manager) is the one that purchased the battery. The battery was at Super 8 and was given to Ms. Barnette and she left without further incident.

Upon my arrival, I observed smoke coming from the crawl space under the house. I immediately knocked on the residents doors to get them out of the house. I then spoke with Ms. Acasha Buckner. She and her two sons were already out of the house. According to Ms. Buckner, she had been talking with her two son's when she smelled smoke. The boys began to scream fire. She told her boys to get the water hose and try to put the fire out. Chattanooga Fire Department arrived and were able to locate the source of the smoke. They removed a rolled up carpet and padding which had been burned. CFD Investigators arrived to begin their investigation.

Mrs. Depriest and Mr. Depriest are going through a divorce. He has moved out of the house since July 6th 2020 and resides in an unknown location. Mrs. Depriest just wanted a report of his actions since its causing her business to suffer.

Mrs Potts stated her neighbor (unknown name) whom she stated was Russian, was speaking loudly. Mrs Potts stated he is an upstairs neighbor. Mrs Potts stated she heard him speaking so loudly she thought he was in her apartment. Mrs Potts stated she said "who is that" and the man responded. Mrs Potts stated when he responded he stated he was down stairs. I have personally been to this address however, and based on the apartment number given, no downstairs apartments exist. This may be a maintenance access though if a downstairs does exist. Mrs Potts stated she felt threatened as she could hear the man as though he were inside her apartment. Mrs Potts did state however, the man never made any threats toward her. Mrs Potts also stated she does not know and no signs exist that the man has ever entered into the apartment though she alleges he has been in the apartment. Given the complaint and the circumstances around this event, it is recommended to Mrs Potts to request assistance from the property manager and no police intervention currently exists as the chief complaint appears to be the male party speaking with Mrs Potts. No further police action needed at this time.

Upon arrival I met with both victims: Ms. Lynsey Parker (GA ) and Ms. Stephanie Hoewischer (TN . Both parties stated while they were traveling on I-75 SB they hit a drive shaft that was lying in the roadway. The damage that resulted to Ms. Parker's vehicle caused her brake line to hang low to the ground almost touching the street. The damage that happened to Ms. Hoewischer's vehicle resulted in a flat tire on the front left tire. Both parties were able to get the damages repaired enough to leave the scene, and neither vehicle required a tow. No further action at this time.

She stated that she was notified of multiple packages being delivered to her home throughout the day, and upon arrival home none of the packages could be located. She stated that these packages were shipped from different places and through different companies. She stated that she frequently receives packages to her home and it was abnormal for these items to not be there after the notification. Due to the above stated facts she believes the items were stolen off her porch. The items taken totaled for a monetary loss of $2667.97. Nothing further to report.

On 07/15/2020 at 22:20 hours, Officer Johnston (75394) responded to a Vandalism at The Father’s House- St. Michael’s Cathedral located at 2330 Hickory Valley Rd. I spoke with the complainant, Richard Coleman via phone. The complainant stated that he found the statue of Christ on the church’s property had been damaged. He is unsure when this happened. The complainant stated that both hands had been removed from the statue. There is no suspect information at this time. Police later went to the scene and observed the statue had been vandalized as the complainant had stated. Nothing else follows.

On 07/16/2020 I followed up with Bishop Coleman. He did not observe the damage until after seeing information regarding the vandalism at St. Stephen's, which is in very close proximity. Bishop Coleman felt it would have occurred around the same timeframe. Otherwise, the expectation would have been that someone would have noted the damage if it occurred weeks or months ago.

There is no camera footage available of the incident. In addtion, Bishop Coleman could not report any internal or external situation that may have led to the vandalism. Also, he reported no social media threats or statements related to the offense.

I then took several pictures of the statue and included them on this report. Visual inspection indicates the hands of the statue were broken off (not cut). There was no observed related evidence in the area.

I provided my contact information to Bishop Coleman if he learned of anything new.

I spoke with Sherry Sons by telephone. She says that four(4) years ago, a First Tennessee VISA credit card was evidently stolen from her mailbox. She says that she had no knowledge of the card until she received a bill, this past April. She says that the card had not been used until this year. She says that she spoke with First Horizon and they told her that the card had been used in Utah.

She understands that this report is for the theft of the card. She is clear that she will need to contact whatever jurisdiction in Utah to file a report there for the credit card fraud.

She says that the same day, the check was cashed at an unknown location payable to Brianna Kathleen Dove in the amount of $891.33. She says that Regions would not tell her where the check was cashed.

