Fuel price adjustments for July

RUSTENBURG HERALD - RUSTENBURG - On Monday (4 July), the Department of Mineral Resources and Energy (DMRE) announced a price increase of at least R2.30 for all fuel variants from Wednesday (6 July).

Proposed speed limits for South AfricaRUSTENBURG HERALD - RUSTENBURG - The Western Cape provincial government has proposed changes to South Africa’s driving laws to better protect workers and those being transported on the back of bakkies. This proposal follows another accident in the province recently which left 35 farmworkers severely injured and hospitalised. The introduction of an 80km/h speed limit for open trucks transporting passengers in the province; and a possible national government subsidy for rural, public transport that would enable bus services for agri-workers.

Presenting to parliament the corporation said a programme is currently underway to reduce the speed in urban areas, particularly around schools and routes that cyclists frequent. An accompanying presentation indicated that the speed limit should be reduced from 60km/h to 50km/h on urban roads, and from 120km/h to 110km/h on major

roads. This is in line with a recommendation made by the United Nations that countries of the world should look at reducing speed by 10km/h to reduce the number of fatalities.

The United Nations has called on policymakers to act for low-speed streets worldwide, limiting speeds to 30km/h (20mph) where people walk, live and play. The Department of Transport and the Road Traffic Management Corporation (RTMC) have previously looked at a proposal to

review speed limits in South Africa, with a particular focus on the country’s highways. This proposal would see the baseline top speeds across the country’s roads reduced by 20km/h.

It would also effectively drop the speed limit on the country’s highways from 120km/h to 100km/h, while the top speeds on main roads would drop from 100km/h to 80km/h. Speeds in residential areas would decrease from 60km/h to 40km/h.

RUSTENBURG HERALD - RUSTENBURG - The Constitutional Court has recently ruled that South Africa may not switch off its analogue TV signals on 30 June 2022. In a unanimous judgement in favour of E-tv in the latest battle over South Africa’s migration from analogue to digital TV, the Court declared the 30 June cut-off date irrational and unlawful. Justice Nonkosi Mhlantla wrote in the judgement the communications minister Khumbudzo Ntshavheni had erred on several counts. “The decision of the Minister of Communications and Digital Technologies not to give notice and take account of representations received on the analogue

switch-off date is unlawful and is set aside,” the Constitutional Court ruled.Meanwhile the South African Post Office has called on qualifying households to apply for their free set-top boxed. It said all households with an income of R3500 per month or less and a working television set, qualify for a

Following the announcement the price adjustments are as follows for the month of July: Petrol (both ULP and LRP) increased by R2.37 per litre; both grades of petrol 95 increased by R2.57 per litre; 0.05% Sulphur diesel increased by R2.31 per litre; diesel 0.005% Sulphur increased by R2.30 per litre; the price of wholesale illuminating paraffin increased by R1.66

per litre; the Single Maximum National Retail Price for illuminating paraffin increased by R2.21 while the Maximum LP Gas Retail Price increased by R2.18 per kilogram. Furthermore, the temporary relief measure against increasing fuel prices announced by the DMRE and National Treasury has decreased from R1.50 to 75c.

Analogue TV switch-off delayed by the Constitutional Courtgovernment subsidised set-top box.Qualifying beneficiaries must visit their nearest Post Office branch as soon as possible with the following documentation: A South African identity document; proof of address; an affidavit to confirm that the family has a working television set; a bank statement or affidavit to confirm that the family income is R3500 per month or less. If you receive a SASSA grant, you do not need to bring proof of income, proof that you receive a grant is enough.

Website smalls work

wondersRUSTENBURG HERALD - RUSTENBURG - Rustenburg Herald’s website smalls service has been lauded by several advertisers in recent weeks who invariably attested to the smooth operation and effectiveness of the service. “Payment is briskly and trouble-free effected while the “forum” also seem to have more than the expected number of users per day. A happy customer confessed that she was rather reluctant initially to try the service. “Surprisingly everything went as smooth as a feather and my unused items were sold within the very first week of advertising. Considering the rising cost of fuel and the effort to take to the street to physically place a small advertisement as we have done for ages, seems to be an ancient way of doing business. “My husband decided to finally sell his aging set of golf clubs which was taking up space unnecessary and his smalls advertisements sparked the interest of your readers within the first few days. It is easy to understand why more and more people are making use of the service“, she said.

Ferroalloys’ Boshoek Smelter supports local communities which comprise of, Robega, Mafenya, Chaneng, Rasimone as well as Boshoek, and through the assistance of the Rustenburg Enterprise Development Hub, donated a new Isuzu Single Cab LDV to Tsa Aforika Projects, a female black-owned horticulture business from Robega, that manufactures outdoor pot plants, cement planters and fire bowls.

