考評局簡介About the HKEAA

簡介香港考試及評核局(考評局)是於 1977年成立

的獨立法定機構。我們主要職能是舉辦香港

的公開考試,以及協辦專業及國際考試。我們

是自負盈虧的機構,營運經費來自考試費、刊

物銷售,以及為個人及團體提供相關服務的

收入。

抱負成為世界知名及信譽昭著的考試及評核服務

機構。

使命為切合教育及社會的需要,我們會以專業、具

創意及成效兼備的方式提供有效度、信度和

公平的考試和一系列的評核服務。

Who We Are The Hong Kong Examinations and Assessment Authority

(HKEAA) is an independent, statutory body that was

established in 1977. Our principal function is to administer

publ ic examinat ions in Hong Kong and to ass ist in

administering professional and international examinations.

The Authority is self-financed and derives its income from

examination fees, the sale of publications, and services

provided for individuals and organisations.

Our Vision To be a world-renowned and well-trusted examination and

assessment services provider.

Our Mission To meet educational and societal needs, we shall provide

valid, reliable and equitable examinations and a range of

assessment services in a professional, innovative, efficient

and effective manner.

考評局委員會和企業管治 The HKEAA Council and Corporate Governance

考評局委員會是監督考評局的組織,轄下設

有不同事務委員會,就不同範疇的工作提供

建議及協助。考評局委員會致力完善考評局

的管治架構,精簡其運作及決策過程。

考評局委員會的組成和委任香港考試及評核局條例(附表二)規定了考評

局委員會的組成及成員的委任方法。成員包

括由香港特別行政區行政長官委任及大學校

長會提名的人士以及當然委員。《附錄一》刊

載了 2014/15年度考評局委員會成員名單。除

了秘書處職員,委員會成員一概不受薪。我們

並在此歡迎年內加入考評局委員會的新成員,

包括鄭中正先生、鄭惠儀女士、何永昌教授及

吳友強先生。

考評局委員會職責考評局委員會為考評局最高決策機構,負責

審議各項主要計劃、財政預算、政策及規章,

並負責任命秘書處高級行政人員。考評局委

員會每年召開最少兩次會議。若須處理特別

及╱或緊急事務,也會召開額外會議。

The HKEAA is governed by the HKEAA Council, under which

a number of committees advise and assist in different areas.

The Council’s role is to improve our governance structure

and streamline operational and decision-making processes.

Composition and Appointment of the Governing Council The composition and appointment of members of the Council

are specified under Schedule 2 of the HKEAA Ordinance.

Members are either appointed by the Chief Executive of the

Hong Kong Special Administrative Region (HKSAR); nominated

by the Heads of Universities Committee (HUCOM); or are

ex-officio members. Please refer to Appendix 1 for the list of

Council members for 2014/15. Except for staff members of the

Secretariat, Council members are non-remunerable. We would

like to welcome new members who have joined our Council

over the past year. They are Mr Raymond Cheng, Ms Monica

Cheng Wai-yee, Professor Daniel Ho Wing-cheong and Mr

Benjamin Ng Yau-keung.

Responsibilities of the Council As our highest governing body, the Council is tasked with

making strategic decisions, approving the major plans,

budgets, policies and regulations of the Authority. The

Council also appoints the Secretariat’s senior executives,

and meets at least twice a year. Additional meetings can

be convened, as required, to discuss specific and/or urgent

matters.

Committees The Council appoints standing committees to support

governance in particular areas. These committees discharge

their responsibilities in accordance with the prescribed terms

of reference. Working groups and sub-committees may be

appointed to take on particular tasks. The major committees

企業管治概述 Corporate Governance Statement

原則考評局是根據香港考試及評核局條例而成立的獨立法定機構。我們致力持守最高的企業管治準則,並以公開、誠實、公平及問責的精神管理考評局的工作;我們亦不時參考國際及業界的最佳標準,以修訂我們的政策及企業管治程序。

內部監控及風險管理考評局設有內部審計組,負責檢討和改進內部監控工作。內部審計組確保各部門遵照考評局的政策及守則履行職務,以達致最高服務標準。

秘書處領導團隊負責督導風險管理,確保考試順利進行及準確匯報考試成績。 2015年,我們辨識、評估和監察舉辦考試及評核服務的潛在風險,包括對適時及準確公布考試成績可能構成影響的事宜。領導團隊定期檢視風險狀況,並每年向考評局審計委員會報告主要風險。

意見與反饋考評局歡迎各界人士就各項服務及表現提出意見和建議。我們認真處理每宗投訴,同時亦設立不同渠道收集意見。我們密切留意各界的回應,並適時跟進。

公開資料守則

2015年,我們接獲八宗根據公開資料守則索取資料的申請。其中兩宗由申請人士自行撤回申請;一宗在本年報報告時段完結時,仍在處理中。我們已向其中兩宗的申請人提供所需資料;另外三宗只提供部分資料,原因是當中牽涉機密考試數據或考評局並沒有申請人所要求查閱的資料。

Principles As an independent statutory body establ ished under

the HKEAA Ordinance, we are committed to upholding

the highest standards of corporate governance, with

transparency, integrity, fairness and accountabil ity as

cornerstones. We continually refer to international standards

and best industrial practice when updating our policies and

corporate governance procedures.

Internal Control and Risk Management The Internal Audit Unit continually reviews and improves

our internal controls. It ensures that all operations across

divisions are in compliance with the relevant regulations and

policies so as to maintain the highest performance standards.

The Leadership Team of the Secretariat oversees risk

management to ensure the smooth del ivery of the

examinations and the accuracy of the results. In the course

of 2015, potential risks in different examinations and

assessments, including those related to the timely and

accurate release of results, were identified, evaluated and

monitored. The Leadership Team reviews the risk status

regularly and reports the key risks to the Council’s Audit

Committee on an annual basis.

Your Feedback We welcome and value comments and suggest ions

concerning our services and performance. We take any

complaints very seriously and have channels to collect

feedback. We monitor feedback closely and take appropriate

and timely follow-up action.

Code on Access to Information We received eight requests for information under the Code

on Access to Information during 2015. Two requests were

subsequently withdrawn by the applicants, and one request

was still being processed at the close of the reporting period.

Two requests were fully met. Three others were met in part,

either because they involved confidential examination data or

asked for a record that is not kept by the Authority.

年內,申訴專員公署接獲兩宗涉及考評局處

理索取公開資料事宜的投訴。申訴專員認為

其中一宗投訴不成立,另一宗則部分成立。我

們接受了申訴專員有關處理索取資料的建議。

此外,我們亦重新檢視考評局的公開資料守

則,並於 2015年12月將修訂的守則刊載於考

評局網站。

賬目及審計考評局賬目經財務委員會及審計委員會認可,

再由考評局委員會批核。已批核的賬目交由

審計委員會外聘的核數師審核。截至 2015年8

月31日年度的資產負債表及收支表刊載於《附

錄三》。

員工薪酬人力資源委員會負責就各項與薪酬相關的政

策,包括年度薪酬調整、薪酬架構及其他聘用

條件等,向考評局委員會提出建議,並由其作

出審批。

保密原則及考評局委員會成員利益考評局委員會及其轄下事務委員會的成員都

必須遵守保密原則,將考評局的一切事項保

密。按照考評局委員會設定的利益申報機制,

委員會及其轄下事務委員會的成員在有利益

衝突的事項上,如有需要,須避席會議亦不可

參與該事項的討論及表決。

Two complaints were lodged with the Office of the

Ombudsman (the Ombudsman) regarding the Authority’s

handling of Access to Information requests. The Ombudsman

decided that one complaint was unsubstantiated but stated

that the other case was partially substantiated. We accepted

the recommendations of the Ombudsman to provide the

information requested. Moreover, we reviewed our Code on

Access to Information and an updated version was published

on the HKEAA website in December 2015.

Accounts and Audit Our accounts are endorsed by the Finance Committee and

the Audit Committee, and are then approved by the Council.

An external auditor appointed by the Audit Committee audits

the approved accounts. The Balance Sheet and the Income

and Expenditure Account for the year ended 31 August 2015

are shown in Appendix 3.

Staff Remuneration The Human Resources Committee advises on policies

relating to remuneration, including annual pay adjustments,

the remuneration structure and other employment terms and

conditions. These are then approved by the Council.

Confidentiality and the Interests of Council Members Members of the Council and its committees are required to

keep all HKEAA matters confidential. The Council has also

established policies for declarations of interest. Members of

the Council and its committees who have conflicts of interest

pertaining to a particular matter are requested to withdraw, if

required, from any meetings of the HKEAA that discuss that

topic and are not permitted to vote on it.

考評局秘書處 The Secretariat

考評局秘書處由秘書長領導,聘用約 350名全職人員,為公眾提供服務,並處理考評局委員會及其轄下事務委員會的工作。秘書處的架構圖刊載於《附錄二》。

Led by the Secretary General, the HKEAA Secretariat employs around 350 full-time staff members to serve the public, the Council and its committees. The Secretariat’s organisation chart is shown in Appendix 2.

考務人員 Examination Personnel 每年的公開考試季度,我們聘用超過 10,000名工作人員。他們分別擔任試卷擬題員、審核員、審題員、閱卷員、校對員、口試主考員及監考員等職務,大部分參與的人員為資深的中學或大學教師。

此外,我們亦需要與考學校提供考試場地及監考人員協助舉辦考試。

More than 10,000 people are employed on a seasonal basis each year to help with public examinations. Most of them are experienced teachers in secondary schools and universities who serve as examination setters, assessors, moderators, markers, proofreaders, oral examiners and invigilators.

The HKEAA also relies on the support of participating schools in providing venues and invigilation staff to conduct the examinations.

主席序言 From the Chairman

數十年以來,考評局一直是香港教育制度的夥

伴。我們透過提供優質的考試及評核服務,持

續改善教與學;同時認證學生的資歷,從而幫

助他們拓展前程,包括升讀大學、接受職業培

訓或投身職場等。為應對全球挑戰,香港已發

展為知識型社會,考評局在其中亦發揮了積極

的作用。

我很高興向大家報告,考評局在 2015年再次

取得豐碩的成果。除匯報我們在運作和財務方

面的表現外,本年報亦會顯示出考評局堅守專

業原則,信實可靠的作風。

The HKEAA has been a partner of the

Hong Kong education system for several

decades. We provide quality examination

and assessment services that continuously

improve teaching and learning, as well

as providing students with the necessary

qual if ications for a bright future, be it

university education, vocational training

or employment. The Authority also plays

an instrumental role in establishing Hong

Kong as a knowledge-based society that is

capable of meeting global

challenges.

