Dozens expected at Barolong High alumni meeting in MahikengMAFIKENG MAIL – MAHIKENG: Dozens of former students of Barolong High School were this weekend expected to flock in their numbers to the school to attend the second alumni meeting to be held here this year.

NW Health MEC Madoda Sambatha is urging communities to remain calm and wait for confirmation of laboratory tests. MAHIKENG MAIL-MAHIKENG: The investigations into corruption and maladministration in the Department of Agriculture and Rural Development has caused panic amongst those implicated. The Mahikeng Mail has seen at least two anonymous memoranda spreading serious allegations against the MEC Desbo Mohono and the Acting Head of Department Depeneneng Serage, allegedly as part of the fight back campaign, Reports Teboho Letselela.

The allegations range from the MEC being rude and abusive to senior managers to her using the Department’s resources for political gains. Serage on the other hand is accused of surrounding himself with people from his province of Limpopo and running the Department with an iron fist.

When confronted with these allegations, Serage dismissed them as a case of those who are panicking because their shenanigans are about to be exposed. ‘We are aware of a campaign to discredit both myself and MEC Mohono with the hope that the work currently on to rid the Department of corruption would be derailed”, he said. ‘When we accepted the responsibility to assist with the monumental task of Section 100, we were warned that the beneficiaries of capture and corruption will put a strong fight back. What we did not know is that they will get very personal to a point of threatening our lives’ he said. Asked about progress in the investigation, Serage indicated that the process is at a very advanced stage pointing to the fact that the Agridelight contract ended and they further successfully took them to court to account for the over R600 million they received from the previous administration. “We want them to account for every cent spent and show us actual deliverables on the ground including the beneficiaries. Anything less will lead to charges of embezzlement” he said. We are also pleased that the law enforcement agencies are also acting on those fingered by the forensic reports. At least one officials is already arrested by the Hawks as part of their independent responsibility, Serage confirmed. Serage revealed a picture of deep rot with close to R1 billion rand irregular expenditure coming from the pre-administration period. He also indicated the impact of wide scale corruption having undermined service delivery. “Our MEC is working hard to restore confidence amongst communities, especially our farmers

and employees. People never really quantify the extent to which corruption demoralize both hardworking employees and members of the community who have put trust in government to improve their lives,” he said.

The Department of Agriculture and Rural Development was amongst the top three which were seen as mostly infested by corruption which led to the province being placed under administration. Other than the corruption scandal of AgriDelight, the Department was embroiled in illegal donation of wild game leading to the national parliament probing the matter through the portfolio committee. There was also an issue of cattle being donated to the former president through Agridelight. In the Portfolio Committee on Agriculture and Rural development meeting held last week in North West Provincial legislature were it was expected that the Managing Director of Agridelight, Derrick Montshwe was to “Spill the beans”, he turned around and denied any link of politicians benefiting from his company. The director presented a 42 page report to the committee were he indicated that the company was still having a contract with the department and demanding outstanding payment of R331 Million from the department. Serage refuted the claims made by the director saying the contract between Agridelight and the Department ended in August 2018 and the department has made all payments worth R604 million to the company. “The department has long called on the service provider to produce a close out report of all the projects including records of order numbers and invoices made to the department to prove that indeed he was owed,” said Serage. In a court order that ruled in favour of the department, Agridelight is directed to provide a close out report and prove if the department owes them the R331million they are claiming. The deadline for the closeout report from Agridelight is on March 14 according to Segare.

I refer to the above stated article and wish to refute the allegation that “the DA-led opposition

alliance resulted in the eviction of two EFF members…” as per the first paragraph.

This statement is deprived of all truth and seemingly seeks to sweep Speaker Sussana Dantjie’s role and responsibility amid the circumstances before our door.

We are however not surprised that the ANC would make such baseless comments, as blame shifting has been part of their leadership style for the past 25 years.

In the article the Chief Whip of the ANC, Paul Sebegoe, expresses their support of the invocation of Section 127 of the Powers and Privileges Act by the Speaker. It is mind-boggling that the ANC would issue a statement that refers to non-existent pieces of legislation.

The Powers, Privileges and Immunities of Parliament and Provincial Legislatures Act 4 of 2004 is a small piece of legislation which only has 32 sections. This proves that the ANC is disturbingly accustomed to misleading the public

and underestimates the average South African’s ability to critically assess what we read.

As per media statements published in this regard, the DA fully disclosed reasons for exiting the State of the Province Address (SOPA) event, among which the suspected illegitimacy of the Premier to deliver this speech is one.

If the Speaker permitted us to raise our points of order, the sequence of events would have been averted. Sadly, this was not the case and things quickly escalated.

