Executive Summary The Southwest Area Integrated Water Resources Planning and Management Project (SAIWRPMP-AF) financed by Asian Development Bank (ADB) Ministry of Water Resources formally started on 1st July 2015 with the strategic objective to achieve sustainable O&M of the project through sharing the management of the water infrastructure with the stakeholders for improving economic growth and reducing poverty. The project will be completed by 30 June 2022 as per approved DPP.

The South-West Project-AF (Phase-2) contains total eleven (11) Sub-Projects among them nine (9) Sub-Projects for rehabilitation namely, i) Beel Sukunia, ii &iii) Daduria – Kandor Beel, iv) Alfadanga-Boalmari, v) Chatler-Fakurhat, vi) Kalidaskhali-Arpara, vii) Horai-River, viii) Bamankhali-Barnali, ix) Purulia-Charbhatpara and after care activities (WMO organizational support) for two (2) Sub-Projects (Narail sub-project & Cenchuri Beel sub-project) completed under South-West Project-Phase-1. An Integrated Water Management Plan (IWMP) for Arol Beel Sub-Project under Jashore district will be prepared under this project but will not be implemented under this project. Previously two IWMP of two sub-projects, namely Bamonkhali-barnali subproject under Magura and Narail district and Purulia Charbhatpara subproject under Gopalgonj district planned to be implemented under this project have been completed and they have included in the implementation process. The project aims at developing Integrated Water Resources Management (IWRM) system based on the strategy adopted for the additional sub-region in the Southwest areas of Bangladesh that covers 18 Upazilas in six Districts of Mid-west (Faridpur) BWDB Zone. The Districts are Faridpur, Rajbari, Magura, Jashore, Narail and Gopalganj with a total envisaged coverage of 83,996 ha gross area to be implemented as per DPP. The area may be reduced due to omission of another sub-project namely Sonamukhi Banmandar, for which IWMP was planned because it was found during planning stage that actually the area is about 48,000 ha against 9070 ha listed in PAM and DPP, whereas the selection criteria suggest that the area of subproject is more than 14,000 ha as per selection criteria, and may not be possible to be included under the project

The sub-projects of SAIWRPMP (Phase-1 and Phase-2) may have some small and localized adverse environmental impact only during construction period which can be mitigated by adoption of appropriate mitigation measures proposed in the environmental management plan (EMP).

The sub-project areas under SAIWRPMP fall in the “Red category” according to the Environmental Conservation Act of 1995, and the Environmental Conservation Rule of 1997 of the Government of Bangladesh. Therefore, EIA/EMP studies of the sub-project areas have been completed and submitted to GoB authority (DoE) for endorsement.

SWAIWRPMP-AF has undertaken the overall responsibility of Environmental Management Plan (EMP) to manage, prevent and mitigate the potential adverse of the construction related activities related to project implementation. For the purpose, the project has included all related costs in the BOQ for undergoing contractual arrangement for EMP implementation.

For implementation of EMP Project officials and contractors were imparted training for capacity building for EMP implementation along with other environmental issues. The Environmental team along with the team of Quality Control Engineers are mainly responsible along with the support of all project personnel. Field visits are carried out for EMP monitoring to check Contractors’ compliance level, which are documented in the Environmental register. The Contractors are suggested to improve the EMP qualities through correction plan within a time bound schedule agreed by the Contractor and then it is signed by both the parties (Monitors and Contractor). The officials responsible for EMP monitoring also train and motivate the workers for their awareness building related to EHS issues.

The major environmental monitoring issues involve proper conduct of river/khal re-excavation works along with erosion hazard whenever required (following the related guideline), erection of informative and cautionary signboards, provision and use of PPE, provision of first aid facilities with recruitment of trained nurse, supply of safe drinking water, provision of accommodation facility with hygienic latrine, spraying of water for dust management, waste management etc. EMP also include testing of water quality, air quality, noise level to maintain them within permissible limit and to check any kind pollution

from project activities. For the present COVID-19 situation, compliance of the required safety issues is monitored with high level priority. The EMP compliance levels need to improve further by the Contractor as recorded in corrective action plan and agreed by them.

The EMP-related activities also include establishment of fish sanctuaries for protection of threatened local fish species and increase of fish production at different suitable locations (5 locations), test of arsenic contents of Hand tube well water in the most arsenic-prone areas of SAIWRPMP-AF and installation of arsenic -free deep tube wells.

This report covers major developments and achievements during the period January-June 2021.

1. Introduction 1.1 Background

The Southwest Area Integrated Water Resources Planning and Management Project (SAIWRPMP) aims at the improvement of the performance of existing flood control and drainage/ irrigation (FCD/I) systems and to enhance the livelihoods of the affected rural people through (i) preparing participatory integrated water management plans (IWMPs) for the selected systems; (ii) delivering improved water management infrastructure and support services for agriculture, fishery development and gender & livelihood enhancement support activities; and (iii) strengthening institutions for sustainable O&M. The overall objective is to achieve sustainable O&M of the FCD/I scheme by sharing the management of the water control infrastructure with the stakeholders for better management and improved economic growth and reduced poverty in the area.

