1. INLEIDING
Rusland is het grootste land ter wereld met een bevolking van 142 miljoen (60 miljoen actieve bevolking). De
mannelijke bevolking bedraagt 46,3%, de vrouwelijke: 53,7%. Van deze bevolking is 73% stedelijk. Rusland telt 11
steden met meer dan een miljoen inwoners. Meer dan 120 miljoen Russen leven in het Europese gedeelte van
Rusland en 20 miljoen aan de andere zijde van het Oeralgebergte, dat de grens vormt met Azië.
Het Aziatische gedeelte van Rusland is evenwel 5 maal groter dan het Europese.
Rusland heeft een demografisch probleem: de bevolking neemt af en veroudert dus. De sterkste afname van de
bevolking heeft plaats in het verre oosten van Rusland.
Rusland heeft een multi-etnische en multi-culturele bevolking. Naast de Russen, die de meerderheid uitmaken,
wonen er nog tal van andere volkeren in Rusland, zoals Tataren, Kalmykken, Ingoesheten, Yakuten, Tjetsjenen, om
er maar enkele te noemen. Ieder van deze volkeren heeft haar eigen taal en het Russisch als nationale taal. De
grondwet van Rusland onderkent 4 religies: Christen-Orthodox, Islam, Joodse godsdienst en Boeddhisme.
De oppervlakte van Rusland bedraagt 17.075,4 km². Dat is 550 keer België. De administratieve indeling van het land
telt 83 eenheden (Regio’s, Republieken, Autonome Districten).
De Russische economie wordt overheerst door de ontginning, verwerking en verhandeling van grondstoffen, zoals
gas en olie, ertsen, chemische stoffen, diamant en hout en door zware industrie, zoals de metallurgie en de
chemische nijverheid. Rusland heeft de grootste grondstoffenreserves ter wereld.
De Russische economie wordt beheerst door enkele grote bedrijven: ongeveer 30 bedrijven zorgen voor 90% van het
BNI. De sector van de KMO is zeer klein in vergelijking met deze van West-Europa.
Heel wat bedrijven werken met verouderde technologie en zijn aan modernisering toe.
Rusland is een federale staat met een federale (gecentraliseerde) regering (president) en regionale regeringen
(gouverneurs). Het parlement bestaat uit: de Doema (lagerhuis) en de Federatieraad (hogerhuis).

Er zijn 4 partijen in het parlement vertegenwoordigd, die allen loyaal zijn t.o.v. de regering. Er is geen echte oppositie.
De grote afstanden in Rusland zorgen vaak voor problemen in het transport en de logistiek. Vele streken zijn moeilijk
bereikbaar en dun bevolkt. Het klimaat varieert van polair in het noorden tot sub-tropisch in het zuiden.
In november 2011 werd door Rusland, Kazachstan en Belarus een akkoord ondertekend voor de oprichting van de
Eurasian Customs Union tegen 2015. Deze douane-unie is bedoeld voor de economische integratie van deze drie
landen, naar het model van de Europese Unie. De douane-unie tussen Rusland, Kazachstan en Belarus is een
ééngemaakte douane-zone met een ééngemaakte douane-wetgeving.
Tadjikistan en Kyrgyzië overwegen het lidmaatschap en Armenië heeft tot toetreding besloten.
Sinds augustus 2012 is Rusland lid geworden van de WTO. Dit betekent dat Rusland, voor de komende 7 jaar,
verminderingen moet doorvoeren op importtarieven voor vele goederen en diensten en dat Rusland zelf een
soepelere toegang krijgt tot buitenlandse markten.
2. EEN STUKJE GESCHIEDENIS
Tot de 18e eeuw was de Russische klederdracht een mix van oosterse en westerse invloeden met duidelijke
Mongoolse en Tataarse kenmerken. Tijdens de regering van Peter de Grote in de 18e eeuw, werd de Russische adel
en de elite gedwongen deze kleding te vervangen door westerse mode. Franse, Engelse en Duitse kleding deden hun
intrede in Rusland, via het sterk westers geörienteerde St-Petersburg, de toenmalige hoofdstad.
Deze tendens bleef aanhouden tot het einde van het tsarisme in Rusland en de machtsovername door de
Bolsjevieken in 1917. Het communisme met z’n cultuur en ideologie voor de massa’s, had weinig aandacht voor het
individu en de persoonlijke sfeer. Aandacht voor mode, stijlkleding en luxegoederen kwam op de achtergrond.
Dit bleef duren tot na de dood van Stalin in 1953. Onder Chroestsjov kwam er weer een –zij het beperkte- interesse
voor het individu o.m. in kunst en literatuur. Men kreeg terug interesse voor mode en design. Franse couturiers
bezochten de Sovjet-Unie. Sovjet-ontwerpers creëerden de Sovjet-mode.
Pas na de val van de Sovjet-Unie in 1991, begon de modesector in Rusland weer volop tot leven te komen.
3. DE RUSSISCHE MARKT
De Russische markt wordt gekenmerkt door gebrek aan transparantie (hoewel hier verbetering te merken valt)
waardoor statistieken en marktgegevens niet steeds correct of verkrijgbaar zijn.
Volume van de kledingmarkt in Rusland:
Na de economische recessie van 2009, werd er in de kledingsector van Rusland weer groei genoteerd. Tussen 2009
en 2012 groeide deze sector met 22%, waardoor de Russische kledingsector zich sneller herstelde dan de Europese.
Het herstel is vooral merkbaar in het middensegment.
De fashion retail market van Rusland zou een volume van 2 triljoen roebel bereiken in 2015, aldus de algemeen-
directeur van de onderzoeksfirma “Infoline” tijdens het forum “Fashion retail & distribution-2013” in Moskou in
november 2013.
De markt was goed voor 1,54 triljoen roebel in 2012 en zou tot 1,7 triljoen roebel groeien in 2013.
De kledingmarkt heeft de reputatie een hoog percentage te hebben van “grijze invoer” (douane-inklaring aan lagere
tarieven). Illegale en “grijze” import zijn dagelijkse praktijk in Rusland.

