1 、背景 Background2009年以来，我国废弃电器电子产品回收处理行业获得了快速的发展，

并形成了一定的规模。WEEE industry in China has a rapid development since 2009.

废弃电器电子产品处理行业属于再生资源与环保行业，行业的发展与国家行业管理与激励机制密切相关。从 2009年，相关管理制度不断完善中。

Regulations and relative management methods on WEEE recycling have been issued.

废弃电器电子产品处理技术从无到拥有一批自主知识产权的技术和设备，并不断向高效、高附加值发展。

As the industry develops, WEEE recycling technology has a rapid advancement as well.

中国家用电器研究院一直为我国废弃电器电子产品回收处理管理政策提供行业技术支持，积累了丰富的专业知识和行业信息。

2 、编制情况 Methodology

2012行业白皮书是中国家用电器研究院电器循环技术研究所推出的第三个年度行业白皮书。

2012 White Paper is the third one issued by CHEARI.

2012行业白皮书的数据来自 2012年底到 2013年初、中国家用电器研究院电器循环技术研究所开展的最新行业现场调研与问卷调查。

All the information and date from 2012 White Paper in based on the investigation/questionnaire from 2012 to 2013.

成立行业白皮书编委会，由行业专家、学者、知名企业代表等组成。The White Paper Committee is composed of experts, professors,

and delegates from famous enterprise, such as GEM,Wistron,Chong Hong,XJQ Environmental Protection, etc.

白皮书在编写过程中，得到了行业主管领导和企业的支持，尤其是深圳格林美、昆山纬润、上海新金桥、四川长虹等。

Theoretical WEEE quantities and industry investigation

我国主要废弃电器电子产品理论报废量 单位（万台）WEEE theoretical quantities in China (10,000 units)

2012 年，我国废弃电器电子产品的理论报废量为：电视机 2773 万台；电冰箱 868 万台；洗衣机 1264 万台；房间空调器 151 万台；微型计算机 2530 万台；总计 7585 万台。

2.调研数据 Industry investigation针对两批 64家废弃电器电子产品处理企业开展调研。Based on the 64 WEEE recycling enterprises, which listed in the Directory

issued by MoF and MEP.

第四部分：处理技术 Recycling Technology

中国家用电器研究院电器循环技术研究所分别在 2012年和 2013年对我国获得废弃电器电子产品处理资质的处理企业进行技术工艺调研。技术工艺调研包括废弃电器电子产品处理深度、处理工艺及受控部件处理方式等。两次调研涉及 26家处理企业，其中，位于东部沿海地区的有 17家，中部 6 家，西部 3 家，基本代表了中国不同地区的处理企业情况。

Two questionnaires on WEEE recycling technology has been taken by CHEARI in 2012 and 2013 respectively. 26 WEEE recycling enterprise took part in the investigation, which 17 located in the east of China, 6 located in the middle of China, and 3 in the west of China.

调研结果显示，废弃电器电子产品处理企业已经由开始以拆解为主，向深加工方向发展。我国废弃电器电子产品处理技术和设备以国产和自主研发为主，进口技术和设备具有少量的市场份额。

Conclusion: more and more WEEE recycling enterprises not only disassembled WEEE, but also recycled the dismantled parts, such as PCB, cable, etc. The recycling equipment are mainly from mainland of China, a few from EU and Taiwan.

在《条例》和家电以旧换新政策的推动下，我国废弃电器电子产品回收处理行业得到了快速发展。不论在管理制度方面，还是资源回收利用、节能减排、污染预防等领域都取得了显著的效果。此外，《条例》的实施，大大推动了我国生产者责任延伸制度建设的进程，促进了我国循环经济的发展。

第五部分：成果 Achievement

Pushed with the WEEE regulation and “old for new”policy, WEEE recycling industry has rapid developed in China. It achieved remarkable achievement in the establishment of management system, resource recycling, energy-saving and emission-reduction, pollution prevention, etc.

EPR system has been built in EEE industry by implementation of WEEE regulation.

1.促进循环经济的发展 Promote the development of circular economy

在《条例》实施之前，我国废弃电器电子产品回收处理以个体经营者为主，回收的材料通常是降级使用或低水平地利用。《条例》实施后，废弃电器电子产品处理企业的规模化处理促进了回收材料的高效循环利用。

2. 减少温室气体排放 2012年，废电冰箱累计拆解处理 71.56万台。以 200升电冰箱制冷剂平均重量 160克计算，可理论减少 114.5吨电冰箱制冷剂排放（ R12的 ODP=1， GWP=8500），相当于减少 97.3万吨 CO2 的排放量。Reducing 973,000 tons CO2 by recovering refrigerants of refrigerators.

2012年，废房间空调器拆解处理 8.09万台。以 1.5P家用空调器制冷剂平均重量为 1.0千克计算，可以理论减少80.9吨房间空调器制冷剂排放（ R22的ODP=0.05、 GWP=1700），相当于减少 13.8万吨 CO2 的排放量。Reducing 138,000 tons CO2 by recovering refrigerant of air conditioners .

3.促进我国废弃电器电子产品处理行业的发展Promote the WEEE recycling industry

我国废弃电器电子产品的处理企业已经向规范化、规模化和专业化发展 ,许多企业的处理能力已经大大超过发达国家和地区废弃电器电子产品处理企业的规模。

WEEE recycling enterprises are developing towards standardization, large-scale, and specialization.

我国已经拥有一批具有自主知识产权的、适合中国国情的废弃电器电子产品拆解处理及综合利用技术。

WEEE recycling technologies are independent, and suitable for Chinese industry.

废弃电器电子产品回收处理的管理大大促进了从业人员的安全保护和素质的提高。一些具有先进环保理念的处理企业通过了 ISO14001 和OHS18001认证，为行业的发展树立了榜样。

Employment promotion, safety protection, certification of ISO 14001 and OHS18001.

4.推动我国 EPR制度建设 Push forward the EPR system

2012年 12月份，中国家用电器研究院电器循环技术研究所针对国内知名电器电子产品生产企业调研显示，在产品生态设计方面，各企业都已做了很多工作。特别是减少有害物质的使用、提高产品耐久性、减少原料消耗以及易拆解设计等方面，大多数国内知名的企业都已运用。此外，越来越多的企业参与废弃电器电子产品的回收处理，例如长虹、海尔、 TCL、格力等。

More and more EEE producers are responsible for their EPR. Some built recycling enterprises and take-back system, such as CHANG HONG. More producers pay more attention on eco-design products.

三、 2012 企业名录 List of recycling enterprise三、 2012 企业名录 List of recycling enterprise

在本期企业名录中，共介绍 8 位行业风云人物。8 wonderful persons in WEEE recycling industry in China will be introduced in the list of enterprises.

企业名录中，共收录获得废弃电器电子产品处理资质企业 90家，其中第一批基金补贴企业 43家，第二批 21家；电子废物拆解利用处理名录企业 95家；印刷电路板或阴极射线管经验许可证企业名录企业 81家； 2012年进口废五金电器、废电线电缆和废电机定点加工利用单位名单 592家。

本期企业名录继续对处理企业进行星级评估。处理企业在整机拆解的基础上，对拆解部件进一步处理的企业给予一级星。今后，我们将完善企业评估的指标体系，使之更科学合理。同时也希望今后有更多的企业参与我们每年初组织的企业调研。注： CRT屏锥分离是环保部对处理企业的基本要求，不计入“进一步处理”。
