Your Proposal must be expressed in the English language, and valid for a minimum period of
120 days from the date of bid submission. 120 days from the date of bid submission. In the course of preparing your Proposal, it shall remain your responsibility to ensure that it
reaches the address above on or before the deadline. Proposals that are received by UNDP after the deadline indicated above, for whatever reason, shall not be considered for evaluation. If you are submitting your Proposal by email, kindly ensure that they are signed and in the .pdf format, and free from any virus or corrupted files.
Services proposed shall be reviewed and evaluated based on completeness and compliance of the Proposal and responsiveness with the requirements of the RFP and all other annexes providing details of UNDP requirements.
The Proposal that complies with all of the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected.
Any discrepancy between the unit price and the total price shall be re-computed by UNDP, and the unit price shall prevail and the total price shall be corrected. If the Service Provider does not accept the final price based on UNDP’s re-computation and correction of errors, its Proposal will be rejected.
No price variation due to escalation, inflation, fluctuation in exchange rates, or any other
market factors shall be accepted by UNDP after it has received the Proposal. At the time of Award of Contract or Purchase Order, UNDP reserves the right to vary (increase or decrease) the quantity of services and/or goods, by up to a maximum twenty-five per cent (25%) of the total offer, without any change in the unit price or other terms and conditions.
Any Contract or Purchase Order that will be issued as a result of this RFP shall be subject to the General Terms and Conditions attached hereto. The mere act of submission of a Proposal implies that the Service Provider accepts without question the General Terms and Conditions of UNDP, herein attached as Annex 3.
Please be advised that UNDP is not bound to accept any Proposal, nor award a contract or
Purchase Order, nor be responsible for any costs associated with a Service Providers preparation and submission of a Proposal, regardless of the outcome or the manner of conducting the selection process.
UNDP’s vendor protest procedure is intended to afford an opportunity to appeal for persons or firms not awarded a Purchase Order or Contract in a competitive procurement process. The Service Provider must describe how it will address/deliver the demands of the RFP; providing a detailed description of the essential performance characteristics, reporting conditions and quality assurance mechanisms that will be put in place, while demonstrating that the proposed methodology will be appropriate to the local conditions and context of the work.

The Proposer is required to prepare the Financial Proposal in an envelope separate from the rest of the RFP as indicated in the Instruction to Proposers. The Financial Proposal must provide a detailed cost breakdown. Provide separate figures for each functional grouping or category. Any estimates for cost-reimbursable items should be listed separately. In case of an equipment component to the service provider, the Price Schedule should include figures for both purchase and lease/rent options. UNDP reserves the option to either lease/rent or purchase outright the equipment through the Contractor. PROVINCES
PROJECT ID AND TITLE: 00098770 / Korea-Vietnam Mine Action Project
IMPLEMENTING PARTNER: UNDP
TOPIC OF ACTIVITY: Production of video and audio clips for mine risk education for TV
and radio broadcasting in Quang Binh and Binh Dinh provinces.
1. BACKGROUND
As a result of many years of war, the land and people of Vietnam are severely affected by
landmines and unexploded ordnance (hereinafter called Explosive Remnants of War or
ERW). According to the results of the project named "Vietnam National Explosive Remnants
of War Contamination Surveying and Mapping" from 2010-2014, all 63/63 provinces/cities
across the country was contaminated with ERW. According to the Government of Vietnam,
the total area of contamination is 6.13 million ha, accounting for 18.82% of the country's area.
In order to support the ERW removal effort in Vietnam, the Korea-Vietnam Mine Action
Project (KV-MAP) was developed and founded on the close collaboration between the
Government of the Republic of Korea and the Government of the Socialist Republic of
Vietnam. In 2016, the Prime Minister approved the Project with the Ministry of National
Defense as Executing Agency and Vietnam National Mine Action Center as the Project
Owner. The main purpose of the Project is to strengthen the capacity of the Vietnam Mine
Action Centre (VNMAC) and other responsible parties to remove ERW in Quang Binh and
Binh Dinh provinces.
Given UNDP’s technical expertise in mine action in various countries around the world,
including in the region (Lao, Cambodia and Turkey), long standing experience in managing
large projects in Vietnam, strong governance/administration expertise, and supports towards
sustainable development, UNDP Vietnam has been entrusted by KOICA to provide project
management and technical support to this important project.
Recently, a mine risk knowledge, attitude and practice survey was conducted in Quang Binh
and Binh Dinh in 2018. The survey showed that awareness of Mine Risk Education (MRE)
and Landmines/Unexploded Ordinance (LM/UXO) among the surveyed population of 1700
people was relatively low with a half of them having good MRE knowledge and one fifth was
of poor MRE knowledge. They knew very little about LM/UXO warning signs, consequences
of LM/UXO accidents, LM/UXO risk behaviors, and LM/UXO features with the proportions
of correct knowledge in these areas at 0.8%, 5.7%, 6.2%, and 12.6%, respectively.
Only under one fifth surveyed respondents had proper attitude towards mine risk issues. Even
worse, very small percentage of general population (roughly 5%) had proper attitude if seeing
LM/UXO and merely one third population exhibited right attitude when seeing LM/UXO
warning signs or seeing someone sawing LM/UXO.
With respect to MRE communication, only one third of study population said that they used
to receive MRE information and largely through television (81.5%), newspaper (73%), and

