from the Je~anese Govornment R oommitmant t o a:m.>lY the nroTieions nf that

con~ention t o .\mericv.n prisonors of war, and, so far as adaptable, to

civilian internees held by Ja~an.

Thie commitment was made in a communication by the Japanese Gov~rn-

ment t o t he Swiss Minister at Tokyo in Charge of .American Interests in

Ja"Qan. The mcBBage ve.s recoive". through the American Legation a t :Bern in

a telegram dated Februery 4, 1942, e.nd stated that the Japanese Governmont

informed the Swiss Minister t hat, "although not bound by the Convention I

r ol ative t o prisoners of war, Japan will an~ly mutat\p mutandie pr ovisions

of thD.t Convention t o A,-ncrican prisoners of war in its power." In a t el o-

grem dat ed Febl"UB.ry 24, 1942 , it was r eported t hat the Ministry of For eign