We as the DA will however not take responsibility for the actions of any other Member of the Provincial Legislature, security or police officer and wish to emphatically state that we strongly condemn the violence that erupted on that day.

We will not stand by while as our reputation is tarnished by a party who has never taken responsibility for anything.

As parents, we all want what is best for our children. Parents have big aspirations for their children and would stop at nothing to make this happen. We all want our children to accomplish big things in life. The bragging rights among parents lately are about how well you have groomed your off springs and what do they do in life. Therefore, parents push too hard because they want nothing but success for their children.

It is this parental love that at times make us to be unwittingly out of touch with reality. The sad reality is that today’s parenting is different and much more complicated that of the yesteryears. In the good olden days, parenting wasn’t as compounded like these days. Parents staunchly subscribed to the notion that it takes a village to raise a child. They believed that “lore lo ojwa le sale metsi.” Loosely translated, it is easy to mould clay whilst it is still soft. For indeed children must be taught respect at an early age, because it is harder to do so when they are older. Any elderly person could at any given time scold a child for bad behaviour, possibly dish out a few lashes and drag them home to their parents. As a sign of disapproval of the child’s behaviour, they would also in turn add to the misery and add a few whips themselves. That was a common and acceptable practise. It worked.

Well, not in today’s world where parents have exclusive ownership to their children. Not in today’s world where unruly learners can terrorize educators and in the process, even leave seasoned teachers helpless and reduced to tears. A deadly mistake of our lifetime in all senses and combinations. Sadly, it is this modern-day approach to parenting that has led to the rise in the rate of juvenile delinquency in our land.

Indeed, a recent and worrisome trend has emerged. To ignore it will be at own peril. The country has witnessed a sharp increase in the

number of youth who conflict with the law in the recent years. Our correctional facilities are bursting at the seams with young people who are supposed to be at school preparing to take up future leadership roles and positions. This suggests that something has gone horribly wrong with parenting these days. Admittedly, children these days are exposed to all sorts of challenges which have an influence in their young lives. Apart from challenges such as peer pressure, teenage pregnancy - to mention a few - technology is also not making parenting easier these days. Unlike in the yesteryears, today’s children carry mobile phones and they have become an essential part of their lives. Parents buy them these gargets out of love as it is crucial to be in touch with your young ones at any given time. Truth be told, it is these gargets where our children are exposed to unpalatable material while they are still wet behind the ears. Children use them to consume pornographic and violent material at an early stage. And how many parents monitor what these kids consume on the phones? Some parents have shirked their responsibilities in the name of love and is costing them and this beautiful country dearly. Some want to blame the teachers for their kids’ unbecoming behaviour. Some parents notice delinquent behaviour in their own kids at an early stage but conveniently ignore that. In their view that is supposed to be dealt with by teachers. That is wrong. Parents must take responsibility for their children’s behaviour at all times.

Until we take full ownership of the behaviour of our own kids, we run the risk of not adequately guiding our children. Sadly, the number of youth going to our prisons will escalate which could spell a disaster for the future generation of this country.

Let’s groom future leaders and not criminals

Response to article titled “ANC condemns unruly DA-

led conduct” published in the edition of 28 February 2020

On Wednesday, 4th March 2020 the residents of Mahikeng woke up to a rather bizarre story of the uninvited company of two buffaloes roaming the streets. Buffaloes, as we all know are part of the Big Five, seen only in protected game reserves and those who want to see them pay thousands of rands.

Seeing them for free, right in the middle of a city roaming is therefore mind boggling if not outright scary. The two visitors seemed to have quickly acclimatized to the environment, with photographs showing them grazing in a bush similar to their natural environment right in the middle of what should be an affluent residential suburb. Looking at some of the photographs, one would have easily concluded that they were in Pilanesburg Game Reserve and yet the buffaloes where few meters from a University, a City Mayor’s Office, a Premier’s Office, Provincial Legislature and the biggest shopping mall in the capital city. It can only be in Bokone Bophirima. Whilst the story was very hilarious to many, it is actually a sad episode depicting how our city have deteriorated into a jungle. It is a sign of many things gone wrong from the side of administrators and a community that have become numb to lack of service delivery, including protection of lives.

There is a reason why these type of animals are classified as Big Five and why the law have designated that they should be in a protected area, where they should not be in direct contact with people. Right there, their presence points to a serious transgression the law and outright security failure. The curious question however is how they ended up right in the middle of a residential area.

There is no way one can say they took a stroll through Nelson Mandela drive up to Unibo Chapel without anyone spotting them. There is no game reserve within a possible radius to assume that this was just an ordinary game escape. One possibility is that this could have been a case of smuggling of game gone wrong. It could well be that the cargo was too hot for one smuggler who decided to let them loose. Given the casual approach and reaction of authorities, one doubts if they ever even imagine such possibilities. This is yet another sad security failure which endangered innocent lives. Thank God no harm was caused. Whilst we all continue to laugh and ask for buffalo biltong after the two visitors were gunned down, we must also know that our lack of vigilance and demanding of our security rights will soon catch-up with us. Our city is turning into a jungle, literally and figuratively.