I am pleased to announce

that the Authority had another

successfu l year in 2015. In

addition to showing our operational

and financial performances, the 2015 Annual

Report demonstrates that professionalism,

integrity and reliability are at the heart of

everything we do.

考評局簡介About the HKEAA

提升水平及質素年報將重點報告考評局在提升香港中學文憑考試(文憑試)質素方面的主要工作。經過全面的諮詢和討論後,考評局、課程發展議會與教育局合作進行的新學制中期檢討已順利完成。我們檢視了課程、公開評核和校本評核,並作出相應的修訂。

為令全港性系統評估更臻完善,考評局於

2015年成立專責委員會,並舉行焦點小組會議,收集教師對優化措施的成效、評核設計及題目質素的意見。

達至可持續發展對所有機構來說,提供優質服務而又可持續發展均至為重要。由於香港出生率下降,考生人數亦相應減少,下跌的趨勢更會在未來數年持續。考評局的考試費收入因而大幅減少,

2014/15年度亦已出現赤字。我們預計未來數年,收入跌幅將會加劇。儘管面對財政挑戰,我們仍然採取各項措施確保考評局認證的資歷質素和水平不受影響。

Reinforcing Standards and Quality A highlight of this report is the key role the Authority plays

in raising the quality of the Hong Kong Diploma of Secondary

Education Examination (HKDSE). After comprehensive

consultations and discussions, we completed the New

Academic Structure Medium-term Review in collaboration

with the Curriculum Development Council and the Education

Bureau (EDB). We reviewed the curriculum, the public

assessment and School-based Assessment, and made

appropriate adjustments.

To enhance the Territory-wide System Assessment (TSA),

the Authority established a committee on the TSA in 2015

and held focus group meetings with teachers to collect their

views on the effectiveness of the enhancement measures,

the design of the assessments and quality of the questions.

Maintaining Sustainable Development For any organisation, delivering high quality services

and maintaining sustainable development are of utmost

importance. However, due to the declining birth rate in Hong

Kong, there has been a drop in the number of candidates, a

trend that will continue in the coming years. This caused a

significant fall in income from examination fees, and resulted

in a deficit for 2014/15. This drop in revenue is projected

to increase over the next few years. Despite the financial

challenges, the Authority will not compromise on our efforts

in ensuring the quality and standards of the qualifications we

confer.

為增加額外的收入,我們正研究拓展國際及

專業考試和其他服務。 2015年,我們亦採納

了兩份顧問報告提出的建議,精簡工作流程

及優化人力資源的運用。我們將就考生人數

下降的問題與教育局商討,探討長遠財政模式。

企業管治考評局與時並進,配合科技發展提高公開考

試的效率和效益。我們採納了嚴謹的資訊科

技更新政策,管理各項資訊科技應用。年內,

考評局委員會通過更新已使用了九年的網上

評卷系統。這個系統自 2007年啟用,目前廣

泛應用於文憑試、全港性系統評估及教師語

文能力評核的閱卷工作。

在風險控制方面,考評局領導團隊帶領秘書

處管理現存風險,同時推出減低新風險的措施。

提高透明度本人出任主席四年以來,一直致力提高考評

局政策和發展計劃的透明度,以增進公眾和

持份者認識我們的工作。我們透過多個渠道,

持續改善與持份者、傳媒及公眾的溝通。此

外,我們優化公開資料守則,使確保符合業內

的最佳標準。

We have explored ways to expand our internat ional

and professional examinations and other services to

generate additional income. In 2015, we also implemented

recommendations from two consultancy reports, streamlining

our work processes and optimising our manpower resources.

To address the issue of a declining candidature, we will seek

to discuss long-term funding solutions with the EDB in the

near future.

Corporate Governance The Authority keeps abreast of the technological advances

to increase the efficiency and effectiveness of public

examinations. We have in place a rigorous information

technology refresh policy to govern the development of

information technology. During the year the HKEAA Council

approved the plan to upgrade the nine-year-old Onscreen

Marking (OSM) system. First adopted in 2007, the OSM

system is now widely used in the marking of the HKDSE, the

TSA, and the Language Proficiency Assessment for Teachers

(LPAT).

In terms of risk control, the Leadership Team leads the

Secretariat to manage existing risks and launch measures to

mitigate new risks.

Raising Transparency During my four years as Chairman, it has been my goal to

advocate transparency in our policies and development plans,

so that the public and our stakeholders can better understand

our work. We have consistently improved communications

with stakeholders, the media and the wider community

through multiple channels. We have also enhanced our Code

on Access to Information to benchmark the best practices

with peer organisations.

我很高興同事們努力提供卓越考評服務獲得

認同。 2015年,考評局兩名職員獲得「申訴專

員嘉許獎-公職人員獎」,肯定他們在客戶服

務的卓越表現及貢獻。考評局已連續四年有

職員獲得此項殊榮。與此同時, 2013考評局

年報在「 2015年國際年報大獎」中,獲得「 2013

年末出版之年報」組別的整體表現銅獎。

考評局亦連續第二年獲頒政府「無障礙網頁嘉

許計劃-金獎」;而文憑試智能手機應用程式

亦憑其效能、便利和創新,在由阿拉伯聯合酋

長國(阿聯酋)政府主辦的「最佳流動政府服務

獎」中,獲得「國際-教育組別」獎項。

展望未來前瞻未來,我們致力提升服務質素和持續發

展。我們將繼續推行優秀的企業管治措施,並

以最有效的方式運用資源,以維持穩健的財政。

I am delighted to see various efforts in delivering quality

examination and assessment services have paid off. For the

fourth year in a row, our staff members have received the

Ombudsman’s Awards for Officers of Public Organisations

in recognition of their dedication and outstanding customer

service. In 2015, two of our employees received the award.

Our 2013 Annual Report won the Bronze Award in the

category of Late Publishing 2013 Annual Report in the global

2015 Annual Report Competition (ARC) Awards.

For the second consecutive year, the Authority received a

Gold Award in the Government Web Accessibility Recognition

Scheme. Meanwhile, the HKDSE app also won the Best

m-Government Award (International – Education Sector)

organised by the United Arab Emirates (UAE) Government for

its effectiveness, ease of use and innovation.

Future Outlook Looking forward, we are committed to raising the quality and

As illustrated throughout this report, we are committed to

strong position as one of the top educational assessment

education bodies, which appoint us to administer their

考評局於 2015年的工作取得不錯的進展,但同時亦面對重重挑

戰。我們推展了多項措施改善公開考試及其他服務的質素,同

時亦設法確保考評局可持續發展。一如既往,提供專業、可靠

和公平的考試及評核服務是考評局的首要任務。

For the HKEAA, 2015 was a year of achievements and

challenges. We rolled out a number of initiatives to improve

our public examinations and other services, while seeking to

maintain sustainable development of the Authority. As ever,

professionalism, integrity and fairness of examination and

assessment services remained our highest priorities during

the year.

香港中學文憑考試的發展我們在提升香港中學文憑考試(文憑試)水平方面,邁向重要的

里程碑。 2015年,我們與課程發展議會及教育局合作進行的新

學制中期檢討順利完成,並提出多項改善建議,務求令文憑試

獲得更廣泛認可,同時為學生帶來最佳的學習效益。我們將

會優化 17個科目的評核;校本評核會分階段於 14個甲類科

目中實施,並加以精簡。

時獲得公平公正的評核。年內,我們繼續改善

特別考試安排,以配合特殊教育需要考生人

數持續增加的需求。 2 0 1 5年文憑試共有

74,131人報考,當中約 1,750位是特殊教育需

要考生。

為協助有嚴重書寫困難的特殊學習障礙考生,

我們進行了以語音轉換文字軟件作答通識教

育科考試的先導研究。新安排將於 2017年的

文憑試推行,合資格的考生可申請使用相關

軟件應考。

為確保文憑試的質素、可靠度、公平性及有效

度,我們採取了嚴格的風險控制措施,同時迅

速辨識和處理考試異常情況。例如 2015年中

國語文科聆聽能力考試期間出現疊聲的情況,

我們與香港電台合作,調查即時廣播時出現

的技術故障,再進行不同數據分析,以評估事

件對考生表現的影響。其後,我們決定

調整 2,470位受影響考生的分數,並修訂相關

操作程序,避免同類事件再次發生。

The Authority is committed to ensuring that every candidate

is able to realise their potential and is assessed in a fair

and impartial manner. We continued to improve our special

examination arrangements for an increasing number of

candidates with special educational needs, whose number

reached around 1,750 out of a total of 74,131 candidates in

the 2015 HKDSE.

To help candidates with specific learning disabilities and

severe difficulties in writing, we completed a pilot study to

develop speech-to-text software for use during examinations

in Liberal Studies. The new arrangement will be made

available to eligible candidates from the 2017 HKDSE.

To ensure the quality, reliability, equitability and validity of

the HKDSE, we adopt stringent risk control measures and

act quickly to identify and handle examination irregularities.

For instance, when ‘overlapping voices’ occurred during

the Chinese Language listening test in 2015, we quickly

worked with Radio Television Hong Kong (RTHK) to identify

the technical error during the live broadcast and conducted

various statistical analyses to assess the impact of the

incident on the performance of the candidates. We adjusted

the marks of 2,470 candidates, who were affected by the

incident, and put in place a revised procedure to prevent a

recurrence of the error.

