1. Introduction:
Parow Industria Improvement District (PIID) was implemented on 1 August 2001 and was the first industrial CID to be
established. This CID model is based on an international best practice aimed at preventing degeneration and addressing
urban decay.
The PIID office is the backbone of the Parow industrial area and ensures that the public space is maintained for all in terms of
public safety and cleansing. We also ensure that the business owners are kept up to date with what is happening in the area
in terms of crime and other aspects by means of monthly newsletters and personal visits. The PIID office is a central point to
which business owners can address their complaints and enquiries with regards to all aspects.
The PIID administrative office (manager and one assistant) is inter alia responsible for the following:
- Monitors the work of the service providers in terms of monitoring, patrolling and cleansing.
- Keeps an accurate record of all crime incidents.
- Once a week meets with the relevant service providers managers in order to ensure optimal service delivery as set out
in the business plan.
- Reports all defects within the PIID geographical area to the relevant City of Cape Town (CCT) departments, for
example, faulty streetlights, potholes, skew lamp poles, bollards which are knocked over, graffiti etc.
- Assists business owners who request CCTV footage by allowing them to view such footage and ensuring that such
footage is handed over to SAPS in order to preserve the chain of evidence should such cases go to court.
- Keeps an accurate database of all businesses in the area with after hour contact numbers should it be necessary to
contact a business owner after hours.
- Addresses all complaints received.
- Attends meetings at Subcouncil which are relevant to the PIID and shares such information thereafter.
- Keeps accurate records of all financial matters pertaining to the PIID.
- Ensures all service providers are paid for services rendered.
- Holds a monthly safety and security meeting with SAPS and other security service providers to discuss current safety and
security issues.
- Participates in operations in the area by SAPS, Solid Waste Law Enforcement and Traffic Services, as and when required.
- Acts as liaison between the business owners and city departments.

- Meets with business owners to attend to complaints between business owners and thereby amicably resolve such issues.
- Assist companies with their evacuation drills by partnering them with Disaster Risk Management.
- Ensuring that controllers and responders are adequately trained to deal with a disaster in the area in terms of
procedures to be followed should such an eventuality occur.
The administrative offices and control room of the PIID are situated at 8 Parin Road, Parow Industria. This non- profit company
carries out the actions proposed in this business plan. This is funded by an additional property rate on ratable property
located within the PIID boundary. The additional property rates are collected by the CCT from property owners in the area
and paid over to the PIID, a Non- Profit Company (NPC). The budget will be dedicated to the specific area only. The
additional rates paid by the property owners in the area means an equitable split based on municipal property valuation. The
cost of the additional services allows individual property owners to benefit from a well-managed business node including a
shared sense of communal pride, safety and social responsibility.
The current approved 5-year term renewal of the PIID will end on 30 June 2020. Given the successes of the PIID over the last
18 years and the growth and development potential in the area, the PIID has drafted this Business Plan for its operations to
continue beyond 30 June 2020 for another 5-year term to 30 June 2025.
Since 2001 to date a camera network with 24 cameras and License Plate Recognition (LPR)at the four entrances to the PIID
has been established. The PIID established its very own 24/7 control room, so that regardless of who the appointed service
provider is, the entire operation remains the same – it is only the personnel who change. This has led to more effective
command and control, as the control room is situated next to the administrative office of the PIID. It also allows for easy
access when incidents occur, and camera monitoring is required, or footage is requested from business owners.
In 1999 and 2000, prior to the inception of the PIID, the average break-ins per year at businesses within the geographical area
of the PIID were 65. In 2018, statistics show a low 18 break-ins for the year. This could only be achieved due to the camera
installations and the monitoring thereof as well as the presence of 24-hour public safety officers.
The PIID strives towards building confidence in the area as a safe, attractive and clean environment in which to conduct
business with special attention paid to core responsibilities that encourage investment in the area, halt degeneration and
promote economic growth / sustainable development.
This objective has been achieved when one looks at the number of new developments in the area with the latest being in
Garrett Street, where a warehouse development is to be constructed.