The South-West Project-AF(Phase-2) contains total eleven (11) Sub-Projects among them nine (9) Sub-Projects for rehabilitation namely, I) Beel Sukunia, ii & iii) Daduria – Kandor Beel, iv) Alfadanga-Boalmar,i v) Chatler-Fakurhat, vi) Kalidaskhali-Arpara, vii) Horai-River, viii) Bamankhali-Barnali and ix) Purulia-Charbhatpara (after completing IWMP) alongwith after care activities (WMO organizational support) for two(2) Sub-Projects (Narail Beel & Chenchury completed under South-West Project-Phase-1. An Integrated Water Management Plan (IWMP) for Arol Beel Sub-Project under Jashore District will also be prepared under this project. The plan to prepare IWMP for Sonamukhi Banmandar is kept in abeyance because of its large area that would not fall under selection criteria for its actual very large size.

The project aims at developing Integrated Water Resources Management (IWRM) systems based on the strategy adopted for the additional sub-region in the Southwest areas of Bangladesh that covers 19 Upazilas in six districts, namely, Faridpur, Rajbari, Magura, Jashore, Narail and Gopalganj with a total envisaged coverage of 108,636 ha of cultivable land (gross area) (to be changed to 82,274 ha for possible replacing Sonamukhi-Banmandar sub-project if agreed by ADB and GOB).

1.2 Sub-project areas The project entails implementation of seven IWRM plans outlined in Feasibility Studies that have been prepared in 2013. The total gross area of seven subprojects is 63,058 ha (net 49,425 ha). These seven FCD/I schemes are:

i. Beel Sukunia Subproject is located in Faridpur Sadar and Nagarkanda Upazila under Faridpur District;

ii. Daduria Beel Subproject is located in Boalmari Upazila under Faridpur District; iii. Kandor Beel Subproject is located in Boalmari Upazila under Faridpur District; iv. Alfadanga-Boalmari Subproject is located in Alfadanga Upazila under Faridpur District; v. Chatler-Fakurhat Sub-project is located in Sadarpur and Bhanga Upazila under Faridpur

District; vi. Kalidaskhali-Arpara Sub-project is located in Shalikha Upazila under Magura District; vii. Horai River Subproject is located in Rajbari Sadar, Baliakandi and Kalukhali Upazila under

Rajbari District;

In addition to the above seven subprojects, IWM studies are foreseen in four subproject areas covering a gross area of 45,578 ha (Net 32,849 ha cultivable area), [which will be changed] that will involve simple interventions like repair work of some structures and re-excavation of khals. These four subprojects are:

i. Purulia-Charbhatpara Subproject, located in Kashiani Upazila under Gopalganj District; ii. Bamankhali-Barnali Subproject, located in Narail Sadar Upazila under Narail District, and

Shalikha and Magura Sadar Upazila under Magura District; iii. Arol Beel Subproject, located in Chougacha, Jashore Sadar and Jhikorgacha Upazila under

Jashore District; iv. Sonamukhi-Banmander sub-project under Jashore

The IWM plans of only two of these sub-project areas has completed and are being implemented under Southwest-AF. Those are Purulia-Charbhatpara and Bamankhali-Barnali. The other two (Arol Beel and Sunamukhi-Banmander) will not be implemented under the ongoing project but may be implemented when funds are available from other Project.

The sub-projects of SAIWRPMP-AF may have some small and localized adverse environmental impact during construction period which can be mitigated by appropriate mitigation measures, to be proposed in the environmental management plan (EMP). The construction of new embankment and repair/renovation of existing embankments, as well as construction of new structures/regulators and repair/renovation of existing structures/regulators, have its associated environmental impacts that require due considerations during project design and implementation.

Furthermore, the project will formulate the TOR of Feasibility Study of Gopalganj project located in Tungipara Upazila and Kotalipara Upazila of Gopalganj District suffering from drainage congestion mainly. The Feasibility Study of this sub-project has been completed. The gross area being 72,000 ha.

Lastly, the project will support the formation and activities of Water Management Organizations that have been established in Narail and Chenchuri Beel sub-projects during SW-Phase-1. A map of the locations of subproject areas under Southwest Area Integrated Water Resources Planning and Management Project (SAIWRPMP) is shown in Figure 1.

1.3 Environmental Category as per ADB Safeguard Policy Statement 2009

Project implementation has been progressing in compliance with the environmental requirements of ADB and national laws and regulations of Bangladesh. The project falls under Category B as per ADB Safeguard Policy Statement 2009.