文憑試認受性持續提升文憑試自 2012年推出以來,已廣泛取得本地

及國際認可,成為考生通往多元出路的重要

資歷。考評局年內繼續與著名的獨立評核機

構—英國劍橋國際考試委員會合作,檢視文憑

試考生的答卷。每年一度的評審工作不單有

助維持文憑試的水平及國際認可,同時亦可

取得有關試卷質素、評卷參考和評級水平的

寶貴意見。除了同儕評審外,我們亦進行文憑

試試卷周年審核,檢視各科試卷的可靠度及

難度,以確保公開考試的質素。

有賴持續的推廣工作,文憑試現時已獲逾 220

間海外大學及院校認可,這些院校並已公布

就文憑試資歷所訂定的入學要求。認可文憑

試資歷的包括來自英國、澳洲、美國、加拿大

及歐洲的大學及院校。 2016/17學年,接受文

憑試畢業生直接報讀的內地高等院校增至 84

間。台灣海外聯合招生委員會亦接受香港學

生直接以文憑試成績,報讀當地近 150間大學。

我們樂見香港中學文憑資歷為學生提供多元

升學與就業的出路,讓他們實現理想。

迎接未來挑戰考評局重視誠信,並深受本地及國際考試機

構的認同與信賴,不少機構委託我們在港代

辦多項國際及專業考試。為善用考評局的優

勢以達至可持續發展的目標,我們分析國際

及專業考試服務的發展,並與更多夥伴機構

拓展合作機會,以增加新的收入來源。我很高

興考評局於 2015年獲委託舉辦廣為人知的美

國中學入學考試,以及多個國際及專業考試,

包括 GRI G4考試、國際公證人考試和多所國

際院校的入學考試。

Growing Recognition of the HKDSE Since its inception in 2012, the HKDSE has achieved

much local and international recognition as a passport to

multiple pathways. The Authority continued to work closely

with leading independent assessment agency Cambridge

International Examinations (CIE) to vet the scripts of our

HKDSE candidates. This annual exercise not only helps

uphold the standards and international recognition of the

HKDSE, but also provides valuable feedback on the quality of

the question papers, marking schemes and also the grading

standards. In addition to the peer vetting, we conduct an

annual audit of HKDSE examination papers, including a

review of how reliable and difficult the papers are, to ensure

the quality of public examinations.

With on-going efforts to promote the HKDSE, more than 220

overseas universities and colleges recognised the HKDSE and

announced admission requirements for HKDSE graduates.

They include universities and institutions in the United

Kingdom, Australia, the United States, Canada and Europe.

The number of mainland higher institutions that directly admit

HKDSE holders has increased to 84 in the 2016/17 academic

year. The University Entrance Committee for Overseas

Chinese Students of Taiwan also accepts direct applications

from HKDSE holders to nearly 150 Taiwan universities. We

are glad that the HKDSE qualification provides students with

multiple pathways for further studies and career choices in

achieving their goals.

Embracing the Challenges Ahead The Authority’s focus on integrity is widely recognised

by local and international examination bodies. They have

expressed their trust in the HKEAA as a local administrator

of international and professional examinations. To leverage

our strengths for sustainable growth, we analysed our

international and professional examination services and

launched more partnerships to develop new income

streams. I am delighted to announce that we were appointed

to administer the widely recognised Secondary School

Admission Test (SSAT), and a number of international and

professional examinations, including GRI G4 Examination,

Notaries Public Examination, and various entrance tests of

international institutions in 2015.

Enhancing Teaching and Learning We remained proactive in providing feedback services to

schools and teachers for enhancing teaching and learning.

We continued to provide effective feedback through multiple

channels, including Examination Report and Question Papers, Examination Statistical Reports, Assessment Quality-assurance

Platform (AQP), and Quality Assessment Management

Accreditation Scheme (QAMAS).

We also offered Assessment Literacy Training for teachers

and school leaders on major assessment practices and ways

to use assessment results to improve student learning.

Spreading Awareness The HKEAA strives to help the school sector and parents

better understand our examinations. We continued to host

information seminars for parents and students, and forums

to solicit feedback from stakeholders on our services and

development.

During the year we also worked full steam in launching

The Management of Public Examinations: 101 Questions and

Answers, a new book to share our knowledge and expertise

with the public. Written by Dr Thomas Cheung Kwong-yuen,

our retired Director of Development and Educational

Assessment, the book is the first comprehensive account of

the inner workings of public examinations.

2015年,我們加入亞太區教育質素監察網絡,與亞太地區的同業交流經驗,並提出專業意見,為優化區內的教育及考試制度作出貢獻。

教育界的支持全賴學校、教師及教育專家的支持,文憑試和眾多考試與評核才得以順利舉行。 2015年的文憑試,有約 400間學校提供禮堂和課室作考試場地,並委派教師任監考人員;我們亦聘請逾5,000名閱卷員和閱卷助理,以及 1,000名口試主考員。多位學者、教師及課程主任貢獻寶貴時間擬定試卷及評級。如諺語說:「傾全村之力才能撫育一名小孩。」我們感謝學校和教育界一直以來的支持,使考試服務得以持續發展。

我們的工作滿途挑戰,然而憑著教育局、考評局委員會及考評局員工的熱誠和專業貢獻,深信我們定能達成考評局的目標。我期待未來與各個夥伴和教育界緊密合作,我們的團隊定能盡展所長,為香港的教育需要作出貢獻。

In 2015, we also joined the Network on Education Quality

Monitoring in the Asia-Pacific (NEQMAP) to exchange

and contribute our expertise to strengthen education and

examination systems in the region.

Support from the Education Sector The HKDSE and a wide range of examination and assessment

services could not exist without the support of schools,

teachers and education experts. For the 2015 HKDSE,

about 400 schools provided us their halls and classrooms

as examination centres and assigned their teachers as

invigilators, while over 5,000 markers and marking assistants

were recruited, in addition to the 1,000 oral examiners.

Academics, teachers and curriculum officers volunteered

their time to design examination papers and grading. It takes

a village to raise a child. We are blessed to have wonderful

support from the school sector and the education community

to achieve sustainability in our examination services.

Our work remains challenging. Despite that, I am confident

that we will achieve our goals thanks to the support of the

EDB, our Council and our staff members, who have shown a

high degree of dedication and professionalism. I look forward

to working closely with our partners and the education

community to take the HKEAA forward, maximising our

potential to meet the educational needs of Hong Kong.

報考 2015香港中學文憑考試(文憑試)的考生

More than 74,000 candidates entered the Hong Kong

Diploma of Secondary Education Examination (HKDSE)

in 2015. Among these candidates, some 62,000 were

candidates from 498 secondary schools while around 12,000

were private candidates. The results were released on 15

July 2015 as scheduled.

考務人員及試場 Examination Personnel and Venues 2015年文憑試試場分布全港 404間學校,包括

398個禮堂及 2,179間課室,而協助進行考試

的監考員超過 14,900人次,大部分來自與考學

校,考評局亦外聘少數監考員協助監考工作。

For the 2015 HKDSE, examination centres were set up in

404 schools, including 398 halls and 2,179 classrooms. There

were more than 14,900 invigilator-sessions, with most of the

invigilation staff supplied by the participating schools. The

HKEAA also hired a small number of external invigilators to

assist.

提升科技優化考試行政 Enhancing Technology to Improve Examination Administration 高效率與可靠的資訊和通訊科技,對順利舉行考試至為重要。為此,考評局在過去數年,將優化資訊科技系統列為首要工作。我們繼續採用試場通訊及支援系統、出席紀錄及答卷收集系統與口試錄影系統協助管理 2015文憑試。年內為有特殊教育需要考生而設的禮堂試場亦裝置了試場通訊及支援系統。這些系統有助提高檢視考生出席紀錄及點算答卷的效率和準確度,同時亦有助職員與試場保持溝通,以便處理考試異常情況。

我們在 67間電台廣播訊號接收欠佳的學校禮堂安裝紅外線接收系統,以改善聆聽能力測試的廣播質素。 2015年,共有 317個學校禮堂用作英國語文及中國語文的聆聽能力測試試場,其中 57個採用紅外線接收系統。

我們亦在部分試場就試場通訊及支援系統、出席紀錄及答卷收集系統與口試錄影系統進行測試,以協助考務人員熟習系統操作。此外,我們亦為口試主考員、監考員、學校職員及資訊科技人員舉辦簡介會及培訓工作坊。

It is imperative that the examination-related information and communication technology is efficient and completely reliable. As such, the Authority has made IT enhancement a priority over the past few years. For the 2015 HKDSE, we continued to use the Public Examinations Communication and Support System (PECSS), the Attendance and Script Tracking System (ASTS) and the Oral Recording System (ORS) to facilitate the administration of the examinations. The PECSS was also extended to the hall centres for candidates with special educational needs (SEN). This resulted in higher efficiency and accuracy in tracking the attendance of candidates and their answer scripts. It also enhanced communication with the examination centres, and facilitated the handling of examination irregularities.

An Infra-red (IR) Transmission System was also installed in 67 school halls that have poor radio reception to improve the broadcast quality of the listening tests. In the 2015 HKDSE, 57 out of 317 school halls used the IR system for the listening tests of the English Language and Chinese Language subjects.

A test run of the PECSS, ASTS and ORS equipment was carried out in selected examination centres to help examination personnel familiarise themselves with the operation. The Authority also arranged briefing sessions and training workshops for oral examiners, invigilation staff, school administrators and IT technicians.

需要考生所提供的考試服務。 2015年,我們

完成兩項有關特別考試安排的研究。第一項

是優化現行為肢體活動能力障礙考生提供的

電腦化書寫速度測試系統;第二項是為有嚴

重書寫困難的特殊學習障礙考生提供語音轉

換文字軟件於考試時作答的安排,合資格的

考生可於 2017年通識教育科考試使用有關軟

Over the years, the Authority has worked together with

schools, teachers, the Education Bureau (EDB) and external

experts to improve examination services for an increasing

number of SEN candidates. In 2015, two research studies on

SEAs were completed. The first involved refining the current

computerised handwriting speed test system for candidates

with physical disabilities. The second special arrangement

pertained to the use of speech-to-text software, which will

be made available to eligible candidates with specific learning

disabilities (SLD) and severe difficulties in writing taking

the Liberal Studies examination. This special arrangement

will begin with the 2017 HKDSE. The SEAs for candidates

with Autistic Spectrum Disorder (ASD) and aural disabilities

have also been reviewed and new arrangements introduced

starting from the 2015/16 examination.

We have created a dedicated webpage on the HKEAA

website with details about different SEAs. Promotional

posters and leaflets are also distributed via the participating

schools, to keep candidates and parents abreast of the

services for candidates with SEN.

Each year, standards maintenance is carried out in the

grading process to ensure that the examination results from

different years are comparable. For the 2015 HKDSE, we

referred to the standards in the 2012 to 2014 examinations

as shown in the library scripts and examination statistics.

This included research test results and Group Ability Indices.

In June 2015, expert panels met to discuss the grading of

core and elective subjects.