5. Consistency with the City of Cape Towns’ Integrated Development Plan:
The Integrated Development Plan of the City rests on 5 pillars and the PIID supports these pillars as follows:
The Opportunity City: The PIID is working towards the continuous development and improvement of the urban environment
through public safety, cleansing, urban management and social initiatives, all aimed at safeguarding and growing the
existing businesses and economic opportunities thereby maintaining and creating employment opportunities.
The Safe City: The primary focus and therefor budget allocation for the PIID is aimed at improved public safety in the public
spaces within the PIID boundary. The PIID therefor directly supports a safe city.
The Caring City: The PIID supports the City’s social upliftment strategies to find lasting solutions for Social Development, and
where possible create employment opportunities for the local surrounding community.
The Efficient City: The PIID supports the functions of the CCT through the delivery of coordinated top up municipal services and
communicates with the various line departments which facilitates streamlined communication and service delivery within the
City.
The Well run city: The PIID governance structures ensure an open and transparent approach in the way public money is used
for the benefit of the community.
6. Proposed Services:
As the PIID has been in operation for 18 years and has been successful in reaching a certain standard, we would like to build
upon such successes, by maintaining the existing, and improving in terms of providing of a fully functional camera network
system, provision of a cleansing service, as well as a camera monitoring and public safety service in all public space within the
geographical area, per aspect, as per undermentioned.

6.1 Camera maintenance/ network:
Replacing of 22 camera’s which are in the category of 5 - 8 years old and reaching their end of lifespan, with the latest
technology available, for example, camera’s with wipers so that when it rains, such rain drops do not distort the view – without
camera’s it would be impossible to manage and deter crime as is currently the case, unless one employs more responders
which is at a much greater cost. Cameras are important in that the captured imagery is available as evidence when required,
“playbacks” can be done to verify incidents etc which is not possible when relying on mere patrols on their own.
Additional cameras to address the “dead” spots in the current network – with the installation of these camera’s the entire
area will be covered which is a strong deterrent to crime. Even if the criminals manage to escape detection, they can possibly
be identified after the fact through the captured images.
Maintenance of camera network – cameras are costly and need to be maintained by means of monthly servicing in order to
prolong their lifespan due to their working conditions in the area which is 24/7 in all weather conditions. Being in an industrial
area the camera lenses need to be wiped down monthly due to the accumulated dirt. Camera maintenance ensures
optimal performance. Maintenance costs are expected to increase as the number of camera’s increase.
Replacement and/or expansion of current wireless network as it becomes obsolete and/or requires upgrading.
Possible upgrading of hi-sites as the camera network expands.
Adding to the current control room equipment, for example, purchase of additional DVR’s for increased footage recording.
Replacing of equipment in the control room as it reaches end of lifespan, for example, PC’s and monitors.
6.2 Public Safety:
In order to improve public safety the PIID will develop a comprehensive and integrated public safety plan for the area in
conjunction with an appointed service provider. These actions will include coordination and cooperation with the South African
Police Service and other existing security services in the area.

The location of the industrial area (bordering a gang infested area, namely Uitsig and Ravensmead) and the fact that there
are 3 scrap/recycling businesses within its borders, makes that public safety is one of the biggest cost drivers pertaining to the
monthly expenditure. Currently there is a 24 hour/7days a week service conducted in 12-hour shifts with regards to camera
monitor and guarding.
There are two vehicles with 3 responders – one senior member on the Romeo 1 vehicle and two members on the Romeo 2
vehicle. These responders attend to complaints which are dispatched by the control room, do general visibility patrols and
monitor hotspots for dumping and other illegal activity. General visibility patrols are in accordance with the identified hotspots
and the crime patterns of the preceding week.
The public safety deployment will be supported by a comprehensive radio and communications network linked to a
supporting control room.
In the previous book year, 51 fires occurred in the area which if not timeously reported by the PIID responders and controllers
after hours could have had dire consequences in the area. One building in Spin Street caught fire on 26 December 2018 just
after midnight. Had a PIID response vehicle not driven past and seen smoke and alerted the control room who alerted the
relevant authorities many businesses could have caught fire, as next to the burning building is a recycling business which could
have acted as an accelerant to the fire. Due to the swift action of responders the fire could be contained to just the one
building.

