Article26.(1)Everyonehastherighttoeducation.Educationshallbefree,atleastintheelementaryandfundamentalstages.Elementaryeducationshallbecompulsory.Technicalandprofessionaleducationshallbemadegenerallyavailableandhighereducationshallbeequallyaccessibletoallonthebasisofmerit.(2)Educationshallbedirectedtothefulldevelopmentofthehumanpersonalityandtothestrengtheningofrespectforhumanrightsandfundamentalfreedoms.Itshallpromoteunderstanding,toleranceandfriendshipamongallnations,racialorreligiousgroups,andshallfurthertheactivitiesoftheUnitedNationsforthemaintenanceofpeace.(3)Parentshaveapriorrighttochoosethekindofeducationthatshallbegiventotheirchildren.Article27.(1)Everyonehastherightfreelytoparticipateintheculturallifeofthecommunity,toenjoytheartsandtoshareinscientificadvancementanditsbenefits.(2)Everyonehastherighttotheprotectionofthemoralandmaterialinterestsresultingfromanyscientific,literaryorartisticproductionofwhichheistheauthor.Article28.EveryoneisentitledtoasocialandinternationalorderinwhichtherightsandfreedomssetforthinthisDeclarationcanbefullyrealized.