Dit bemoeilijkt een objectieve inschatting van de markt. Volgens sommige experten is 48% van de textielmarkt is
Rusland “grijs”, t.t.z. bijna de helft van de textielgoederen, verkocht in Rusland, komt van “grijze” import (vooral
China en Turkije) of van “grijze” of illegale productie”.
MARKTSEGMENTEN
Volgens het Russische Ministerie van Handel & Industrie kan de kledingmarkt verdeeld worden in drie segmenten:
- Het lage prijssegment (5$-30$ per stuk) met 35% van de markt.
- Het medium prijssegment (30$-150$ per stuk)
- Het premium segment (200$ + per stuk)
Het dure segment van de kledingretail werd ingenomen door de hoogstaande Europese merken, het middensegment
wordt gevormd door producten uit China, Indonesië, Polen en enkele Russische merken, zoals bv. Gloria Jeans
(Rostov-on-Don) and Gee Jay, Mir Detstva, Etti-Detti, Sela, Malenkaya Feya en Gulliver, terwijl het laagste segment
voornamelijk bestaat uit kleding van Turkse en Chinese producenten.
In Rusland vormen de verkoopsketens het middensegment. Het massasegment in de kledingsector (tot 70$ per stuk)
wordt ingenomen door Russische bedrijven, zoals Savage, O’Stin, Kira Plastinina, Glance, Finn Flare, So French, Gloria
Jeans. In tegenstelling tot andere firma’s van het middensegment, die vaak hun eigen productie hebben, worden
deze merken geproduceerd in Auid-Oost-Azië.
De enige uitzondering hierop is het merk Gloria Jeans, dat over 12 bedrijven beschikt in de Rostov Regio (Zuid-
Rusland).
De Russische markt is interessant voor kledingbedrijven uit het middensegment.
De Fashion Consulting group uit Moskou voorspelt dat het marktaandeel van denim in Rusland de komende jaren
kan oplopen tot 40%.
De ketenretail (setevaya torgovlya) van kleding groeide snel in Rusland: met 20 à 25% per jaar.
Ongeveer alle luxemerken uit Europa zijn vertegenwoordigd op de Russische markt.
Italië is de leider gevolgd door Duitsland en Frankrijk. In de vele shopping malls van Moskou, kan men merken
aantreffen zoals “Zara”, “H&M”, “Gap”, “Uniqlo” e.a.
Nieuwkomers zijn o.m.: Scotch&Soda, Mohito, Takko Fashion, OVS e.a.
De meeste van deze merken worden op de markt gebracht via franchising of via agenten. Daarnaast beginnen steeds
meer Europese producenten de markt rechtstreeks te bewerken.
Vele retailers van luxemerken, zoals bv. Ritter Group beginnen met regionale uitbreiding naar andere grote steden
van Rusland, buiten Moskou en St-Petersburg. Sommige luxemerken beëindigden de contracten met hun Russische
distributeurs, om hun territoriale groei zelf in handen te nemen en te versnellen.
Merken, die onafhankelijke operaties op de markt ontwikkelen zijn o.m. Hermes Group en Prada.
In januari 2013 opende het Zweedse H&M een nieuwe winkel in de stad Penza (517.000 inwoners), die zich 550 km
ten ZO van Moskou bevindt. H&M beschikt reeds over 35 winkels in Rusland, waarvan 15 in Moskou. Voor 2012
meldde H&M een groei van 43% voor wat de verkoop in Rusland betrof.
De Melon Fashion Group beheert de kledingzaken Befree, Zarina en Love Republic. De firma heeft 521 winkels in
Rusland. Haar turnover voor de eerste helft van 2013 groeide met 5% naar 4,06 miljard roebel.