radio (39.1%). This may has partly explained for the low extent of MRE knowledge, attitude,
and practice of general population.
The survey also indicated that channels of MRE communication that most people preferred
were television (85.2%), loudspeakers (48.6%), and radio (38.6%). Of these preferred
channels, TV (52%), loudspeakers (19.8%), and social media (10.9%) were those which
general population like most
UNDP is seeking a company/firm to produce radio and audio clips and arrange the
broadcasting on provincial TV and provincial and communal radios in Quang Binh and Binh
Dinh.
2. OBJECTIVES AND EXPECTED RESULTS
Objectives
- To increase mine risk awareness among the general populations, as results, increased safer practice
and behaviors relating to mine risks in Quang Binh and Binh Dinh.
- To contribute to reduce the number of ERW incidents and victims in Quang Binh and Binh Dinh.
Specific outputs:
1. Two short video clips to communicate MRE messages relating to (1) characteristics of
landmine/UXO, (2) risky behaviors leading to landmine accidents, (3) Ways to avoid
landmine accidents, (4) Consequences of bomb/landmine accidents, (5) Signs of landmine
areas. The video clips can be used for TV broadcasting and for the social medial use.
Creative approach, such as animation, graphics, is a key asset.
- Take photographs while filming to capture all recorded images.
2. Two audio clips to communicate MRE messages relating to (1) characteristics of
landmine/UXO, (2) risky behaviors leading to landmine accidents, (3) Ways to avoid
landmine accidents, (4) Consequences of bomb/landmine accidents, (5) Signs of landmine
areas. The audio clip might be in the form of plays. The audio clips will be used for radio
broadcasting at both provincial and communal levels.
Requirements of the products:
1. Two video clips:
▪ The videos are of 30 seconds to 45 seconds as PSA (Public Service Announcement),
and their HD quality is suitable for television broadcast and for displaying at key
events. Each of the video files is recorded as File mpeg2 in a DVD-data
▪ Video clips communicate (1) characteristics of landmine/UXO, (2) risky behaviors
leading to landmine accidents, (3) Ways to avoid landmine accidents, (4)
Consequences of bomb/landmine accidents, (5) Signs of landmine areas.
▪ The videos communicate the MRE key messages of mine safety.
▪ 3D images or diagrams for illustration purposes are provided if needed.
▪ Modern style
▪ Videos have audio in Vietnamese, with subtitles in English.
▪ At the close of each video clip the following logos are presented (in order): Vietnam
National Mine Action Center, Korea International Cooperation Agency and UNDP’s
logo with tagline, and the project name of Korea-Viet Nam Mine Action Project.

▪ The audios are of 2-3 minutes, and their high- quality sound is suitable for radio
broadcast and for displaying at key events.
▪ Audio clips communicate (1) characteristics of landmine/UXO, (2) risky behaviors
leading to landmine accidents, (3) Ways to avoid landmine accidents, (4) Consequences
of bomb/landmine accidents, (5) Signs of landmine areas. The audios communicate the
MRE key messages in creative formats, such as quiz, plays, to interact/ attract the
audiences in the two provinces.
▪ The clips have audio in Vietnamese.
▪ At the close of each radio clip are presented the project name of Korea-Viet Nam Mine
Action Project.
3. SCOPE OF WORK
The contractor will be hired to develop and produce 2 video clips and 2 audio clips for
broadcasting on TV and radio respectively in Quang Binh and Binh Dinh provinces. The key
messages are attached in Annex for reference, which are developed and adapted from current
situation of explosive remnants of war in Quang Binh and Binh Dinh, communication
materials developed by VNMAC, UNDP and in light with the Knowledge Attitude Practice
(KAP) survey results in 2018. The contractor will be responsible for:
A. Developing video clips and having it broadcast on provincial TV
3.1. Developing video clip scripts
- The selected firm should prepare draft video scripts and filming agenda in Vietnamese
and English and submit to the UNDP Media and Communications Analyst, MRE/VA
component manger, project manager, VNMAC Head of MRE Division, and the Chief
Technical Advisor (CTA) for comments before recording at the project sites. The final
scripts will be finalized after the field visits.
- Based on the approved plan, the firm carries out the film recording at the project sites.
- The film script content is expected to cover the messages: (1) characteristics of
landmine/UXO, (2) risky behaviors leading to landmine accidents, (3) Ways to avoid
landmine accidents, (4) Consequences of bomb/landmine accidents, (5) Signs of
landmine areas.
3.2. Compose narration/scripts, post production
After finishing the recording, the firm will work closely with the UNDP Media and
Communications Analyst, MRE/VA Component Manager and VNMAC head of MRE Unit
to write narration, select images, and mix sound for the videos. The draft of the videos is
required to be sent to UNDP, VNMAC and the Joint Project Management Unit (JPMU) for
comments. Film post-production should be completed in Vietnamese language with subtitles
in English.
3.3. Edit and finalize the video clips
The firm must study all comments of UNDP, VNMAC and JPMU and related parties. All
suitable comments must be considered in editing and finalizing the videos. The final videos
should be submitted to UNDP in high definition MP4 format by 5th April with all raw
materials [video, audio, photos and script].
3.4. Arrange broadcasting on provincial television