The PIID service provider also actively monitors informal traders, many of whom are illegal and have open fires which is an
Occupational Health and Safety hazard. All illegal informal traders are reported to the CCT for the necessary remedial action.
The PIID responders also monitor informal collectors in the area and do trolley checks to discourage the bringing of stolen
goods into the area. In the 2018/2019 book year 3 374 trolley/bin checks were done. Informal traders have learnt not to bring
stolen goods into the Parow Industria area in bins and trolleys as they will be checked and therefor it is now very few and far
between that stolen goods are actually found in their possession and such items are obviously sold in other areas where they
are not policed as effectively. The responders also provide assistance to SAPS when requested, and in most cases effect the
arrests on behalf of SAPS before they arrive in the area.
During the 2018/2019 book year 32 arrests were affected by the PIID responders. These arrests mean that unwanted elements
are removed from the streets and the word spreads, so criminals then choose to do their business in other areas.
The responders and controllers jointly check on night shifts that all street lighting is working and if not, report it to the PIID office
who reports it to the CCT. 197 Faulty streetlights were reported in the previous book year. The prompt reporting of such faulty
streetlights, and monitoring until repaired, is crucial as most illegal activities take place under cover of darkness. 55 cases of
burst pipes/blocked drains were reported. Many of these reports are after hours and should this have gone unreported, or
only reported during office hours, it would have resulted in the loss of thousands of litres of water which with the recent
drought conditions, the Province can ill afford. Missing drain covers, which are a health and safety risk and could lead to
claims should someone fall in the resultant holes, would go unattended if not reported by the PIID and extensively followed up
until repaired.
Currently this public safety service costs the PIID R1 183 236 annually, which when compared to quotations received from
other service providers is very competitive. Without the responders in the area it will not be as safe as it is currently.
The current contract for public safety is expiring end June 2020. Before expiry, the PIID will go out on open tender in order to
test the market and use the opportunity to revise the stipulations of the current contract where shortcomings have been
identified.

From an Urban Management Survey conducted in June/July 2019 it was ascertained that 84% of business owners who took
part in the survey note the PIID public safety officers and the work they do and 75% are of the opinion that they deliver work
which is within the category of good to excellent.
Many business owners make use of the PIID responders to stand off for a few minutes at their premises when they arrive and
unlock in the early mornings, especially in winter when it is dark.
The PIID responder’s vehicle cell phone numbers have also been circulated to all business owners so that their workers can
phone, should they observe anything which needs reporting, or should they feel unsafe whilst walking in the area to their
place of employment. The PIID also regularly provides safety tips in our newsletters so that persons can be more aware of their
surroundings and thereby another pair of “eyes and ears”.

6.3 Camera monitoring:
Camera monitoring is done by 2 PSIRA registered controllers per shift on a 24-hour 7 day a week basis, in 12-hour shifts. They
monitor the public space by means of 24 cameras (20 PTZ and 4 static). There is also 4 LPR cameras at the four entrances to
the PIID. The yearly LPR licence is paid by the PIID but we have arranged that the shift commander phone of Ravensmead
SAPS also gets notifications so that they can respond more swiftly when tagged vehicles are spotted in the area. The
controllers receive calls made to the control room landline or cell phone and dispatch the responders to the incidents
accordingly. After they have dispatched the responders they zoom in on the incident, in areas where there are camera
visuals, and by so doing there is a chain of evidence when required. Should assistance be required from other departments
such as SAPS, ambulance, Traffic Services, Fire Services etc. then they will make the necessary calls and follow up until such
assistance arrives on scene. When footage is requested by SAPS, they download such footage from the system. The PIID
office ensures that all footage is dealt with in terms of Section 7.13.5 of the CCT’s policy with regards to the regulation of
external and privately-owned CCTV on CCT property. The controllers assist with profiling of suspects (persons loitering in the
area, robbing the informal collectors of their earnings etc). They also communicate via a handheld radio system with private
security deployed on business premises in the area, when their assistance is required.
Currently this service costs the PIID R 758 411 annually, which when compared to quotations received from other service
providers is very competitive.