In 2013 verwacht men de komst van nog meer buitenlandse spelers op de markt: volgens de consultanten van het
vastgoedagentschap Knight Frank, zouden 15 nieuwe merknamen op de markt verschijnen, waaronder 7
kledingmerken: Bimba&Lola, Jack Wolfskin, Eurelia, Collezioni, Ferre, Nissa en Pink Woman.
Stella McCartney opende een eerste winkel in Moskou in 2013.
Ook Modny Kontinent (Fashion Continent) ziet een potentiële groei van 60 à 70% op de Russische markt. Dit bedrijf
runt de Incity kledingwinkels in Rusland, Kazachstan en Oekraïne. Eind 2012 waren dit 379 winkels. Meestal gaat het
over verkoopspunten met een oppervlakte van 200 tot 500 m².
Vanaf 2013 wil Modny Kontinent een nieuwe winkelketen ontwikkelen, Deseo genaamd, waarvan de eerste in
februari werd geopend. Dit format heeft een oppervlakte van 100 à 150 m².
Modny Kontinent ontwikkelt zijn eigen winkelketen in grote steden en opent franchises in steden met een bevolking
tot 120.000 inwoners. Het bedrijf ontwerpt de eigen producten, die geproduceert worden in China, Bangladesh en
Indië en organiseert de eigen logistiek en verkoop. De goederen worden ingevoerd in Rusland en gestockeerd in de
buurt van Moskou.

Vaak kopen Russische consumenten premium en luxekleding in het buitenland.
Vrouwenkleding beslaat het grootste deel van de kledingmarkt met 58% en de rest is verdeeld tussen mannenkleding
(26%) en kinderkleding (9%).
Het grootste groeipotentieel heeft de mannenkleding.
Russische mannen zijn meer selectief geworden in hun keuze van kleding en veeleisender voor wat kwaliteit betreft.
Vooral twintigers beginnen meer aandacht te besteden aan trendy- en modekleding.
Collecties voor mannen werden op de markt geïntroduceerd o.m. door het Zweedse Oscar Jacobson en door lokale
producenten zoals Shiyan, Norsoyan-Nikitin Homme, Grunge John Orchestra e.a.
Het Italiaanse Prada opende de grootste outlet winkel van Europa in het centrum van Moskou, waarin de tweede
verdieping volledig door haar mannencollecties wordt ingenomen.
KINDERKLEDING
Volgens gegevens van het Ministerie van Handel en Industrie van Rusland, hebben lokale producenten slechts 20%
marktaandeel voor wat kinderkleding betreft.
Het Italiaanse merk van kinderkleding Idexe opende een aantal winkels in Rusland. Na een grondige studie te hebben
gemaakt van de Russische markt, paste Idexe haar productie aan en ging meer aandacht besteden aan
schooluniformen. Ze gebruikte meer warmere materialen voor overkledij en ontwierp een speciale collectie
ondergoed voor kleuters.
De firma Nakhodka is de exclusieve distributeur van Idexe op de Russische markt. Deze firma plant de opening van
60 winkels voor 2017.
Een andere markttendens is het groeiend potentieel van de sportkledij.
Volgens de “Directory of the Sports Industry for Specialists” groeide de markt van sportartikelen tot 4 miljard $ in
2012. Men voorspelt een jaarlijkse groei tussen 16 à 19% in dit segment, tot 2017.