評核中心 Assessment Centres 我們自 2007年開始採用網上評卷系統評閱公

開考試的答卷。現時,文憑試全部 24個甲類科

目均採用網上評卷,評卷工作在全港 12間位

於不同地區的評核中心進行。

Onscreen Marking has been adopted since 2007 for the

marking of public examinations. The written papers of all 24

HKDSE Category A subjects are now marked onscreen and

12 assessment centres are set up across Hong Kong for

conducting onscreen marking.

校園評核中心 On-campus assessment centre

年內,我們分別於車公廟及石硤尾增設了兩

間評核中心。車公廟評核中心由天主教郭得

勝中學及沙田循道衛理中學聯合提供場地,

共設 177台閱卷用的電腦,是現時規模最大的

校園評核中心。石硤尾評核中心設於香港四

邑商工總會黃棣珊紀念中學,共提供 61個電

腦工作台。所有評核中心均由考評局職員管

理,而大部分中心於文憑試閱卷期間均每日

開放。

現時有五間專設的評核中心及七間校園評核

中心,合共提供 1,500個電腦工作台。設立校

園評核中心的計劃甚具成本效益,部分地區

的評核中心尤其受閱卷員歡迎。

Two new on-campus assessment centres were established

during the year, located at Che Kung Temple and Shek

Kip Mei. The Che Kung Temple Assessment Centre,

which houses 177 workstations, is our largest on-campus

assessment centre. The premises are jointly provided by

Kwok Tak Seng Catholic Secondary School and Shatin

Methodist College. The Shek Kip Mei Assessment Centre

located at HKSYCIA Wong Tai Shan Memorial College has 61

workstations. All our assessment centres are manned by our

staff and most of the centres are open every day during the

HKDSE marking period.

In addition to the five assessment centres, there are

seven on-campus assessment centres, providing a total

of 1,500 workstations for markers. Our strategy of setting

up assessment centres on school campuses has proven

cost-effective and some locations are very popular among

markers.

Arts). We have developed an online mark submission

system for schools to submit SBA marks and student

work samples to us. The system enables SBA supervisors

and district co-ordinators to review and comment on the

marking standards by checking the marks and work samples

submitted.

Just over two years ago, a Medium-term Review was jointly

launched by the EDB, the Curriculum Development Council

(CDC), and the Authority to address curriculum and assessment

issues of the New Academic Structure (NAS). The last batch

of medium-term recommendations on 17 Category A subjects,

Applied Learning, and related systemic issues were endorsed

in the joint CDC — HKEAA Public Examinations Board (PEB)

meetings in April and June 2015.

我們根據檢討結果,修訂 2018年文憑試八個

科目的評核大綱。其中七個科目的校本評核

將以公開考試中的其他評核方式替代,同時

精簡三個科目的校本評核,另外四個延遲推

行校本評核的科目(中國文學、英語文學、健

康 管 理 與 社 會 關 懷、科 技 與 生 活)將 於

2016/17年度的中四年級開始實施校本評核,

這屆學生將參加 2019年的文憑試,而學校可

選擇在 2018年文憑試自願試行四個科目的校

本評核。這四個科目的校本評核教師手冊(試

行版)已於 2015年8月底公布,以協助學校作

好準備。總括而言, 24個高中科目中,校本評

核會在 14個科目中實施。

2018年文憑試 24個甲類科目的評核大綱已經

敲定,並於 2015年7月上載於考評局網站。

中國語文科卷一亦於 2018年文憑試起作出修

訂,有關的樣本試卷及評卷參考已於 2015年

11月派發給學校,並上載於考評局網站。我

們亦在12月舉辦簡介會,與教師分享更多關

於樣本試卷的資料。

此外,考評局亦因應 2016年中國語文科卷三

的新模式,向學校及學生提供練習卷,同時提

供輔助材料,包括評卷參考,以及有關試卷內

聆聽部分的修訂指示。

2018年文憑試開始,乙類應用學習科目的成

績等級將由「達標」和「達標並表現優異」兩個

等級,細分為「達標」、「達標並表現優異 (I)」

和「達標並表現優異 (II)」。「達標並表現優異 (I)」

的表現水平相當於甲類科目第 3級的成績,「達

標並表現優異 (II)」則相當於甲類科目第 4級或

以上的成績。

As a result of that review, changes have been made to

the assessment frameworks of eight subjects for the

2018 HKDSE. The SBA in seven subjects will be replaced

by alternative assessments in the public examination and

further streamlined in three subjects, while the SBA of four

deferred subjects — Chinese Literature, Literature in English,

Health Management and Social Care, and Technology and

Living — will be implemented at Secondary 4 in 2016/17 for

the 2019 HKDSE. Schools can opt in for a trial of the SBA

of the four subjects for the 2018 HKDSE. The trial version

of the SBA Teachers’ Handbook of these four subjects was

also released at the end of August 2015 to help schools

prepare for the implementation of SBA. In all, among the 24

Senior Secondary subjects, SBA would be implemented in 14

subjects.

The assessment frameworks of all 24 Category A subjects

for the 2018 HKDSE have been finalised and were posted on

the HKEAA website in July 2015.

Changes will be also made to Chinese Language Paper 1

with effect from the 2018 HKDSE. Sample papers and

marking guidelines were developed and disseminated to

schools in November 2015 and subsequently released on our

website. We also shared further information on the sample

paper with teachers at a briefing session in December.

In addition, the Authority has provided schools and students

with a practice paper for the new 2016 Chinese Language

Paper 3. We also added support materials, including marking

guidelines and revised instructions for the listening part of

the paper.

With effect from the 2018 HKDSE, the grading of Category B

Applied Learning subjects will be further refined from

‘Attained’ and ‘Attained with Distinction’ to ‘Attained’,

‘Attained with Distinction (I)’ and ‘Attained with Distinction

(II)’. If a candidate’s performance receives an ‘Attained with

Distinction (I)’, it would be comparable to level 3, while

‘Attained with Distinction (II)’ would be comparable to level 4

or above of the Category A subjects.

認可及推廣 Recognition and Promotion

我們與國際教育機構緊密合作,推廣香港中

學文憑的認受性,並積極協助持份者了解文

憑試的要求及水平。截至 2015年底,超過 220

間海外大學及院校認可文憑試成績為入學要

求,而有關院校的基本收生要求亦於考評局

網站發布。

年內,我們分別參與由英國文化協會、台灣海

外聯合招生委員會及國家教育部舉辦的多個

教育展覽及講座,向其他地區的高等教育院

校推廣香港中學文憑。此外,我們亦為教師、

家長、學生及有興趣了解文憑試的人士舉辦

講座,又參與教育團體舉辦的簡介會,講解文

憑試資歷。

We have worked closely with education bodies internationally

to promote the HKDSE and are keen that the HKDSE

requirements and standards are understood by stakeholders.

By the end of the 2015, more than 220 overseas universities

and colleges confirmed that they would recognise the

HKDSE for admission. Their general admission requirements

are published on the Authority’s website.

We also took part in education fairs and seminars organised

by the British Council, the University Entrance Committee

for Overseas Chinese Students of Taiwan, as well as the

Ministry of Education of the PRC to promote the HKDSE to

non-local higher education institutions. Furthermore, we gave

talks and seminars to teachers, parents, students and other

interested parties and presented at the briefing sessions

hosted by organisations involved in education in Hong Kong.

2016/17學年,免試招收文憑試考生的內地高

試資歷的高中畢業生,獲豁免參加國家普通

高等學校聯合招生考試並獲取錄。

考獲文憑試資歷的學生亦可直接申請報讀約

150間台灣的大學。 2015年,近 1,500位香港

學生獲台灣學士學位課程取錄。

In May 2015, Mrs Christina Lee, Director – Public Examinations,

and Mr Wan Tak-wing, General Manager – Assessment

Development, met with admission off icers of some

universities in South Korea to discuss further education

opportunities in South Korea for HKDSE graduates from

Hong Kong, including representatives from Seoul National

University, Korea University, Kyung Hee University and the

National Institute for International Education.

The number of mainland universities that directly admit

HKDSE holders has increased to 84 in the 2016/17 academic

year. In 2015, 1,444 senior school leavers with HKDSE

qualifications were admitted and exempted from taking the

Joint Entrance Examination for Universities in the Mainland

under the scheme.

Students with HKDSE qualifications can also apply to nearly

150 universities in Taiwan. Around 1,500 Hong Kong students

were admitted to undergraduate programmes in Taiwan in

2015.

Apart from the Hong Kong Diploma of Secondary Education

Examination (HKDSE), we deliver a number of other crucial

examination and assessment services, in order to help Hong

Kong meet educational and credential requirements for a

wide variety of age groups, professions and sectors.

教師語文能力評核 Language Proficiency Assessment for Teachers

教師語文能力評核由考評局及教育局合辦,

有志投身英國語文及普通話教學的人士必須

在各卷分別達到三級或以上,才符合該科任

教資格。

2015年,共 1,625人參加英國語文評核,而參

加普通話評核的則有 2,109人。

The Language Proficiency Assessment for Teachers (LPAT)

is jointly conducted by the HKEAA and the Education Bureau

(EDB). Aspiring English and Putonghua teachers have to

attain Level 3 or above in all papers of the assessment in

order to become qualified teachers of these subjects.

In 2015, a total of 1,625 candidates sat the English Language

papers, while 2,109 sat the Putonghua papers.

2015年,我們繼續承辦基本能力評估。基本

能力評估分為兩部分,包括全港性系統評估

及學生評估。

全港性系統評估

全港性系統評估旨在評核小三、小六及中三

學生的基本能力。 2015年,來自 518間學校的

小學生及 450間學校的中三學生參加評估。其

中,約 156,000名學生參加紙筆評估,當中

64,000名學生被抽選參加中國語文科及英國

語文科的說話評估。

In 2015, we cont inue wi th the Bas ic Competency

Assessments (BCA) project. The BCA has two components:

the Territory-wide System Assessment (TSA) and the Student

Assessment (SA).

Territory-wide System Assessment

TSA was conducted to assess the basic competency of

Primary 3 (P.3), Primary 6 (P.6) and Secondary 3 (S.3)

students. In 2015, about 156,000 students took part in the

written assessments and 64,000 students were sampled

to participate in the oral assessments for both Chinese

Language and English Language. This included 518 schools

at primary levels and 450 schools at the S.3 level.