Ms. Taylor says that she has already addressed this with Regions Bank and they are waiting on her to provide a police report to return the funds to her account.

On 07/16/2020 at 16:45 hours, Officer S.Long (79892) responded to a Damaged Property Accidental at 1905 Aviara Dr. Upon arrival, police made contact with the complainant, Mr. Daniel Day. Mr. Day is the president for the Home Owners Association for Legends Homeowners. Mr. Day stated that he had video footage of someone attempting to drive through the gated community's gates as they were closing. When they tried to drive through the gates that were shutting, they rammed the gate instead which caused severe damage to the gates, eventually immobilizing them. The video footage also captured the license plate of the suspect's vehicle which came back to a white Honda Civic. On 07/16/2020 at 16:33 hours, Officer Shelor Nicholas (78349) responded to a Shoplifting at 7421 Commons Blvd. Upon arrival, I spoke with the loss prevention officer (Earlene Deeter) she stated that she was watching a male that walked to the power tools. She said that the male picked up a Dewalt trimmer. She said that as he was walking up to the check out line he stopped. She said she took her eyes off of him and moments later she looked back at him and saw that he was walking out of the store and there was still a line where he was trying to check out. As he got out of the store, she yelled at him if you drop the box, I wont call the police. She said the male started running, and got into a white sedan parked near the front of the store. She was unable to get the tag on the vehicle but was able to notice that it had a bungee cord on the trunk, holding it down and special wheels on it. She showed the video of the incident and I was able to confirm what she stated. The male was a white male around 30 years of age, hewas wearing a blue shirt and beige pants with sandals and a blue hat. At this time, there is no other evidence of the suspect. No further.

On 07/16/2020, I was notified by the property manager of River Pier Landing of suspicious activity that occurred the day prior. The following information was then learned:

-On 7/15/2020, at 16:40hrs, the suspect vehicle backed into a reserved parking spot just outside the entry gate. The driver, an unknown black male, never exited the vehicle.

-At 17:03hrs the suspect vehicle pulled up to the gate, retrieved a ticket and then pulled into the parking garage. A resident pulled through the gate into the garage just behind the suspect vehicle.

-The two vehicles proceeded up through the parking garage, the suspect vehicle in front of the resident, all the way to the top floor (6th floor). The suspect vehicle was several seconds ahead of the resident. Upon reaching the top floor, it rounded the corner and moved toward the Western terminus of the deck. It then turned around.

-As the suspect came back toward the East side of the deck, the resident had already exited her vehicle and moved toward the secure entryway into the residence. As she made entry, the suspect vehicle pulled into a parking spot two spaces away. The suspect then exited the vehicle. On a normal weekday, the only vehicles that park up at this level are residents of the condo building.

-The suspect then moved toward the resident's vehicle, looking in all directions. On video, it appears the suspect is looking for the resident. The suspect then walks up to the railing at the East side (overlooking Chestnut St) and briefly looks down. He then stares toward the garage elevator in the Southeast corner.

-The suspect never moved toward the secure entryway. Instead he returned to his vehicle, got in, and quickly pulled out. The suspect vehicle is seeing exiting the street level gate at 17:11hrs. Because the entry and exit were within 15 minutes of eachother, the suspect did not have to pay to exit.

None of the camera images were clear enough to make out details of the vehicle, license plate or the suspect.

No further action at this time.

They requested that officers tell these two parties that they need to leave the property. Officers made contact with the female party, Brittany Ford, who stated that the male party has already left and that she was gathering her belongings to do the same. No further police action was taken.

On 07/16/2020 at 21:35 hours, Officer Dropp (675) responded to a Theft at 4510 Highway 58. Officers made contact with Ms. Gunter, who stated that her $250 money order from Western Union had been stolen. She stated that she had set the money order down on the self-checkout register to scan the items she was purchasing, and when she finished paying for her items she walked away without picking the money order back up, and someone took it immediately after. Officers viewed camera footage of the incident, which showed that shortly after Ms. Gunter walked away from the register, a black female walked up to the same register to scan her items. Cameras showed that as the unknown female was scanning her items she picked up the money order and placed it into one of her bags, finished scanning her items, and then left the scene. Due to the angles of the cameras in the store, officers were unable to gather any identifying traits of the female, as she was wearing a medical face-mask and had no visible tattoos. No further police action was taken at this time.

