Perhaps with this expo-nential growth in mind, apublic tender was launchedthis week to find an entitythat will carry out a studyinto the environmentalimplications of dredgingthe Arade River, so that theAlgarve city of Portimãocould bump up the numberof cruise ships it welcomes.

The Administrators of thePorts of Sines and theAlgarve launched the pub-lic tender on Tuesday, tocarry out an environmentalimpact study into theproject to dredge andwiden Portimão’s portchannel.

The project aims to cre-ate the necessary condi-tions for the city to up the

of €1,348/m2, as op-posed to €1,242/m2 in thecapital.In major cities, housingprices soared, with ahome in Lisbon now 15.5percent more expensivethan it was towards theend of 2016. Porto mean-while also saw the cost ofresidential properties rise14.1 percent in the spaceof just 12 months.The price of apartments inthe Algarve went up by 8.2percent, while villas in-creased by 6.8 percent, incomparison to 5.3 per-cent and 4.9 percent,respectively, the yearbefore.Nationally, the averageprice for a square metreof floor-space was€1,127.The tendency for growthin prices in the Algarveseems to have gainedpace towards the end oflast year, as in Decemberthe cost per square metreof an apartment was fixedat €1,456, and that of avilla at €1,435/m2.According to a separatereport, buying property inthe Algarve is, accordingto bank evaluations, now25 percent more expen-sive than anywhere elsein the country.This follows figures fromthe Association of EstateAgents in Portugal(APEMIP) that pricesbeing catapulted to pre-crisis levels, sales as awhole were up by be-tween 25 and 30 percentin 2017. Overall, morethan 400 properties weresold every day lastyear.”APEMIP PresidentLuís Lima explained thathis association had an-ticipated these highlypositive figures at thebeginning of last year,and current projections“allow us to forecast thatthe real estate marketwill grow once again in2018.”

Earthquake rattles ÉvoraAnother earthquake has been recorded at Arraiolos, just

outside Évora. Measuring 3.1 on the Richter Scale, the minorearthquake was registered at 4.15am on Thursday morning. Itfollows one on 15 January, which resulted in panic, withschools being evacuated as a result of the quake that meas-ured 4.9. Three other earthquakes, measuring around 3.2,have been recorded in the past month in southern Portugal,with their epicentres located in Monchique, Odemira andAlmodôvar.

60 schools in Portugal should be closedbut still teach

There are currently 60 schools in Portugal that should beclosed but remain up and running. A report in Thursday’s edi-tion of newspaper Diário de Notícias claims there are dozensof primary schools that were flagged as due for closure, butkeep teaching due to a lack of alternatives, or opposition fromlocal communities. The Education Ministry has published alist of the 63 schools whose exceptional authorisations will beterminated at the end of this school year.

Suicides in Portugal drop to lowest in adecade

Suicides in Portugal have dropped to the lowest in a dec-ade. According to the National Statistics Institute, the numberof people who took their own lives in 2016 dipped to below the1,000 mark for the first time in a decade. This has been attrib-uted to a pick-up in the country’s economic situation, accord-ing to experts. A peak in the number of suicides coincided withthe intervention of the troika, and the number of male suicidesoutweighs the number of female suicides.

Vila do Bispo IMI up, Faro and TaviraIMI down

Vila do Bispo is the only county in the Algarve to have in-creased its IMI municipal property tax this year, where itwent up by around 33.3 percent. However, the IMI is highestin the counties of Portimão and Vila Real de Santo António.Conversely, Faro and Tavira have dropped their IMI taxes byfigures varying between 11.1 percent and 1.3 percentrespectively.

are at risk due to a shortage of nurses at the nation’s hospitals.According to Society President Ana Rita Cavaco, nurses areexhausted and incapable of delivering quality care and in asafe manner. The Portuguese Health Service currently em-ploys 41,000 nurses, but officials argue that an additional30,000 are needed to meet the demands of this profession.

The new CEO of flag-carrier TAP, Antonoaldo Neves, has saidthat he hopes there will not be a strike by cabin crew at theairline and that the process can be resolved through dialogue.

Portuguese conglomer-ate Sonae said on Thurs-day that it had completedan agreement to createthe Iberian Peninsula’ssecond largest sportsretailer formed by SportZone and JD SprinterHoldings.

The European Commis-sion (EC) Directorate-General (DG) for Competi-tion approved the agree-ment, which had been

announced back in Sep-tember, in mid-January.