2015年,我們繼續優化全港性系統評估。年

內舉行三輪焦點小組會議,收集教師對評估

優化措施成效的意見,他們亦就評估設計及

題目質素給予意見,有助我們為未來的評估

作出改善。

The Authority also provides facilitation measures for students

with special educational needs to take part in the TSA, so

that their learning performance can be adequately assessed.

The arrangements include examination papers with enlarged

typeface; papers written in braille; extra assessment time;

and permission for students to use screen readers. For

non-Chinese speaking students, we also provide bilingual

instructions in Chinese Language assessments, and they

can also request the questions and answer options for the

listening assessment to be read aloud to them.

During 2015, we continued to enhance the TSA. Three

rounds of focus group meetings were held in 2015 to collect

feedback from teachers on the effectiveness of the TSA

enhancement measures. Teachers were also asked to give

their views on the design of the assessments and quality of

the questions so that we can make improvements for future

TSA.

此外,考評局成立專責委員會檢視基本能力

評估的推行情況,包括分析 2014年推行的全

港性系統評估優化措施的成效。專責委員會

成員包括教育評估專家、學校議會代表、校長

及教師。委員會於 2015年11月中召開首次會

議,就題目的難度及施行模式等作出全面的

討論。

2015年底,我們推出優化的網上題目分析報

告平台供教師使用。在全港性系統評估成績

發放後,教師便可取得有關學生表現的題目

分析資料。考評局在 2015年10月舉辦講座,

向中、小學教師介紹這個報告平台,並解釋如

何透過此平台提升學與教。

Furthermore, the Authority set up a committee to oversee

the implementation of the BCA project, including evaluating

the impact of the TSA enhancement measures implemented

in 2014. The committee members include experts in

educational assessment, school council representatives,

principals and teachers. The first meeting was held in

mid-November 2015 and issues including item difficulty and

mode of implementation were thoroughly discussed.

In late 2015, the enhanced Online Item Analysis (OIA)

platform was launched for teachers to access item analysis

on students’ performance after the release of the TSA

results. The Authority conducted seminars in October 2015

for primary and secondary school teachers to introduce the

reporting platform, and explain the benefits it can bring to

learning and teaching.

學生評估題目庫儲存大量不同類型的評估題

目,目前約有 37,000道涵蓋中國語文、英國語

文和數學科三個學習階段的題目。小一至中

三的教師和學生可透過使用學生評估,獲得

即時回饋。教師可同時透過網上題目庫的評

估題目更了解學生的進度及學習需要。學生

評估也可與其他評估工具同時使用。考評局

年內繼續舉辦講座和工作坊,鼓勵學校使用

學生評估系統。

Student Assessment

There is a wide range of questions or ‘items’ in the Student

Assessment (SA) item bank — about 37,000 items across

three stages in Chinese Language, English Language and

Mathematics subjects. Teachers and students from P.1

to S.3 use the SA. It provides both students and teachers

with instant feedback. Using the items generated from

the web-based item bank, teachers can have a better

understanding of their students’ learning progress and

their needs. The SA can be used in tandem with other

assessment tools. The Authority continued to offer seminars

and workshops in 2015 with a view to encouraging schools

to use the SA system.

考試的考生人數亦下跌,但專業 ╱職業考試

及語文水平考試的考生人數則錄得輕微增幅。

Nearly 290,000 candidates sat a wide range of international

and professional examinat ions in 2014/15, which is

comparable to the number who sat them the previous year.

Most candidates sat Music/Dance/Art examinat ions,

although the number of candidates sitting examinations in

this category has declined since 2012/13 largely due to the

shrinking student population in Hong Kong. The number of

candidates sitting the Admission/Matriculation examinations

and the Recruitment examinations also declined. However,

there was marginal growth in the number of candidates

sitt ing the Professional /Vocat ional examinat ions and

Language Proficiency examinations.

為提高公眾對培生英語考試的認識,考評局與該考試機構於 2015年2月合辦講座,向中學和小學講解考試的詳情。

綜合中等教育證書 (GCSE)中文考試日漸普及,為確保各認可中心的教師認識此考試,我們於2015年3月及 11月為教師舉辦工作坊,提供更多有關整理及提交校本評核資料的詳情。

2015年4月,我們跟英國劍橋國際考試委員會簽署協議,讓考評局能就普通教育文憑考試

(GCE)及國際普通中學教育文憑考試 (IGCSE),向學校提供更廣泛的個別及網上支援服務。

我們亦協助英國皇家音樂學院於 2015年2月及

4月,分別舉辦周年午餐會及優異考生音樂會。

2015年11月,我們代表英國皇家舞蹈學院進行網上調查,收集學院轄下註冊教師對 2016年持續專業發展培訓課程主題的意見。此外,我們於 2015年12月為英國皇家舞蹈學院的教師舉辦學生考試表現回饋講座。

Assessment-related Support Services for Overseas

Institutions

To enhance the profile of the Pearson Test of English, we joined hands with the examination body to organise a seminar for primary and secondary schools in February 2015.

The GCSE Chinese examination is becoming increasingly popular. In order to ensure that all teachers are kept well informed, we held workshops in March and November 2015 to provide teachers of approved centres with more detailed information on the compilation and submission of School-based Assessments.

We signed an Associate Agreement with Cambridge International Examinations (CIE) in April 2015, which enables the Authority to offer a much wider range of bespoke and online support services to schools in respect of the CIE GCE/ IGCSE examinations.

We also facilitated ABRSM to organise an annual luncheon and the High Achievers’ Concert in February and April 2015 respectively. In November 2015, we conducted an online survey on behalf of the Royal Academy of Dance (RAD) to collect their registered teachers’ views on topics to be covered in Continuing Professional Development (CPD) courses in 2016. A feedback session for RAD teachers on the performance of their students in examinations was held in December 2015.

As a well-trusted examination services provider, it is vital

that the Authority is able to ensure integrity and quality. This

requires system controls in all areas — from the examination

framework to individual questions, the way in which the

examinations are conducted, and the conscientiousness and

professionalism of the invigilators and marking personnel.

維持試卷水平 Upholding the Standard of Examination Papers

試卷質素審核試卷質素審核是一套系統化機制,用以保證

公開考試試卷的質素。審核過程中會檢視各

項重要的統計指標如不同題目的信度和難度

等,並就不同範疇作出分析和檢討。一如往

年,審核工作在公開考試公布成績後進行。此

外,我們亦深入分析 2015年文憑試的四個核

心科目和四個選修科目,以及教師語文能力

評核的普通話評核試卷。試卷質素審核的結

果,是往後評核設計及擬題的重要參考。

Examination Paper Quality Audit The Examination Paper Quality Audit (EPQA) is a systematic

mechanism to ensure the quality of the examination papers

in public examinations. Important statistical indicators such

as reliability, the level of difficulty of different items, among

other aspects, are analysed and reviewed in the audit. As in

previous years, we conducted an audit of the examination

papers after the results of the public examinations were

released. In addition, we carried out in-depth analyses of

the four HKDSE core subjects, four elective subjects and

Putonghua papers in the Language Proficiency Assessment

for Teachers (LPAT) in 2015. The results of the EPQA served

as important reference for the design of future assessments

as well as the setting of examination questions and items.

檢視水平我們把 2014年文憑試部分科目的考生答卷樣

本送往英國劍橋國際考試委員會評審,旨在

就試卷質素、評卷參考和評級水平取得獨立

和專業的意見。我們選取了五個應考人數超

過6,000人的科目,並把英文答卷樣本送往英

國評審,其中兩科是核心科目,包括數學科和

通識教育科。英國劍橋國際考試委員會的報

告,連同外評人員的意見已一併交予公開考

試水平委員會、相關科目委員會及公開考試

委員會參考。

整體而言,文憑試的閱卷及評級與英國劍橋

國際考試委員會高級程度考試的水平相若。

Standards Vetting Samples of candidates’ work in the 2014 HKDSE were sent

to Cambridge International Examinations (CIE) to obtain

independent and professional feedback on the quality of

the question papers, the marking schemes, and the grading

standards of the HKDSE. The English version scripts of

five subjects, each with a candidature of over 6,000, were

selected for the exercise. Two of these five subjects were

core subjects — Mathematics and Liberal Studies. The

comments of the external examiners and reports by the

CIE were considered by the Standards Committee, relevant

Subject Committees and the Public Examinations Board.

In general, the marking and grading standards of the HKDSE

were fairly well aligned with those adopted for the CIE

A level examination.

2015年2月,考評局委託獨立認證機構完成了

ISO 9001外部審核。這個由第三方進行的審

核包括檢視公開考試的發展、管理及所提供

的服務,當中涵蓋文憑試、教師語文能力評

核、全港性系統評估和國際及專業考試。認證

機構確認考評局的工作程序沒有不合規,亦

無書面提出需要觀察的事項及建議。總括而

以確保可維持、改善和監控服務的表現及水平。

In February 2015, an independent cert i f icat ion body

successfully completed the ISO 9001 external surveillance

audit for the HKEAA. This third-party audit covers the

deve lopment , management and prov is ion of pub l ic

examinat ions, inc lud ing the HKDSE, the LPAT, the

Territory-wide System Assessment, and international and

professional examinations, conducted by the Authority.

There was no nonconformity, written observation or written

suggestion raised by the body. Overall, it was determined

that our Quality Management System is in operation,

ensuring the maintenance, improvement and tracking of our

performance and standards.

It is our pledge to continue to meet the ISO 9001 certification

requirements and actively maintain our quality to the highest

standard.

促進考試及評核管理水平 Raising Standards of Examination and AssessmentManagement

優質評核管理認證計劃

考評局設立「優質評核管理認證計劃」,以表

揚與肯定在考試及評核管理方面有優秀表現

的學校,從而鼓勵學校為評核管理設立有系

統的機制,並採用優良的評核措施。考評局為

參與計劃的學校提供培訓、指導和回饋,並鼓

勵學校互相學習。

2015年,共有 13間中、小學校獲得認證,其

中12間是首度取得認證。本計劃自 2007年推

出以來,先後已有 101間中、小學校取得「優

質評核管理認證計劃」的證書。

Quality Assessment Management Accreditation

Scheme The Authority developed the Quality Assessment Management

Accreditation Scheme (QAMAS), an accreditation bestowed

on schools with outstanding examination and assessment

management. The scheme also encourages schools

to establish a systematic mechanism for assessment

management and undertake good assessment practices. The

Authority supports participating schools by providing training,

guidance and feedback, as well as encouraging schools to

learn from each other.