De laatste jaren is de interesse voor sport en gezonde levensstijl bij de Russen sterk gestegen. Vooral voor
wintersporten en indoor-sport groeit de interesse. Vele types van sportkledij worden gekocht voor dagdagelijks
gebruik en niet enkel voor sportactiviteiten.
Men verwacht dat de internet-retail sterk zal groeien in Rusland. Het gebruik van internet neemt sterk toe in Rusland,
met een explosie van Russischtalige websites en een belangrijk deel van de bevolking dat on-line gaat. E-commerce
ontwikkelt zich het sterkst in Moskou en St-Petersburg en andere grote steden. Het gebruik van internet is veel
kleiner in de provincie. Zowel buitenlandse als Russische bedrijven investeren in online shopping, omdat ze ervan
overtuigd zijn dat deze sector sterk zal groeien en dat dit meer merkherkenning tot gevolg zal hebben.
De website www.garderob.yandex.ru is zeer interessant met z’n vergelijkende shopping service, die gebruikers in
staat stelt kleding en schoenen online te vergelijken en de online verkoop transparent te maken tussen de aanbieders
(Yandex is de grootste zoekmachine in Rusland).
BONT
Bont is –tot op heden- een traditioneel onderdeel van de Russische klederdracht. In een land waar
wintertemperaturen kunnen variëren van -8° in St-Petersburg tot -40° in Siberië, is bont, gedurende eeuwen, een
onontbeerlijk middel geweest om zich warm te houden.
Tevens was bont, gedurende vele eeuwen, een belangrijk exportproduct van Rusland.
Ook tijdens de Sovjetperiode bloeide de bontindustrie met een gemiddelde van 15 miljoen pelsen per jaar. Na de
Perestroika en met de opening van de markt, ging de bontindustrie achteruit en werd Rusland een importeur van
bont. Rusland begon bontjassen en andere bontproducten aan te kopen in Italië, Griekenland, Canada, Hong-Kong
en China.
Bont blijft zeer populaire kleding in Ruslan : volgens industriële rapporten hebben 3 op 4 Russen een bontjas en 80%
van de aankopen van bontkleding gebeurt door vrouwen.
Een recente trend is het combineren van bont met casual kleding, zoals jeans.
De grootste retailer van bontkledij in Rusland is “Snezhnaya Korolyeva” (De Sneeuwkoningin) (http://snowqueen.ru).
Dit bedrijf runt 20 winkels in Moskou en nog eens 20 meer over heel Rusland.

NAMAAKBONT
De firma “Only Me» uit St-Petersburg vervaardigt kledij uit namaakbont. De firma verkocht 350 bontjassen tijdens
het seizoen 2012-13 en voorziet een verkoop van 1050 stuks voor 2013-14, o.m. via uitbreiding naar Moskou. Only
Me werkt met dealers in 10 steden van Rusland.
Vanaf 2014 begint Only Me met het vervaardigen van bontjassen naar design van de klant en met winterkleding voor
mannen.
Een ander bedrijf werkzaam in de kunstbontkledij is de firma Anse.(http://anse.spb.ru/)
Het merk EcoFashion (www.ef-shop.ru) in Moskou ,verkoopt gemiddeld 40 à 50 bontjassen per maand.
DE CONSUMENT
De Russen besteden ongeveer 10 à 15% van hun inkomen aan kleding, wat meer is dan in Europa.
Men merkt bij de Russische consument een tendens naar een meer casual, informelere kledingstijl. Hierdoor kwam
er meer opening voor het smart casual segment.
Kleding en merknamen zijn niet meer bepalend voor de status, maar wél iphones, ipads, juwelen e.d.m.
Prijsbewustzijn bij de consument: aankopen worden uitgesteld tot de “solden”-periodes.
MARKTSTRUCTUUR
Rusland blijft nog steeds een land met veel minder retailruimte per capita dan de meeste andere geïndustrialiseerde
landen.
Rusland blijft een aantrekkelijke markt voor retailers, die markten zoeken met een groot groeipotentieel op lange
termijn. Na de voedingssector is de kleding- en schoenenmarkt de grootste retailmarkt van Rusland.