Today is a buffalo, tomorrow will be a lion and before we know it guns will be blazing a cross the streets because the city has become a jungle for animals and criminals. Who will we blame because we laughed it off when it started and never demanded accountability and right to adequate protection? By the way, may I also have buffalo biltong.

By now, South Africans have realised that indeed there was a possibility that the majority of the population could within a few months be infected by the dreaded Coronavirus.

Already Health Minister, Zweli Mkhize leading a high powered cabinet delegation announced on Monday that seven people in the country had been infected with the virus - which raised a lot of concern among the citizenry. By Wednesday afternoon the cases have climed to 13 confirmed infections.

And despite both President Cyril Ramaphosa and Minster Mkhize calls on South Africans not to panic as the virus would be brought under control, in typical Mzansi;style, locals really got worried that the entire Coronavirus issue was threatening to get out of hand.

Government intensified calls on the members of the public to remain calm and avoiding spreading misinformation about the COVID-19 adding that South Africa remained commitment to do everything in its power to mitigate against the uncontrollable spread of COVID-19 in our country. We are pleased that despite the obvious pressure from the hard-to-please South Africans, the members of the public have been and are continuing to be kept abreast on all relevant developments on the COVID-19 in a very open and transparent manner.

We are equally happy that operations centres have been established and are still running 24-hours a day until further notice.

With the virus seemingly increasing its presence in both South Africa and various other parts of the world, government reiterated the practise of responsible behaviour from the public to contain the spread of the virus.

In the North West, we were even more happy when authorities announced on Tuesday that the person found to have been infected with the COVID-19 was later found to have no trace of the virus after undergoing several tests .

This, at the time of going to press on Wednesday afternoon, meant that there were no cases of the COVID-19 in the North West. Health officials, including doctors, nurses and others at the Tshepong Hospital in Klerksdorp must be complemented for the remarkable work they did on the patient who was later discharged.

MAFIKENG MAIL – MAHIKENG. The South African National Civic Organisation (SANCO) in Ngaka Modiri Molema Region last week joined several voices which strongly condemned the criminal acts by a gang of heavily armed men who attempted to carry-on Thursday a cash-in transit heist in Mahikeng and left  one  female  law  enforcement  official and her male colleague deceased and wounded several other people including other members of the gang injured after a shoot-out during a chase with the gang.

“This incident compromised the safety of innocent citizens, by-standers and motorist as the CIT robbers were highly intelligent criminals and very dangerous.

“SANCO lauds law enforcement agencies for acting swiftly to control the situation and apprehending the criminals,”w said SANCO spokesperson, Paul Sebegoe.

Three members of the gang were killed in Coligny and three were arrested and appeared in the local Mahikeng Magistrates Court on different charges including murder possession of ammunition and several guns. Their case was remanded pending further investigations.

MAFIKENG MAIL – MAHIKENG: The South African National Civic Organisation (SANCO) in the North West on Saturday conveyed condolences to families of two members of the Directorate for Priority Crimes (Hawks) who were killed in a reported foiled cash-in-transit robbery and two separate shooting incidents in the Mahikeng Central Business District and Coligny.

Paul Sebegoe, SANCO Provincial Chairperson said that drastic measures were required to curb aggravating robberies such as cash-in-transit heists, armed robberies and hijackings.

“While we commend the Special Task Team for the intelligence driven operation that thwarted the cash-in-transit robbery, one death of a police officer at the hands of heartless criminals is one too many,” highlighted Sebegoe.

According to police, four cash-in-transit robbers were shot dead and three others arrested during the violent encounters.

Sebegoe commended police for turning the heat on criminals to keep them on their backfoot.

“The shift of resources from strategic to operational level as well as high-density deployment of uniformed police officers to crime hotspots will only be effective alongside intensified efforts to uproot corrupt elements within the South African Police Service (SAPS),” he stressed.

He emphasised that what will be of consolation to the families of Detective Warrant Office Delene Grobbelaar (44) and Detective Sergeant Wynand Herbst (42) and communities will be the assurance that there was no member of the SAPS involved in the planning and execution of the attempted armed robbery.

Sebegoe hailed Grobler and Herbst as heroine and hero respectively that died protecting communities from the terror of violent crime.

He appealed to community members to assist police track suspects that had allegedly fled from the crime scene.