1.4 Environmental Category of each subproject as per National Laws and Regulations

The project falls under Category ‘Red’ according to the Environmental Conservation Act of 1995 and the Environmental Conservation Rule of 1997 of Government of Bangladesh. In compliance, the project has already procured Environmental Clearance Certificate (ECC) from Department of Environment, Government of Bangladesh.

1.5 Project Safeguard Team

Project Implementation has started functioning in June 2017 after deployment of consultant team and all Civil Works are now in the implementation stage. The respective WB Divisions have been charged with monitoring the implementation of the Environment Management Plan (EMP). 1.6 Reporting Period

This report covers major developments and achievements during the period January– June, 2021.

1.7 Brief description of subprojects

The project has different categories of subproject areas. These are briefly described below:

1.7.1 Phase-1 subproject areas of Narail and Chenchuri Beel The subproject areas of Narail (NSP) and Chenchuri beel (CBSP) and their interventions are briefly described below:

The current project does not foresee any substantial construction works and focuses on capacity development of the WMOs established during phase-1 of the project. Hence, environmental monitoring does not apply to these areas.

Narail subproject area

Location and description

The area covers 31,600 ha (NSP) gross spread over the District of Narail and Jashore (Final area 20,000 ha by reducing the area already taken up by LGED).

The area covers 25,400 ha gross spread over the District of Narail. (By deducting the area already taken up by LGED, the area comes to 20,000 ha).

1.7.2 Rehabilitation of water infrastructure and WMO development for Additional Financing

Substantial civil works and formation and development of WMOs and Subunit implementation plans (SIPs) have been prepared for these areas. Out of 23 SIPs formed, 19 nos. have been presented to the stakeholders for their endorsement. The remaining 4 are (i) Bamonkhali, (ii) Barnali (iii) Shahbad & (iv) Purulia –Charbhatpara. The concerned subproject areas and their planned interventions are briefly described below:

Environmental monitoring will focus on these sub-project areas. Alfadanga-Boalmari Sub-Project

Location and description

The Alfadanga-Boalmari sub-project covers a gross area of 8,011 ha, of which 6,632 ha is cultivated and the area is bounded by the Modhumoti River on the West & Chandana-Barasia river on the East. Administratively the sub-project is part of the Alfadanga and Boalmari Upazilas of the Faridpur district. The sub-project area is covered by (7) seven unions namely Alfadanga, Bana, Buraich, Gopalpur, Pachuria, Togorbandh of Alfadanga Upazila and Gunabaha union of Boalmari Upazila.

Beel-Sukunia Sub-Project

Location and description

The Beel-Sukunia sub-project covers a gross area of 9,681 ha, of which 7,933 ha is cultivated and the area is almost bounded by the Kumar river. Administratively the sub-project is part of the Faridpur Sadar and Nagarkanda Upazilas of the Faridpur district. The sub-project area is covered by (6) six unions namely Koijuri,Gerda,Gotti,Kanaipur, Atghar and Talma under Faridpur district.

Chatler-Fakurhat Sub-Project Location and description

The Chatler-Fakurhat sub-project covers a gross area of 10,268 ha, of which 8,092 ha is cultivated and the area is bounded by the Kumar,Arial Khan & Bhubaneswar rivers. Administratively the sub-project is part of the Sadarpur & Bhanga Upazilas of the Faridpur district. The sub-project area is covered by (11) eleven unions namely Nurulgonj, Kaulibera, Tujarpur, Chandra, Gharua, Nasirabad, Manikdaha, Krishnapur, Hamirdi, Sadarpur & Dheukhali.

Daduria-Kandor Beel Sub-Project

Location and description

Horai River Sub-Project

Location and description The Horai River Scheme covers a gross area of 21,100 ha. Within this area there are 4(four) LGED sub-projects namely Khordadapur WC sub-project (500 ha), Sub-project 4114 (600 ha). Sub-project 4121 (1000 ha) & Koldanga Bethulia WC sub-project (400 ha). In total LGED project covers 2500 ha. Hence, the net command area under present Horai River Sub-project is (21,100-2,500) =18,600 ha, of which 13,764 ha is cultivable and the area is bounded by the Padma river on the north and Chandana –Barasia river on the West, local metal road in the South and East. Administratively the sub-project is part of the Rajabari Sadar, Baliakandi & Kalukhali Upazilas of the Rajbari district. The sub-project area is covered by (14) fourteen unions namely Khangonj, Chandoni, Mirzanpur, Banibaha, Alipur, Mulghar, Bashantapur & Ramkantapur unions of Rajbari Sadar Upazila, Jamalpur, Baharpur, Islampur of Baliakandi upazila, Ratandia & Modhupur unions of Kalukhali Upazila and Gazna union of Modhukhali Upazila.

