Notice under Section 11 of the Barbuda Local Government Act, Cap. 44 concerning the appointment of Returning Officer, Presiding Officers, Poll Clerks and Tally Clerks and to provide for the amounts payable for their services in performance of such duties as may be assigned to them.

(1) Every Returning Officer in whose Constituency the election is uncontested shall be paid the sum of $1400.00 for his /her services in the performance of his/her duties as a Returning Officer.

(2) Every Returning Officer in whose Constituency the election is contested shall be paid the sum of $1400.00 for his/her services in the performance of his/her duties as a Returning Officer.

(3) Every Presiding Officer shall be paid the sum of $700.00 for his/her services in the performance of his/her duties

as a Poll Clerk. (4) Every Poll Clerk shall be paid the sum of $250.00 for his/her services in the performance of his/her duties as a

Poll Clerk.

(5) Every Tally Clerk shall be paid the sum of $100.00 for his/her services in the performance of his/her duties as a Tally Clerk.

(6) Every Messenger shall be paid the sum of $50.00 for his/her services in the performance of his/her duties as a

Messenger.

(7) For rental of premises, a sum (not exceeding $100.00) shall be paid for such rental.

Responsibilities: 1. Provide advice to the Honorable Prime Minister on matters relating

to disaster risk management.

2. Review and assess the various programs and activities of the

Government which have an impact on disaster risk management in

Antigua and Barbuda.

3. Make recommendations to the Minister and Prime Minister on the

effect, activities and programs which have or are likely to have an

impact on disaster risk management.

4. Develop and recommend to the Disaster Management Council (the

Council) national policies to foster and promote disaster risk

management.

5. Collaborate with departments of government, statutory bodies and

non-governmental agencies, including climate change and gender

entities.

6. Conduct and participate in programs to carry out investigations,

studies surveys, research and analysis relating to ecological systems and environmental

quality.

7. Define changes in the natural environment and in particular those

changes likely to impact the occurrence of disasters in Antigua and

Barbuda.

8. Participate in programs to analyze and interpret information gathered

under the disaster management legislation for the purpose of

determining whether such conditions and trends are interfering or are

likely to interfere, with the achievement of disaster risk management,

and to participate in programs to prepare and review disaster risk

assessments.

9. Conduct public information and education programs on disaster risk

management.

10. Liaise with individuals and organizations inside and outside of

Antigua and Barbuda for the purpose of exchanging information and

facilitating the harmonization of the policies relating to disaster risk

management of such individuals and organizations with those of the

Government of Antigua and Barbuda.

11. Consult with the Council in the preparation of the Comprehensive

Disaster Management Plan.

12. Provide technical advice to facilitate the development of regulations

relating to disaster risk management in Antigua and Barbuda.

13. Require/Request any ministry, department of government or statutory

body to make available to the NODS such publicly owned vehicles,

plant, equipment or personnel as are available for the purposes of

response, rescue and relief. 14. Establish and maintain disaster risk management including

mechanisms for the exchange of information to inform policy formulation, plans and decision-making within other sectors.

15. Compile and submit reports on damage assessments to the Honorable Prime Minister of Antigua and Barbuda.

16. Perform such other related functions as may be provided for under

Antigua and Barbuda’s Disaster Management Act or as may be determined by Permanent Secretary, the Minister and or the Honorable Prime Minister.

17. In the exercise of his or her functions, the Director shall, at all times, seek to improve coordination and collaboration between community disaster organizations and other research or data partners, inter alia, climate change entities, for undertaking disaster risk management.

18. The Director shall use standardized, holistic and gender-sensitive

community methodologies for natural and anthropogenic hazard identification and mapping vulnerability and risk assessments recovery procedures developed and applied in selected communities.

7. Define changes in the natural environment and in particular those

and to participate in programs to prepare and review disaster risk

assessments.

9. Conduct public information and education programs on disaster risk

management.

10. Liaise with individuals and organizations inside and outside of

Antigua and Barbuda for the purpose of exchanging information and

facilitating the harmonization of the policies relating to disaster risk

management of such individuals and organizations with those of the

Government of Antigua and Barbuda.

11. Consult with the Council in the preparation of the Comprehensive

Disaster Management Plan.

12. Provide technical advice to facilitate the development of regulations

relating to disaster risk management in Antigua and Barbuda.

13. Require/Request any ministry, department of government or statutory

body to make available to the NODS such publicly owned vehicles,

plant, equipment or personnel as are available for the purposes of

response, rescue and relief.

14. Establish and maintain disaster risk management including

mechanisms for the exchange of information to inform policy

formulation, plans and decision-making within other sectors.

15. Compile and submit reports on damage assessments to the

Honorable Prime Minister of Antigua and Barbuda.

16. Perform such other related functions as may be provided for under

Antigua and Barbuda’s Disaster Management Act or as may be

determined by Permanent Secretary, the Minister and or the

Honorable Prime Minister.

17. In the exercise of his or her functions, the Director shall, at all times,

seek to improve coordination and collaboration between community

disaster organizations and other research or data partners, inter alia,

climate change entities, for undertaking disaster risk management.

18. The Director shall use standardized, holistic and gender-sensitive

community methodologies for natural and anthropogenic hazard

identification and mapping vulnerability and risk assessments

recovery procedures developed and applied in selected communities.

Notice as to Making Claims and Objections For the ST. PHILIP NORTH Constituency Representation of the People Act, Cap. 379

Registration Regulations (Regulation 15)

NOTICE is hereby given that claims and objections with respect to the electors’ lists published on the 7th March, 2019 shall be made to the Registration Officer for the St. Philip North constituency commencing on the 8th March, 2019 between the hours of 9 a.m. and 4 p.m. and ending on the 1st April, 2019. NOTICE is also given that on the hearing of a claim the person making the claim, and on the hearing of an objection, the objector and the person objected to, and on the hearing of either any other person who appears to the Registration Officer to be interested, shall be entitled to appear and be heard either in person or by any other person on his/her behalf or by counsel. NOTICE is also given that the right to appear and be heard includes the right to lodge with the Registration Officer any written representations that he may wish to make.