MAFIKENG MAIL – MAHIKENG: North West Provincial Legislature’s Portfolio Committee on Public Works, Roads, Community Safety and Transport Management led by Onicca Medupe joined several organisations in sending condolences to the families of the two police members of the Hawks, who died during a shootout between Cash-In-Transit robbers and police in the CBD of Mahikeng.D/W/O Delene Grobler and D/Sgt Wynand Herbst (42) both died after being shot by the robbers.“Both the officers who died in the line of duty have families, they have children whose parents did not come back home after going to work on a normal day. We really sympathise with the families and we are grateful to them for dedicating their lives to protect the lives of the citizens of this country,” said Medupe who also commended the police for their swift action in apprehending the criminals.“Whether they were apprehended dead or alive, the swift action by the police is commended. It serves a clear message to criminals that law enforcement officers are on their tails. I also want to wish a speedy recovery to the community members that were shot during the incident,” said Medupe.

NW Department of Social Development ‘running out of funds’MAHIKENG MAIL-MAHIKENG: Many of the social development NPOs have been faced with challenges of closing down after months of not receiving funds from the Department of Social Development.

This was revealed after an oversight inspection undertook the Democratic Alliance (DA) in North West to two Non-Government Organisations (NGOs), Theist and Daphne Lee Disability Centres in Klerksdorp that assist more than 100 persons living with disabilities had not received subsidies from the department for the past three months.

The reasons cited for the non-payment was that the Department of Social Development’s budget is depleted, which is not only a breach of the signed service level agreement, but has also resulted in the centres having to utilise their reserve funds to continue providing the much-needed service to the most vulnerable in society.

In an interview with the centre officials confirmed yesterday that their Centre’s have not received their subsidies from the Department of Social Development since December 2019 for the financial year 1 April 2019 to 31 March 2020.

Both Centres are registered service providers with the Department to deliver services to adults with disabilities and represent Centre’s in the Dr K.K. District that render a service to both intellectual and/or physically disabled members of the community. They are currently using their reserve funds and are uncertain as to how long they will be able to keep their doors open and continue providing their much-needed service to one of the most vulnerable sectors of their community.

Other Centres in the Dr. K.K. District, who are also registered as service providers with the Department of Social Development to provide services to adults with disabilities, have confirmed that they have not received

their subsidies since January 2020. They indicated that sources within the

Department have advised them that the budget for the Disabilities Programme in the District is depleted and a motivation letter has been drafted to pay the outstanding subsidies. The current financial year however closes 31 March 2020 which is in 21 days.

They further said their Business Plans for the next financial year, 1 April 2020 to 31 March 2021, were already submitted mid-October 2019 and according to a source within the Department had not been submitted to the Provincial Office by 25 February 2020. This raised serious concerns as to when Service Level Agreements will be signed between the Department and Centres and funding to be released as it has caused a challenges within the centres.

The party said they have previously directed questions to Premier Mokgoro during a plenary sitting who stated that officials responsible for this non-payment will be receiving final written warnings as part of consequence management measures.

“To this end, we will again submit written questions to the MEC to ascertain the number of registered NGO’s that qualify for subsidies, a list of outstanding payments, reasons for non-payment, when payment will be made, a progress report on the findings of the officials that was to investigate the matter and also what action will be taken.The DA will continue to engage the Department for timeous payment to registered NGO’s to ensure the dignity of persons failed by a collapsing government,” the DA in the North West.

MAFIKENG MAIL – RUSTENBURG: The South African National Civic Organisation (SANCO) Provincial Executive Committee held a meeting on Saturday at the Bojanala Platinum District Municipality, Rustenburg and resolved to disband the Dr Kenneth Kaunda Regional structure.

This decision followed after the realisation that processes were not adhered to, therefore, illegitimating the conference that took place. An Interim Regional structures has been established to prepare and lead SANCO members to a regional conference set to take place in April.

MAHIKENG MAIL- MAHIKENG- Police in the province arrested 315 suspects between Friday, 6 and Sunday, 8 March 2020, for different crimes through various operations.

Of the 315 arrests, 25 were for contact crimes, which included murder, rape, assaults with intent to do grievous bodily harm, common robbery, sexual assault, assault common and attempted rape.

The other suspects were nabbed for crimes highly dependent on police action such as driving under the influence of alcohol or drugs and liquor related offences of which 129 were for drinking in public, 10 for being drunk in public and 16 for illegally dealing in liquor. 18 Undocumented persons were taken in for processing.

Moreover, police seized a variety of items including eight pistols, 1 rifle, 3 shotguns, firearm parts, two magazines, two dangerous weapons, 699.37 litres of liquor and two sheep. It was during the operations that a total of 172 fines were issued, including 80 for road traffic related offences.

The North West Provincial Commissioner, Lieutenant General Sello Kwena welcomed the arrests and indicated that the police together with other role players will continue with the operations to discourage criminal activities as well as to ensure that perpetrators are brought to book.