The firm must arrange broadcasting the radio clips on provincial TV in the two provinces
with the proposed broadcasting timetable as below:
▪ Either before connecting VTV main channel or after the VTV main channel ends (at
either 18.45 or 19.45). The exact broadcast time will be discussed and agreed upon,
given the real broadcast schedules of the provincial televisions.
▪ 3 first days a week (Monday, Tuesday, Wednesday)
▪ First two weeks a month.
▪ From April to December 2019
The firm might propose another suitable broadcasting schedule and get agreement from the
JPMU.
B. Developing audio clips and having it broadcast on provincial and communal radio
3.5. Developing audio clip scripts
- Firm should prepare draft audio scripts and recording agenda in Vietnamese and
English and submit to the UNDP Media and Communications Analyst, MRE/VA
component manger, project manager, VNMAC Head of MRE Division, and the Chief
Technical Advisor for comments before recording at the project sites. The final scripts
will be finalized after the field visits.
- Based on the approved plan, the firm carries out the recording at the project sites.
- The audio script content is expected to cover the following items: (1) characteristics of

3.8. Arrange broadcasting on provincial and communal radio
The firm must arrange broadcasting the audio clips on provincial and communal radios in the
two provinces with the proposed broadcasting timetable as below:
- Either early morning at a spot during 6.00 to 6.30, or in the afternoon at around 17.30
to 18.00 pm. The exact broadcast time will be discussed and agreed upon, given the
real broadcast schedules of the provincial televisions.
- First three days a week.
- The third week of a month between the TV broadcasting weeks.
- From April to December 2019.
The firm might propose another suitable broadcasting schedule upon getting consultation with
the local radios and get agreement from UNDP, VNMAC, JPMU.

4. Duration of assignment, duty station and expected places of travel
The contractor is expected to work in Ha Noi, with travels to Binh Dinh and Quang Binh
provinces.
The contract performs this task beginning 11 March to 31 December 2019

7. Admin support and reference documents
• Project documents: UNDP will provide the selected firm with documents, reports, and
other reference documents. to help the firm with enough information to prepare the
content.
• Administrative support: VNMAC MRE team and JPMU will support to connect the
contractor with local authorities if needed for procedure of clearance. The Firm will
choose transportation and accommodation at the disposal. These costs should be included
in budget made by the firm.
8. Payment milestones and authority
• UNDP Viet Nam shall affect payments to the successful Service Contractor upon UNDP’s
satisfaction with expected deliverables set above.
• Payments shall be made in phases by outputs:

1. THÔNG TIN CƠ SỞ
Nhiều năm sau chiến tranh, đất đai và con người Việt Nam bị ảnh hưởng nặng nề bởi bom mìn và vật
liệu chưa nổ (sau đây gọi tắt là vật nổ còn sót lại sau chiến tranh). Theo kết quả khảo sát “Lập bản đồ
và Khảo sát quốc gia ô nhiễm vật nổ sau chiến tranh” trong giai đoạn 2010-2014, tất cả 63/63 tỉnh
thành phố trên toàn quốc đều bị ô nhiễm vật nổ sau chiến tranh. Theo chính phủ Việt Nam, tổng diện
tích đất đai bị ô nhiễm là 6.13 triệu hecta, chiếm 18.82% diện tích cả nước.
Để hỗ trợ nỗ lực loại bỏ vật nổ còn sót lại sau chiến tranh ở Việt nam, Chính phủ Hàn Quốc và Việt
Nam đã xây dựng Dự án Việt Nam- Hàn Quốc hợp tác khắc phục hậu quả bom mìn sau chiến tranh.
Năm 2016, Thủ tướng Chính phủ đã phê duyệt dự án trong đó giao Bộ quốc phòng là cơ quan thực
hiện và Trung tâm hành động bom mìn là cơ quan chủ quản dự án. Mục đích chính của dự án là nhằm
nâng cao năng lực cho Trung tâm hành động bom mìn quốc gia (VNMAC) và các cơ quan chịu trách
nhiệm khác trong việc loại bỏ các vật nổ còn sót lại sau chiến tranh ở Quảng Bình và Bình Định.
UNDP là một tổ chức có nhiều chuyên gia về hành động bom mìn ở các quốc gia trên thế giới và khu
vực (Lào, Campuchia và Thổ Nhĩ Kỳ), có kinh nghiệm trong quản lý các dự án lớn ở Việt Nam,
chuyên gia về quản trị/điều hành, và có những hỗ trợ phát triển bền vững, UNDP Việt Nam đã được
KOICA tin cậy tham gia quản lý và hỗ trợ kỹ thuật dự án quan trọng này.
Kết quả Khảo sát kiến thức, thái độ và hành vi liên quan đến rủi ro bom mìn thực hiện năm 2018 với
sự tham gia của 1700 người dân tại Quảng Bình và Bình Định cho thấy kiến thức của người dân về
nguy cơ bom mìn và vật nổ còn tương đối thấp: chỉ có khoảng 50% có kiến thức tốt, và khoảng 20%
có rất ít kiến thức.
Các nội dung kiến thức người dân biết ít nhất về nguy cơ bom mìn gồm: chỉ có 0,8% biết các dấu
hiệu cảnh báo các khu vực có bom mìn, vật nổ; 5,7% có kiến thức đúng về hậu quả của tai nạn bom
mìn; 6,2% có kiến thức đúng về các hoạt động có thể dẫn đến tai nạn bom mìn và 12,6% có kiến thức
về các đặc điểm của bom mìn, vật nổ.
Dưới 20% người tham gia khảo sát có câu trả lời cho thấy họ có thái độ đúng về các nguy cơ bom
mìn. Thậm chí, tỉ lệ % rất thấp người dân (khoảng 5%) có thái độ thích hợp khi nhìn thấy bom mìn
và khoảng 1/3 số người được hỏi có thái độ thích hợp khi nhìn thấy dấu hiệu cảnh báo có bom mìn
hoặc nhìn thấy người khác đang cưa bom/vật nổ.
Liên quan đến truyền thông giáo dục phòng tránh tai nạn bom mìn, chỉ có 1/3 số người được hỏi nói
rằng họ chỉ từng được nghe và nhận thông tin về rủi ro bom mìn thông qua truyền hình (81.5%), báo
chí (73%), đài phát thanh (39.1%). Điều này có thể một phần giải thích vì sao mức độ kiến thức, thái
độ và hành vi liên quan đến an toàn bom mìn còn ở mức thấp...
Cuộc khảo sát cũng cho thấy các kênh truyền thông mà phần lớn người tham gia khảo sát thích là ti
vi (85.2%), loa phát thanh (48.6%), đài (38.6%). Trong số các kênh truyền thông này, người dân yêu
thích nhất tivi (52%), tiếp theo là loa phát thanh (19.8%) và mạng xã hội (10.9%).

UNDP đang tìm kiếm một công ty thực hiện sản xuất các clip hình và clip tiếng để phát sóng trên Đài
phát thanh, truyền hình tỉnh và loa phát thanh cấp xã tại tỉnh Quảng Bình và Bình Định.
2. MỤC TIÊU VÀ KẾT QUẢ MONG ĐỢI
Mục tiêu:
- Tăng cường nhận thức của người dân về nguy cơ bom mìn, từ đó thúc đẩy thực hành các hành vi an
toàn trước các nguy cơ bom mìn tại Quảng Bình và Bình Định
-Góp phần giảm số các vụ tai nạn do bom mìn, vật nổ còn sót lại sau chiến tranh và giảm số nạn nhân
bom mìn mới ở tỉnh Quảng Bình và Bình Định.
Kết quả mong đợi:
1. 2 clip truyền hình ngắn truyền tải các thông điệp về phòng tránh tai nạn bom mìn, cụ thể là liên
quan đến (1): Đặc điểm của các loại bom mìn/vật nổ (2) Các hành vi nguy hiểm dẫn tới tai nạn bom
mìn (3) Các cách phòng tránh các tai nạn bom mìn, (4) Hậu quả của tai nạn bom mìn (5) Dấu hiệu
cảnh báo các khu vực có bom mìn. Các clip này có thể được sử dụng để phát sóng trên truyền hình
và trên mạng xã hội cho mục đích truyền thông. Cách tiếp cận sáng tạo như hoạt hình, đồ họa là
một yếu tố quan trọng.
- Chụp ảnh trong khi quay phim để nắm bắt tất cả các hình ảnh ghi lại.
2. 2 clip phát thanh có các thông điệp về phòng tránh tai nạn bom mìn, cụ thể là liên quan đến (1):
Đặc điểm của các loại bom mìn/vật nổ (2) Các hành vi nguy hiểm dẫn tới tai nạn bom mìn (3) các
cách phòng tránh các tai nạn bom mìn, (4) Hậu quả của tai nạn bom mìn (5) Dấu hiệu cảnh báo các
khu vực có bom mìn.
Các clip phát thanh có thể được thực hiện dưới dạng kịch ngắn và sẽ được phát trên sóng phát thanh
của tỉnh và xã.
Yêu cầu đối với các clip:
1. 2 clip truyền hình:
▪ Mỗi clip có độ dài từ 30-45 giây dưới hình thức PSA, chất lượng hình ảnh HD, đạt chuẩn để
phát sóng trên truyền hình và chiếu tại các sự kiện quan trọng. Mỗi clip được lưu dưới dạng
file mpeg2 trong đĩa DVD.
▪ Các clip truyền hình có nội dung: (1): Đặc điểm của các loại bom mìn/vật nổ (2) Các hành vi
nguy hiểm dẫn tới tai nạn bom mìn (3) Các cách phòng tránh các tai nạn bom mìn, (4) Hậu
quả của tai nạn bom mìn (5) Dấu hiệu cảnh báo các khu vực có bom mìn.
▪ Các clip tuyên truyền các thông điệp về an toàn bom mìn:
- Có thể sử dụng ảnh 3D hoặc biểu đồ/sơ đồ minh họa nếu cần thiết
- Phong cách hiện đại
▪ Clip truyền hình có lời thoại bằng tiếng Việt và phụ đề tiếng Anh
▪ Ở phần cuối các clip truyền hình có các hình ảnh logo (theo thứ tự): Trung tâm hành động
bom mìn (VNMAC), Cơ quan hợp tác quốc tế Hàn Quốc (Koica), Chương trình phát triển của
Liên hiệp quốc (UNDP) và tên Dự án Việt Nam- Hàn Quốc hợp tác khắc phục hậu quả bom
mìn sau chiến tranh.
2. 2 clip phát thanh:
▪ Mỗi clip có độ dài từ 2-3 phút với chất lượng âm thanh cao, đạt chuẩn để phát trên các kênh
phát thanh và trong các sự kiện quan trọng.
▪ Các clip phát thanh có nội dung: (1): Đặc điểm của các loại bom mìn/vật nổ (2) Các hành vi
nguy hiểm dẫn tới tai nạn bom mìn (3) Các cách phòng tránh các tai nạn bom mìn, (4) Hậu
quả của tai nạn bom mìn (5) Dấu hiệu cảnh báo các khu vực có bom mìn.

