Kangra Deputy Commis- sioner Rakesh Kumar Prajapati told a news agency that orders have been issued to cease all activities and added that the samples have been sent to the Indian Veterinary Re- search Institute, Bareilly and Re- gional Disease Diagnostic Laborato- ry, Jalandhar, to ascertain the cause of the bird death. The permission document also states that the firm should ensure that "factsheet for the vaccine recipient or attendant is provided prior to admin- istration of vaccine". It said the vaccine is for the active immunisation of the individuals above 18 years of age for the preven- tion of the coronavirus disease when administered in two doses schedule. "The second dose should be ad- ministered between 4 to 6 weeks after the first dose. However there is data available for administration of the second dose up to 12 weeks after the first dose from the overseas studies," the permission document said. Specifying the "shelf life with storage condition", the order said it is "six months when stored at 2 to 8 de- grees Celsius". "Once opened, the multi-dose vials should be used as soon as possi- ble and within six hours when kept between 2 to 8 degrees Celsius," it said. The permission, which was signed on Sunday by Drug Controller General India VG Somani, said that the "permission is for restricted use in emergency situation for COVID-19 subject to various regulatory provi- sions". All-weather tunnel blocked on NH 3 AGENCY NEW DELHI, JAN 4 The seventh round of talks be- tween protesting unions and three central ministers ended in- conclusively on Monday as the farmer leaders insisted on the re- peal of the three contentious farm laws right from the beginning, even as the government listed various benefits from the Acts. The next meeting will take place on January 8, farmer lead- ers said. The two sides took a long break after just about one hour of discussions, during which repre- sentatives of protesting farmers had their own food, arranged from langar (community kitchen), as they have been doing for the last few times. However, unlike the last round of talks on December 30, the ministers did not join the union leaders for the langar food and were seen having their own discussion separately during the break, which lasted for almost two hours. The two sides got together again to resume their discussions at around 5.15 pm, but no head- way could be made as the talks remained focussed on the farm- ers' demand for the repeal of the Acts. Farmer leaders said the gov- ernment said it needs to consult internally and thereafter it would come back to the unions. The union leaders will also have their own meeting on Tues- day to decide their next course of action. In Monday's talks, the two sides did not even discuss anoth- er key demand of farmers for a legal guarantee to the Minimum Support Price (MSP) procure- ment system. Thousands of farmers, main- ly from Punjab, Haryana and western Uttar Pradesh, are protesting at various Delhi bor- ders for over a month against the three laws. They have stayed put despite heavy rains and waterlog- ging at protest sites over the last couple of days, besides severe cold weather conditions prevail- ing in and around the national capital. Enacted in September 2020, the government has presented these laws as major farm reforms and aimed at increasing farmers' income. During the meeting, the gov- ernment listed various benefits from the three laws, enacted a few months ago, but farmers kept insisting that the legislation must be withdrawn to address their ap- prehensions that the new Acts would weaken the MSP and mandi systems and leave them at Govt-farmers talks inconclusive; Next meeting on January 8th HC orders CBI to handover all sacrilege cases to Punjab Police SHASHI PAL JAIN CHANDIGARH, JANUARY 4: Vindicating the Punjab govern- ment’s stance on the investigations into the 2015 sacrilege incidents, the Punjab and Haryana High Court has directed the Central Bureau of In- vestigation (CBI) to hand over all case diaries and papers related to the cases to the Punjab Police within a month. Terming the High Court directions as an endorsement of the state government’s stand on the issue, Chief Minister Captain Amarinder Singh said it was high time the CBI listened to the courts and handed the case files back to the state so that the perpetrators of the crimes could be brought to justice. His government had been fighting the CBI high-handedness for than 2 years, but the agency had failed to heed the various directions and orders of the courts in this time, he pointed out. Asserting his com- mitment to bring the cases to their logical conclusion, the Chief Minis- ter said the central agency should re- spect the verdict of the judiciary and stop overreaching the courts at the behest of its political masters. The High Court’s directions came during a hearing on the plea of one of the accused in the 2015 Faridkot sacrilege incidents, Sukhjinder Singh @ Sunny, chal- lenging the investigation being un- dertaken by a SIT of the Punjab Po- lice on the ground that the CBI is al- ready seized of the investigation. The High Court rejected Sukhjinder’s plea and asked the CBI to hand over all relevant documents and material in the sacrilege cases to the Punjab Police. It further directed the Punjab Police to consider the material handed over by the CBI and file a supplementary challan in the case, for consideration by the tri- al court. The trial court may then no- tice to the accused, if thought fit, the judges further said. It is noteworthy that the CBI has been scuttling the SIT probe since the state govern- ment withdrew its consent for the probe by the central agency in 2018. The CBI has been persistently re- fusing to hand the case files back to state, and in September 2019, went so far as to constitute a new inves- tigative team in a clear bid to ob- struct the SIT investigation. Family members of roof collapse victims block National Highway Tomar says no solution could be found as farmers 'adamant' NEW DELHI: After the eighth round of talks, the Centre could not reach any "solution" as the farmer unions remained "adamant" over repealing of three farm laws, Union Agriculture Minister Narendra Singh Tomar said on Monday. "We wanted farmer unions to discuss three laws clause-wise. We could not reach any solution as farmer unions remained adamant on the repeal of the laws," Tomar told reporters here this evening at Vigyan Bhawan. However, the minister said he is "hopeful" that a conclusion will be found in the next round of talks which will be held on January 8 at 2 pm. "Looking at today's discussion, I hope that we will have a meaningful discussion during our next meeting and we will come to a conclusion," he said. Yudhvir Singh of the Bhartiya Kisan Union said that they want a complete rollback of farm laws. "The minister wanted us to dis- cuss the law point-wise. We rejected it and said that there is no point in discussing the laws because we want a complete rollback of the laws. The government intends to take us towards amendments but we will not accept it," Singh said while addressing the reporters here after the meeting.