This agreement with theUK’s leading sports re-tailer foresees the merg-ing of the Iberian Penin-sula businesses of the JDGroup and JD Sprinterwith Sport Zone.

Sonae said last March ithad signed a memoran-dum of understanding(MoU), explaining that theIberian sports group would

be owned 50 percent byJD Group, 30 percent bySonae and 20 percent bythe JD Sprinter share-holder family.

With a joint turnover ofmore than €450 millionestimated for 2016 and achain of 287 stores (191 inSpain and 96 in Portugal),the group will be the Ibe-rian Peninsula’s secondlargest sports retailer afterDecathlon. TPN/Lusa

Madeira, with a score of 55 percent,appears near the ’moderately secret’ endof the scale and the NGO dedicated anentire page to the island. The file on off-shore financial services mentions thatMadeira is responsible for less than 1percent of the overall market for theseservices, meaning it is a minor operator.

Madeira had the worst classifications initems related with the legal transparency ofthe entity in question – ownership, accountsand tax rate paid – and with property regis-tration, namely limited international coop-eration and ownership of other assets.

Established in thecity since the 15thcentury, LagosHospital has long

provided its local commu-nity and that of surroundingmunicipalities with medical

facilities, civilian and mili-tary, playing an indispen-sable role for thepopulations of the Munici-palities of Lagos, Aljezurand Vila do Bispo.After a series of alterations

and extensions towardsthe end of the 15th century,the unit, archteciturally,remained largely un-changed and with littleoption to do so, as it isadjacent to Lagos Castle

Wall, a listed nationalmonument.However, in a statement,Lagos Council said: “It isimperative that the LagosHospital acquires condi-tions to provide its na-tional and foreign userswith the levels of quality ofcomfort and care requiredby the National HealthService.”The statement elaborated:“With that in mind the Mu-nicipalities of Lagos,Aljezur and Vila do Bispo,the populations, the may-ors and the workers of thehospital have maintained apersistent struggle,through public demonstra-

Serra points out that partof the rise in the price of oilis related to growth of theworld economy and that“this will weigh positivelyon the Portugueseeconomy, and may easilyoffset the negative impactof oil on Portuguese GDPvia private consumption.”

(ISEG) said that the increasein the price of oil “ends upbeing transmitted to thewhole economy and in gen-eral the impact is slightlynegative,” if the rise remainsat around 20 percent.

Both economists believea rise to around US$100 perbarrel would be a concern.

In 2017, world demandfor oil increased 1.64 per-cent (equivalent to 1.57million barrels per day) toa total of 96.99 millionbarrels per day, accordingto the Organisation ofPetroleum Exporting

Countries (OPEC).As for oil prices, which

rose due to the reducedproduction pact betweenOPEC and ten other non-OPEC countries led byRussia, OPEC analystspoint out that the Decem-ber average price was thehighest since June 2015.

The benchmark price ofOPEC’s barrel wasUS$62.06 in December,29 percent more than inthe previous year and anannual average ofUS$52.42 in 2017.

The Euro Health Consumer Index(EHCI), by the Health Consumer Power-house organisation, is an annual rankingof Europe’s national health systems

sonal flu. Portugal had to designateseven SACs in the Atlantic regionby 7 December 2010 and 54SACs in the Mediterranean re-gion by 19 July 2012.

Portugal has also failed toestablish the necessary conser-vation measures to maintain orrestore the protected habitatsand species in these sites.

The current measures adoptedin the framework of the Portu-guese Natura 2000 sectorialplan (PSRN2000) and the othersectorial and special plans arenot comprehensive and preciseenough to allow for an adequatelevel of protection and SACsdesignation.

As recognised by Portugal, thedesignation of the SACs requiresa prior mapping of natural habi-tats and species as well as theadoption of management plansfor each site.

able to respect its own commit-ments for SACs designation, andestablishment of conservationmeasures.

Last year Chinese invest-ment under the schemetotalled €306,397,093.97 –down 37% on 2016 – with

538 residence permits beingissued, down from 848.

By far the best year in termsof Chinese investment was2014, when the programmebrought in almost €711 mil-lion and 1,235 permits wereissued.

Citizens of Brazil, mean-while, have invested a cumu-lative total of €400 million,with 473 permits being is-sued between 2013 and2017. Brazil is the secondcountry, after China, in termsof permits issued.