▪ Các clip phát thanh tuyên truyền các thông điệp về an toàn bom mìn dưới các hình thức sáng
tạo ví dụ: kịch, đố vui để có sự tương tác với thính giả tại 2 tỉnh.
▪ Các clip phát thanh tiếng Việt
▪ Ở phần cuối của mỗi clip phát thanh đều có giới thiệu tên của Dự án Việt Nam- Hàn Quốc
hợp tác khắc phục hậu quả bom mìn sau chiến tranh.
3. PHẠM VI CÔNG VIỆC
Nhà thầu sẽ được ký hợp đồng để sản xuất 2 clip truyền hình và 2 clip phát thành phát sóng trên Kênh
Phát Thanh Truyền hình Tỉnh và các kênh phát thanh cấp xã tại 2 tỉnh Quảng Bình và Bình Định. Các
thông điệp chính được mô tả trong Phụ lục đính kèm. Đây là các thông điệp được xây dựng trên cơ
sở thực trạng bom mìn vật nổ còn sót lại trên địa bàn 2 tỉnh Quảng Bình và Bình Định; các tài liệu
truyền thông của các tổ chức như: Trung tâm hành động Bom Mìn quốc gia Việt Nam (VNMAC),
UNDP và căn cứ vào kết quả Khảo sát Kiến thức, Thái độ, Hành vi về phòng tránh tai nạn bom mìn
năm 2018.
Nhà thầu có trách nhiệm:
A. Sản xuất các clip truyền hình và phát sóng trên Kênh truyền hình Tỉnh
3.1. Xây dựng kịch bản cho các clip:
- Đơn vị sản xuất gửi Bản dự thảo các kịch bản clip, Kế hoạch triển khai cụ thể bằng tiếng Việt
và bản dịch tiếng Anh cho Cán bộ truyền thông của UNDP, Quản lý hợp phần Giáo dục nguy
cơ bom mìn và hỗ trợ nạn nhân bom mìn, Quản lý dự án (UNDP gửi cho cố vấn trưởng) và
Trưởng phòng truyền thông của VNMAC để thu thập ý kiến đóng góp hoàn thiện kịch bản
trước khi chính thức bấm máy. Kịch bản các clip truyền hình cần được hoàn thành sau khi đi
khảo sát tại thực địa.
- Dựa trên kế hoạch và kịch bản được phê duyệt, đơn vị sản xuất tiến hành quay clip tại địa bàn
dự án.
- Nội dung kịch bản clip cần đề cập đến các thông điệp liên quan đến (1): Đặc điểm của các
loại bom mìn/vật nổ (2) Các hành vi nguy hiểm dẫn tới tai nạn bom mìn (3) Các cách phòng
tránh các tai nạn bom mìn, (4) Hậu quả của tai nạn bom mìn (5) Dấu hiệu cảnh báo các khu
vực có bom mìn.
3.2. Quay, dựng phim và hậu kỳ
Sau khi hoàn thành quay clip, đơn vị sản xuất làm việc chặt chẽ với Cán bộ truyền thông của UNDP,
Quản lý hợp phần Giáo dục nguy cơ bom mìn và Hỗ trợ nạn nhân của dự án, Trưởng phòng truyền
thông của VNMAC trong việc viết lời bình, lựa chọn hình ảnh và âm thanh. Phiên bản clip hoàn thiện
đầu tiên cần được gửi tới UNDP, VNMAC và Ban quản lý dự án chung để góp ý. Phiên bản này cần
được thuyết minh bằng tiếng Việt và có phụ đề tiếng Anh.
3.3. Chỉnh sửa và hoàn thiện các clip
Đơn vị sản xuất cần nghiên cứu kỹ các góp ý của UNDP, VNMAC và Ban quản lý dự án chung cũng
như các bên liên quan. Tất cả các góp ý phù hợp cần được xem xét cẩn thận để điều chỉnh và hoàn
thiện clip. Phiên bản clip được phát hành chính thức cần ở dạng file MP4 với chất lượng âm thanh,
hình ảnh cao. Phiên bản này cần được gửi cho UNDP chậm nhất vào ngày 5/4 cùng toàn bộ các file
hình ảnh, nội dung gốc (clip, file âm thanh, ảnh, kịch bản).
3.4. Tổ chức phát sóng trên kênh truyền hình tỉnh
Đơn vị sản xuất cần đảm bảo việc phát sóng các cliptruyền hình này trên Kênh truyền hình của 2 tỉnh
với thời gian phát sóng như sau:

▪ Trước hoặc sau khi tiếp sóng Chương trình thời sự của kênh VTV1 (Dự kiến lúc 18:45 hoặc
19:45). Thời gian phát sóng chính thức sẽ được thảo luận và thống nhất dựa trên lịch phát
sóng chính thức của Kênh truyền hình 2 tỉnh.

▪ Từ tháng 4 đến tháng 12, 2019
Đơn vị sản xuất có thể đề xuất thời gian phát sóng phù hợp khác khi thảo luận với Ban điều phối dự
án.
B. Sản xuất các clip phát thanh và phát sóng trên kênh phát thanh tỉnh và các xã
3.5. Xây dựng kịch bản các clip phát thanh tiếng Việt
- Đơn vị sản xuất gửi Bản dự thảo các kịch bản clip, Kế hoạch triển khai cụ thể bằng tiếng Việt
và bản dịch tiếng Anh cho Cán bộ truyền thông của UNDP, Quản lý hợp phần Giáo dục nguy
cơ bom mìn và hỗ trợ nạn nhân bom mìn, Quản lý dự án, (UNDP gửi cho cố vấn trưởng) và
Trưởng phòng truyền thông của VNMAC để lấy ý kiến góp ý hoàn thiện kịch bản trước khi
chính thức thực hiện. Kịch bản các clip phát thanh cần được hoàn thành sau khi đi khảo sát
tại thực địa.
- Dựa trên kế hoạch và kịch bản được phê duyệt, đơn vị sản xuất tiến hành thực hiện các clip
phát thanh.
- Nội dung kịch bản clip cần đề cập đến các thông điệp liên quan đến các vấn đề sau: (1): Đặc
điểm của các loại bom mìn/vật nổ (2) các hành vi nguy hiểm dẫn tới tai nạn bom mìn (3) các
cách phòng tránh các tai nạn bom mìn, (4) Hậu quả của tai nạn bom mìn (5) Dấu hiệu cảnh
báo các khu vực có bom mìn.
3.6. Dựng clip phát thanh tiếng Việt và hậu kỳ
Sau khi hoàn thành các clip phát thanh, đơn vị sản xuất làm việc chặt chẽ với Cán bộ truyền thông
của UNDP, Quản lý hợp phần Giáo dục nguy cơ bom mìn và Hỗ trợ nạn nhân của dự án, Trưởng
phòng truyền thông của VNMAC trong việc viết lời bình, lựa chọn giọng các nhân vật trong clip và
âm thanh. Phiên bản clip hoàn thiện lần đầu cần được gửi tới UNDP, VNMAC và Ban quản lý dự án
chung để góp ý.
3.7. Chỉnh sửa và hoàn thiện các clip
Đơn vị sản xuất cần nghiên cứu kỹ các góp ý của UNDP, VNMAC và Ban quản lý dự án chung cũng
như các bên liên quan. Tất cả các góp ý phù hợp cần được xem xét để đưa vào điều chỉnh, hoàn thiện
clip. Phiên bản clip được phát hành chính thức cần đảm bảo chất lượng cao về âm thanh và cần được
gửi cho UNDP, VNMAC chậm nhất vào ngày 5/4 cùng toàn bộ các file hình ảnh, nội dung gốc (clip,
file âm thanh, ảnh, kịch bản).
3.8. Tổ chức phát sóng trên kênh phát thanh của Tỉnh và các xã
Đơn vị sản xuất cần đảm bảo việc phát thanh các clip phát thanh trên Kênh phát thanh của 2 tỉnh và
các xã với thời gian dự kiến phát thanh như sau:
▪ Hoặc vào sáng sớm trong khung giờ: 6:00-6:30 hoặc vào buổi chiều từ khoảng 17:30-18:00.
Thời gian phát thanh chính thức sẽ được thảo luận và thống nhất với UNDP, VNMAC và Ban
quản lý dự án chung trên lịch phát thanh chính thức của Kênh phát thanh của 2 tỉnh và xã.
▪ Phát thanh vào các Thứ 2, 3, 4
▪ Tuần thứ ba trong tháng, sau tuần phát sóng các clip truyền hình
▪ Từ tháng 4 đến tháng 12, 2019
Đơn vị sản xuất có thể đề xuất thời gian phát thanh khác trong quá trình thảo luận với UNDP,
VNMAC và Ban quản lý dự án chung.
4. THỜI GIAN KÝ HỢP ĐỒNG, ĐỊA ĐIỂM THỰC HIỆN