In 2015, 13 primary and secondary schools received

the QAMAS accreditation, of which 12 hold a first-time

accreditation certificate. Since its launch in 2007, a total

of 101 primary and secondary schools have received the

QAMAS certificate.

評核質素保證平台為鼓勵學校進行試後數據分析,考評局推出「評

核質素保證平台」。這個網上平台能有效地分

析學生的答案,並計算各種數據指標。「評核

質素保證平台」有助教師優化測試項目及給予

學生更適切的反饋。

2015年,東華三院屬下的所有小學均參加了

應用「評核質素保證平台」學習計劃,並運用

平台就學校考試作試後數據分析。在東華三

院教育服務單位的協助下,各學校的教師接

受培訓,並建立了群組,交流經驗。至於經驗

較豐富的用戶如天主教香港教區轄下的小學,

則設立試題庫計劃,把各學校設定的優質測

驗和試題,儲存在試題庫內互相分享;從而協

助教師為有不同學習需要的學生選取合適的

課題和難度適切的題目,以設計家課。

Assessment Quality-assurance Platform To encourage schools to conduct post-assessment analysis,

the Authority provides the Assessment Quality-assurance

Platform (AQP). This powerful web-based tool analyses

students’ responses and calculates different statistical

indicators. The AQP helps teachers refine test items and give

better diagnostic feedback to students.

In 2015, all Tung Wah Group of Hospitals primary schools

joined a project to learn how to use AQP to perform

post-examination data analysis at their schools. With the

support of their Education Services office, teachers from

different schools received training and also formed a

community to learn from each other. For advanced users,

such as the primary schools run by the Catholic Diocese of

Hong Kong, a project to archive and share quality test and

examination items among schools was initiated. The goal

was to allow teachers to tailor homework assignments to

students of varying learning needs by selecting questions on

suitable topics and at appropriate levels of difficulty.

2015年,我們為優化公開考試進行多項研究,

包括有關維持文憑試選修科目等級水平的方

法;檢視英國語文科考試的等級描述、網上評

卷及口試;文憑試化學科的評級,以及為特殊

Several research projects aimed at fine-tuning various

aspects of public examinations were carried out in 2015.

They included studies related to the approach of standards

maintenance of HKDSE elective subjects; review of level

descriptors, onscreen marking, the speaking component

of English Language examinations; grading of the HKDSE

Chemistry examination, as well as support to candidates

with special educational needs (SEN). Some of these

studies are ongoing; results for the completed studies have

been submitted to relevant committees in charge of public

examinations as references for their policy formulation.

Throughout 2015, we carried out a number of training

programmes, events and consultations, to explain our work

to a wide range of stakeholders. Our online platforms provide

another key channel to disseminate information and services.

考生、學校及公眾 Candidates, Schools and the Public

公開考試資訊中心公開考試資訊中心為考生、家長、學校、教師

及公眾提供熱線和一站式客戶服務,處理查

詢、投訴及建議。 2015年,中心處理約 65,860

宗電話及逾 5,740個電郵和傳真,當中大部分

是來自考生、教師、學校及公眾的查詢;另外

亦處理約 7,370份考生遞交有關考試事宜的電

子查詢表格。

考試相關參考資料為協助師生及公眾進一步了解文憑試和作好

準備,我們選輯了甲類和乙類全部科目不同

等級的考生答卷表現示例,上載於考評局網

Public Examinations Information Centre The Public Examinations Information Centre (PEIC) provides

candidates, parents, schools, teachers and the public with a

hotline and a one-stop customer service for their enquiries,

complaints and suggestions. In 2015, the centre received

about 65,860 telephone calls and more than 5,740 emails and

faxes from candidates, teachers, schools and the public. It

also processed around 7,370 online forms concerning various

examination-related matters submitted by candidates.

Examination-related Reference Materials To allow students, teachers and the public to better

understand and prepare for the HKDSE, we published

authentic samples of answer scripts at different levels of

performance for all Category A and B subjects, and these can

be found on our website. Every year, we publish a collection

of Examination Report and Question Papers and produced the

HKDSE Examination Report.

We also published HKDSE Examination Statistical Report

for individual schools. Currently, there are two kinds of

Examination Statistical Reports — the School Reports and the

Class Reports. In 2015, Teaching Group Reports, which allow

pooling of results data of students from different classes but

taught in the same teaching groups, were provided for the

first time. These allow schools to undertake results analysis

in another dimension. In 2015, about 330 schools subscribed

to the School Reports, of which around 90 subscribed to the

Class Reports and 100 subscribed to the Teaching Group

Reports.

Information Seminars for Parents: Examinations

Demystified To deepen public understanding of the administration of the

HKDSE, information seminars were held in July and August

2015. More than 450 parents and students attended the

從中可見應用學習科目的畢業生能學以致用,

他們的創意及觀點更能引起考生共鳴。影片

系列年內錄得約 15,000瀏覽人次。

考評通訊年內,我們共出版了四期考評局通訊及兩期

Secretary General, and Mrs Christina Lee, the Director of

Public Examinations, on myths about public examinations.

HKDSE Micro Films A micro film series, titled ’DSE Up Up Up,’ was released

on the Authority’s YouTube channel in March 2015 as part

of our candidate support initiatives. These films remind

candidates to abide by important examination regulations.

They were created and produced by graduates of an HKDSE

Applied Learning (ApL) subject — Film and Video Studies.

The production of the film series served as definitive proof

that ApL graduates can put their knowledge into practice

as well as appeal to candidates through their creativity and

perspective. The film series recorded about 15,000 views

during the year.

Newsletters During the year, we published four issues of the HKEAA

E-News and two issues of the HKDSE Newsletter. The

HKEAA E-News is a quarterly newsletter with about 5,700

subscribers, while about 4,600 subscribers worldwide receive

the HKDSE Newsletter twice a year.

公開考試行政安排諮詢委員會由多個學校議

積分覆核和重閱答卷政策,以及設立原校試

場的可行性。

Advisory Committee on Public Examinations

Administration T h e A d v i s o r y C o m m i t t e e o n P u b l i c E x a m i n a t i o n s

Administration, which consists of principals and teachers

from various school councils, met twice in 2015 to discuss

examination administration matters. Topics discussed

included the 2016 HKDSE timetable, examination centre

and personnel arrangements, the rechecking and remarking

policy, as well as the feasibility of adopting home centre

arrangements.

Stakeholder Forum We conducted a stakeholder forum in January 2015 to collect

feedback on our policies and services. Representatives of

school councils and education concern groups, as well as

members of parents groups, attended the forum. During

the forum, our Chairman and Secretary General discussed

with participants their concerns about the HKDSE and their

expectations of various services, including the support for

candidates with special educational needs (SEN).

申訴專員嘉許獎考評局的專業團隊憑著熱誠和出色的客戶服務,連續四年獲得申訴專員嘉許。考評局學校考試及評核部主任駱君偉先生和國際及專業考試部主任鄺麗珊女士,獲頒發「 2015申訴專員嘉許獎 — 公職人員獎」。

無障礙網頁 2015年,考評局網站平均每月錄得近 59萬瀏覽人次,更在政府資訊科技總監辦公室及平等機會委員會合辦的第三屆「無障礙網頁嘉許計劃」中,獲得網站組別金獎。這是考評局連續第二年獲獎,以表揚網站致力為所有人士提供資訊和服務。

The Ombudsman's Awards For the fourth year in a row, Authority staff members were

recognised by the Ombudsman for their dedication and

outstanding customer service. We are very proud that Mr

Lok Kwan-wai, Officer of the School Examinations and

Assessment Division and Ms Kwong Lai-shan, Officer of

the International and Professional Examinations Division,

received the individual Ombudsman’s Awards for Officers of

Public Organisations in 2015.

Web Accessibility In 2015, our website recorded an average of nearly 590,000

visitors each month. The Authority received a Gold Award

(Website Stream) in 2015 in the third Web Accessibility

Recognition Scheme co-organised by the Office of the

Government Chief Information Officer and the Equal

Opportunities Commission. This is the second consecutive

year that the Authority has been recognised for i ts

commitment to ensuring information and services provided

on our website are accessible to all.

「文憑試快線」網誌及文憑試智能手機應用程

式為配合文憑試的實施而推出。 2015年,文

憑試網誌瀏覽人次接近 11萬人;而文憑試智

能手機應用程式自 2012年初推出以來,錄得

逾12.5萬名用戶下載。 2015年2月,此項手機

應用程式更憑其效能、便利和創新,於阿拉伯

聯合酋長國(阿聯酋)政府主辦的「最佳流動政

府服務獎」中,獲得「國際 –教育組別」獎。這

項程式的最新 5.0版本亦已於 2015年12月推出。

考評局年報獲獎

2013考評局年報在「 2015年國際年報大獎」

中,獲得「 2013年末出版之年報」組別的整體

表現銅獎。「國際年報大獎」由美國紐約

MerComm, Inc.主辦,以年報的創意、內容清

晰度、有效性及整體的卓越表現作為評審標

HKDSE Blog and App

Both the DSE Express blog and the mobile app were

launched to tie in with the implementation of the HKDSE.

Around 110,000 visitors accessed the official HKDSE blog in

2015, while the HKDSE app has been downloaded more than

125,000 times since its launch in early 2012. In February

2015, the HKDSE app won the Best m-Government Award

(International — Education Sector) organised by the United

Arab Emirates (UAE) Government for its effectiveness, ease

of use and innovation. The latest 5.0 version was updated in

December 2015.

Annual Report Wins Prestigious Award

Our 2013 Annual Report won the Bronze Award in overall

presentation in the category of Late Publishing 2013 Annual

Report in the 2015 Annual Report Competition (ARC)

Awards. The ARC awards are organised by New York-based

MerComm, Inc. It is an esteemed global competition lauding

outstanding annual reports. Entries are judged based on

the values of creativity, clarity, effectiveness, and overall

excellence.

評核認知培訓課程 Assessment Literacy Training 我們於 2015年繼續為教師提供專業發展支援,

舉辦了超過 40場簡報會及文憑試的專業發展

課程,向教師講解全部 24個甲類科目的評核。

簡報會內容涵蓋試題重點、評卷標準,以及按

考試數據和考生的真實表現示例,分析考生

的表現等。

此外,我們亦舉辦了 25場有關校本評核及應

用學習科目評核的講座,讓持份者進一步了

解不同科目的評核設計和要求。

To cont inue our suppor t to teachers ’ p rofess iona l

development, we organised more than 40 briefing sessions

and professional development programmes on HKDSE in

2015 for all 24 Category A subjects. In the briefing sessions,

teachers were briefed on the gist of the examination

questions, marking criteria, and performance of candidates

as revealed by examination statistics and actual samples of

candidates’ work.