Bamonkhali - Barnali Sub-Project Location and description

The Bamonkhali-Barnali sub-project covers a gross area of 16,800 ha, of which 13,500 ha is cultivated and the project area bounded by the Fatki & Chitra River on the West and Nabaganga River in the East. Administratively the sub-project is part of the Magura Sadar and Salikha Upazila of the Magura district also part of Narail Sadar upazila of Narail District. The sub-project area is covered by Ten (10) unions among them 7(seven) unions are from Biroil-Palita,Chaulia,Gopalgram,Jagdal,Kuchiamora and Satrajitpur under Magura Sadar Upazila , Gangarampur union under Shalikha Upazila and all are in Magura District lastly Three (3) unions Viz Habakhali, Maijpara & Shahabad union under Narail District.

The Purulia-Charbhatpara sub-project covers a gross area of 1270 ha, of which1000 ha is cultivated and the project area bounded by the Madhumati River on the South & West,Kashiani-kalna Ghat road in the North and Gopalgonj-Kashiani-Dhaka highway in the East . Administratively the sub-project is part of the Kashiani Upazila under Gopalgonj District. The sub-project area is covered by Two (2) unions Viz Ratoil and Kashiani.

1.7.3 IWM/Feasibility studies The Project already prepared IWM Plan for the subproject areas of Purulia-Charbhatpara, and Bamankhali-Barnali. According to that IWM plan civil works and formation of WMOs are going on in the field. The project will also prepare IWM Plan for Arol Beel through arranging public consultation meeting concerning 8 Unions and which will not be implemented under the project.

Lastly, a drainage study covering two Upazilas namely Tungipara and Kotalipara under Gopalganj District for which Feasibility study reports have been prepared. Implementation is not foreseen under the project. It is therefore, premature to include this sub-project areas in the present report.

1.8 Monitoring Requirements

The subprojects of SAIWRPMP-AF are classified as “category B” for environmental project classifications as per ADB guidelines, and ‘Red’ as per Department of Environment, Government of Bangladesh. So, following ADB categorization, implementation of the subprojects required Initial Environmental Examination (IEE) including Environmental Management Plan (EMP) which has been prepared.

Results of these IEEs/EIA/EMPs concluded that, some Civil Works will have some minor and localized adverse environmental impacts during implementation. However, all efforts will be undertaken for maintaining the Environment, Health and Safety (EHS) standards for workers and work sites. The assessed impacts are insignificant, and temporary in nature, and these can be mitigated to an acceptable level by proper implementation and monitoring of the proposed EMPs.

According to monitoring requirements, Environmental Monitoring Reports (EMR) shall be submitted on semi-annual and annual basis.

1.9 Changes in project scope

There is no change in project scope or adjusted environmental safeguard measures for the project. So far, no adverse environmental scenario did arise or has been observed in any of the sub-project construction sites that would need any correction in the proposed environmental management plan or formulation of a changed and/or revised management plan. Neither, any failure in the time frame of preparation and completion of EMP implementation is likely. However, corrective action plan/s will be adopted in case of any unexpected scenario would develop.

2. Compliance with National Statutory Environmental requirement The approval of DOE of the EIA for the project is given as Appendix A. The Project Environmental Clearance Certificate (ECC) procured from Department of Environment of Government of Bangladesh. Documents are presented in Appendix B.

4.1.1 River/Khal Re-excavation Guideline

Protection against natural phenomena:

The contractors shall protect the works against any damage, which may result from

• Flood flows • Wind • Storm and heavy rainfall • And shall adapt the program of works in order to minimize the risks.

General consideration of Re-excavation for River/Khal

For re-excavation of River and the following principles are followed:

• River/khal are re-excavated during dry season, when water flow is minimized or beds become dry.

• The excavated spoil earth shall be spread over the bank at least 10 m away from the design bank line of the khal or to a safe distance from where no deposited earth shall come back to the khal. Gaps shall be maintained in spoil banks at 250m centers to facilitate drainage.

• Whenever a spoil bank passes across any depression or drainage channel, sufficient openings as directed by the engineer are to be left in it to ensure unobstructed flow of surface run-off in the drainage channel. The spoil bank should be trimmed to a gentle slope across access roads to facilitate easy traffic movement and its top should be graded to a smooth surface to facilitate access.

• Cross bundhs are to be constructed across the drainage channels for dewatering purpose to facilitate excavation.

• The contractor shall arrange to obtain earth for the construction of cross bundhs. The bundhs shall not be removed until the bed has been dewatered, excavated and the measurement of the excavated earth completed.

• Contractor shall maintain all Environment, Health and Safety measures for the workers involved.

The velocity of the flow of river/khal in SAIWRPMP-AF area is insignificant (velocity is non-silting and non-scouring) and thus erosion of river/khal is also insignificant. However, proper technical step will be taken in case of occurrence of river/ khal erosion.