Vindicating the Punjab govern-ment’s stance on the investigationsinto the 2015 sacrilege incidents, thePunjab and Haryana High Court hasdirected the Central Bureau of In-vestigation (CBI) to hand over allcase diaries and papers related to thecases to the Punjab Policewithin a month.

Terming the High Courtdirections as an endorsementof the state government’sstand on the issue, ChiefMinister Captain AmarinderSingh said it was high timethe CBI listened to the courtsand handed the case filesback to the state so that theperpetrators of the crimescould be brought to justice.His government had beenfighting the CBI high-handednessfor than 2 years, but the agency hadfailed to heed the various directionsand orders of the courts in this time,he pointed out. Asserting his com-mitment to bring the cases to theirlogical conclusion, the Chief Minis-ter said the central agency should re-spect the verdict of the judiciary andstop overreaching the courts at thebehest of its political masters.

The High Court’s directionscame during a hearing on the plea ofone of the accused in the 2015Faridkot sacrilege incidents,Sukhjinder Singh @ Sunny, chal-

lenging the investigation being un-dertaken by a SIT of the Punjab Po-lice on the ground that the CBI is al-ready seized of the investigation.

The High Court rejectedSukhjinder’s plea and asked the CBIto hand over all relevant documentsand material in the sacrilege cases tothe Punjab Police. It further directedthe Punjab Police to consider the

material handed over by the CBIand file a supplementary challan inthe case, for consideration by the tri-al court. The trial court may then no-tice to the accused, if thought fit, thejudges further said. It is noteworthythat the CBI has been scuttling theSIT probe since the state govern-ment withdrew its consent for theprobe by the central agency in 2018.The CBI has been persistently re-fusing to hand the case files back tostate, and in September 2019, wentso far as to constitute a new inves-tigative team in a clear bid to ob-struct the SIT investigation.

Miscreants fireoutside ricemiller's houseSHIV KUMAR SHARMAKARNAL: A case of firing has been re-ported by miscreants outside the houseof a Rice Miller living in CM City Sector-8.The miscreants also broke the glass ofthe car parked outside the house. Policeand FSL teams reached the spot as soonas the information was received. Policeare investigating the case now. Accordingto the information received, the miscre-ants carried out the incident outside thehouse of Rice Miller Subhash Singla inSector-8 at around 6 am on Mondaymorning in Karnal. There is an atmos-phere of panic among the people due tosuch firing outside the house. SubhashSingla is a rice miller as well as the headof the gaushalas located in Nissing andGounder. Singla reported the matter tothe police.Subhash Singla said that all the familymembers were inside the house ataround 6:30 in the morning. As soon ashis wife came out of the room after hear-ing the doorbell to open the gate, sud-denly 4 miscreants escaped by firing 15-16 bullets. Although no one has sufferedany personal injury in this incident, thereare bullet marks on the glass of the car,while there are bullet marks on the pillarof the house as well. Deputy Superinten-dent of Police Rajiv Kumar reached thespot with the police team as soon as theincident was reported. The DSP inspect-ed the spot and also inquired about theincident. The FSL team gathered evi-dence from the spot. While police haverecovered bullet shells from here, a casehas been registered against unknownmiscreants on the statement of the RiceMiller. Munici-pality Secretary Devendra Narwal saidthat shops inside the Gol Market were of-fered by the municipality on a bid, out ofwhich four shops stand at about Rs 30lakh rent. Even after repeated notices,these people were not depositing the rentof the shops due to which these shopswere sealed. He informed that if theserents are not paid, then further action willbe implemented as per rules. It wasstarted by Secretary, Ministry of Petrole-um and Natural Gas, Mr. Tarun Kapoor, atthe Renewable Energy Building inPanchkula. In this e-charging station, free-charging facility will be provided to alltypes of electric vehicles.