In addit ion to the briefing sessions, 25 seminars on

School-based Assessment (SBA) and assessment on

ApL subjects were conducted to further enhance the

understanding of stakeholders about the design and

requirements of the assessments of various subjects.

由於 2013/14年度評核認知培訓課程名額求過

於供,我們於 2014/15學年繼續舉辦有關課程。

我們於 2015年1月至 3月為七間中學的教師舉

辦相關課程。評核認知培訓課程重點介紹文

憑試的主要評核原則及方法,其中涵蓋四大

範疇,包括擬定試卷、評閱答卷、校本評核及

水平參照成績匯報;同時亦介紹「評核質素保

證平台」。超過 280名教師參與課程,反應良

好,當中以擬定試卷及水平參照成績匯報最

受學校歡迎。

我們亦在 2015年10月,為提供應用學習科目

院校的導師舉辦評核認知培訓課程,講解評

核設計及應用的基本原則,合共 27名導師參

與。課程包括評核設計原則及施行模式、評核

計劃,以及運用合適的評估工具評核表現的

策略等。

我們並應邀為其他專業團體及政府部門舉辦

有關招聘及晉升考試的培訓。 2015年5月,我

們為職業訓練局舉辦工作坊,探討語文科採

用水平參照方法進行評核,約50名負責英語

教學的職業訓練局人員參與。

Due to oversubscribed demand in 2013/14, the Assessment

Literacy Training (ALT) programme was continued in the

2014/15 school year and offered to seven secondary schools

between January and March 2015. The ALT focuses on the

major assessment principles and practices adopted in the

HKDSE and covers four important topic areas: Development

of Examination Papers, Marking of Examination Scripts, SBA

and Standards-referenced Reporting (SRR). An introduction

to the Assessment Quality-assurance Platform was also

included in the programme. More than 280 teachers attended

the programme and the feedback from the participants was

positive. The most popular topics chosen by schools were

Development of Examination Papers and the SRR.

In October 2015, we conducted an ALT course for the

tutors of Course Providers (CPs) of ApL subjects, which

are mainly educational institutions, on the basic principles

of assessment design and applications. The training was

provided to 27 tutors of the CPs responsible for designing

and implementing assessments for senior secondary

students of ApL subjects. Topics covered in the training

include design pr incip les and mode of assessment,

assessment planning as well as strategies of scoring

performance using appropriate assessment tools.

We were also invited to conduct training on implementation

of recruitment and promotion tests and examinations for

other professional and government bodies. In addition, a

workshop on Standards-referenced approaches in language

assessment was delivered in May 2015 for the Vocational

Training Council (VTC). The workshop attracted about 50

participants involved in English language teaching in the VTC.

考評局與傳媒緊密聯繫,以提升政策及服務

的透明度。年內,舉辦多項活動,包括午餐

會、新聞發布會及採訪,以協助傳媒報道文憑

試的消息。此外,我們亦發布專題文章、新聞

稿,加強公眾對考評局政策和服務的認識。

The Authority strives to engage the media to enhance

the year, a number of events including a luncheon, press

conferences and media interviews were arranged to facilitate

reporting about the HKDSE. A number of by-lined articles

were published, while press releases were issued to promote

understanding of the policies and services of the Authority.

developments. In 2015, the Authority received a number of

delegations from international examination bodies, education

organisations and universities, as well as governmental

bodies from Australia, Japan, Mainland China and Taiwan.

These meetings and visits have created opportunities for

experts and representatives of the various delegations

to learn more about the HKDSE and a wide range of

assessment services offered by the Authority.

我們按照獨立顧問於 2014年長遠人力資源及

員工薪酬檢討報告所提出的建議,制訂

2015/16年度的人力資源計劃。這項五年人力

資源計劃不僅提升成本效益,亦能為考評局

日後的人力資源規劃奠下良好基礎。我們亦

確立員工薪酬策略及架構,以維持考評局的

市場競爭力,並能吸引及挽留人才。此外,我

們亦改良職級架構,為員工的晉升及事業發

展訂定更清晰的路向。

Following an review on Long Term Manpower and Employee

Remuneration in 2014, we began incorporating independent

consultants’ manpower recommendations into the 2015/16

cycle. The five-year manpower plan increases cost efficiency

and provides the Authority with a good foundation for human

resources planning in the years to come. Our employee

remuneration strategy and framework were reinforced to

ensure market competitiveness and the ability to attract and

retain talents. Moreover, an improved staff grading structure

was implemented, setting out a clearer path for staff career

progression and development.

2015年,首批參與領袖培訓計劃的員工透過

擔任不同職務,和高層員工討論交流,以及和

內外持份者會面,而獲得寶貴經驗,達成於計

劃中訂立的個人發展目標。我們其後優化培

訓計劃,並安排第二批員工參與,各參加者對

計劃反應正面。

為確保員工充分掌握所需的技能以提供優質

的服務,我們為不同職級的員工設立了全面

In 2015, the first group of participants in our Leadership

Development Programme reached their development

goals through meaningful experiences gained in special

assignments, senior-level discussions, and meetings with

internal and external stakeholders. After some refinement,

the programme was rolled out to the second group of

participants with positive feedback.

To ensure staff members are equipped with relevant skills

in delivering quality services, we offer a comprehensive

and diversified curriculum tailored for various levels of staff.

The offerings include assessment literacy, workshops on

special educational needs (SEN), negotiation skills, finance

management, technical writing, information technology and

customer services. In 2015, a total of 700 participants took

part in different training courses; that is on average about

two courses for each staff member.

員工關係 Employee Relations 我們於 2015年1月及 6月舉行全體職員會議,

講解考評局的長遠財政模式檢討、人力資源

模式、員工薪酬及職級架構檢討的建議,同時

匯報和討論有關員工福利與機構最新發展,

管理層亦在會議上即場回應員工的提問及意見。

考評局亦支持職員關係及溝通委員會舉辦各

項聯誼活動。年內,委員會舉辦了周年晚宴及

旅行等,促進員工關係。

2014/15年度,我們頒發了三個考評局傑出團

隊大獎,表揚員工的卓越表現和貢獻。此外,

37位職員獲頒長期服務獎,以感謝他們多年

來的貢獻。

Two all-staff meetings were held in January and June 2015

respectively. The recommendations on the implementation

of the Long Term Funding Review, Manpower Model, and

Employee Remuneration and Grading Structure Review were

shared with staff members during the meetings. The latest

developments related to staff benefits and the Authority

as a whole were also presented and discussed during the

meeting. Questions and feedback from staff members were

addressed directly by senior management.

The Authority also provides support to activities organised by

the Staff Relations and Communication Committee. During

the year, an annual dinner and a picnic were held to foster

closer relations among staff members.

In 2014/15, three HKEAA Outstanding Team Awards were

given in recognition of the outstanding performance and

contribution of staff. In addition, 37 staff members received

Long Service Awards in appreciation of their contributions.

的教育活動。 2015年11月,考評局員工及其

家屬參加了綠田園基金舉辦的「田園半日閒

2015」活動,體會有機耕作的樂趣。農曆新年

期間,我們參與綠領行動發起的「利是封回收

重用大行動 2015」,收集了十箱利是封循環再

用。

循環再用仍然是我們保護環境的重點行動。

2015年,我們回收了逾 165,000公斤的印刷品

循環再造。我們亦鼓勵使用電子通訊,同時減

少考評局刊物的印刷數量。

As a caring organisation that practises good corporate

citisenship, in 2015 we put environmental protection at

the forefront of our Corporate Social Responsibility (CSR)

activities. This is in line with our three-year CSR plan that

was launched in 2014. With this green theme in mind, we

held a number of family-oriented educational events. In

November 2015, staff members and their families enjoyed a

fruitful session at the ‘Be an Organic Farmer 2015’ activity

organised by Produce Green Foundation. During Chinese

New Year, we participated in the Lai See Packets Reuse

and Recycling Program 2015 and collected 10 boxes of lai

see packets for the environmental concern group Greeners

Action.

Recycl ing continues to play a key role in our green

initiatives, with more than 165,000 kilograms of printed

materials recycled in 2015. We have also encouraged

e-communications and reduced the printed quantity for our

publications.

截至 2015年8月31日,考評局的儲備為港幣 2.3

億元,較上一年度下降港幣 610萬元,主要由

於2014/15年度的文憑試考生人數下降;國際

及專業考試的收入則錄得增長。

雖然我們於特殊教育需要考生支援服務和印

刷費等部分運作開支有所增加,但在有效控

制人力資源成本及文憑試閱卷員費用下,考

評局於 2014/15年度的整體開支較上一年度減

少港幣 780萬元。

隨著香港出生率下降,預計未來考生人數將

持續下跌。有見及此,考評局必須維持足夠儲

備,以便繼續投放資源於資訊科技系統升級、

為特殊教育需要考生提供額外的服務、持續

改善服務及其他範疇,如履行企業社會責任等。

考評局會積極持續檢視運作模式、辦公室使

用情況及人力資源等,以減省經常性開支。

As of 31 August 2015, the Authority reported a reserve

balance of HK$230 million, representing a drop of HK$6.1

mill ion from the previous year. This reduction mainly

reflected a decline in income for the 2014/15 on the back of

falling HKDSE candidature. Income from international and

professional examinations recorded an increase.

Total expenditure fell by HK$7.8 million in the 2014/15, due

to effective cost controls over manpower, and HKDSE marker

fees, despite the increase in expenses for the support to

SEN candidates and some other operating expenses, such as

printing.

The candidature is projected to continue falling as a result

of the declining birth rate in Hong Kong. In view of this, it is

important for the Authority to maintain a sufficient reserve

balance to undertake investment in areas such as Information

Technology (IT) system upgrades, providing additional

services to SEN candidates, and ensuring continuous

improvement in its services and other areas, such as CSR.

As always, the Authority takes proactive measures to reduce

its recurring expenditure through continuous review of

operations, usage of office space, and human resources.