4.1.2 Removal of trees by Forest Department

Number of various types of trees have been cleared by the DOF in Kalidaskhali Arpara sub-project for implementation of the project activities. Detailed information on the tree removal/clearance is included in the following table:

4.2 Major Environmental Activities During the period January-June, 2021

The Following major environment-related activities have been carried out during the period from January-June, 2021:

4.2.1 Environmental Field Level Monitoring, Training and motivation During the reporting period field visits were conducted to various working sites of Alfadanga-Boalmari,Kalidashkhali-Arpara, Horai river, Chatler Fukurhat and Bamankhali Bornali sub-projects for monitoring the Environmental, Health and Safety (EHS) qualities along with COVID-19 issues.

During these field visits discussions were carried out at work sites with workers, Contractors’ representatives and BWDB Engineers (XEN, SDE/AE and SO) for enhancement of EHS requirements/qualities and thus aware and motivate them accordingly. Discussions were also made with all concerned for enhancement of awareness for COVID-19 along with adoption of the steps to be undertaken against Infection of COVID-19 at all work sites

Registers for recording EHS compliance/non-compliance were maintained (and signed by responsible person of the Contractors) at work sites and for monitoring the gradual improvement of EHS qualities.

It was observed that there was gradual improvement of EHS qualities at all work sites with time in general. Moreover, workers have been found to be aware of safety for COVID-19 infection, although it needs to be further improved.

Actually, limited training on environmental issues has been carried out during the reporting period (January-June, 2021) mainly due to outbreak and continuation of COVID-19 pandemic.

They were trained on “Use of Modern Technology Practice (Integrated Pest Management Organic manure)” for rice and other high value crop production. The training contributes to impact positively. In the training use of chemical fertilizers and insecticides were discouraged in crop production process which help reduce environmental pollution created by the use of chemical fertilizers and pesticides. Use of organic manure and adoption of Integrated Pest Management (IPM) are the important tools for protection of crops. Thus, this training creates positive impact to the environment. The information on environmental related training are provided in the following Table:

4.2.2 Intensive care on protection from COVID-19 Steps have been undertaken to build awareness among the workforce to check infection and propagation of COVID-19. For the purpose erection of COVID-19 signboards have been carried out at work sites and the workers were asked to follow the required compliance during work, including use of mask, hand sanitizer, maintain social distancing along with disinfecting the work site etc. The Contractors have been suggested to provide all required materials to be used by the workers at work sites.

4.2.3 Preparation of Semi-annual Environmental Monitoring Report The Semi-annual Environmental Monitoring Report for the period January-June, 2021 has been prepared that included various activities related to environment during the reporting period.

4.2.4 Establishing Fish Sanctuary in South-West Area Integrated Water Resource Planning and Management Project-Additional Finance (SAIWRPMP-AF)

SAIWRPMP-AF has started to establish Fish sanctuary in order to protect threatened local fish species and increase fish production. This will also serve the purpose of local fishing safeguarding the fisher’ interest. Establishing fish sanctuary in SAIWRPMP-AF includes the participation of WMA and WMG members for enhancing their livelihood condition in addition to saving the threatened fish species and thus enriching the bio-diversity. It will also be helpful for conservation of threatened fish species and mother fish stocking as well as to save aquatic flora and fauna.

For establishing a fish sanctuary, a pollution -free perennial water body (river or deeper part of beel/canal) needs to be selected, where current/water flow is less and which will not interfere any navigation route. The minimum area of a fish sanctuary should be 400-500 square meter in case of beel and canal, where fishing will remain restricted for 3-4 years.

5 nos. of fish sanctuary planned to be established in the areas under SAIWRPMP-AF as proposed till now. Details of the proposed sanctuaries are briefed below:

i. Fish Sanctuary in Narapati khal

The fish sanctuary of Narapati khal is located in the Kalidaskhali-Arpara sub-project, has an area of 2-2.5 hectares. It is a perennial undisturbed water body. It is a suitable shelter for breeding of indigenous fish species e.g. Shole, Gazar, Taki, Shing, Magur, Shorputi, Koi, Guchi baine, Tara baine, Boal, Kholisha, Tengra, Puti etc.

The Narapati khal has connection with River Fatki in one side and with vast Narapati beel in the other side. The depth of water in the Narapati khal during dry season is about 5 feet (1.5 meters).

ii. Fish Sanctuary in Boyra khal

The fish sanctuary jn Boyra khal is located in villages Boyra and Hazradi within the area of Kalidaskhali- Arpara sub-project. It has an area of 2.00 hectares. The khal is breeding, feeding, rearing location and shelter of indigenous fish species including Koi, Khalisha, Taki, Shole, Punti, Tengra, Boal, Meni, Baine, Chingri, Shing, Magur etc.

