Dr. Chen Shuen-Shun (), who is the deputy director
of Kaohsiung Cheng-Kung Hospital and an expert in neurology and
psychology, visited President Chen on Oct. 29 to conduct the first
psychiatric treatmentfor President Chen. He wrote the following
article to describe the treatment process. He is also the doctor who
testified in a Legislator Yuan hearing to link the mini-strokes to the
slurred speech of President Chen using MRI images.
He first described his impression of Taipei Veteran General
Hospital (TVGH) since last time he visited President Chen there.
First of all, all supporters on the first floor lobby had been evicted
by the policy. The original cranes made by supporters to wish
President Chen well were gone. He was led to the fifth floor and
walked through a connecting corridor to the psychiatric building
and finally arrived at the second floor where President Chen was
staying. He started his treatment session at 9:30. He noticed that
there was no improvement in President Chen's neurological and
psychological symptoms; nevertheless, his living condition has
improved immensely over the hell cell in the prison. At 10:30, two
other doctors, Dr. Lin Shin-Nan and Dr. Chen Chiao-Chi
(), joined him. Both of these two doctors
are entrusted by President Chen. Dr. Lin works for Taiwan University
Hospital and Dr. Chen Chiao-Chi for Ma-Kai Hospital.
Both agreed that President Chen had shown no signs of improvements.
Most shockingly, during the treatment session, the prison authority
not only recorded the treatment session with a camcorder and a voice
recorder, but also stationed a person to take notes, right next to the
doctors. This was a serious violation of psychiatric treatment law of
Taiwan. President Chen was reluctant to describe many incidents
because he was afraid that he would be sent back to the prison if he
revealed too much. The doctors issued a stern protest to the director
of psychiatric department of TVGH, Dr. Cho, and requested to have
confidentiality in future sessions. The doctors looked at the Declaration
of Geneva posted on the wall and sighed deeply.
At 11 am, all three doctors met Director Cho at his office to discuss
future treatments. Director Cho, Dr. Lin and Dr. Chen Chiao-Chi will
meet once a week for an hour to discuss the treatment and the progress,
while Dr. Chen Shuen-Shen will join them every other week because
he lives in Kaohsiung. All doctors agreed to treat President Chen the
way a former president deserves. Dr. Chen Shuen-Shen also suggested
to provide a computer for President Chen while President Chen
admitted that he did not know how to type Hanji on a computer. The
doctors encouraged him to take it on and keep it on. Dr. Lin told
President Chen that "However long the night, the dawn will break."
At 11:30, all doctors went outside to inspect the outdoor settings
for exercise and activities needed for treatments. Dr. Chen Shuen-Shen
observed that the psychiatric building seems to locate deep in a maze.
It took such an effort to just get in, very much like his personal journey
to join the medical team for President Chen or the struggles President
Chen had to go through in order to get treated. However, Dr. Chen
believes that "However long the night, the dawn will break." We
shall overcome!