On this occasion, Mr. Tarun Kapoorsaid that if sufficient number of e-chargingstations are available for e-vehicles, thenmore people will be able to use e-vehicles.He said that petrol and diesel have to beimported from outside, but we haveenough solar power, therefore, efforts arebeing made to install such e-charging sta-tions in every corner of the country for e-charging so that people can charge their ve-hicles without facing inconvenience. Hesaid that now it is necessary to increase thecirculation of e-vehicles in the electronicera, for this work is also being done to pro-vide the facility of e-charging points at thepetrol pumps.

Additional Chief Secretary, New andRenewable Energy Department, Mr. TCGupta said that Haryana is the first state inIndia to conserve renewable energy. For its

use, the Haryana Government has takenseveral necessary steps, which have bene-fited the citizens greatly. He said that withthe availability of e-charging stations, citi-zens will develop an inclination towards e-vehicles. He said that during the year 2021,Departments in Haryana will hire only e-vehicles.

Additional Chief Secretary said that ithas been decided by the department to in-stall e-charging stations at 500 places in thestate so that an e-charging station can be setup after every three kilometers. Along withthis, positive efforts are being made to pro-vide e-charging stations on the nationalhighway. He informed that due to the intro-duction of e-vehicles, the consumption perkm of petrol and diesel driven vehicles willalso be very low.

In a press conference atPunjab Bhawan, Ashu saidthat the Punjab Governmentled by Chief Minister Cap-tain Amarinder Singh, hascreated 2136 additionaltemporary purchase centersin the State thus increasingthe total number of purchasecenters to 4006 duringwheat procurement in Rabbiseason of 2020-21. Elabo-rate arrangements weremade in Mandies as perheath protocol and total of127.11 lakh MT of wheatwas procured by all the pro-curement agencies benefitedmore than 10 lakh farmers

from the MSP scheme. Sim-ilarly 2367 additional tem-porary purchase centerswere set up in the State dur-ing KMS 2020-21 to main-tain social distancing andstaggered procurement. Heinformed that total 202.78lakh MT of paddy was pro-cured by all the procure-ment agencies during theseason, which has been all-time highest paddy procure-ment in the State. The Cabi-net Minister said that thePunjab Government has ini-tiated many dynamic worksfor the betterment of peopleof state. Smart Ration cardscheme launched for thebenefit of 1.41 cr. peopleand 37, 00, 000 Chip basedSmart Cards distributed un-der this scheme by the De-partment. The permission was granted through a notification by the stategovernment. Many film stars like actor Vijay requested the state government to givepermission for 100 per cent capacity before Pongal. The state government had grantedpermission to cinema theatres and multiplexes to reopen with 50 per cent seatingcapacity from November 10. Now, the government has permitted to increase the seatingcapacity of cinemas, theatres and multiplexes from existing 50 per cent to 100 per centby following the standard operating procedure issued already. India records 16,504 new COVID-19cases, 214 fresh fatalities

Daily new COVID-19 cases inthe country remained below20,000 for the third consecutiveday taking the virus caseload to1,03,40,469, while the recoveriessurged to 99.46 lakh, according tothe Union Health Ministry dataupdated on Monday. A total of16,504 people tested positive forcoronavirus infection in a day.The death toll increased to1,49,649 with 214 new fatalities,the data updated at 8 am showedThe number of people who haverecuperated from the diseasesurged to 99,46,867 pushing thenational recovery rate to 96.19 percent, while the COVID-19 case

fatality rate stands at 1.45 percent. The COVID-19 activecaseload remained below 3 lakhfor the 14th consecutive day.There are 2,43,953 active cases ofcoronavirus infection in thecountry which comprise 2.36 percent of the total caseload, the datastated. India's COVID-19 tallyhad crossed the 20-lakh mark onAugust 7, 30 lakh on August 23,40 lakh on September 5 and 50lakh on September 16. It wentpast 60 lakh on September 28,70 lakh on October 11, crossed80 lakh on October 29, 90 lakhon November 20 and surpassedthe one-crore mark onDecember 19. According to theICMR, 17,56,35,761 sampleshave been tested up to January 3

with 7,35,978 samples beingtested on Sunday. The 214 newfatalities include 35 fromMaharashtra, 26 from WestBengal, 25 from Kerala, 16 fromUttar Pradesh and and 14 eachfrom Delhi, Chhattisgarh andMadhya Pradesh. A total of1,49,649 deaths have been

reported so far in the countryincluding 49,666 fromMaharashtra followed by 12,156from Tamil Nadu, 12,107 fromKarnataka, 10,585 from Delhi,9,792 from West Bengal, 8,403from Uttar Pradesh, 7,115 fromAndhra Pradesh and 5,376 fromPunjab.