The Boyra khal has connection with River Chitra and the vast Boyra floodplain. The khal has perennial depth of 4-5 feet (1.2-1.5m). In the latest development branches of trees and bamboos have been placed in the sanctuary area to facilitate shelter of fish.

iii. Fish Sanctuary in Chapai beel The fish sanctuary in Chapai beel is located in Beel Sokunia sub-project having an area of 2 to 3 hectares. It will be established for conservation of the threatened indigenous mother fish species. The species include Shole, Gozar, Taki, Shing, Punti, Tengra, Koi, Kholisha, Baem, Rui, Catla, Chingri etc.

Chapai beel is perennially inundated having a depth of 4-5 feet (1.2-1.5 meters) during dry season. It is connected with the Joyjhap khal which is connected with River Kumar, although during rainy season the khal becomes connected with a vast waterbody of Beel Sukunia

iv. Fish Sanctuary in Horai beel

The fish sanctuary in Horai beel is also located in Beel Sukunia sub-project having an area of 2 to 3 hectares like Chapai beel. It will be established for conservation of the threatened indigenous mother fish species. The species include shole, Gozar, Taki, Shing, Punti, Tengra, Koi, Kholisha, Baem, Rui, Catla, Chingri, Baem etc.

Horai beel is perennially inundated having a depth of 4-5 feet (1.2-1.5 meters) during dry season. It is connected with the Joyjhap khal which is connected with River Kumar, although during rainy season the beel becomes connected with a vast area of Beel Sukunia.

Out of 5 sanctuary areas, fingerlings have been released in 2 sanctuary locations namely Chapai beel and Horai beel. Fingerlings have been released by the project to increase the capture fish production as well as increase the income of the local WMG members. Stocking committee were also formed to maintain the activities properly as well as to avoid the social conflict. It may be noted that establishing sanctuary will be helpful to protect aquatic flora and fauna specially the endangered and threatened fish species.

v. Fish Sanctuary in Hashemdia khal

Fish sanctuary in Hashemdia khal is situated under Chowmohoni WMG of Chatler-Fukurhat-01 sub project having an area of 1.5 hectares. It will be established for shelter, feeding and breeding purpose of indigenous fish species. The species include. Kakila, Meni, Royna, Tengra, Shol, Gojar, Taki, Chingri, Bashpata, Foli, Gochi, Baim, Tara Gochi, Taki, Puti. Shing, Koi, Mola, Boal, Bele, Chela Dhela.Tatkini, Chanda, Dankina, Magur, Bheda, Rui and different types of Carps etc It will also be helpful for conservation of threatened fish species and mother fish stocking as well as to save aquatic flora and fauna.

Selected location of sanctuary is a perennial water body having a depth of 8-10 ft during dry season. The Hasemdia khal has connection with branch Padma River and other side with Kumar river. The depth of water in the Hasemdia khal during dry season is about 5 feet (1.5 meters).

The Hashemdia khal is also connected with several beels, floodplains and small khals through the main Pukuria and Dash Hazar khals. It will help the subsistence fishers through increasing fish production in and around the sanctuary area along with improvement of biodiversity.

4.2.5 Testing of HTWs for Arsenic Contamination A program has been undertaken in Southwest Integrated Water Resource Planning and Management Project-Additional Financed (SAIWRPMP-AF) for testing of Hand tube wells (HTW) water for Arsenic contents in the areas of Bil Sokunia (located in Faridpur sadar and Nagar kanda Upazila of Faridpur District) and Chatler Fukurhat sub-project (located in Sadarpur and Bhanga Upazila of Faridpur District) , where the excessive Arsenic contamination has been reported by the local people and Department of Public Health Engineering (DPHE) offices of concerned Upazila .

For the purpose, the Community Facilitators (CFs) have been trained (2 days’ duration) by an experienced NGO namely Environment and Population Research Center (EPRC) on technology to carry out the test of Arsenic of HTW water. The HTWs discharging water with Arsenic contents exceeding safe level (>0.05mg/Litre) to be marked red and those discharging water within safe level (upto 0.05 mg/Litre) arsenic content to be marked green to build up awareness of community population for drinking safe water in the arsenic-contaminated risk prone area.

The total nos. of HTWs installed in these 2 sub-projects will be exceeding 23,000 (twenty-three thousand) approximately and preparation has been undertaken for testing of all of them. The testing of HTWs for arsenic contamination has started from 6.10.2020. The testing of Arsenic contamination of Hand tube well water is suspended at present for non-availability of required chemicals, which is

expected to resume from July onward. The upto date results of Arsenic contaminated HTW of the sub-projects are provided in the following Tables (Table-6 & Table-7):

6. Approach and Methodology for Environmental Monitoring of the Project

This is being taken care of according to the EMP included in the EIA report prepared by the project & approved by the DoE as described in Chapter 9.1.