Last year, investors fromBrazil put in almost €179million, making it the best

year ever on that measure.South Africa, the third most

important country in thescheme, is the origin of acumulative €140 millioneuros, accounting for 218permits.

Total investment under theARI scheme last year slipped3.4% to €844 million.

Property continues to bethe main destination forinvestment, with almost€771 million last year – thevast bulk of it for purchases(for which the eligibilitythreshold is €500,000)rather than purchase withrehabilitation (for which thethreshold is €350,000), forwhich 75 residence permitswere issued. The separatecriterion of transfer of capi-tal (minimum €1 million)brought in more than €73million last year, with 70permits being issued onthis basis. For the creationof at least 10 jobs, the othercriterion, just two permitswere issued.

According to the Portu-guese central bank, in thesecond half of 2017, inPortugal, 9,760 counterfeitnotes were withdrawn fromcirculation, 1,679 morethan in the first half of 2017.

The 20-euro note is themost often counterfeited,with 5,223 notes withdrawnfrom circulation, followed by50 euros with 2,092 notes.

The banking regulatorsaid the “[seized notes]remain residual whencompared to banknotes incirculation.”

According to a statementissued by the EuropeanCentral Bank (ECB), alsopublished on the Bank ofPortugal website on thesecond half of 2017, some363,000 counterfeit eurobanknotes were withdrawnfrom circulation, an in-crease of 9.7 percent overthe first half of 2016 and 2.8percent year on year.

The 20- and 50-eurobanknotes accounted foraround 85 percent of for-geries and the majority(97.8 percent) of counter-feit notes were detected ineurozone countries.Around 2.3 percent of noteswere seized in memberstates of the EuropeanUnion and 1 percent weredetected in other parts ofthe world.

According to the ECB, theprobability of receiving acounterfeit euro banknote isnow small and so it is a“safe and reliable” methodof payment. In 2017 theincrease in the amount andvalue of genuine eurobanknotes in circulationwas around 5.9 percent and4.0 percent, respectively.

Congo: Drifting into Dangerous WatersGWYNNE

You have to admire Joseph Kabila’s cheek, if nothing else. On Saturday, at his first press conference in sevenyears, the long-serving president of the Democratic Republic of Congo said: “We have to have elections as scheduled.”But they were scheduled for December of 2016.

Kabila had been inoffice for fourteenyears by then, butsomehow he had

forgotten that you need anup-to-date voters’ list be-fore you can hold an elec-tion. So he generouslyoffered to stay in office aspresident for another yearwhile this was done, eventhough he was not allowedto run for a third term aspresident.The various oppositionparties and the CatholicChurch, which has im-mense influence in theDRC, were not greatlypleased by that. However,

they reluctantly agreed togo along with it and theelection was rescheduledfor December 2017 – lastmonth.As it became clear that thedeadline would not be metthe demonstrations andprotests multiplied, and the‘security forces’ grew morerepressive: a recent UNreport found that stateagents had carried out1,176 killings in 2017. Andlate last year Kabila de-clared that the electionswould have to be postponedagain, to December 2018.“Kabila does not have anyintention to leave power,”

said Felix Tshisekedi, aprominent oppositionleader, after the latest post-ponement. “His strategy isto spread chaos across thecountry and then delayelections because he’llclaim there is too muchviolence.” The violence iscertainly increasing, andthere is a serious risk thatCongo is sliding back to-wards civil war, but it’s toosimple to blame it all onKabila.Joseph Kabila came topower when his fatherLaurent-Desire Kabila, awarlord who had emergedvictorious in the first civil

war in 1997, was assassi-nated in 2001. He was only29 at the time (although hisfather had already madehim army chief of staff), andhe had no political follow-ing of his own.He has subsequently be-come very rich, but he isstill not a powerful figure inhis own right. He was put inoffice by the security forces,now dominated by the menwho led his father’s rebelarmy, and he remainslargely a figurehead whilethey make the real deci-sions. The problem is thatthey can’t decide whoshould replace him.Kabila didn’t actually forgetto change the law that re-stricted him to two terms ofoffice. Doing that wouldhave been simple enoughif the men who really runthings had all wanted himto stay in office. (Threeother African leaders havechanged the rules on termlimits so they could stay inoffice in just the past year.)Nor is there much doubtthat Kabila would have wonif there had been an elec-tion last year or the yearbefore. It’s the regime’sown people who are slowlycompiling the voters’ lists,and the choices they makewill doubtless guarantee avictory for the regime. Thesituation is drifting towardschaos because the variousfactions within the securityforces cannot agree