On 07/16/2020 at 22:14 hours, I, Ofc. Gunn 351, responded to a call of a Theft at 5425 Hwy 153, Planet Fitness. Upon arrival, I spoke with David Crowe. Mr. Crowe stated that he went into the gym at 1946. At 2115 Mr. Crowe walked out of the gym and saw that his black Ford Focus was unlocked. Mr. Crowe found out that his vehicle was unlocked with his keys that Mr. Crowe put in his locker. The following items were stolen from Mr. Crowe: The keys that Mr. Crowe put in his locker, and Mr. Crowe's wallet that was in his vehicle (1 Credit Card, 2 Debit Cards, 2 Gift Cards, Mr. Crowe's Social Security Card, 2 insurance cards, and Mr. Crowe's Driver's License were in the wallet).

I noticed that two security cameras were on the outside of Planet Fitness. I spoke with employees inside the gym who stated that their manager was the only person that could access the video footage. Police will be following up at a later time to look at camera footage for possible suspect info. Mr. Crowe told me that he does want to press charges for theft on the suspect if police are able to identify him/her. Nothing further.

On 07/16/2020 at 23:39 hours, I Officer Wilcox #1036 responded to a property damage at 4744 Deanne Ln. Upon arrival, I made contact with Gregory Bumpass who stated both of the passenger side tires were slashed. Mr. Bumpass noticed that the tires were slashed at approx. 2345hrs. Mr. Bumpass used his car at approx 1930hrs and returned an hour later. Mr. Bumpass then left again and returned, when he tried to leave a third time he noticed that the tires were slashed. Mr. Bumpass does not have any suspect information on who slashed his tires. No further police action.

I spoke with Robert Davis by telephone. He says that on 14 July, 2020, he placed his personal check # 5761, payable to American Express in his mailbox for the carrier to pick up.

He says that the check was stolen from his mailbox and altered, He says that the check was changed to be payable to a ChanningL. Coker and the amount changed to $864.42. He says that the check was cashed at an unknown location on the same day as it was stolen.

Mr. Davis says that he has already filed a report with Suntrust Bank Fraud Department. He says that they are investigating this incident and will then return the funds to his account.

Ali explained to me that she continues to find fire crackers on the property at her work. Ms. Dudek works with animals and this is an animal shelter. At this time she does not know who is throwing fireworks into the work area, but she is concerned that it is going to cause a fire and or harm the animals. Ms. Dudek believes this is occurring after hours when the workers leave and she wanted a report in case she discovers who the suspects are. Nothing further.

aware of the light and that it was his girlfriend's car. I then spoke with the front seat passenger, Michael Dyers, who was found to have a warrant out of Georgia that was non-extraditable. After finding that Mr. Dyers did not have local warrants, both parties were released with a warning. Nothing further to report at this time.

On 07/17/2020 at 20:45 hours, Officer Oliver (912) responded to a Damaged Property Accidental at E 11th St / Peeples St. Upon arrival, officers identified the complainant/victim as a Mr. Samuel Sims. Mr. Sims explained he had come into work around 1030 hours, parked his vehicle (Volkswagen TGN) in the gravel lot, and returned to his car at 2005 hours. Mr. Sims then noticed there to be a crack in his windshield (approximately $400 damage). Mr. Sims stated the crack in the windshield could possibly be a result of gravel being kicked up by another car and hitting his or someone could have purposely done it. There are no cameras for the Pilgrim's Pride parking lot Mr. Sims vehicle was in. No further.

On 07/17/2020 at 22:21 hours I, Officer Wolff #1006 was traveling south on Central Ave when I observed a dark SUV in front of me traveling at a high rate of speed. At the 5200 block of Central Ave the vehicle went over the double yellow line. I initiated my emergency equipment for a traffic stop at 5200 Central Ave. The vehicle swerved around a vehicle turning right onto Halsey St thenquickly turned into the driveway at 5301 Central Ave. Officer Goulet #385 ran up the driveway and the driver, Mr. Wynn, had already stepped out of his vehicle. Mr. Wynn was immediately detained. Mr. Wynn would not give consent for police to search his vehicle. K9 Officer Bolton was already on scene and ran her K9 around the vehicle. The K9 did alert so police searched the vehicle. I did observe Mr. Wynn's seat belt was buckled to appear as though he was buckled but was not actually. Through investigation I also learned that Mr. Wynn does not have a valid driver's license. Police did not locate anything inside the vehicle. While the vehicle was being searched Officer Goulet was speaking with Mr. Wynn and Mr. Wynn told Officer Goulet "...usually I have my carry permit and gun under the seat of my car but it's in the house tonight, you're lucky". Mr. Wynn was given a verbal warning and allowed to leave the scene.