7. Monitoring of Environmental Impacts on Project Surroundings (Water Quality, air Quality and Noise Level)

This is being taken care of according to EIA report approved by DoE. For the purpose drive for testing of different parameters has been undertaken and correspondence with related quality and approved agencies (mainly with Department of Soil, Water and Environment of Dhaka University) has been finalized to carry out test of water quality, air quality and test of noise levels at various work sites of SAIWRPMP-AF. The work is being delayed due to the present worsening COVID-19 situation. It is expected to be carried out as soon as the COVID-19 situation improves.

8. Summary of Key Issues and Remedial Actions At presence there is no key issues.

9. Consultation and Complaints Consultations were made with the local stakeholders during planning and implementation phases of project as per requirements. No compliant was available on environment related issues. However, 3 Land Acquisition Plan related complaints were received from the local people of Tita regulator of Alfadanga Boalmari sub-project till the reporting period and they are being solved by the Grievance Redress Committee. The latest status of issues are presented in Table as follows (by using the supplied format) :

10. Implementation of Recommendation of EIA/EMP Recommendation made in the EIA report are being followed during the implementation of the civil works which are in progress in work sites of different sub-projects. Monitoring of EMP is being carried out at construction work sites for EHS compliance. Monitoring of COVID-19 issues were also carried out during field visit for checking its infection and spreading.

The Monitoring of EMP and COVID-19 is are detailed in the following sub-chapters:

11. Monitoring for EMP and COVID-19 Issues Monitoring of EMP and COVID-19 issues are being carried out as requirement of EMP related to protection of Environment, workers’ health and safety as discussed below:

11.1 Monitoring of EMP

EMP Monitoring is carried out by visiting various work sites, when discussion is made with the Contractors/representatives on measures taken by them on EHS issues and on requirement for their further improvement compared to the EMP according to BOQ. The issues are also documented in the environmental register maintained at the work sites. During field visit discussion is carried out with the workers on importance of environment, health and safety issues during working that help them growing awareness on the issues.

Field Visits for Environmental Monitoring during the period from January to June, 2021 Field visits to various work sites of SAIWRPMP-AF were carried out at various work sites for monitoring of Environment, Health and Safety (EHS) qualities of the workforce along with COVID-19 issues at work sites during the reporting period when construction work started and continued. .It was observed that many of the required EHS compliance have been carried out by them, although some compliance have not been implemented and some need to be further improved. The reporting period involved busy working season based on seasonal pattern. It has to be mentioned here that construction works continued from the month of January till end of June, 2021 (since the monsoon rainfall is delayed this year). Details of the visits are described as follows:

11.2 Latest Improvement of Environment, Health and Safety (EHS) Quality

The qualities of Environment, Health and Safety (EHS) issues have achieved a gradual improvement in the working areas of SAIWRPMP-AF with progression of time as has been observed during field visits by the ISPMC. This has resulted due to the continuous in-field training and motivation of the Contractors personnel and the workers on importance of workers’ safety during field visits.

11.3 Updated Project Strategy Against COVID-19 H&S Guidelines Outbreak and spread of COVID-19 have taken place in Bangladesh since March, 2020 like many countries of the world. People are getting infected and some of them are facing tragic death due to the virus infection. The infection and death however, continued, although there were fluctuations, the rates dwindled during the winter and it is being augmented in the present summer. The incidence of infection and death also occurred in the sub-project areas of SAIWRPMP-AF, although, no news of infection and death were received from among the workers and construction related persons working in SAIWRPMP-AF.

According to Government of Bangladesh, Director General, Health under Ministry of Health and Family Welfare is the legal authority for declaring the guidelines and related information of COVID-19. However, Asian Development Bank (ADB) has prepared a COVID-19 guideline for the Health and safety of the construction workforce to ensure workers and employs’ safety from COVID-19 infection while working in the worksites. The ADB guideline covers all the required COVID-19 safety compliances as mentioned in the GoB guidelines.

SAIWRPMP-AF has also prepared a workplan for the workforce to be followed to avoid infection of the COVID-19 virus, according to the suggestion of ADB corresponding to GoB guideline. It includes adoption of various measures like use of mask, use of hand sanitizers, maintaining personnel/social distance, measuring workers’ temperature and disinfection of work site and camp site mainly along with awareness building of workers adoption of measures in case of incidence of Corona infection. The workplan was agreed upon by ADB Environment Specialist and it was distributed among the Contractors to be followed during working in order to keep the workers along with other staff safe and be followed in any case of occurrence of COVID-19 pandemic in their work site. They were also suggested to seek interpretation of the work plan if they face any problem in understanding any part of it.

Most of the Contractors followed the COVID-19 workplan in work sites during working, although there was some reluctance of the workers at some locations. The PMO and ISPMC members always tried to enhance awareness of the workers during their field visits. Thus, it was observed that, the awareness level of the workers got improved and gradually they became used to work following compliance of COVID-19 issues mostly.

