MISSION
“To Integrate With the Indian Educational Service Group by Propagating Value Based
Education and Preparing Pupils for Initiation into a Higher Life by Associating them with
the National, Social &Cultural Environment”
PROFILE
As a mission to serve student community, Berar General Education Society started Berar
Arts College in the year 1937. In 1938, the college was renamed as Sitabai Arts College
after the donor name, Late Smt. Sitabai Jain.In the year 1958, commerce faculty was added
to the college to cope with the rapid growth of this faculty.
It was felt necessary to make commerce faculty as an independent unit. A great
philanthropist of Akola, Seth Radhakisan Toshniwal, in the fond memory of his wife Smt.
Laxmibai donated a piece of land measuring about 3 acres with a handsome amount to
establish a separate commerce college.The noble well wishes finally led to establishment of
Smt. Laxmibai Radhakisan Toshniwal College of Commerce, as a separate unit in the year
1964. Since then it has been working as a separate institution of commerce education in
western part of Vidarbha.
Initially the college imparted instruction up to undergraduate courses only. But to cater to
the needs of the students community in the commerce faculty, postgraduate courses were
added from the year 1972. From 1975-76, Government of Maharashtra adopted and
implemented 10+2+3 pattern of education. So, Government granted permission to open XI
and XII classes. Therefore from this year, junior college attached to senior college.
To meet the needs of training the students of this region, in the field of business
management, marketing and industrial relations, three postgraduate courses were added, i.e.
Diploma in Business Management (D.B.M.) Diploma in Marketing Management (D.M.M.)
and Master of Industrial relation and Personal Management (M.I.R.P.M.). The range of the
professional courses is widening with the introduction of Diploma in Taxation (D. Tax.)
and Diploma in Financial Management (D.F.M.) in the year 2006.
To encourage research in the faculty of commerce, M.Phil. Course was also introduced in
the year 1983. In the same year C.lib. a job oriented certificate course in Library Science
was introduced which has been assuring opportunities for the employment of the students.
The college is running District Study Centre of Yashwantrao Chavan Maharashtra Open
University, Nashik (YCMOU) since 1990. Under its jurisdiction the Open University
course such as Preparatory, B.A., B.Com., B.Lib. Sc., M.Lib. Sc., D.J., B.J., MBA,
M.Com. are available for needy students.
At the outset of new millennium, computer science courses were acknowledged and finally
established in the Department of Computer Management and Cyber Commerce in the year
2000. The Department is conducting the postgraduate Courses in Computer Management –
viz. M.C.M.
Three career oriented course have been started from the academic session 2006-07. These
are E-commerce, Event Management &Tourism Management. For the smooth conduct of
these courses a separate department of Career Oriented UGC Programme is established.
From the academic year 2009-10, a new job oriented course in Web-Designing & Office
Automation has been introduced.

Thus, it is obvious that the college covers a wide range of programme options for the
benefit and development of the students of commerce faculty. The result of rendering the
knowledge and welfare facilities, transformed the college into the largest single faculty
Commerce College with academic as well as professional commerce education, having a
largest number of students. It has been an ideal centre for conducting Ph.D. work of
research scholars. The accomplishment graph of the college since its inception has been
rising continuously higher every year by producing meritorious students in the jurisdiction
of S. G. B. Amravati University, Amravati.
The alumnae of the college hold prestigious positions in politics, public administration,
educational institution, judiciary, banking and insurance and many other sectors. They are
poets, writers, journalists, traders, business executives, chartered accountants, tax and legal
practitioners. Businessmen & industrialists, share & stock brokers, astrologers and
palmists, state and national players, are working in the diverse fields in India and abroad
with the living memory and message of the college.
GOALS & OBJECTIVES OF THE INSTITUTION

attaining in excellence.