6.4 Maintenance and Cleansing:
There are 4 cleaners which are paid for by the PIID, who are part of a contract with a private service provider, ERC Group.
They conduct duties five days a week from Monday to Friday, 08:00 to 16:00 within the PIID’s geographical boundary. They
pick up litter, cut small overhanging branches, clear verges of sand and debris which would otherwise land up in the

stormwater drainage, and assist by reporting any issues (via the WhatsApp group with the PIID office) which they might come
across during the course of their day e.g. stormwater drains with litter in which they cannot remove, broken or missing drain
covers, vandalized Telkom boxes, graffiti etc. They also pick up small dumping’s and drop it off at the Waste collection site in
Industria Ring Road. When municipal green litter bins are found to be full the PIID office will be informed who in turn will inform
Solid Waste thereof should there have been an oversight in the collection thereof.
The PIID appointed cleaners collected 716 black bags and filled 573 bins with waste last year. This is a vast amount of waste
and if left unattended the area would quickly degenerate, to how it was prior to the inception of the PIID in 2001 where
certain roads were inaccessible due to dumping.
The cleaners will continue to provide the “Top up service” to the CCT cleaners, as they are currently doing and no vast
changes to their working methodology is envisaged for the next 5-year term. Currently the PIID cleaners are deployed in
alternate areas to the CCT cleaners, whose schedule is provided to the PIID, so that a wider area is serviced daily.
The current contract for cleansing is expiring end June 2020. Before expiry, the PIID will go out on open tender in order to test
the market and use the opportunity to revise the stipulations of the current contract where minor shortcomings have been
identified. It is envisaged that the cost to company for this service will be considerably higher than current expenditure.

From the Urban Management Survey conducted in June/July 2019 it was found that 88 % of business owners who completed
the survey feel the area is clean. 60% feel that that litter is either not a problem or less now than before whereas 40% feel that
litter is still a problem area.

In addition, 81% felt that illegal posters are not a problem with 18% who feel it is a minor problem but is being effectively
addressed by the PIID. Only 1 person who took part in the survey feels that illegal posters is a problem that does not get
addressed. The PIID manager does regular area checks and if any illegal posters are detected the relevant company is asked
to remove it within a short time frame, failing which they are reported to the CCT. To date it has not been necessary to report
anyone as business owners have always co-operated. It is necessary for the PIID to keep a hand on this aspect, as although it
seems trivial, if everyone puts up posters on street lamps etc. the area quickly looks “tacky”, and these posters after a while
needlessly land on the pavement as litter and/or in stormwater drainage where they cause blockages.
85% of business owners are of the opinion that graffiti is not a problem with 14% who feel that it is a minor problem that remains
unaddressed for long periods. The PIID has a good working relationship with CCT officials who speedily attends to all graffiti
reported. Without the PIID actively looking for Graffiti and reporting it, it could get out of hand very quickly, as nobody else
sees it as “their job” to report such issues. The PIID attends to all issues reported whether it is inside our geographical area or on
our borders as ultimately it impacts on the image presented of the PIID when entering the area. Graffiti not attended to
quickly leads to degeneration of an area.
6.5 Environmental Development:
The PIID wishes to plant hardy, water wise trees and plants such as succulents; maintain street verges; install sidewalk planters;
and upgrade facilities such as strategic placing of park benches, in the public open spaces after consultation with the CCT.
Tarring of verges throughout the area in consultation with the CCT will make the area appear neater, will lessen the probability
of flooding due to sand landing up in drains and will lighten the workload of the cleaners who can then work more effectively
and cover more distance in a day when they only need to pick up litter. The PIID will also investigate ways of becoming more
water wise by the possible installation of water tanks as well as greening initiatives.