The awareness activities following of the instructions of the COVID-19 workplan shall have to be continued in order keep the workforce in safe situation till the work completion of SAIWRPMP-AF, since it is anticipated that the infection of COVID-19 will continue to further longer period.

It is also quite positive that the Government has facilitated in provision of COVID-19 vaccine to the elder population of the country, which created optimistic and improved situation on the issue. Motivation of the elderly workforce to involve in vaccine program will also bring positive situation in the present context.

In line with the requirement of awareness enhancement of workforce of sub-projects of SAIWRPMP-AF, erection of signboards containing COVID-19 messages have been carried out at camp sites and work sites of different sub-projects.

The workers have to remind that COVID-19 will only disappear when we are vigilant and careful against it in our everyday livelihood style.

Steps undertaken for protection against COVID-19 The contractors have undertaken certain drives as per the suggestion of BWDB project personal and ISPMC to maintain safety/ protection measures for staffs and workers against outbreak/ infection of COVID-19. The major issues complied by the Contractors are as follows (Table-14):

Renewal of DOE’s ECC and Status on relevant GOB permits (such as NOC from different line departments, local authorities

DOE has issued the Environmental clearance certificate (ECC) for SAIWRPMP-AF. It has also been renewed up to 27.7.2019 (Letter annexed below). For renewal of DOE’s ECC for the years 2019-2020, 2020-2021 and 2021-2022 applications have been made with deposition of required renewal fees. DoE has taken all preparation for holding the meeting which is delayed due to on-going surging situation of COVID-19. However, on 24th June 2021 the ECC meeting was held in the office of the DOE and in that meeting renewal of DOE’s ECC for the period of 2019-2020, 2020-2021 and 2021-2022 against SAIWRPMP--AF has been approved and official circulation will be made in due time.

Moreover, Memorandum of understanding has been signed with Department of Agriculture Extension and Local Government Engineering Department for rendering their assistance and cooperation in proper implementation of the project.

The Sub-projects under SAIWRPMP-AF are existing old BWDB sub-projects, which should require no permits from the local authority for their rehabilitation, although comprehensive discussions have been made with the local authority during planning and implementation stages.

Procedures for Environmental Monitoring Activities related to Environmental Compliance Monitoring in Southwest Area Integrated Water Resources Planning and Management Project, Additional Funding (SAIWRPMP-AF)

• In order to ensure environmental compliance in the work sites, the Contractor shall complete the respective environmental checklists (see attachment) through observation of Environment, Health and Safety (EHS) levels at worksite, and submit them to concerned SDE/ AE of BWDB on monthly basis. He (SDE/ AE) will scrutinize the checklists and add his observations/ comments. He will follow-up with the Contractor as/when required.

• The SDE/AE will file the completed and commented checklists, as evidence of environmental compliance and for clearance of final payment of the contractor.

• Environmental/Safeguard specialist, ISPMC, will check whether the contracts have an environmental clause, and scrutinize the filled-in checklists for assessment of the status of environmental compliance level of various work sites.

• Regularly, and on sample basis, Environmental/Safeguard specialist will visit various worksites (particularly for new constructions and bigger repairs) to monitor and cross check the environmental compliance level of the contractors and workers. He will also advise on any improvement of EHS qualities during field visit as/ when required.

• The Environmental/ Safeguards Specialist will report any major deficiencies in EHS compliance to the concerned SDE/AE and DTL of ISPMC. Minor issues will be discussed with the concerned SDE/AE only.

• The Environmental/Safeguard specialist will prepare the Semi-annual environmental monitoring report that will pertain to compliance with EHS requirements in the SAIWRPMP-AF.

According to the approved EIA 126, 900 plants to be planted, which will be carried out on both sides of the embankments at 2m spacing by the WMG members after the completion of embankment construction. Environmental Impacts on Project Surroundings (Water Quality, air Quality and Noise Level): It is mentioned that the quantitative monitoring of water quality, air quality and noise levels at project sites has been planned but delayed due to COVID-19 situation. In view of this, an environmental monitoring work schedule would be useful which to be included in the EMR.

Detailed discussion along with letter correspondence for conducting test of water quality, air quality and noise level have been finalized with Department of Soil, Water and Environment of Dhaka University, sampling locations have been selected in Faridpur, Rajbari and Magura Districts; financial part also settled. The delay of work is caused by the prevailing alarming COVID-19 situation. Collection of samples will be done with improvement of the situation. The issue has been briefed in the relevant location of Table-4, Section 4.1

In Gazipur 1 vent regulator location of Alfadanga-Boalmari sub-project, the Contractor has been suggested to install another HTW and test the water quality for supply of safe drinking water to the workers, which has also documented in EHS register