RULES & REGULATIONS 2020-21
Parents/guardians should note that while signing undertaking form of their ward for admission
in our college, they should read the prospectus thoroughly before taking the admission in the
college to abide by the rules and regulations of the college.
COLLEGE REOPENING DATE
M.Com.(Semester Pattern) & B.Com. (Semester Pattern) College reopens on Thursday,
15th
June, 2020. The student should attend the inaugural address meet at the beginning of the
session.
ADMISSION PROCEDURE
Candidate shall submit online application form for admission:
For Online Application, Candidate shall access college web site www.smtlrtcc.org
& click on admission link i.e. http://admissionform.info/StudentRegistration.aspx?_Colcode=206 and create your ID and Password & submit form. After submitting online application
form, the applicant should take the printout and keep it with them. Candidates whose
name appeared in the merit list shall submit online printout (hardcopy) along with self
attested xerox copies of mark list, college leaving certificate, caste certificate if applicable,
Gap certificate if applicable and confirm their admission.
Note:-
Merit list, Mode of Payment & Admission dates shall be displayed on college website.
Candidates shall apply medium wise.
Prospectus is displayed on College website.
Admission shall be confirmed after submission of application form along with required
documents.
Candidate must follow the Social Distancing and use of Mask is compulsory. A candidate seeking admission to any course should satisfy himself/herself regarding
eligibility for admission. Incomplete information and hiding of facts will automatically
disqualify the candidate for admission.
The Principal reserves the right to take final decision regarding admission. His decision in
this respect shall be final and binding on the candidate.
Application for admission should be submitted in the college office before the prescribed
date along with documents. Incomplete application form will not be entertained and will
be liable to be rejected without intimation.
Selected candidates for admission shall confirm their admission by submitting the original
documents required as per rules along with admission form. They should deposit required
fee in the bank before the notified date.
Admission programme will be duly notified. All candidates should abide by the same.
The last date of admission shall, in no case, be later than the date prescribed byS. G. B.
Amravati University, Amravati.
There will be no re-admission of a student in the same class.
Candidates seeking admission for the first time under jurisdiction of S. G. B. Amravati
University should submit the Enrollment Form duly filled in and get themselves enrolled
by paying the prescribed fees before the prescribed date, failing which they themselves
will be responsible for the consequences.

SCHOLARSHIPS & CONCESSIONS
Various scholarships and concessions given by the government and other agencies are
available for the eligible students. Students should apply separately in the prescribed form
within the due dates to avail the facility.
At present G.O.I., scholarships (for B.C. students) Open Merit Scholarship, National Loan
scholarship, E.B.C. Concession, Primary/Secondary Teacher Concession, Freedom
Fighter Concession, Eklavya Scholarship, Scholarship for N.S.S/ N.C.C, Games, students
& student welfare scholarship form of S. G. B. Amravati University, Amravati are
available for eligible students.
ATTENDANCE
No student shall remain absent without the prior permission of the Class Teacher. 75%
attendance is compulsory for all students as per rules. Every two month attendance will be
reported to the office by the concerned teacher.
The names of students with less attendance shall be liable to be removed from the college
rolls without giving any notice. They shall not be entitled to appear in the University
Examination as collegiate students.
COLLEGE EXAMINATION
Students should appear at unit test, terminal, annual test and examination conducted by the
college, failing which they will be liable to pay fine imposed by the college. Student who
remains absent for all papers at the college term end examination will be charged fine of
Rs. 100/- and if remains absent for any paper will be fined Rs.50/-. Internal assessment
marks are awarded on the basis of overall performance of the students throughout the
academic year such as, class tests, attendance &submission of assignments etc.
IDENTITY CARD
Identity Card shall be issued to each student on payment of prescribed fee. Students
should keep the Identity Card with them at all times while in the college premises and also
while attending the classes. Students should produce the Identity Card whenever
demanded by the college authorities. No student is allowed to bring with him/her an
outsider without prior permission of the principal.
COLLEGE CYCLE & SCOOTER STAND
Students should keep vehicle in the College Vehicle Stand by paying the prescribed fees
(Vehicle Stand Fee Rs. 60 /- for academic session). Students are not allowed to bring four-
wheeler. Un-ruling behavior with motor cycle will not be permitted in college premises.
GAMES & SPORTS
Facilities for various games and sports are available in the college. Students should take
active part in games and sports of their liking. Deserving students may get a chance to be
selected in the university team.
COLLEGE LIBRARY
The college has excellent library for students having more than 57,223 books. The college
also subscribes to several newspapers, magazines, and periodicals etc, which are made
available to students in the Reading Room. Books will be issued to regular college
students on production of Library Card. U.G.C. Book Bank facility is available to the
college students. Students should use the books properly and keep them in good condition.
In case if there is any damage or loss to the books, they will have to compensate for the