Đơn vị tham gia ký hợp đồng có văn phòng tại Hà Nội (là một lợi thế) và có khả năng đi thực địa
tới 2 tỉnh Quảng Bình và Bình Định.
Thời gian thực hiện hợp đồng: Bắt đầu từ 11/3/2019 đến 31/12/2019

về Giáo dục nguy cơ bom mìn của VNMAC và được phê duyệt bởi Cán bộ chương trình của UNDP.
6. QUY TRÌNH QUẢN LÝ VÀ GIÁM SÁT CHẤT LƯỢNG, TIẾN ĐỘ CÔNG VIỆC
Thời gian hoàn thành các công việc như sau:
- Công bố Thông tin về Gói thầu và Điều khoản tham chiếu rộng rãi tới các đơn vị quan tâm:

- Nhận hồ sơ tham gia đấu thầu: hạn cuối cùng 6/3/2019
- Lựa chọn đơn vị sản xuất và ký hợp đồng: 11/3/2019

Đơn vị sản xuất được lựa chọn sẽ làm việc với Quản lý hợp phần Giáo dục nguy cơ bom mìn và Hỗ
trợ nạn nhân bom mìn, Trưởng phòng truyền thông của VNMAC, Cán bộ chương trình của UNDP
Cán bộ truyền thông của UNDP, Quản lý hợp phần Giáo dục nguy cơ bom mìn và Hỗ trợ nạn nhân
bom mìn, Trưởng phòng truyền thông của VNMAC sẽ tham vấn trực tiếp và cụ thể trong quá trình
sản xuất các clip.
7. YÊU CẦU ĐỐI VỚI ĐƠN VỊ SẢN XUẤT
• Có ít nhất 3 năm kinh nghiệm trong sản xuất các Clip truyền hình và phát thanh, làm phim tài
liệu, các chương trình truyền hình;
• Đã có ý tưởng kịch bản cho các clip truyền thông và phát thanh
• Đã tham gia sản xuất phim/clip truyền hình và phát thanh trong lĩnh vực Hành động bom mìn,
Môi trường hoặc Thiên tai, kinh nghiệm tham gia sản xuất clip truyền hình và phát thanh cho
ít nhất 2 dự án quốc tế tài trợ là một lợi thế.
• Nhóm sản xuất có nhiều kinh nghiệm về sản xuất phim, các clip phát thanh hoặc các chương
trình truyền hình và có đủ nhân lực đảm nhận các công việc: Viết kịch bản, quay và dựng
phim, dựng âm thanh, và dịch phụ đề tiếng Anh.
• Có đủ các trang thiết bị ghi âm, dựng phim đáp ứng yêu cầu về sản xuất những clip truyền
hình và phát thanh có chất lượng cao.
• Trưởng nhóm sản xuất có kinh nghiệm trong việc tổ chức sản xuất các phim, chương trình
phát thanh và truyền hình cho các dự án phát triển.