whether to keep Kabila inpower or switch to anotherfigurehead.It’s all about who has accessto resources (for which readmoney) within the regime,but meanwhile 81 millionCongolese are beingdragged towards anothercivil war. The last one, in1998-2003, killed at least 5million Congolese, mostlyfrom hunger and disease.They do not need another.There is already heavyfighting between militiagroups and the army in theeast and south-east, withthe majority of the casual-ties, as usual, being civil-ians. It would be comfort-ing to believe that an elec-tion could stop all this, but itcan’t. What is required is astrong and reasonablyhonest government thatcan reassert control overthis huge country, the poor-est in the world.It is sheer fantasy to imag-ine that a country biggerthan all of western Europe,but with less in the way ofall-weather roads than tinyLuxembourg and a percapita income of about adollar a day, can be savedby a free election. Commu-nications are so poor thatthere is no genuine ‘publicopinion’, and beyond Kin-shasa, the capital, almostall political loyalties aretribal.Democracy is important,and for most African coun-

tries – for most countriesanywhere – it is the bestsolution. But the Congo istoo big, too poor and tooethnically fragmented forthat to work yet. Electionsare symbolically importantbecause they embody theprinciples of popular sover-eignty and the rule of law,but everybody who mightactually get elected belongsto a small privileged elite.A relatively small part ofthat group, the ‘securityelite’, have actually beenrunning everything sincethe turn of the century, andthe first order of businessmust be for them to make adeal on who their candi-date will be at the nextelection. Whoever that iswill certainly win, and ithardly matters whether it isKabila or somebody else.Those behind the sceneswill still pull the strings.But until they reach anagreement about the re-gime’s candidate, thecountry will continue todrift, and it is drifting intodangerous waters.

England ready for Six Nations defence after Vilamouratraining camp

The England rugby squad were back atBrowns last week in Vilamoura in prepara-tion for the Six Nations opening game againstItaly on 4 February.

For the fourth time since October 2016,England RFU have returned to Browns inVilamoura for a warm-weather trainingcamp, this time in preparation for the defend-ing champion’s game against the Azzurri inRome on 4 February.

The purpose-built training resort has eve-rything on-site including 2 natural grasspitches, a High Performance Gym, cateringfacilities and pitch-side accommodation allenclosed in a private 53,000m2 resort. Withover 17 years experience, Browns has seena high rate of returning teams from schoolsto National teams. In fact, the resort was notnew to England’s senior squad, having pre-viously stayed at Browns pre-world cup in2007 and ahead of the Six Nations 2009.

Algarve History Association:Events In FebruaryGUIDED WALKS OF TAVIRA

Peter Kingdon Booker hasdevised three areas for Histori-cal Walks in Tavira. The firstcovers the walled town on thehill, and includes the RomanBridge, the Câmara building thecastle and the walls. He discussesthe churches and religious build-ings within the walls and finishesthe tour back at the riverside. InWalk no 2, Peter tells of thedemolitions which permitted thePraça da República to appear asit does today, and then talks ofthe gardens in the centre of thesouthern edge of Tavira, andmoving back towards the centre,past the old jail. Walk no 3 is onthe other side of the river, andshows the flood markers, thegovernor´s residence and thechurches of the northern suburb,passing the chapel formerly de-voted to those suffering from lep-rosy, of course on the boundaryof the old town, and finishing atone of Tavira´s unsung examplesof civic charity and generosity.

On an extremely cold nightlast Saturday 27 January 2018members of the Bailliage Algarveof the Confrérie de la Chaîne desRôtisseurs and their guests metfor a friendly dinner in the cosysurroundings of the renovatedfarm building which is Restau-rant Monte da Eira in Clareanes,Loulé. The group consisted ofeight different nationalities from3 continents. Blazing wood fires,a welcoming drink prepared bythe owner Pedro and greetingfriends both old and new set thisfirst event of the New Year off onthe right relaxed note.

The menu, based on flavour-some traditional Portuguese cui-sine was prepared by Pedro’s sonand his kitchen brigade. Portu-

guese wines complimented thetraditional food and Dr. JeanFerran, Bailli provincial ofBailliage du Sud du Tage gave asummary of some of the interest-ing events planned in this year.