MAHIKENG MAIL-MAHIKENG: The Hawks have suffered a momentous loss with the death of two members in a confrontation with an armed group of cash-in-transit robbers on Thursday (5 March).

During the gun-battle, three of the gang members were shot dead and four others arrested. The hunt for the remaining suspects has been intensified and the National Commissioner has ordered all police tracing teams must not leave no stone unturned to bring these murderous perpetrators to justice.

It is alleged that on Thursday, the Special Task Force members engaged suspects around Mahikeng who were in three vehicles. The armed gang had shot and forced a cash security van off the road. The suspects were confronted as they blew open the van. The suspects retaliated and took off in different directions. In their attempt to escape, two of the vehicles faced off with members from Technical Operations Management Section (TOMS) DPCI.

During the shootout, Detective Warrant Office Delene Grobler (44) was fatally shot. The suspects managed to flee and a manhunt ensued in earnest. Later in the day, one suspect was tracked and arrested at a Johannesburg hospital. Immediately thereafter a follow up operation was launched in Coligny where the wanted suspects were confronted at a filling station by Technical Operations Management Section (TOMS) members. The suspects retaliated with AK 47 rifles fatally wounding Detective Sergeant Wynand Herbst (42). Three suspects were fatally wounded and two seriously injured during the gun battle. Later in the evening a further two suspects were traced to Ventersdorp however they managed to escape.

So far, three AK 47 rifles, two 9mm pistols, a bakkie and a minibus have been seized.

The National Head of the DPCI, Lieutenant General Godfrey Lebeya expressed his sincere condolences to the families, friends and colleagues of our beloved members.

“We shall hunt the members of that organized criminal group that attacked the Cash in Transit vehicle and caused the death of our members. We have recently assembled a bigger team under an experienced Brigadier to deal with these matters. Those who have information should provide same to the investigators or the police in general,” said General Lebeya. Meanwhile, the National Commissioner has applauded the team for successful implementation of the 72-hour Activation Plan.

“I am satisfied with the speedy response by our members to the brazen robbery and subsequent killing of one of our colleagues yesterday. The search for more suspects is continuing and I have urged our policemen and women to relentlessly continue searching for the remaining suspects, whilst maintaining their own safety,” said General Sitole.

The Minister of Police, General Bheki Cele, MP has expressed his heartfelt condolences to the families and colleagues of the two deceased members.

“The apprehension of the five suspects with three fatally shot and two injured, can only bring cold comfort to those who lived and worked with the slain members. We are however hoping that it will bring some kind of closure to the bereaved families,” the Minister lamented.

Minister Cele has also commended the rapid response by members of the Hawks and the Special Task Force; and has urged the tracing and investigating teams to leave no stone unturned in their effort to find the remaining suspects.

Budget seeks to stimulate economic growthMAFIKENG MAIL – MAHIKENG: Finance MEC, Motlalepula Rosho had to play the balancing act between the currently hard pressing national economic conditions and provincial priorities when delivering the sixth administration’s provincial budget.

Addressing the provincial legislature last Thursday, MEC Rosho said the 2020 Medium Term Expenditure Framework, (MTEF) budget would direct spending towards programmes that sought to stimulate economic growth and achieve greater value for money.

Rosho made the statement when delivering the province’s R46.6 billion which grows to R52.4 billion in the outer years of the MTEF.

She said the province would not succumb to the negative economic conditions that seem untenable such as energy challenges experienced by the country and the outbreak of the deadly Coronavirus in China, South Africa biggest trade partner.

She said the Department of Economic Development, Environment, Conservation and Tourism, which will receive an allocation of R1 billion in 2021, continues to lead the drive for economic transformation and recovery.

“With this allocation, the department aims to stimulate economic growth, which will lead to an increase in job opportunities, focusing on support and development of new and existing women, youth and people with disabilities’ SMMEs and cooperatives, stimulate tourism development and growth as well as to facilitate tourism sector transformation. “ she said Agriculture remains critical in stimulating the provincial economy given the agricultural potential that the province possesses.

“The Department of Agriculture and Rural Development as one of the key pillars to economic growth and transformation has been allocated R3.9 billion over the MTEF to accelerate job creation through the agricultural value chains”, the MEC said.

She announced job creation initiatives that would be rolled out in the current financial year and despite the declining fiscus, the provincial administration has proven its commitment on infrastructure investment through increasing the Infrastructure equitable share portion by an additional R900 million over the 2020

MTEF to fund identified strategic provincial priorities. “Infrastructure by its nature has the potential to create jobs which are much needed

by our unemployed youth. It remains our collective responsibility to ensure that each EPWP project in the province leads to the creation of jobs especially for the unemployed youth and women as well as people living with disabilities.”

