USACE HIGHLIGHTS• WRDA 2020 − Record number (46) Chief’s Reports – paves the way for $10B in projects− Changes Inland Waterways Trust Fund formula 50/50 to 65/35%− Directs USACE to update guidance related to sea level rise, invasive species,

economically disadvantaged communities− Amends existing authorities related to USACE study and project

deauthorization processes to address $98B backlog − Encourages nature-based infrastructure solutions and offers more flexibility in

identifying long-term solutions for repetitive flooding− Allows full utilization of the $10 billion balance in the Harbor Maintenance Trust

Fund by allowing $500 million to be appropriated in FY21, with an increase of $100 million annually until it is fully expended by 2030

• Inland Waterways User’s Board dissolved, but request to reinstate in progress• Congress allowing new Community Project Requests (CPR) – process in

development

PORT STATISTICAL AREA (PSA) POLYGON WORK

• USACE moving to a geographic-centric method to redefine statistical port boundaries

(1) Port limits defined by legislative enactments of state, county, or city governments; or

(2) Corporate limits of a municipality• Possible through a combination of collaboration with port authorities,

industry and stakeholders, research legislation and US Census Bureau geographic datasets for municipal definition.

• Integration with the international S124 Safety Notice charting standard underway