The owner and his staff werethanked for their hard workwhich together with the friendlyfamily atmosphere had com-bined to make the evening amemorable one.

On Saturday 20 January, fiftymembers and guests met atBrasserie Rosal just outsideCarvoeiro for the CASA annual‘After Hangover Dinner’. Thisevent, the first every year formany years now, celebrates thesurvival of the rigors of the com-bined Christmas and New Yearfestivities and is always highlypopular with our members.

The evening went with aswing; Andi (our host) had theplace nice and warm with a blaz-ing log fire in the main restaurantand had the forethought to haveadditional heaters where seatingwas away from the main fire.

Good food, a comfortable ambi-ence and the opportunity to meetfriends and swap details of ourChristmases; difficult to beat!

Hannah is a keen helper in thisnew fund. Her heart is with the

children. She personally do-nated and auctioned many of herown precious paintings.

In February, Hannah will visitLesotho and help us finalise thenitty-gritty details for the ThusoEducation Fund. Children will behelped this year.

Devil’s IvyDevil’s Ivy (Epipremnumaureum), a type of ever-green vine, can grow be-yond 30ft in the wild, butindoors it rarely exceeds8ft. The leaves are largeand sometimes heart-shaped and come in awide variety of light anddark shades.This species adapts well toa variety of office conditions,from low light levels tobrighter ones, but is ideally

placed near a window butout of direct sunlight.Water when the surfacehas dried out, allowingexcess moisture to drainthrough. These plants don’tlike soggy bottoms. Theirheart-shaped white-splotched leaves make alovely addition to a desk,shelf or table. Larger speci-mens, trained around apole or cane, look great inbig pots on the floor.

Peace lily (Spathiphyllum)Peace lilies have very wide,broad, deep green leavesand grow beautiful whiteflowers that have giventhem their common name.They are popular becausethey don’t need a lot of lightand are forgiving of occa-sional over-watering, too.Peace lilies are also knownfor cleaning the air, helpingto remove toxins and creat-ing a healthier work envi-ronment. They’re alsotolerant of low light and arevigorous growers. Theseplants work well for focalinterest and screening.Plants which don’t flowerneed to be put in brighterlight - but out of direct sun-light, which can scorch theleaves. Brown leaf tips canbe caused by overwatering.Water thoroughly, but don’tlet the soil get soggy.

DracaenaThese tough plants make agreat choice for eliminat-ing pollutants. Easy to carefor, they can also provide afocal point or be used as ascreening plant.Dracaena cincta (some-times called Dracaenamarginata), can survive indrought-like conditionsand have a relentless rootsystem which makes themtough to wilt - perfect for aneglected desk plant.Not only are they sturdy,but their thin, often colour-ful leaves look attractiveon desks. For darker ar-eas, or where a statementis needed, Dracaena‘Janet Craig’, with its bold,green foliage, is toughand forgiving.

AglaonemaSometimes just called‘aglos’ or Chinese ever-green, aglaonema arepopular because of thecolour their leaves canattain. They have shortstems bearing long-stalked, often attractivelyvariegated leaves. Whilemany are deep green, theycan also have traces ofsilver or red. They symbol-ise long life to the Chinese.They need temperaturesof 16-26C and can toler-ate low light conditions.The darker the leaves, theless light is needed. Keepthe soil moist at all timesbut you’ll need to waterless in the winter. Repotthem every two or threeyears, but they like to bepot-bound so don’t worryif the roots start showingthrough the bottom of thepot.

Ficus benjaminaCommonly known as the‘weeping fig’, this is aversatile plant that looksattractive as a standalonespecimen or as part of amixed display. They grow

wild in the tropical forestsof India, south-east Asiaand northern Australia.Indoors, keep the areahumid, regularly mistingthe plant or setting it on apebble tray filled withwater. However, weepingfigs don’t like wet roots, soonly water them if the topof the soil is dry. Colddraughts from windows ordoors will harm them, soplace them in a draught-free spot.

Zamioculcas zamiifoliaCommonly abbreviated tothe ZZ plant, the fat stalksand bulging roots of theselow-maintenance plantsstore a huge amount ofwater, meaning you don’thave to search around theoffice for a watering canevery day.A favourite for people whoare prone to killing theirplants, they can also toler-ate prolonged periods oflow light and are idealdesk plants in our darkwinters. that they require a beautician’sexpertise, with a bit of know-how,you can do your own treatmentsat home just as effectively, savingyou a lot of money.We spoke to a range of beautyexperts to find out how to getsalon results without payingprofessional prices.

