Explanatory Notes

1. The tables in this publication sllUlmarize the results of a wage survey conducted in September 1961. This survey is being conducted twice a year, and covers operative employees, foremen, su pervisors and service technical workers such as fitters, mechanics and electrical workers. Office employees and managerial staff are excluded.

2. The survey enumerates some 350 large establishments in 27 manufacturing industri es, 6 public utilities and 3 service industries. Being not based on a sci entifically selec ted random sample of the adequate size, the results may not be entirely reprenentative of wage levels in the industrial sector as a whole; but it is hoped that the direction and general magnitude of change would be correctly indicated. Users of the wage statietics must also be aware that, although changes in averages for an occupation or an industry reflect general wage changes as merit increases received by indiViduals, these averages also may reflect the following factors 1-

(i) chWlges in quality of workers as a result of technological changes;

(u) changes in volume of output for incentive-paid workers;

(11i) changes in working experience resulting from labour turnover across industries~

(iv) changes in the age structure of the labour force; and

(v) chWlges in the proportion of workers employed in establishments with different pay levels.

Statistics on baSic- wage rates, hours of work, overtime rates, supplementary payments and fringe benefits are supplied by employers from wage recorda. Wage rates in the manufacturing industries, the taxi service and motor vehicle repairing are generally fixed individual~between employers and workers. Wages in dockyards, godoWDs, electricity and gas supplies, buses, tramway, ferries and the government service, on the other hand, are fixed by employers.

4. From the information collected, average basic wage rates are calculated for each occupation in the selected establishmenwwithin each industry included in the survey. In calculating these averages, the number of employees of the reGpective occupation in the selected establishments are used as weights, Details of average basic waga rates by occupation and information relating to cost of living allowances, overtime rates, supplementary payments and fringe benefits for each of the selected industries are separatelY tabulated.

, . The average wage rates calculated for .individual occupati'ons include the . basic wace rate, cost of living allowances and special allowances. These are then weighted by the corresponding number of employees in all selected establishments to obtain the average daily wage rate of an industry. An ~ndex of average daily wages is complIed to show the percentage change in average daily wages. The index for an industry ia obtained by comparing the average daily wage rate for the industry in the current period with that in the base period, taking account of changes in the employment and occupational pattern. The index numbers for all or groups of selected industries are obtained similarly, tak ing account of changes in the employment SlId industrial slructure.

6. Up to September 1974, indexes of average daily wages had been compiled with March 1964 as the base period. As from Xarch 1975 onwards, the base period is shifted t o July 197 3-J une 1974 so as to conform to the base period of a new Consumer Price Index, which is used to deflate the nominal wage index to obtain the real wage index. The series of wage inde.xes having a new base period begins with MJ.rch 1974.

7. Thl) nomi nal wage indexes indicate changes in the amount of money earned ao wages. Aa consumer prices fluctuate. real wage indexes are compiled to show changes 1n the purchasing power of wage s received. The real wage indexes are obtained by deflating the nominal indexes by the average mqnthly Consumer Price Index (A) for the previous .six months. 'l'he Con sumer Price Index (A) is based on weights derived from the expenditure pattern of households spending between ~400 and S1,499 a month and participating in the Household i:xp~nd iture Survey conducted from July 1973 to June 1974. 'rlhe average monthly Consumer Price Index (A) for April to September inclusive is used to calculate th e real w ... g~ ind exes for Sep tember and that for October to March to calculate the real wage indexes for March. As from March 1981 onwards, new Consumer Price Index (A), which is based on we if(hts dedved from the expenditure pattern of households spending between 11,000 and $3,499 a month and partiCipating in the Household Expenditure Survey conducted from October 1979 to September 1980, has been used in compiling the indexes of real average daily wagee to insure the lattsr are accurate. As a result, the figu res for March 1981 have been revised and the revisions are shown in tables 3 and 4. .

8. The index of average daily wages is further classified into · two components, one excluding fringe benefits and the other including fringe benefits. The one excludinR fringe benefits is Simply the average wage rate. f'ringe benefits include I (i) cash rewards suoh as Lunar New Year bonus, good attendance bonus and efficiency bonus, and cash allowance« F- uch as night shift allowance, (11) free or subsidized food or food allowance, and free or subsidized accommodation, and (Hi) paid holidays. Overtime payment is not included.

9. In the public utilities sector, telephoQe service has been excluded from thia survey as from September 1981. Aa this affects the oontinuity of the indexes for the publio utilitiee sector and all sectors as a whole, the method of chaining has been adopted in compiling these indexes, whereby the current period index is obtained by multiplying the previous index by the ohange in average daily wage rates of the two periods, both excludir.g telephone service. .