持續優化資訊科技 Continuous Improvement of Information Technology

考評局一直重視資訊科技系統的維護,以確

保公眾獲得優質的公開考試服務。 2015年,

考評局檢視了資訊科技更新要求,並計劃分

階段更新現有系統和設施。

It is our duty to ensure that our IT systems are well

maintained to ensure the delivery of top-quality services for

the conduct of public examinations. In 2015, the Authority

initiated a review of our technology refresh requirements,

with systems and components to be replaced in batches.

文憑試資訊科技系統

我們投放大量資源提升文憑試資訊科技系統,

以切合不同用家與日俱增的需求。

我們亦進一步改善多個相關系統的功能,以

精簡考試行政工作流程,包括報名、試場分

配、考務人員管理、校本評核、積分覆核及重

閱答卷、成績發放,以及支援學校更便捷地輸

入及存取數據等。

2015年底,考評局委員會通過更新沿用了九

年的網上評卷系統。網上評卷系統的更新計

劃旨在維持評卷質素、效率及可靠度。更新計

劃預計於 2018年完成。

此外,我們分別採用 ISO 20000資訊科技服務

管理系統 (ITSM)及ISO 27001資訊安全管理體

系(ISMS)管理文憑試電腦系統。 ITSM主要針

對服務質素,而 ISMS則加強資訊保安監控。

2015年12月,考評局通過獨立認證機構的審

核而成功獲得上述兩項認證。我們將持續改

善系統運作以符合認證要求。

HKDSE Examination System

We have invested much effort in enhancing the capacity of

our IT systems to accommodate increasing demand from a

range of user groups undertaking the HKDSE.

Continuous system enhancements were made on various

IT modules to streamline the workflow of examination

administration processes. These included registration;

examination centre allocation; management of examination

personnel; School-based Assessment; remarking and

rechecking; results dissemination; and support for school

users to input and access data more conveniently.

The HKEAA Counci l approved a plan to upgrade the

nine-year-old Onscreen Marking (OSM) system in late 2015.

We initiated the upgrade project to uphold the quality,

efficiency and reliability of script marking and the project is

expected to be completed by 2018.

We adopted two international IT governance standards,

ISO 20000 Information Technology Service Management

(ITSM) and ISO 27001 Information Security Management

System (ISMS), for the HKDSE Examination System. The

ITSM focuses on service quality, while the ISMS strengthens

information security control. The Authority successfully

obtained both accreditations in December 2015 after a

compliance audit by an independent certification body. We

will continuously improve system operations and, in doing

so, will satisfy the accreditation requirements.

網上報名及培訓

考評局的網上報名服務已擴展至 16個主要的

國際及專業考試,此項服務甚受歡迎,部分考

試80%以上考生選擇於網上報名。考生亦可

使用網上付款服務繳交附加費及雜費。

為加強監考人員的管理,我們於 2015年全面

採用考務人員聘任及培訓系統,於網上培訓

和委任國際及專業考試監考人員。監考員若

未能通過網上測試,須再接受網上培訓,直至

表現符合要求。

此外,我們於 2015年2月推出考試行政監察系

統,確保職員按時處理考試流程,並符合所有

相關指引及考試規則。這個網上系統亦有助

入職培訓、檢討及改善服務。我們亦加強培訓

負責相關考試的員工,讓他們具備一定的專

業知識,以發揮系統應有的功能。

為確保國際及專業考試的質素,我們年內為

員工提供了 14節培訓,讓他們熟識五套 ISO指

引。員工接受培訓後均須參加相應的網上測

試,確保培訓成效,以及認證員工已了解相關

知識。

Online Registration and Training

The Authority’s online registration service was further

expanded to cover 16 major international and professional

examinations. This service proved to be popular, with an

overall take-up rate of more than 80 percent for some

examinations. The online payment service was also expanded

to cover all supplementary and miscellaneous fees.

The Examination Personnel Appointment and Training

System was fully implemented in 2015 for better invigilation

personnel management of international and professional

examinations. The system allows invigilation personnel to be

trained and appointed online. Those who failed to pass the

subsequent online test were all re-trained online until their

performance met the required standard.

In addition, the Examination Operation Monitoring System

(EOMS) was launched in February 2015, to ensure

examination operations were on schedule and in compliance

with all the relevant guidelines and examination regulations.

The online system could also serve as a convenient tool for

staff induction, service review and enhancement. Training

efforts have been enhanced to ensure that responsible

staff members have acquired the necessary professional

knowledge to benefit from using the EOMS system.

To ensure the quality of international and professional

examinations, 14 training sessions for staff were organised

during the year for five different sets of ISO guidelines.

These training sessions were all followed by a corresponding

online test to verify the effectiveness of the training, and

provide recognition of knowledge gained.

隨著香港出生率下降,我們預計未來數年文

憑試及其他考試的考生人數將大幅減少,考

評局的財政亦面臨挑戰。然而,我們致力確保

考試及評核服務的質素不受影響。為此,我們

計劃推出各項措施,鞏固考試質素保證框架

和提升服務,包括為有特殊需要學生提供的

支援等。

Due to the declining birth rate in Hong Kong, there will be a

significant drop in the number of candidates in HKDSE and

other examinations over the next few years. This presents a

challenge to the Authority’s financial situation. However, we

will not compromise in the delivery of quality examination

and assessment services. To this end we plan to introduce

initiatives to strengthen our examination quality assurance

framework and enhance our services, including those aimed

at students with special needs.

檢視質素保證框架 Review of Quality Assurance Framework 考評局制訂了一套質素保證框架,嚴格遵從

各項穩健而嚴謹的質素保證措施舉辦文憑試。

考評局秘書處於 2015年5月至 11月進行質素保

證框架檢討,重點檢視擬定試卷及試後檢討

的工作,兩者對確保試卷質素均非常重要。由

公開考試總監領導的公開考試管理團隊會不

時檢視考試安排、處理及公布成績程序,以及

落實各項改善措施。

我們於 2015年9至10月舉行焦點小組及科目委

員會會議,諮詢不同持份者,包括教育局官

員、教師、校長及相關委員會成員的意見。綜

合各方的意見及建議後,公開考試委員會於

2015年12月通過優化質素保證框架的方案。

新修訂的質素保證框架於 2016年文憑試生效。

The Authority has formulated a Quality Assurance Framework

to ensure that robust and rigorous quality assurance practices

are strictly observed in the administration of the HKDSE.

The Secretariat carried out a review of the Quality Assurance

Framework between May and November 2015. The review

focussed on the development of examination papers

and post-examination review, both of which are vital to

ensure the quality of the examination papers. The Public

Examinations Management Team, led by the Director of

Public Examinations, continually reviewed the conduct of

examinations, and the processing and reporting of results,

and implemented proposed improvements.

We solicited the views of stakeholders, including Education

Bureau (EDB) officials, teachers and principals, as well as

members of relevant committees through Focus Group and

Subject Committee meetings. This process took place from

September to October 2015. After analysing the feedback

and proposals, recommended improvements were approved

by the Public Examinations Board in December 2015. The

updated framework has been adopted with effect from the

2016 HKDSE.

為特殊教育需要考生提供的服務 Services for Candidates with Special Educational Needs

考評局持續檢視為特殊教育需要考生而設的

特別考試安排。我們現正進行研究,探討為聽

障考生於聆聽部分提供放慢錄音語速聲帶的

適用性,有關委員會將於 2016年考慮研究的

結果。

考評局的教育心理學家亦為各項特別考試安

排提供專業意見。此外,我們亦與教育局及相

關專家合作改善有關安排。為協助學校及考

生申請特別考試安排,我們將繼續精簡申請

程序,同時加強與特殊教育需要考生的家長

組織溝通,讓持份者更了解有關安排和處理

申請的程序。

The Authority is continuously reviewing the provision of

special examination arrangements (SEA) for candidates

with special educational needs (SEN). We have initiated

research to explore the appropr iateness of p lay ing

listening-components sound tracks at a slower speed, for

candidates who are hearing impaired. The findings will be

considered by the relevant committee in 2016.

We have the support of our in-house educational psychologist

to give expert advice on the provision of SEA. We also

team up with the EDB and external experts to improve

arrangements. To help schools and candidates apply for SEA,

we will continue to streamline the application procedures.

We will strive to strengthen our communication with parents’

associations of SEN candidates to make the SEA and the

application process more transparent to our stakeholders.

網上評卷系統的發展 Development of Onscreen Marking 為減低租賃商業樓宇的開支,考評局計劃設立更多校園評核中心作網上評卷之用。

為此,我們於 2016年於何文田培正中學開設新的校園評核中心,提供約 60台電腦作閱卷之用。

此外,設於商業大廈內的炮台山評核中心將於2017年關閉,考評局將繼續在港島區物色合適的學校,以便設立更多校園評核中心,方便閱卷員進行閱卷工作。

To reduce the costs of leasing commercial premises, the

Authority plans to set up more on-campus assessment

centres for onscreen marking.

In this regard, we have set up a new on-campus assessment

centre at Pui Ching Middle School in Ho Man Tin in 2016.

The centre provides about 60 workstations for marking.

Meanwhile, the Fortress Hill Assessment Centre, which is

now located in commercial premises, will be closed in 2017.

The Authority will continue its efforts to identify suitable

schools on Hong Kong Island and set up more on-campus

assessment centres for the convenience of markers.

科目委員會 Subject Committees

香港考試及評核局(考評局)共設 27個科目委員會,其中包括中學和高等院校教師、教育局及職業訓練局職員參與工作。委員會的重要工作乃檢討每年香港中學文憑考試及教師語文能力評核的工作,並向考評局委員會及公開考試委員會提交報告及提供有關改善考試的建議。委員會成員由各高等院校、學校、教育局及職業訓練局提名。考評局對各委員的義務工作,付出的時間和心血,協助考評局提供服務,謹致衷心謝意。

There are 27 subject committees comprising teachers from

schools and tertiary institutions as well as officials from the

Education Bureau and the Vocational Training Council. They

advise the Public Examinations Board and the Authority on

the examination of their subjects in the HKDSE and LPAT.

The principal responsibility of the subject committees is to

review annually the examination of their subjects and report

to the Public Examinations Board and the Authority Council

together with recommendations on improving all aspects of

the examination. Members of the committees are nominated

by tertiary institutions, schools, the Education Bureau and

the Vocational Training Council. The Authority is grateful to

subject committee members for their time and efforts in

helping the Authority to deliver the examinations.