Facial massageYou know that dewy, fresh-faced glow you have when youemerge at the end of an amaz-ing facial? Well, it is possible toperk your own skin up like that,according to celebrity facialistand Nivea skin coach AbigailJames, who recommends us-ing the Q10 Plus Vit C SkinSleep Cream when massagingeach of these five areas of yourface.“A revitalising night facial mas-sage will help your skin feelcalm and rested, so you awakelooking supercharged the nextday,” James says.These are the five key move-ments you need for your nightlyskin-soother:Liver area (between the brows)The liver is responsible for re-moving toxins, processing hor-mones and keeping our bodieshealthy. Tips to help you sleep when you have a coldPeople have no sympathy if you’ve got a cold. You’resneezing, sniffing, snotty and generally feeling like death, butthe world wants you to man up and crack on.

And it’s a fair point.There are manyover-the-counterremedies for the

sniffles that work so bril-liantly, you almost forgetyou’re feeling ropey - untilfour hours later when themedicine’s worn off. Butwhen it comes to sleepingat night, it’s a whole differ-ent story.Some try propping them-selves up with pillows,others knock themselvesout with more pills. Butyou’ll be pleased to know,it is possible to get a goodnight’s rest no matter howstuffy you’re feeling. Inde-pendent sleep expert DrNeil Stanley reveals how...

Get some fresh air“Although you may feelyou have to stay warm atnight, fresh air is good forsleep, particularly whenyou aren’t feeling well,”says Dr Stanley. “My ad-vice is to open the windowbefore going to bed, evenif it’s just a tiny bit. Byopening the window, youlower levels of carbondioxide in the air, whichhas been shown to im-prove the quality of sleep.”

Sleep on your own“If you have a cold, you’renot going to be much funto sleep next to. Yourraised temperature andthe discomfort associatedwith a cold will mean you

are more restlessthroughout the night. Thecoughing, sneezing,wheezing and blowing isbound to be disruptiveand therefore, it may bebeneficial to you and yourpartner if one of yousleeps in a different roomfor a couple of nights.”

Drink water“Make sure you have aglass of water beside yourbed to sip from during thenight,” advises Stanley.“One of the main prob-lems with having a cold isthe fact the blocked noseis liable to cause you tobreathe through yourmouth, resulting in dry-ness. Having water be-side your bed means youcan sip it throughout thenight to relieve mouthdryness, and keep your-self hydrated.”

Sleep at the righttemperature“You need to lose bodyheat to get good qualitysleep and you lose thisheat from your head andface, as that’s the only bitof you that is exposedunder the duvet. While youcan be as toasty as youwant under the covers, thebedroom needs to be cool- the ideal temperature isbetween 16-18C. Whenyou have a cold, you’realready going to find itmore difficult to lose body

heat, because you’ll berunning a temperature.Having the bedroom toowarm at night will makethings even more difficult,so resist the temptation toturn up the heating.”

Take medication“Ensure you have anymedications you mightneed close by your bed,”notes Stanley. “This in-cludes painkillers, sorethroat pastilles and amedicated rub like likeVicks VapoRub - which isclinically proven to helprelieve common coldsymptoms for a betternight’s sleep.”

Soak away the stress“Have a warm bath beforebed, as it will relax youand help you to sleepbetter. When you have acold, the stresses andworries of modern life feeleven worse, so soakingaway your worries in anice warm bath is an idealway to wind down andprepare for bed.”

Don’t go to bed hungry“When you don’t feel well,sometimes you lose yourappetite. However, it isimportant not to go to bedhungry, as that will disturbyour sleep.” Dr Stanleysuggests eating a coupleof slices of hot butteredtoast for supper, as whileyour body doesn’t want to

be processing a big mealduring sleep, the feelingof hunger causes thebrain to want food notsleep, and this may wakeyou in the night.

Have a soothing drink inthe evening“A hot ‘toddy’ of honey,ginger and lemon, andmaybe something a bitstronger, is a soothing,relaxing drink that canhelp you get off to sleep,”notes Stanley.

Keep it caffeine freeBe aware that some coldand flu remedies can con-tain caffeine. Although thiscan help you feel better

during the day, too muchcould disturb your sleep,says the doc, especially ifyou’re also getting caf-feine from tea or coffee.