“The total Provincial allocation for Infrastructure is in excess of R16 billion over the MTEF and is expected to create in excess of 126 000 job opportunities across various provincial departments,” added Rosho.

Furthermore, government will create procurement opportunities for SMMEs in line with applicable legislation and will only transact with law abiding and compliant entrepreneurs.

“In our effort to capacitate and develop our entrepreneurs, the Provincial Treasury will be undertaking District Entrepreneurial Dialogues (DED) with the aim of empowering service providers on tendering processes, local content and sub-contracting. This will allow service providers to participate in the procurement opportunities of government.”

“In our quest to empower local SMMEs, the Provincial Treasury, in collaboration with Department of Economic Development, Environment, Conservation and Tourism and North West University, have embarked on a process of developing a sourcing strategy which will be concluded in the 2020/21 financial year.

This strategy will dedicate major goods and services and capital budgets to the local service providers especially designated groups”, added Rosho. To fast-track empowerment of people living with disabilities, the Provincial Treasury will enforce the implementation of Preferential Procurement Regulations 2017 with biasness towards this designated group.

She made a clarion call to members of the Legislature, entire public service, and citizens of the province to stand firm in ensuring that the implementation of the budget was geared towards fighting poverty, unemployment and inequality while growing the economy.

MAHIKENG MAIL-MAHIKENG: The Portfolio Committee on Agriculture and Rural Development together with political oppositions including the Democratic Alliance (DA) and the Economic Freedom Fighters (EFF) have strongly criticised the managing director of Agridelight, Derrick Montshwe for misleading the Committee when he appeared at the public hearing called by the committee. He was expected to answer questions about allegations that Agridelight had, among other corrupt activities, given dozens of cattle to former president, Jacob Zuma.

Agridelight was accused of being involved in wide-spread allegations that implicated politicians who reportedly benefited through a three year Agri-delight contract with the Department of Rural, Environment and Agricultural Development.

“The DA is of the view that Montshwe has deliberately misled the Committee by the omission of critical information and we will request further information and documentation in terms of the Promotion of Access to Information Act (PAIA) on the Agridelight saga and all who irregularly benefited from this contract,” the DA said in a statement.

The EFF Chairperson in the province, Shake Botswe said the department was deeply rooted in corruption and that the EFF was not surprised by the Agridelight matter coming to light.

“Before this R650 million contract of Agridelight, this company had more than 200 Nguni cattle that was shared among departmental officials and officials in the legislature.

These cattle actually were meant for emerging farmers. This businessman has issued two different statements: one to the committee and one to the Hawks when he claimed to be a state witness. As we have not heard the statement given to the Hawks as the matter is still under investigation, we as the EFF in the province will ensure there are proper investigations conducted into this matter - and the law take its course by imprisoning those who are involved in this corrupt activities of enriching themselves with government funds meant for the poor,” said Botswe.

MAFIKENG MAIL – MAHIKENG: In commemorating International Women’s Day on Sunday, President Cyril Ramaphosa punted the importance of empowering women to ensure their economic and financial independence.

“Providing women with the necessary support to enable them to become financially independent is critical. Not just because their economic inclusion is central to any country’s development, but also because economic marginalisation and economic dependency leaves women vulnerable to exploitation and abuse,” said the President. The President made the remarks during the International Women’s Day celebrations at Tweeling Stadium in the Free State, where he delivered the keynote address. International Women’s day is celebrated globally, every year on 8 March, to honour the achievements of women in various fields.

Last year, government achieved 50/50 parity in Cabinet for the first time, and 47% of MPs were women.

As chair of the African Union, South Africa has committed to use its chairship to bring women into the mainstream of economic activity and to drive a concerted programme of action to stamp out gender-based violence across the continent.

With the African Continental Free Trade Area set to come into effect this year, President Ramaphosa said the continent will use ambitions towards the industrialisation and digitisation of Africa under the pact to benefit women.

Over the next five years, the Industrial Development Corporation has set a target of providing R10 billion of government and partner funding for women-empowered businesses.

MAFIKENG MAIL – MAHIKENG: Education activist Hendrick Makaneta is calling on Justice Minister Ronald Lamola to facilitate a process that will lead to presidential pardon and amnesty for #Fees Must Fall student activist Mcebo Dlamini so that he can be a fit and proper person to practise law in South Africa.

There is no doubt that Dlamini is one of the student leaders who sacrificed his youth to fight for students from poor backgrounds in order to gain entry in the terrain of higher education.

It is true that many young people are beneficiaries of the efforts that were put in place by Dlamini and other student leaders during some of the most difficult times in the history of the student movement.