same as per library rules. Students should maintain discipline in the Library and Reading
Room and strictly follow the library rules.
COMPUTER LABORATORY
The College has two well equipped computer labs having about 72 terminals with latest
thin- client technology and Internet facility.
LANGUAGE LABORATORY
The College has well equipped language lab with 24 terminals and relevant software.
GIRLS HOSTEL
Girls‟ hostel facility is available for this college students and students of other colleges run
by The B.G.E. Society, Akola. Interested students should apply online/offline. Application
form is uploaded on college website.
UNIFORM FOR SENIOR COLLEGE
Boys: Half Shirt – Sky Blue, Trousers - Navy Blue
Girls: Top (Kurta) – Sky Blue, Salwar & Dupatta - Navy Blue.
1) Students should behave properly with their fellow students, teaching and non-teaching
staff in the college campus.
2) Students should attend and actively participate in all the programmes arranged by the
college.
3) Students leaving the college in the mid of the session will have to pay the full fees for
the whole academic session. Fees once paid will not be refunded in any case.
4) Students should not cause any damage to the college property. If they are found to be
doing so, they will have to compensate for the same. Disciplinary action may be
initiated against such students.
5) Students should read the College Notice Board daily and keep themselves well
acquainted. No separate communication will be made to the students on any mater.
6) Certified copies of documents will be issued to Ex-students on application and payment
of Rs. 50/- per document.
7) Students who wish to obtain the copy of manuscript of the examination passes by them
are required to pay Rs. 1000/-.
8) Duplicate copy of Identity Card, Library Card etc. will be issued on payment of Rs.
10/- each. Transfer Certificate and copies of documents will be issued on fourth day
from the date of application.
9) Duplicate T.C. will be issued on payment of Rs. 100/- on application and production of
an affidavit executed before Executive Magistrate.
10) No information about the college & its activities can be published in any newspaper,
TV or other media without the prior permission of the Principal.
11) Railways/ST concession will be available on the basis of permanent address mentioned
in the Applicant Form.
12) Apart from the college rules, all university rules and regulations will be binding on
students.
13) As per University Ordinance, incentive marks subject to maximum 10, will be awarded
to students taking part in N.C.C., N.S.S., Games & Sports and other extra- curricular

activities. Students should not bring any unauthorized persons in the college premises
with them. As per Anti Ragging Act, ragging is a cognizable offence.
14) No outsider will be allowed to be co-opted on any college body.
15) It is assumed that students and their guardians have read the rules and regulations of the
college and agreed to abide by them.
16) Consumption of Gutkha, Tobacco, smoking or any other intoxicant is strictly prohibited
as per law and if found will be punished.
17) The Principal reserves the right to make additions & alterations to the existing rules and
regulations. The senior college classes will be held in the Morning Shift from 07.30
a.m. to 12.30 p.m. All students should attend each lecture. It is to be noted that during
the college hours no outside engagements/activity is desirable.
18) For the classes B.Com. I, II, III, the medium of instruction available is
English/Marathi/Hindi & for M.Com. Marathi/Hindi.
19) For the students, college is promoting curricular & extra-curricular activities through
several 21committees viz. Cultural Committee, Students Council, Competitive
Examination, Guidance Cell, Marathi Vangmay Mandal, English Literary Association,
Hindi Sahitya Samiti, Annual Magazine, N.S.S., N.C.C., Seminar & Conference
Committee, Commerce Forum &Alumni Association, etc.
20) Test Exam for internal assessment for U.G. student will be held in the last week of
January.
21) The Term End Exam for U.G. student will be held in the month of February.
22) Term End Exam for M.Com. I & II semester probably will commence in the month of
October and for the M.Com. II & IV semester it will be held in the month of March.
23) Flag hoisting ceremony will be performed on 15th
Aug., 26th
Jan. and 1st May at sharp
7.50 a.m. and attendance for these ceremonies is compulsory.
24) No object of any kind will be accepted by the college.
25) Those who are interested to donate body organs after death they should submit organ
donation pledge form.
26) Candidate opted any one of the second languages i.e. Marathi/Hindi/Supplementary
English at the time of admission, shall not be changed.
27) It is mandatory for all the students that they must have their Gmail account and mention
it in admission form for correspondence purpose.

Programme of the college.
11) Late Ramkisanji Laddha memorial prize of Rs. 500/- has been donated by Shri. Deepak
Laddha and will be awarded to a regular student of M.Com. Final year securing 1st rank
amongst the students of our college in S.G.B. Amravati University, Examination.
12) Late Mohanlalji Badriprasadji Sahu and Late Smt. Taradevi Mohanlalji Sahu memorial
prize of Rs. 500/-each has been donated by Adv. Mahendraji Sahu and will be awarded
to a regular student of B.Com. Final year securing 1st rank amongst the students of our
college in S.G.B. Amravati University, Examination.