SIR, I travelled around Portu-gal with a friend in a motorhomelast May.

I would like to suggest a lawdue to all the tourists youreceive.

I would like it to be manda-tory for all the campsites, res-taurants, waterlands and hotelstaff etc to have training inheart / lung rescue. Coursescould be held for many by thehospitals.

The combination of lots oftourists and hot weather meansheart attack risk for many.

I also suggest all touristplaces of size to have a heartstarter since it is vital for rescueand can be handled by anyperson. We have them every-where in Sweden.

And in all public places andhotels, I suggest it to be manda-tory to find a big sign where youfind the number to an Englishspeaking doctor or dentist whothen has all the numbers of localdoctors. Should one need it.

The English speaking doctorcould then help in directing yourPortugal visitor to the righthospital or call an ambulance /local doctor. Information shouldbe in all airports and harboursand along the highways by bigsigns. Also proper informationabout fires. How to act.

I also like to suggest that thePortuguese Tourist Ministermakes one website where allhotels, restaurants, campsitesetc that are accessible for allcan put their business so peo-ple easily can visit it and findeverything they need.

Maybe also that the artist’spicture is put up outside allrestaurants and other facilitiesthat are accessible.

Portu-gal is a lovely country to livein, but handicap is still largelyignored. It would be even astep further to write in eachedition an article, pointing outwhat needs to be done insome places, and what hasbeen done elsewhere.

For example, we are livingnear Loulé and I need awheelchair to move around.But I can’t visit the towncenter and never participatein the many interesting eventsthe CML (Loulé council) or-ganises ...for tourists. Allsidewalks and even the beau-tiful large center walk of themain avenue have cobble-stones. They are pretty andnice, surely tourists appreci-ate them lot, but driving awheelchair on such a surfaceis a real nightmare. In the citypark the planners started toinstall wheelchair friendly sidedrives. But if you want tochange sides, you still have tocross the large cobblestoneroad. None of the public (andcommercial) places have aspecial wheelchair access.Anyway, the whole towncenter is completelyunpractical for us. It wouldn’tcost much to change this, andthe Loulé council being therichest in Southern Portugalshould be able to afford it. Itwould make them one of themost handicap-friendly townsin Portugal.

So why not starting with anarticle in one of your nextissues: “Is the town center ofLoulé forbidden for handi-capped people?”

Need for morepalliative care inPortugal

The study found thatin Portugal “71% ofdeaths in adultsand 33% of deaths

in children are due to ill-nesses that are recog-nised as requiring pallia-tive care,” the universitysaid in a statement sent toLusa, noting that althoughthese estimates are in linewith figures from otherEuropean countries, Por-tugal “lacks capacity torespond, above all forchildren”.

According to the state-ment from the University ofCoimbra, the study “showsthat it is urgent to assessthe sustainability of thecurrent model of healthcare and social support tomeet these needs that willonly tend to increase.”Cancer, for example “isresponsible for an evergreater proportion ofdeaths with palliativeneeds (34% in adults and38% in children).”

Research for the study,which was published inthe journals, PalliativeMedicine and BMCPediatrics, was overseenby Bárbara Gomes of the

university’s Faculty of Medi-cine. It involved doctorsand researchers there andat King’s College, London,at the Centre for HealthStudies and Research ofthe Coimbra Faculty ofEconomics, at the Instituteof Public Health of the Uni-versity of Porto, at the Na-tional School of PublicHealth in Lisbon’sUniversidade Nova, at thePortuguese Institute ofOncology in Lisbon and atthe Espírito Santo Hospitalin Évora.

The study looked at datafrom more than a millionpeople who died in Portu-gal between 1987 and2012, consulting special-ists in public health, pallia-tive care and paediatrics,“to better understand thereality in Portugal,” theuniversity said.

It found two “key charac-teristics that define the waythat Portuguese societydeals with advanced ill-nesses and the end of life,”it quoted Gomes as saying.“On the one hand, there isa tradition of support fromthe broader family – we tryto care for our own athome, a mission that isvery much associated withthe women in the family.

“On the other hand, weare extremely dependenton hospitals – we think thatthere we will find the besthealth care.”

This dual model, Gomesnotes, results in Portugalhaving one of the world’shighest rates of deaths inhospital, above all amongyoung people and cancersufferers. This “hospital-centric system” will be “diffi-cult to sustain in the future”and there is a need for a“Copernican revolution inthe way” support is providedto “people who are sufferingfrom advanced illnessesand their families.”

