(SEH) prepared this letter report, to document the findings of the Limited Phase I Environmental Site Assessment (ESA) completed in June, 2011 for the parcel, herein referred to as “site” or “subject property,” located at 1616 Gervais Avenue in Maplewood, Minnesota. The subject property is depicted in Figure 1 (Attachment A). The City of Maplewood, or “user” of this report, is considering acquiring a portion of this parcel.
Purpose and Scope
The purpose a Phase I ESA is to identify, to the extent feasible pursuant to the processes described in E 1527-05 and in a manner consistent with good commercial or customary practice, Recognized Environmental Conditions (RECs) and in connection with the subject property. By ASTM definition, REC means “the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, ground water, or surface water of the property. The term includes hazardous substances or petroleum products even under conditions in compliance with laws. The term is not intended to include de minimis conditions that generally do not present a material risk of harm to public health or the environment, and conditions that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies.”
The scope of work for this Limited Phase I ESA includes a site reconnaissance, a limited historic document and map review, a database review of regulatory agencies, and preparation of a report to summarize findings. This report will reference and is intended to accompany the Modified Phase I ESA completed by SEH in June, 2011 (SEH, 2011) for the T.H. 36 and English Street Reconstruction Project (City Project No. 09-08).
User Reliance
The Limited Phase I ESA and all reports, verbal and written, are solely for the use of the City of Maplewood. Any third party may have different interests, purposes, and motives than the City of Maplewood with regard to this assessment and report. Any reliance on the Limited Phase I ESA by any other party shall be at such party’s sole risk, unless that party has written authorization from SEH and the City of Maplewood and is a party to the Agreement between SEH and the City of Maplewood.
Site Background
The subject property is 8.12 acres located in Township 29 N, Range 22 W, Section 10, Subsection DBB. The property is bound by T.H. 36 to the south and Germain Street to the west. The parcel Address is 1616 Gervais Avenue East, Maplewood, Minnesota. Two (2) approximately 60,000 square foot, one story buildings are located on-site. According to Ramsey County property tax information for this parcel (PIN 102922420001), the buildings were constructed in 1982 and land use code listed for this site is “479, other communications.”
Current Site Use/Site Reconnaissance
Gervais Avenue, Germain Street and T.H. 36 border the site on the north, west, and south, respectively. The property is currently called the Maplewood 2 Business Center and is occupied by several commercial business. These include Imagewerks Marketing, IW Research, Dish Network, and Blue Package Delivery. The physical address is 1600, 1616, and 1636 Gervais Avenue. Evidence of city water, storm and sanitary systems were observed on the subject property. Observations also indicate that the property is connected to the city sewage disposal system.
No ASTs/USTs were observed at the time of site reconnaissance. No noxious odors or pools of liquid were noted. No drums, totes or other containers were observed on the subject property. No petroleum products or hazardous substances were observed on the subject property or adjacent properties. Although the transformers appeared to be in good condition (no rusting, leaking, or staining), no “NON-PCB” stickers were observed on the transformers. Dumpsters directed for general trash and recyclables were observed on the property. A small pond/trench is present along the north extent of the property.
No interior observations were made of structures located on or adjacent to the subject property, as it was not within the scope of this Phase I ESA. Photographs taken during the site reconnaissance are available as Attachment B, “Photographs.”
Historical Review
A historical review of the site and surrounding area was conducted to identify obvious previous uses of the subject property and surrounding area in order to help assess whether past uses may have led to RECs or HRECs in connection with the subject property. The historical review was completed by examining historical aerial photographs, topographic maps, and city directories. Historic aerial photographs were available for the years 1937, 1940, 1947, 1953, 1957, 1966, 1974, 1980, 1984, 1991, 1997, 2003, and 2010. These resources are included in Attachment C, “Historical Documents.” Sanborn® Fire Insurance Maps were not available for the subject property. Interviews were not part of the scope for this limited Phase I ESA.
In 1937, a possible farmstead appears on the northwest corner of the site, adjacent to Gervais Avenue, with a drive/unimproved roadway extending to the east. A pond is present on the northeast portion of the site. In 1947, a large surface disturbance is visible at the end of the drive, in the southeast portion of the sight. This area may have been used for dumping; the feature is visible through 1974. Construction on Highway 36 began around 1953 and was complete by 1957. Residential developments are present north of the subject property in 1957 and west of the subject property in 1966. Large commercial/industrial facilities are present east of the subject property in 1974. By 1984, the existing structures on-site where constructed. The pond was extended to the east and west during site development. The site appears similar to present day.
Database Review
SEH retained FirstSearch Technology Corporation (FirstSearch) to perform a computer database search of documents published by Environmental Protection Agency (EPA) and the Minnesota Pollution Control
Agency (MPCA) for the T.H. 36 and English Reconstruction Phase I ESA (SEH, 2011). The subject property is covered within the search radius of the FirstSearch report for that project. The complete FirstSearch Report is included as Appendix C of the SEH Phase I ESA (SEH, 2011). The information searched by FirstSearch includes sites with identified or potential contamination, facilities that generate hazardous wastes and sites that contain or have contained aboveground or underground registered storage tanks (ASTs/USTs). SEH reviewed the document package provided by FirstSearch to identify potential RECs in connection with the subject or adjoining properties.
SEH reviewed additional environmental record sources, including the MPCA “What’s In My Neighborhood” (MPCA WIMN) and Petroleum Remediation and Wellhead Protection Programs (MPCA PRP) interactive mapping programs, Minnesota Department of Agriculture (MDA) County Spill Records, and the MDA “What’s in my Neighborhood” (MDA WIMN) interactive mapping program. The purpose of the review was to identify non-geocoded properties and properties not identified in the FirstSearch review which are located on or adjacent to the subject property. The additional record sources can also be used to verify information received in the FirstSearch report. SEH also reviewed the Minnesota Department of Health County Well Index (MDH CWI) to identify wells previously or currently located on the subject property or adjacent properties. Additional environmental records are included as Attachment C.
According to the MDH CWI, there are no wells with a location description that match the subject property.
Findings and Conclusions
One (1) recognized environmental condition (REC) was identified during the Limited Phase I ESA completed for the property located at 1616 Gervais Avenue, Maplewood, Minnesota.
In 1947, a large surface disturbance is visible at the end of the drive, in the southeast portion of the sight. This area may have been used for dumping; the feature is visible through 1974. This is a REC for the subject property.