The handover was held at Boshoek Smelter and was attended by the Tsa Aforika team; Tommy Mntande from the Robega Community Kgosana; Tshepo Phatshwane the Traditional Councellor from the Royal Bafokeng Administration; Boshoek Smelter’s Management and the Ferroalloys’ group CSR team. After heading a project for a cement company she was working for at the time, founder and owner of Tsa Aforika Projects Gaolebalwe Bogatsu first realised her love for working and creating objects with her hands. This happened during COVID-19 lockdown level one. After the lockdown, she decided to pursue her new passion full time by manually performing a lot of the tasks like mixing cement and using plastic containers to make the pots.

Chief Community and Social Responsibility Officer for Glencore Ferroalloys, Conroy van der Westhuizen, says that Gaolebalwe’s determination is

inspiring, and believes that the youth from her community can learn from her story of being self-driven and disciplined.

“Glencore believes in supporting self-sustainable local businesses that do not depend on the mining sector. Gaolebalwe’s ability to identify a gap in the market and take an opportunity to create a business speaks to one of Glencore’s values; Entrepreneurism. We wish Tsa Aforika Projects all the best, and hope that through this donation, the business will be able to produce more beautiful creations for our communities and beyond,” he added.

On the day, Glencore also handed over a cement mixer, drilling and welding machine, electrical staple-gun, grinder, flatbed trolley, cut and torch machine, as well as a container for the plant facility to Gaolebalwe so she can increase her production.

Glencore’s Enterprise Development Programme continues to work towards progress together with its host communities and strives to encourage more SMMEs to take the initiative and start by taking that first step and starting. The programme is designed to help support SMMEs, primarily black-owned businesses, to be self-sufficient and create more job opportunities for other community members.

RUSTENBURG HERALD - RUSTENBURG - Glencore Ferroalloys continued to support and empower female black-owned businesses within their local communities through their Enterprise Development programme which is aimed at helping SMME’s in the communities near its operations.

This according to the minister, is only for the application and collection of Smart ID Cards and Passports. However it should be noted that these operation hours excludes weekends.

He said that this extension is critical for service delivery and is part of their many strategies to eliminate long queues at their offices while also ensuring that people receive the enabling documents they apply for.

During school holidays, the Department of Home Affairs experiences an increase in demand for its products, especially parents

applying for various enabling documents for their children. In the North West Province the following offices will be part of the extension: Atamelang, Brits, Ganyesa, Itsoseng, Klerksdorp, Lichtenburg, Mankwe, Mmabatho, Potchefstroom, Rustenburg, Vryburg, Wolmaranstad and Zeerust.

Parents are encouraged to use the Branch Appointment Booking System to schedule their visits to Home Affairs at times that are suitable to them. The following link can be used for bookings: https://services.dha.gov.za/#/authenticate/identity.

Working hours extended at selected Home Affairs offices

RUSTENBURG HERALD - RUSTENBURG – The Minister of Home Affairs Dr Aaron Motsoaledi has approved the extension of the operating period for two hours to 18:00 with effect from Thursday (30 June) to Friday (15 July) at selected Home Affairs offices across the country.

RUSTENBURG HERALD - RUSTENBURG - Social grant beneficiaries who do not have PIN codes or who have forgotten their PINs, are encouraged to ensure that they reset their PIN codes at their nearest Post Office outlet.

However those who have PIN codes and still remember them need not renew their PIN.

This according to the South African Social Security Agency (SASSA) will enable clients to utilise all available channels to access their grants and give them the freedom to use their SASSA cards at all Points of Sales, such as ATMS and merchant stores (for example Pick n Pay, Shoprite, Boxer or U-Save).

SASSA urged beneficiaries to be vigilant and cautious when using their PINs at all times, and not to share this with anybody, not even close family members.

“Ek was baie ontsteld.

Property owners frustrated with appeals process, site visitsRUSTENBURG HERALD - RUSTENBURG - In our previous edition of Rustenburg Herald we have speculated about the fact that property owners who have registered appeals against the Rustenburg Municipality’s “new” (almost two year-old) Valuation Roll of 2020 will have to brace themselves for a long wait.

Waldie Volschenk

This, we have based on the fact that according to the latest information at our disposal, that to date, the Municipal Valuer has only managed to finalise 28 appeals of the original 594 appeals registered since the process began earlier this year.

For the sake of clarity we perhaps need to emphasise that from the outset soon after the municipality’s new Valuation Roll was introduced, property owners, lawyers, private valuers and estate agency principals were alarmed by the fact that in the majority of cases where property valuations have been sharply adjusted, the increase in apparent value was not preceded by a visit to the property by the valuer as is believed to be a legal prerequisite.