BHUBANESWAR: Odisha'sCOVID-19 tally on Mondaymounted to 3,30,492 after 183more people tested positive forthe infection, while two morefatalities pushed the death tollto 1,885, a health departmentofficial said. Of the new cases,106 were reported fromdifferent quarantine centres,while the remaining 77 arelocal contact cases. Sundargarhdistrict recorded the highest of32 new cases followed byAngul (24) and Khurda (14)districts. Taking to twitter, theHealth and Family Welfaredepartment said: "regret toinform the demise of twonumbers of Covid positivepatients while under treatmentin hospitals." The two fresh

fatalities were reported fromBalasore and Sunadargarhdistricts. This apart, 53COVID-19 positive patientshave also died in the state dueto comorbidity, he said. Of the1,885 coronavirus fatalitiesreported so far, Khurda districtof which the state capitalBhubaneswar is a part, aloneaccounted for 326 deathsfollowed by Ganjam (247),Sundargarh (168), Cuttack(140) and Puri (117). Twenty-five other districts havereported COVID-19 fatalitiesbelow 100, he said. Currently,Odisha has 2,345 activeCOVID-19 cases, while asmany as 3,26,209 patients haveso far recovered from thehighly infectious disease.

On Saturday, Prime Minister Narendra Modimade two remarkable observations at the virtualfoundation stone laying for the permanent cam-

pus of IIM Sambalpur in Odisha. He said the newdecade is for the “building of new multinational com-panies within India”. He also urged scholars and intel-lectuals to engage in “documentation and research” onhow India managed the Covid-19 pandemic.The import of both is self-laudatory. That much is clearfrom the tone of the PM’s remarks. There is everythingto be said for dreaming big and aiming high, but con-sidering the degraded state of the Indian economy atpresent, high talk of building Indian multinationals inthe present decade can perhaps be said to be even a lit-tle deceptive — a plain and simple placebo.Lately, the economy has recorded negative growthrates for the first time since Independence, and also theworst employment rate in four decades. The pandemichas made things worse, but the economic situation wasvery bad even before that on account of demonetisationand faultily-designed GST. More, the government hasreiterated its commitment to the policy of “Atma Nirb-har Bharat”, the PM’s oft-repeated exhortation. Thisbasically means that small and medium companiesmay expect no fiscal support from the government andmanage the miracle of standing up on their own feetfrom their current prone state. They may get theresome day but the mechanics of moving in that direc-tion is not clear to most. To choose a time such as thisto give a call for building multinationals for “today’sstartups” does appear somewhat expansive.Mr Modi also noted, speaking of India’s handling ofCovid-19, “There is a very big lesson for managementhere. During Covid, a permanent solution for PPE kits,masks, ventilators, has been found.” Before they scurryin that direction, the research gurus may as well beaware that activities such as making PPE kits andmasks are not likely to be viewed as high science evenin the world’s poorest countries (while India likes tosee itself as a natural place-holder at the high table).Researchers may also take note that Pakistan andBangladesh have done even better than India in copingwith Covid-19 — and their governments did very little,aware of the magnitude of the financial costs involved.It is uncanny that former UP chief minister AkhileshYadav should be making his views public on the gov-ernment’s handling of the pandemic the same day thatthe PM was sounding upbeat.

We have heard a lotof good points fromboth sides on the

new Agri trade laws. Noneof these have provided aclear way forward. If we sac-rifice the interest of subsis-tence farmers in favor ofcommercial farmers by re-moving MSP, then India be-comes competitive, but it istoo painful to see the subsis-tence farmers get poorer andpoorer. If we provide MSPsupport, then how do we en-sure that our food processingstill remains competitive bybuying raw materials at highprices.

It's a fallacy that interna-tional prices would have stillremained subdued even if In-dia hadn't its granaries fulland had approached interna-tional markets to import afraction of its requirement.Obviously, the prices wouldspiral to much greaterheights if such a large coun-try started buying. However,this import would be differ-ent from the import of wheatthat we do in normal yearsjust to keep our domesticprices subdued, for the worldknows that it's a tactical buy-ing and not really a true de-mand. Hence, the world mar-kets don't react. So, the argu-ment that the MSP is alwayshigher than the internationalprices do not hold true be-cause the prices do not re-flect the other scenario of 'noMSP and low production'.