6.6 Promotion of Social and Economic Development:
The PIID intends to expand on its recycling initiatives, as well as job creation initiatives by:
Continuing to provide recycling to Nebo Primary which is situated on the PIID boundary.
Using registered local labour from organizations within Ravensmead area to conduct work in the PIID and thereby giving back
to the community instead of using other service providers from other areas. Example: manual labour in landscaping traffic
circles can be done by local organizations instead of requesting quotations from businesses in other more affluent areas.
Other work such as periodic cutting of grass throughout the area and trimming of trees can also be done by local businesses
within Ravensmead, thereby affording job creation.
Using local businesses within the PIID Geographical area to provide services in the area where possible.
6.7 Marketing:
Marketing will initially focus on communicating with the members, businesses and property owners of the PIID by:
Maintaining an informative website.
Distributing newsletters reflecting the initiatives and successes of the PIID.
Promoting the PIID amongst the local businesses and Industries.
Promote community pride through the initiatives of the PIID in making the area cleaner and safer.
Promoting the PIID through high visibility branding on the patrol vehicles.

Promoting the PIID through high visibility uniforms with service provider branding for the patrol officers and maintenance
workers.
7. Financial Impact of the PIID:
The 5-year budget for the implementation and operations of the PIID is set out in Annexure A. It reflects the identified needs of
the PIID operations in as cost effective a manner as possible. Income in the form of additional property rates will be derived
from all properties in the area and this attracts VAT. Should property owners receive partial or full relief in respect of rates they
would enjoy full exemption from payment of any PIID additional property rates. It is however incumbent on the property
owner to seek such relief from the CCT under the CCT’s Rates Policy.
It has been determined that the following additional rates will be required to carry out the services in this business plan and to
maintain the current status quo:

The additional property rate is to be calculated, taking the current years’ expenditure into account, escalation of 10% on the
main cost drivers being safety and security and an average of 8% on other aspects.
In line with the CCT’s Special Rating Areas Policy (SRA policy) the PIID management annually prepares an overall budget for
the year based on the specific needs of the area as set out in the business plan. The budget is funded by the property owners
through an additional property rate levied on the municipal valuation of all properties within the PIID boundary. Additional
property rates attract VAT at 15%.

The additional property rate is calculated by the CCT annually during the CCT’s budget process. The additional property rate
is expressed as a Rand-in-the-rand and is calculated by dividing the PIID budget total within the total municipal valuation of
properties in the PIID.
The SRA Policy allows for a differentiation in tariffs for the different types of properties and as such only a non-residential
additional property rate is applicable in the PIID.
The PIID budget and additional property rate are approved by Council with the City’s budget and is applicable over a
financial year, which commences on 1 July each year.
Individual contributions for non-residential properties can be calculated as follows:
1. Municipal valuation x R0. xxxxxx= Annual contribution (VAT excl.) – Note: R0.xxxxxx represents the approved PIID additional
property rate.
2. Annual contribution (VAT excl.) divided by 12 = average monthly contribution (VAT excl.)
3. Average monthly contribution (VAT excl.) x 1.15 = average monthly contribution (VAT incl.) eg R5,000,000 x R0.001489 =
R7,445.00 divided by 12 = R620.42 per month X 1.15 = R713.48
Note: R0.001489 if the 2019/20 approved additional property rate for PIID.
8. Management Structure:
The PIID will be managed by a board of Directors, elected by the members of the PIID. A Board of Directors consists of
property owners within the PIID and a political representative from the CCT attending Board meetings as an observer. The
Board manages a Non-Profit company (NPC) which is responsible for the management of the PIID, within the framework of the
approved business plan and oversees the implementation thereof.
Elected Board members take responsibility for the various portfolios in the company and regular board meetings (once every
two months) allow the directors to review current operations and apply corrective measures as required.

The Board can appoint service providers and staff to manage the day-to-day operations within the PIID. The supplementary
services provided by the PIID should represent the actual needs of the area according to the vision of the property owners for
the area. The services provided are decided upon by the property owners as CID’s are property-owner driven. The PIID is
managed by a manager appointed by the Board and oversees the day-to-day delivery of the additional services according
to the Business plan.
All the above is subject to monitoring and oversight by various departments in the CCT. The CCT’s CID department also
advises on administrative and governance compliance.
An Annual General Meeting (AGM) is held every year to review the performance of the PIID and to confirm the mandate of
the members. The budget and implementation plan for the next year is also presented and discussed for approval at the