Though this has called for an outcry from dozens of property owners, the default issue has since fallen by the wayside as most residents went on to bargain on their rights to object against the new valuation to settle things in their favour. In the following weeks, Rustenburg property owners did not hesitate to voice their disappointment at the fact that

as far as could be established, some 85% percent (if not more) of all objections were promptly rejected and dismissed by the Municipal Valuer. Owners were subsequently left with only one step for recourse, namely to register an appeal which obviously, is somewhat of costly process though almost 600 property owners were not discouraged to go ahead. As things have turned out in recent weeks, property owners were surprised to receive a call from the Municipal Valuer’s office to arrange for access to the property for an inspection with regards to the Valuation Roll. “But this could take ages, now we can understand why the Municipal Valuer has barely made any progress - albeit at a snail’s pace to finalise an almost 600 entries long list of appeals.

“Shouldn’t this have happened way back in the very beginning before the values of by far the most properties in Rustenburg were merely adjusted with total disregard for current market related property values”, a frustrated property owner, Mr Chris Trytsman told Rustenburg Herald.

Ramaphosa welcomes judgement of Marikana MassacreRUSTENBURG HERALD - RUSTENBURG - President Cyril Ramaphosa has welcomed the Johannesburg high court judgment where he was being sued by mineworkers who worked for Lonmin during the Marikana massacre in 2012.

The workers wanted an apology and compensation from Ramaphosa as they believed that he was complicit in the events leading up to that day.

“The tragic events of August 2012 in Marikana that led to the death of 44 people remained one of the most distressing moments of the post 1994 democratic era and a blight on SA’s contemporary history. The violence and killings should have never happened,” statement from the presidency said. “10 years later our hearts still go out to families who lost their loved ones. The violence and the killings that occurred should have never happened. We are still resolute and united in our condemnation of the brutal acts we witnessed,” it said.

However, the Presidency mentioned that, “Disturbingly, is the ongoing politicisation of this tragedy leading to the unfair targeting and isolate [and] allocation of responsibility to the president. “The workers (plantiff) had asked the court to find that Ramaphosa and Lonmin mine (now Sibanye-Stillwater), were liable for the actions of the police who brutally shot dead 34 workers in Marikana on August 16, 2012 during a violent strike.

The presidency said the court held that the plaintiffs’ particulars of claim were legally flawed and four aspects of the judgment needed to be emphasised.

“First, the high court agreed with the president’s arguments and held that the plaintiffs had not established that the

president bore any legal duty in relation to the Marikana tragedy.”

The court made no finding that Ramaphosa was the cause of harmful conduct. The proceedings were not a trial and no evidence was led. The court was merely engaged in a legal debate regarding whether the plaintiffs’ allegations complied with the law, it said. Second, the court rejected the plaintiff’s argument that certain email communications from President Ramaphosa sought to call for the murder of the striking workers.

The judgement stated that the plaintiffs’ argument against the President “is not only far-fetched but also irreconcilable within the context of the email communication contents as a whole,” the statement said. Third, the high court agreed with Ramaphosa that there was no factual basis pleaded for the allegation that collusion between him, government and the senior police officers would have led to deaths of workers. Fourth, on the allegations that the President Ramaphosa owed a duty of care to the plaintiffs due to his role as director of Lonmin, the High Court agreed with the President that the allegation was incorrect as a matter of law.” In the judgment the court said, the allegations pleaded do not show that the first defendant owed the plaintiffs legal duties, and he therefore cannot in law incur liability to the plaintiffs in delict in his capacity as director of Lonmin, or ‘in pursuit of his personal interests and those of Lonmin’.”

RUSTENBURG HERALD - RUSTENBURG - Thirty-nine mine-community SMMEs are celebrating successfully completing Impala Rustenburg’s Enterprise and Supplier Development (ESD) Programme.

The SMMEs were hosted for an intensive 12-month training programme as part of Impala Rustenburg’s socio-economic development plan, which assists mine-community small, medium, and micro business owners to formalise their businesses.

A total of 400 SMMEs have benefitted from Impala Rustenburg’s ESD initiatives since they were launched in 2021. The initiatives started with a five-day workshop to which qualifying SMMEs were invited. Based on their performance in the workshop, candidates were selected to attend the 12-month training programme to further develop their business skills.

The workshops and training programme were conducted on behalf of Impala Rustenburg by Classic Oriental Consulting and Accuracy Group, two local SMMEs which operate within the mine communities. During the 12-month programme, the business owners received training in the fundamentals of entrepreneurship, compliance and governance as well as financial management and marketing.