After the stop and through further investigation I learned that Mr. Wynn does not have a valid TN handgun carry permit and has previous firearm charges. Nothing further at this time.

When I arrived, I spoke with David Hargiss who stated that Kandace Blomberg (suspect/Ex-girlfriend) stole his phone. I asked what happened and he stated that they broke up and she walked off with his LG Legacy cellphone. I asked if he wanted to prosecute her and he stated no that he just wanted him phone back. He stated that the tracker last showed the phone on Market by Miller Park. Also he just wanted to make a report of what happened.

FTO Kilpatrick made contact with both parties, at which time Mr. Vargas became very argumentative and stated that the car was his. The car was registered to Ms. Corral, but Mr. Vargas refused to give her the key. Mr. Vargas was warned that if he refused to give Ms. Corral the key, he could be charged with Theft. He could not provide any proof that his camper was parked there. Since he had no information I informed him there was little i could do about the matter. I told him to go gather the information and update his report of a stolen trailer through HCSO. Then i could approach the business and request to see if the camper was inside there. Nothing further.

Pelfrey wanted to make police aware that two parties in a Chevy Tahoe had started yelling at him, at the traffic light at Hwy 153 and Grubb Rd.. Pelfrey said the male and female went so far as to exit their vehicle and walk up to his car. Pelfreysaid that he drove off to avoid a physical altercation. No further information was available.

The registration was run and found to be stolen out of Marion county. The vehicle did not have the keys with it. The owner was unable to reached and towed to United Wrecker at 3810 Rossville Blvd. Vehicle was removed from NCIC (V272114014).

On 07/18/2020 at 22:18 hours, Officer Inv. Thomas (71989) reported a memo at 801 E 48th St.

I conducted a traffic stop on a vehicle with no tag at this location. Upon contacting the occupants they were identified as Mr. Summerow and Ms. Thomas. Ms. Thomas, the driver, gave consent to search the car. Inside of the center console police found a small bag of marijuana. Neither party claimed the marijuana. The marijuana was seized and turned into property. No charges were brought to either party due to the fact we were unable to prove ownership of the marijuana.

On 07/18/2020 at 23:00 hours, Officer Wiegand (84865) was dispatched to a disorder at 4005 Fagan St. Upon arrival police heard a lot of yelling coming from inside the residence from a male party. Police spoke with the homeowner Deborah Anderson and her son Ruben Twilley who both stated Mr. Twilley was in a verbal argument with a female Mycolya Thompson.Police spoke with Ms. Thompson who confirmed the story, that it was strictly verbal argument. Police observed no evidence that disproved the story.

On 7/19/2020 at 0150 police were re-dispatched to this address. Upon arrival police spoke with Ms. Anderson again who stated Ms. Thompson was causing a disturbance throughout the block. Neighbors on scene also had be awoken by Ms. Thompson yelling. Ms. Thompson had left the scene before police arrival. Police checked the area but were unable to locate Ms. Thompson. Nothing further

100 Market St20-071197 7/18/2020 11:00:00PM 23F Theft from Motor Vehicle

On 07/19/2020 at approximately 01:03 hours, Officer M Estock (82259) responded to a Theft from Motor Vehicle at 100 Market St. Upon arrival Officer made contact with Ms. Karen Miller. Ms. Miller stated she had left her vehicle parked as this location at approximately 2300 hours on 07/18/2020 and arrived at approximately 0100 hours to find her center console had been searched through. Upon further investigation, she found her i-Pad Mini 4 had been stolen from her vehicle. Ms. Miller stated she did not see the incident occur nor did she have any suspect information. Ms. Miller stated she did leave her vehicle unlocked.

No further at this time.

On 07/20/2020 at 17:10 hours, Officer Christopher Liberto (79560) responded to an MVT/Passenger Vehicle at 1513 Union Ave. Upon arrival, I spoke with the vehicle owner, Mr. David Daughtery who stated that he left his vehicle at this location on June 26th- July 4th. Sometime during that time it was stolen. I was able to locate what appeared to be broken glass at the scene. The owner has keys in hand. NCIC was notified and it was reported as stolen (NIC# V432160112). No suspect info at this time. Nothing further.