Bijna 75% van alle retailverkoop in Rusland voltrekt zich in het Europees gedeelte van het land, waarvan 33% alleen
al in het Centrale Federale District. Moskou en St-Petersburg zijn koplopers.
Districten van Rusland:
- Centraal (Moskou): 33%
- Noord-West (St-Petersburg): 9%
- Verre Oosten (Vladivostok): 4%
- Siberië (Novosibirsk): 12%
- Volga district (Nizhny Novgorod): 18%
- Oeral district (Jekaterineburg): 11%
- Zuidelijk district (Krasnodar): 13%
Tijdens de Sovjet-periode behoorde de retail toe aan de overheid. Er bestond weinig verscheidenheid en men had
slechts een klein aantal winkels per capita, in vergelijking met bv. West-Europa.
Na de val van de Sovjet-Unie, einde jaren ’80, en de overgang naar de vrije markt verdween dit Sovjet retail systeem
en maakte plaats voor moderne retail formats. Gezien de enorme vraag bij de bevolking, ontstonden de open
markten (outdoor markets) met een lage prijssetting. De consument werd echter meer en meer merkgevoelig en
vanaf het jaar 2000 merkte men een sterke groei van de moderne retail formats (private brand, soft-discounters,
supermarkten, hypermarkten) en een gestage afname van het aantal open markten. Meer en meer worden open
markten door de Russische overheid gesloten. Moskou en St-Petersburg waren het epicentrum van deze evolutie.
Kleding wordt nu meestal verkocht in winkelketens en shops en in mindere mate in multi-category retailers, zoals bv.
hypermarkten.
Het meest frequente format in de retail is de supermarket met een oppervlakte van meer dan 100 m² en met een
assortiment “total look” (gaande van ondergoed tot bovenkleding voor vrouwen en mannen).
Dergelijk (franchising) format wordt in Rusland vertegenwoordigd door Zara, Mango, C&A, TopShop, Next e.a.
Buitenlandse retailers openen vooral winkels in Moskou en St-Petersburg, de twee grootste steden van Rusland met
koopkrachtige bevolking, maar door het feit dat de markten van deze steden, gedurende de laatste jaren verzadigd
raken, worden nu ook meer en meer winkels geopend in kleinere steden. Het merk Mango bv. kijkt uit naar steden
met minder dan 100.000 inwoners om winkels te openen.
De steden die behoren tot de Moskou Regio en deze van centraal Rusland zijn de meest gegeerde plaatsen voor het
openen van nieuwe shopping centers.
Ook ketens van accessoires plannen op te zetten in Rusland: Meli Melo Paris, Funky Fish en Stella’s Accessories. Deze
sector is nog verre van verzadigd.
Russische retailers moeten vaak het hoofd bieden aan o.m. volgende problemen:
- Hoge intrestvoeten bij bankleningen (gaande tot 25%)
- Hoge prijzen voor handelsruimte in Moskou en andere grote steden
- Vinden van commercieel en professioneel goed opgeleid personeel

NAMAAK - COUNTERFEIT
De Russische kledingmarkt wordt geplaagd door namaak: volgens de textielfederatie SoyuzLegProm zou de waarde
van de geïmporteerde (counterfeit) schoenen en kleding jaarlijks ongeveer een triljoen roebel bedragen. Volgens de
Russische overheid groeit de namaak ieder jaar. De import van deze counterfeit goederen (heel vaak gaat het om
sportieve kleding) komt meestal van China, Zuid-Oost-Azië, Turkije en de Verenigde Arabische Emiraten. Deze