“It is my well-considered view that based on the work that Mcebo Dlamini did in the terrain of higher education, he does not deserve a criminal record. On the contrary, he deserves to be rewarded with a National order such as the Order of Baobab which is one of the highest honours that our country can bestow on its citizens and foreign nationals.” Makaneta said.

South Africans in general owe Dlamini and his peers a debt of gratitude for the role that they have played to better the lives of others. Humanity should not forget the role that the #Fees Must Fall campaign played to enable free and quality education for students who cannot afford.

Dlamini meets most of the qualities that a lawyer can possess such as the capacity to work hard and the respect he has for the legal order given the fact that he has already pleaded guilty.

We trust that in due course Dlamini will practise as an Attorney or Advocate in the courts of South Africa.”

MAFIKENG MAIL – MAHIKENG: Four airports owned and operated by Airports Company South Africa have been named top in their respective categories in the annual Airport Service Quality (ASQ) awards that measure service at more than 390 airports around the world.

The ASQ awards are administered independently by Airports Council International (ACI), the trade association for the world’s airports. The results are based on ACI’s programme for airport service quality that requires consistent performance over 12 months.

Three airports in regional centres featured strongly in the ACI Awards for 2019. Kimberley Airport is a second-time recipient of an award in the size category for airports with fewer than 2 million passengers a year. Also recognised at the top of this category are George Airport and Upington Airport, which was also top in its category the previous year.

King Shaka International Airport was again top among its peers, receiving the ASQ accolade in its category for airports with 5 to 15 million passengers a year. The airport has recently consolidated its annual passenger figures above the 6.2-million mark. While the awards are based on overall satisfaction, the ASQ programme provides airports with monthly reports on performance against service standards that affect passengers from end to end at an airport. These standards cover airport experiences such as check-in, way-finding, security, passport control, general airport environment, arrival services, access to airport facilities, parking and transport links. Surveys are done at departure points in both domestic and international terminals. Says Airports Company South Africa chief executive officer Mpumi Mpofu: “It is wonderful to see that our smaller airports are big on quality, while our colleagues at King Shaka International Airport continue to maintain their high service standards.

The old and young citizens came together from 31 churches, societies and organizations in Mahikeng and surrounding areas to celebrate in unity and in prayer World Day of Prayer. This prayer was held on Friday at the Assemblies of God Church, Unit 2 Mmabatho with the theme “Rise! Take your mat and walk”, John 5:2-9. The World Day of Prayer is an ecumenical Christian initiative and has a special annual theme developed by women of a different country each year. The theme this year was chosen by the women of Zimbabwe. Through participation in the prayer service, women worldwide learn about women of other countries, their languages and cultures. They learn about the concerns and needs of those women and empathize and feel solidarity with them. World Day of Prayer aims to demonstrate that prayer and action are inseparable and that both have immeasurable influence in the world. In line with this aim, food parcels were given to the elderly who were in attendance. They prayed for love (Jesus said love one another as I have commanded), for peace, for reconciliation, for the end of violence against women and children, for wisdom to create jobs for the unemployed and for the healing of the world.

Mahikeng Mail - Mahikeng - Conflicting reports and the social media monster have led to concerns among the public and travellers especially that it is not entirely a given that the South African government is doing all in its power (as has been declared by the National Department of Health and President Cyril Ramaphosa) to maintain absolute vigilance and strict measures to fight the spread of the Coronavirus which is threatening society.

In an alarming incident reported to our sister newspaper, the Rustenburg Herald by a group of travellers between South Africa and neighbouring Botswana, the issue of alleged little Coronavirus screening on the South African side of the Kopfontein/Tlhokweng Border post is a matter of grave concern.

According to a spokesperson of the group, screening measures were duly followed by Boswana officials on entering Botswana, only to experience exactly the opposite by South African officials on the group’s return to South Africa.

Whereas the Botswana officials were properly briefed and exemplary in their conduct, the same however, according to the source, couldn’t be said on the South African side - where officials were reported to be rather lacklustered in officiating their duties.

Enquiries to the Department of Home Affairs and SARS, only served to notify us that the issue is handled by the Department of Health. This department has acknowledge receipt and said that it would respond to our enquiries in due time.

At the time of our going to print, no such feedback was yet received.

Committee Chairperson, Dr Mathole Motshekga, said the hearings in all the three towns in the North West Province were well attended.

The hall was packed with a mixture of people from all races, ages, religions and cultures who made meaningful contributions in their oral submissions during the hearings. Dr Motshekga called on the public to continue attending the hearings

in order to make their voices heard in this important legislation that attempts to redress the inequalities that were created by apartheid. “South Africans – irrespective of race, religion or cultural differences, should not be deterred from attending these public hearings. Each and

every voice that makes a contribution will be considered when we deliberate on the matter in Parliament,” said Dr Motshekga. A packed Madiba Banquet Hall in Potchefstroom saw hundreds of South Africans waiting patiently to have a say on how the Constitution should be amended. The overwhelming majority of the participants were clear that the land should be expropriated and returned to its rightful owners immediately.