với công việc cụ thể và Bản sơ yếu lý lịch
- Danh sách trang thiết bị đơn vị sản xuất sẵn có và sẽ sử dụng trong quá trình sản xuất các clips
- Đề xuất bằng tiếng Việt và tiếng Anh bao gồm cả nội dung kịch bản dự kiến.
b. Kinh phí đề nghị (chi tiết chi phí của từng hạng mục). Bản dự thảo kinh phí này được xây
dựng trên Bảng hướng dẫn của LHQ-UN 2017 về chi phí địa phương trong hợp tác phát triển
với Việt Nam.
7. HỖ TRỢ HÀNH CHÍNH VÀ TÀI LIỆU THAM KHẢO
• Tài liệu dự án: UNDP sẽ cung cấp cho nhà sản xuất những tài liệu, báo cáo và tài liệu tham khảo
để đơn vị sản xuất có đủ thông tin cho việc chuẩn bị nội dung
• Hỗ trợ hành chính: Cán bộ đầu mối của phong giáo dục phong tránh tai nạn bom mìn của
VNMAC và Ban quản lý dự án sẽ hỗ trợ đơn vị sản xuất kết nối với chính quyền địa phương nếu
cần thiết trong quá trình triển khai. Đơn vị sản xuất sẽ chủ động sắp xếp phương tiện đi lại và chỗ
ở khi đi công tác thực địa. Chi phí này cần được đưa vào ngân sách đề xuất của đơn vị sản xuất.
8. CÁCH THỨC THANH TOÁN VÀ QUYỀN HẠN
• UNDP Việt Nam sẽ thanh toán cho đơn vị sản xuất dựa trên kết quả về chất lượng công việc với
các thời điểm thanh toán như sau:
Đợt % và Thời điểm thanh toán
Đợt 1 20 % ngay sau khi ký hợp đồng
Đợt 2 30% sau khi kịch bản dự thảo và kế hoạch hoàn thành các clips được UNDP,
VNMAC và Ban quản lý dự án chung đồng ý và không chậm hơn 2 tuần sau
khi ký hợp đồng
Đợt 3 30% sau khi 2 clips truyền hình và phát thanh được gửi tới UNDP, VNMAC và
Ban quản lý dự án chung, không chậm hơn ngày 5/4/2019
Đợt 4 20% sau khi thỏa thuận phát sóng trên Truyền hình và phát thanh được ký kết
chính thức và các số đầu tiên được phát sóng vào tuần đầu của tháng 4, lý
tưởng là vào tuần 4/4

PHỤ LỤC: MỘT SỐ THÔNG ĐIỆP CHÍNH VỀ PHÒNG TRÁNH TAI NẠN BOM MÌN
1. Dấu hiệu cảnh báo khu vực có thể có bom mìn/vật nổ còn sót lại:
✓ Khu vực có biển cảnh báo bom mìn
✓ Khu vực có phát hiện ra bom mìn
2. Hậu quả các tai nạn bom mìn/vật nổ
✓ Khuyết tật trên cơ thể: Tai nạn bom mìn có thể gây thương tật thậm chí tử vong
✓ Ảnh hưởng tới khả năng học tập, làm việc và chơi của nạn nhân
✓ Thiệt hại về kinh tế: Chi phí điều trị và phục hồi có thể rất cao
✓ Nạn nhân có thể bị mất hoặc giảm thu nhập
✓ Chi phí xã hội để hỗ trợ nạn nhân, là gánh nặng cho xã hội
✓ Chi phí để mua tư liệu sản xuất mới (vật nuôi bị chết sau tai nạn)
✓ Hậu quả về tâm lý: Các nạn nhân có thể có tâm lý buồn chán, suy sụp tinh thần
✓ Nạn nhân cảm thấy bị cô lập, xa lánh
✓ Nạn nhân bom mìn có thể cảm thấy bị phân biệt đối xử
3. Hoạt động dẫn tới các tai nạn bom mìn/vật nổ:
✓ Ném, đập, cưa, đục, đốt bom mìn/vật nổ
✓ Tìm kiếm, đào bới, buôn bán sắt vụn tại các khu vực có mìn
✓ Cắt cỏ, chăn gia súc, kiếm củi, chơi ở gần khu vực có mìn
✓ Đốt lửa trong khu vực có bom mìn, vật nổ
4. Đặc điểm của bom mìn/Vật nổ còn sót lại sau chiến tranh
Hình thức bên ngoài:
✓ Thường bị rỉ sét - dẫn đến đôi khi khó phân biệt được giữa sắt vụn và bom mìn/ vật nổ do
tiếp xúc lâu với môi trường tự nhiên
✓ Bong tróc hoặc mất hẳn lớp sơn
✓ Mờ (mất) ký hiệu của nhà sản xuất - không phân biệt được tính năng công dụng
Hình thức bên trong:
✓ Các cơ cấu cơ khí bị biến dạng hoặc kẹt do rỉ sét -dẫn đến tình trạng chơi nghịch đâp nhiều
lần không nổ nhưng đến lần thứ N thì có thể phát nổ
✓ Thuốc phóng, thuốc nổ bị biến chất, chảy dầu - dẫn đến nhạy nổ
5. Cách phòng tránh tai nạn bom mìn
✓ Tránh xa khu vực có biển báo nguy hiểm, khu căn cứ quân sự cũ
✓ Không vui chơi trong khu vực có biển báo nguy hiểm
✓ vật nổKhông chạm vào vật nghi ngờ là bom mìn
✓ Không tự ý di chuyển vật nghi ngờ là bom mìn, không ném, đập vật nghi ngờ bom mìn
✓ Báo cho người lớn (đối với trẻ em) hoặc chính quyền địa phương (đối với người dân) khi phát
hiện thấy bom mìn, vật nổ.