“We are committed to working with our stakeholders and communities to ensure the growth of our mine-community SMMEs. Our ESD initiatives provide important opportunities for community-based businesses to grow into sustainable enterprises,” Impala Rustenburg CE Mark Munroe said.

He said an influx of applications were received for the new ESD workshops this year, highlighting the need for programmes focused on developing Rustenburg’s local entrepreneurs.

“We believe that by working with our SMMEs and stakeholders, we can assist local entrepreneurs to grow their businesses and generate more jobs for the youth. We will continue to explore various ways of supporting SMMEs that will add value to their business,” concluded Munroe.

FoodForward SA, in partnership with Pick n Pay, will host its fourth national Mandela Day Food Drive this year as part of their on-going commitments to provide access to nutritious meals for those who need it most.

FoodForward SA in partnership with Pick n Pay is bringing back its popular Mandela Day Food Drive packing events.

SA’s favourite food drive is back this Mandela Day

RUSTENBURG HERALD - RUSTENBURG - FoodForward SA in partnership with Pick n Pay is bringing back its popular Mandela Day Food Drive packing events.

Nearly 40% of South Africans experienced some sort of food insecurity and didn’t have access to sufficient, safe and nutritious food to meet their dietary needs in 2020, according to a recent Stats SA report. This number is likely to have increased as the pandemic exacerbated the level of hunger in the country.

FoodForward SA, in partnership with Pick n Pay, will host its fourth national Mandela Day Food Drive this year as part of their on-going commitments to provide access to nutritious meals for those who need it most. The event invites customers to donate from a priority list of 15 non-perishable food items in any Pick n Pay store. On Mandela Day, these are sorted and packed into food parcels for distribution to FoodForward SA’s network of 2,300 beneficiary organisations that feeds over 875,000 vulnerable people daily across the country.

The annual food drive has helped collect over 338,000kg of food, which can be equated to nearly 1,4 million meals. The annual event was paused due to the pandemic, but, this year, customers will once again be able to donate their 67 minutes on Mandela Day at a packing event in Cape Town, Johannesburg and Durban. The goal this year is to collect 150,000kg (150 tonnes) of food.

Between 8 – 15 July, collection trolleys will be available in all Pick n Pay stores nationwide. All food donated in Cape Town, Johannesburg and Durban stores (350 stores) will be delivered to the FoodForward SA packing events. The food groceries from the Mandela Day Food Drive are used to help create nutritious and balanced meals. These include rice, maize meal, spaghetti, samp & beans, soup mix, lentils, pilchards, tuna, long life milk, oats, jam, peanut butter, cooking oil, sugar and salt.

Jacaranda FM Warm Fest kom Rustenburg toe

RUSTENBURG HERALD - RUSTENBURG - Jacaranda FM’s Martin Bester & Friends will bring this year’s Warm Fest to Rustenburg next weekend.

With the Warm Fest, the aim is to help keeping vulnerable South Africans warm this winter through the gift of blankets - and the givers receive ‘lekker’ live music in return. For Warm Fest, audience members do not have to pay an entry fee but rather have to bring blankets for those in need. With the first gathering for the year, held in Pretoria, about 2 400 blankets were collected. Nelspruit outdid Pretoria by a mile - collecting lots more. Will Rustenburg be able to raise to the occasion?

Come and enjoy a day of fun for the whole family, listening to live music and doing your part to better the lives of others at the Waterfall

Mall next Saturday (16 July). Keep an eye out for Rustenburg Herald next week for an update on the lineup for the day.

Bringing a blanket along gives you entry to the Warm Fest, but make sure you reserve your spot at Jacarandafm.com.

Noue ontkoming vir gesteelde toypomRUSTENBURG HERALD - RUSTENBURG - ‘n Veertienjaar-oue toypomtefie is met haar gesin herenig nadat sy verlede naweek gesteel is.

(Foto: Verskaf)

With the recent hike in the fuel price hesitating at R25 per liter for barely a week or two before it shot upwards again, it is clear that the time of casually driving about for sightseeing, parties or visits here, there and everywhere, unnecessary shopping trips, eating out on weekends (even at venues close by) are things of the past. No we won’t even think about expensive holidays at the coast, KwaZulu-Natal or Mpumalanga - the irony is that Mauritius might be a cheaper option... As a young boy in Windhoek, Namibia in the early seventies, I can remember very well that R160 for petrol was more than enough (even with our relatively thirsty Volkswagen Beatle) to get us to Pretoria to see the family during the Christmas holidays. Who would have thought that things would have gotten so out of hand barely one generation later that it would dramatically influence the lifestyle of the majority of South Africans - once the land of milk and honey?