Participants made it clear this amendment is in order to redress historical injustices and to restore the dignity of the previously disadvantaged people and not to be rich as some claimed. A small number of participants were against the amendments arguing that it would be the end of the rainbow nation and claimed that it would be disastrous for food security and investor confidence.

Dr Motshekga commended the public that attended the three hearings in the North West since Friday. “We note and commend the members of the public who attended, made meaningful contributions and for being tolerant to the different views voiced at the hearings. “We encourage the public to attend our hearings next week in Gauteng and in the Eastern Cape,” said Dr Motshekga.

MAHIKENG MAIL-MAHIKENG: The North West Department of Economic Development, Environment, Conservation and Tourism will during the Month of March 2020 commemorate World Consumer Rights Day by embarking on a series of activities to raise awareness on the rights and responsibilities of consumers.

The focus for this year’s celebration will be on the sales of motor vehicles under the theme “Fighting Consumer exploitation”.

The Consumer Protection Act which embraces consumer rights which includes Right to Fair Value, Good Quality and Safety. This implies that consumers have the right to receive goods that are of good quality, in good working order, without any defects and for a fair value.

The department has observed that most of the motor vehicle dealerships do not understand or ignore their responsibilities in terms of sales of motor vehicle and end up not adhering to Consumer Protection Act. “In resolving this they felt that it will proper if we have thorough business engagements businesses to empower them to be in compliance with relevant legislations to avoid conflicts between them and consumers,” said Director Consumer Affairs, Edwin Letsogo.

“The programme for the month will start with roadshows in Mogwase, Lichtenburg, Vryburg and Potchefstroom, on March 13 (tomorrow) the Department will have an engagement with motor dealership in the form of a dialogue in Matlosana.The programme will be conducted with Consumer walk and exhibitions that will be led by MEC Kenetswe Mosenogi, Chairperson of Provincial Consumer Court, Nkomo together with Departmental management and staff on March 14, at Trim Park in Potchefstroom. It is therefore our commitment to educate businesses and consumers about consumers’ rights as encapsulated in the Act and enforce them when they are infringed,” said Letsogo. Mmabana foundation shines at the national championships

The championships qualification came after 13 of the Mmabana karatekas participated in the KSA NW trials held in Mahikeng; in which nine participants continued to the national level. Preceding

the competition program, George Thebe and Peter Lekoma, both from Mmabana Lehurutshe, had an advantage of attending the coaches’ course and Wilfred Mokomele from Mmabana Rustenburg

and David Motlhatsi from Mmabana Taung attended the coaches and referees’ courses on March 06.

From Mmabana Lehurutshe, karateka Rorisang Mookane performed satisfactorily in his first appearance in the championship and Peter Lekoma stood for the North West Province in the Under 21 category and Senior Championship respectively. Peter Lekoma also qualified as a Kata coach after attending the coaching and judges’ courses.

MACSF’s directive is to provide adequate acceleration of the development and sustenance of the Arts, Culture, and Artistic sport disciplines amongst citizens of the North West Province. Mmabana Mahikeng will host this event as it has the majority of high performance tumblers in the province. The event will feature Level 9-10 tumblers in categories for Girls, Junior Male and Senior Male and the winners can anticipate winning North West Tumbling Trophies and Medals on the day.

The first annual North West Tumbling event will take place at the Mmabana Mahikeng Gym on Saturday. Great displays from the tumblers can be expected. The Foundation’s tumbling team will also attend the event, displaying their talent.

Look forward to see Gaofenngwe Tlatsana and Michael Masangana Jr. who represented the country at the World Age Group Games in Tokyo at the end of 2019.

The management of the Foundation, together with staff members, has taken a stand to bring back the entity’s integrity and it’s good standing in the local community. Thus, Mmabana Mahikeng centre continues to ignite the cultural activities that evoke the glory that the institution is known for in the public domain.

MAHIKENG MAIL-MAHIKENG: In a continued process of delivering the mandate of developing and nurturing the creative arts and sport across the North West Province, Mmabana Arts, Culture and Sport Foundation’s karate team participated at the National Seniors and Veterans Championship 2020 in Stellenbosch at the University of Stellenbosch during the weekend.

MAHIKENG MAIL-MAHIKENG: South African Gymnastics Federation introduced the SA Tumbling Cup in 2019. This year North West Tumbling will be introducing the North West Tumbling Cup, which we hope to see grow into something that the province and Mmabana Arts, Culture and Sport Foundation(MACSF) can be proud of.