Euro Pet Transport is a small familybusiness run by local Algarve residents,Ian and Sheila, who provide a quality andsecure service, relocating pets acrossWestern Europe. ago in Lagos , DrymatSystems Portugal hasalready been solvinghumidity problems inmany houses all overPortugal.

Mr. Andrew Lucasstates that he had a se-vere rising damp problemin his renovated farm-house in Olhão. “Despitethe renovation, the 60cm thick walls startedshowing big spots withhumidity and less than 1year after the renovation,paint and plaster was al-ready peeling off .How-ever after the installationof the Drymat Unit, the situation changeddramatically . A year is a longtime in any busi-ness and estateagency is nodifferent. Reflect-ing on the lasttwelve months,however, it isinstructive toremember thatsome things neverchange or do soonly slowly. Ourclients still appreci-ate being expertlyguided through anunfamiliar buyingprocess and ourhelp with the littlethings which makesettling into a new country a challenge. Ifyou don’t speak the language or under-stand local customs even somethingtrivial like getting the electricity connectedcan seem daunting. That’s why we don’tsimply confine ourselves to the propertytransaction alone.

What else hasn’t changed? Well thereasons for buying property here remainmuch the same; security, climate, lifestyleand an advantageous tax regime aresome things which attract people to theAlgarve. So to something which has changed;demand from the UK. Brexit and the lossof value suffered by the pound led to a sharpdrop in the number of enquiries we sawfrom British residents but we are now see-ing much more activity again.

Something which changed for us at SoPortugal, was a switch in the back officesupport for our website. This changemeans that our coverage here in Portugalwill be much better and helps us work withother Portuguese agents more efficiently.Agents often quote the 25% of transac-tions that involve foreigners but that stillleaves 75% which involve only Portu-guese nationals. Having, for the lastten years, been one of theoldest competitors in thefield it is truly uplifting to beable to turn up to a tourna-ment where you are theyoungest. It is strange andlevelling to be in a fieldwhere you think you arecompeting against peopleyour father’s age and thenrealise that you fit in per-fectly. They say one day youwill look in the mirror andsee your father lookingback at you, it was like thatbut with golf clubs.It was on the range wherethings took a surreal turn,you could not have had amore diverse spread ofbody shapes, sizes andfitness. It looked like a nor-mal driving range any-where in the world, exceptall of these guys could hit a

ball, knew how to putt andmost importantly knew howto compete. We had exEuropean Tour players,County Champions, PGARegional Champions.Some players who havebeen Professionals for thelast thirty years and somewho have been amateursfor the last thirty years andhave been waiting for theclock to turn in their favourand turn professional. EvenClub Professionals whonow have a little spendingmoney to see how goodthey really are.Being a Jack Nicklaussignature course, MonteRei is a wonderful test ofgolf, five star in every cat-egory. I handled myselfwell over the first 18 holeswhere a 76 was carded infeisty winds. It was goodenough to lie tied 7th goinginto the final round. My bodywas in good shape, my mindat ease because I knew that Icould compete.Then golf showed me onceagain that it was the boss,any sense of control wasfleeting. The course showedme that if you wander off thebeaten path by a few feet itwould take quite a golf shot

to get back in position. Myfirst three holes amounted tothe ‘number of the beast’ 6-6-6. I managed, in forty min-utes, to drop more shotsthan in four-and-a-halfhours the day before.Feeling like a total numpty Icarded an 81. I chalked itup to experience and allthat, better luck next time,learn from your mistakesetc. Then I found that tied19th covered expenses. It issafe to say that I haveplayed a lot better and wona lot less. Seniors Tourproper is in two years’ time,plenty of time to iron out thewrinkles in the game, notthe face. Sporting overcome stubborn Setúbalin League Cup Final

Sporting suffered a scare in the Taçada Liga final before winning the penaltyshootout against Vitória Setúbal inBraga last weekend.

For thesecond time in seven days,Vitoria Setúbal had heldSporting to a 1-1 draw.This year’s Taça da Ligawould be decided on pen-alties. In the shootout,Podstawski completed anight to forget by firing hispenalty against the cross-bar. It was left to WilliamCarvalho, who missed hisattempt in the semi-finalagainst Porto, to slot homethe winning penalty.