Regelmatig worden ook «ondergrondse” confectiebedrijfjes o.m. in Moskou en de Moskou Regio ontdekt en
opgedoekt. Zij produceren kleding onder de labels zoals Armani, Roberto Cavalli, Fendi, Jean-Paul Gaultier e.a.m.
Volgens de Russische douane werden er in Rusland, sinds 2007, 70 miljoen gevallen van namaakproducten
aangegeven. Dit waren er 19 miljoen in 2012 en 4,8 miljoen gevallen tijdens de eerste helft van 2013. In 2012 werd
dergelijke producten geconfisceerd voor een som van 9,9 miljoen roebel en tijdens de eerste helft van 2013 voor een
som van 5,6 miljoen roebel.
Het Russisch Ministerie van Handel en Industrie plant nu een controlesysteem uit te werken voor de identifikatie van
goederen om de markt tegen conterfeit te beschermen.
4. MARKTINTREDE
Deelname aan vakbeurzen en shows in Rusland en Europa (vele Russische importeurs bezoeken de belangrijkste
kledingbeurzen in Europa).
Een goede manier om de Russische markt te benaderen, is deelnemen aan een vakbeurs. Dit geeft de exporteur de
gelegenheid om op relatief korte termijn een hele reeks contacten te leggen met potentiële klanten, agenten en
distributeurs. De deelname geeft vaak ook een goed idee over wie en wat op de markt van Rusland aanwezig is en
wat de concurrentie doet. De gelegde contacten kunnen een bron zijn van heel wat interessante marktinformatie,
die men alleen kan vinden op dergelijke manifestaties.
Zowel in Moskou en Sint-Petersburg als in de regionale steden worden tal van beurzen georganiseerd in de meest
uiteenlopende sectoren. Het is ook niet ongewoon dat zakenlui uit de regio’s van Rusland en uit de landen van het
GOS afreizen naar Moskou om er belangrijke beurzen te bezoeken. Anderzijds bezoeken Russische zakenlui ook de
belangrijkste vakbeurzen in Europa. De grote Russische importeurs en distributeurs zijn vaak erg goed op de hoogte
van het productaanbod in Europa en van de recentste ontwikkelingen in hun sector.
Bij een beursbezoek in Rusland is het belangrijk om een tolk bij te hebben, als u de Russische taal niet machtig bent.
Heel veel Russen spreken geen tweede taal en daarom is het ook nodig om alle promotiematriaal in het Russisch ter
beschikking te hebben. Het kan tevens nuttig zijn voor Vlaamse bedrijven, die klanten en partners in Rusland zoeken,
om ook op Europese beurzen deze informatie en materialen in het Russisch bij te hebben, gezien vele Russische
zakenlieden de belangrijkste vakbeurzen en shows in Europa bezoeken.
Een betrouwbare partner in Rusland, is van onschatbare waarde bij het betreden en bewerken van de Russische

FRANCHISING
Franchising is een vrij nieuw begrip in Rusland. Regulering van franchising werd pas in 1996 wettelijk vastgelegd.
Toen werd ook de Russische Franchise Associatie (RFA) opgericht. Zolang buitenlandse investeringen in Rusland
relatief laag blijven, biedt franchising een goed alternatief.
Het geeft de franchisegever de mogelijkheid om zonder grote financiële risico’s commerciële activiteiten te
ontplooien. Zowel buitenlandse als binnenlandse franchisers opereren al op de Russische markt, al is het aandeel
nog klein en ontoereikend voor de toenemende vraag. Het franchiseconcept wordt het meest toegepast in de

5. PRODUCTIE VAN KLEDING IN RUSLAND
De productie van textiel in Rusland is voornamelijk gelokaliseerd in het centrale gedeelte van Europees Rusland en
in het noord-oosten. De beroemdste stad voor textiel tijdens de Sovjet-periode was Ivanovo. Kostroma is een andere
welbekende textielstad. Ivanovo telt nog steeds heel wat producenten en traders van textiel.
In een poging om de lokale productie te bevorderen en de Russische producenten competitiever te maken tegenover
import en buitenlandse merken, heeft de Russische overheid een Strategy for Development of the Light Industry of

Glam Media entering Russian market with Hubert Burda
MOSCOW. Jan 22.2014 (Interfax) - Glam Media Inc. has agreed on an exclusive partnership with Hubert Burda Media
to launch and operate Glam Media in Russia, Ukraine and Kazakhstan, the social media company said in a press
release.
In the new company, Glam Media Russia, Burda International will provide marketing and advertising solutions for premium