But let’s be serious: We have a number of problems in our beloved country today that is keeping South Africans awake at night: The price of fuel and how we would be able to get to work next month/next year; just how long our President would continue to curb the rumours by not saying or doing anything; By whose hand or action South Africans would ever see meaningful development from the release of the Zondo report and its recommendations; when local governments would realise that we are on a road to nowhere to turn around service delivery and prevent an all-out revolution; when and how the country’s unacceptable crime levels would be stopped in its tracks with the guilty being brought to book and illegal immigrants deported; how long we have to wait for our national police force to stop playing cowboys and crooks and to become a reliable and effective police force again; and when South Africans would “collectively” realise that there is no future with or under the ANC government to finally see South Africans taking responsibility by making informed choices and elect an effective and responsible government to change the course of this country for at least the next 150 years; If we could just see these few small little problems sorted - then perhaps just a hamburger and a Coke would be great, wouldn’t it?

Who will help with small problems?

Bekommerde Motoris.

The EditorI have been very critical of the Rustenburg

Municipality for as long as I can remember since I have moved to a new extension in Rustenburg’s eastern suburbs a year or so ago. This time however, I want to commend the municipality for finally repairing the traffic light on the R24 bridge only meters from the Gareth Roberts turn-off or the well-known BP garage. In recent months this traffic light has been out of order for weeks on end and the area was a nightmare during late afternoon peak hours with traffic from these areas returning back home after a day at the office.

Great was my surprise to see the traffic light beautifully repaired and in perfect working condition last Wednesday. I have to

ask however, why is it impossible for traffic officials to be available at critical points such as these when important traffic infrastructure is out of order? This area and this corner especially is a nightmare when the traffic light is out of order with Rustenburg motorists severely rude and impatient. Why don’t motorists realise that all drivers are being affected by broken traffic lights and that it shouldn’t be blamed on your fellow motorists? There’s an old saying: South Africans are beautiful people, just don’t put them behind a steering wheel - then they are demons! I only had to experience this traffic light situation once to be able to attest to absolutely rude and arrogant drivers on our roads! Thanks Municipality

RUSTENBURG HERALD - PRETORIA - For large parts of an epic contest the past Saturday, Wales looked destined to end 58 years of defeat by claiming a first victory over the Springboks in South Africa at their eleventh attempt.

The Welsh players came out, breathing fire from the word go. With the clock barely on the move, wing Louis Rees-Zammit tucked his head in and put his foot down to steamroller over the try line. But despite a second outing to the score zone by Rees-Zammit, and another one by Dewi Lake touchdown – plus 14 points from captain Dan Biggar – the men from the land of the Red Dragon were edged out.

At one stage Wales had four players sent to the sin-bin, Biggar included, and were briefly down to 12 men during a frenzied second half after Alun Wyn Jones, Rees-Zammit and Rhys Carre received yellow cards from the Georgian referee Nika Amashukeli.

With two minutes left on the clock the scores were level at 29 - and South African fans knew their team will be lucky to walk off the field with a draw.

But enter the Dragon Slayer, Damian Willemse. He kept his cool under immense pressure and slotted a penalty goal over in overtime to end the game 32-29 to South Africa.

‘Boks survive Welsh Hellfire

RUSTENBURG HERALD - RUSTENBURG - Things are improving literally by the day at Rustenburg Impala Rugby Club after an exciting day with two fantastic victories against Pretoria Rugby Club on Saturday.

A victory against a huge club such as Pretoria Rugby Club can only be described as a major achievement and it is needless to say that we are looking forward to great things perhaps a little later this season, says Club Captain Trevor Visser of Impala's performance in Rustenburg over the weekend.

It was not sparkling wine all the way though with Rustenburg Impala's Terriers (3rd team) narrowly losing by one point (15 - 14) against their rivals from Pretoria. The rest of the day has however seen much improvement from earlier this season with two fine victories by both the 2nd (Vikings) and 1st teams. The Vikings managed to overcome Pretoria Rugby Club by two points (26 - 24) while Impala's 1st team almost ran away with Pretoria Rugby Club with a final score of 34 - 18.

Rustenburg Impala will now be focusing on Saturday, 23 July, with Impala facing Harlequins also at home turf in Rustenburg. The club calls for all Impala supporters to come and show their support and help the club in what could be a considerably more challenging day. The club also wants to thank the crowds who took the trouble to come out to Rustenburg Impala's headquarters on Saturday in spite of the Bokke taking on Wales barely an hour later on Saturday. "We hope to see all of you again on 23 July!"