In the ideal scenario, acommercial farmer dominat-ing the agriculture scene pro-

vides the necessary competi-tiveness to the food process-ing sector. But India com-prises largely of subsistencefarmers who cannot bebrushed aside under the dik-tat of an economist. Forgood economics is not al-ways good politics and badpolitics is always anarchyand social unrest.

It would be cruel to sim-ply apply the principles ofeconomics of disintermedia-tion, parity with internationalprices and coercive transi-tion from subsistence tocommercial farming. Thesecan have draconian impactson human lives and if notimplemented with a humaneapproach would end up de-scending the country intochaos. The ongoing farmer

agitation has surprised manyas to why would they opposesomething that gives themmore choice. Contrary to thepopular impression, the man-di has captured the trust andsupport of farmers in allparts of India. Private man-dis are not so new, there arealready about 100 such outof which 25 mandis are al-ready operational. Most ofthese mandis which havecome up at lucrative places,are not mandis in a truesense - for they do not com-prise large number of buyersand larger number of sellersand are merely procurementoutfits disguised as privatemandis. As per the recom-mended radius of a mandi,the country needs thousandsof more mandis than the

7000 odd we have so far. It'sa strange paradox that manyof the present mandis needinvestment and moderniza-tion to be fully successfuland yet farmers need a man-di not so far from their farmfor correct price.

That means this sectorneeds a lot of investment andprivate sector can really playa part, but we can't rely com-pletely on private sectors togo to the far-flung areaswhich may be unviable inthe initial years. This iswhere the new Agri tradelaws, though futuristic, yetdo not offer the complete so-lution.

Now that the mattershave precipitated, and farm-ers are refusing to go backwhat if we give them what

they are asking. Will it costmore than Rs. 1 lakh crore ofmarket intervention costs toguarantee the MSP on pri-vate purchase? Some expertson this side of the dividehave said that it would costmuch lesser. In a bumperyear it may cost a little more,and some more to supportthe food processing sectorwhich would get affecteddue to higher prices, becauseeverything will have to bebought at MSP. But notsomething beyond 5-7% ofour budget, something thatwe can afford.

All that the governmentneeds to do is to outsourcethe procurement operationsto the private sector, linkbanking sector to fund andjust take the price risks on itsshoulders. These operationswill sure result in losses hereand profits there but support-ed by an active regulationthrough quantitative restric-tions on exports and imports- the situation wouldn't getthat bad. Any other solution,like direct cash transferwould cost the exchequerseveral times more.

This way FCI need nothandle so much additionalproduce and yet can bring inthe private sector invest-ment. A new policy researchinstitution may be set up byfarmers to advise the govern-ment on active regulationand putting necessary pres-sure. This democratization ofregulation should percolatedown to farmer and con-sumer associations and local

bodies for seamless enforce-ment to check excessivehoarding.

This way the old andnew systems can thrive inperfect harmony. Yet anotherquestion is to be answered -how do we transition fromcereals to other crops? Andto more sustainable agricul-tural production keeping aneye on degrading soils,falling ground water levelsand increasing chemicalresidues in the food. Shouldthe government redeploy theentire fertilizer subsidy pro-gram, policy measures andother incentives to focus onabove priorities?

Let's hope that this solu-tion would encourage theprivate sector and yet deter itto be exploitative. Govern-ment will be able to assureMSP to the farmers and yetnot be dazzled by the mam-moth size of operations.Subsistence farmers wouldbe cajoled and incentivizedto be more entrepreneurialand yet not fall on the way-side if they do not wish to.

The present situation issuch that the farmers are get-ting so much sympathy and ayummy home cooked mealat the Singhu border thatthey are not in a hurry to getback home. The initiativelies with the government.

Steak Tomatina balls:-Take 2-3 tablespoon of oilin a pan. Fry fresh andevenly cut steak in it. Afterfrying, put the steak out. Inthe same pan, cook onionand garlic until they getgolden brown. Put the al-ready fried steak in it.

Add cornflour to themixture. Pour salt, pepper,red chilly and other spicesof your taste. Now add themagic ingredient that is redwine (half the quantity ofsteak) in the pan. Mix andcook well.

Add 3-4 tomato's pureeto the mixture and cook un-til the gravy gets a thicktexture. Put the mixtureaside. In a bowl, take 3-4mashed boiled potatoes andadd salt, chopped greenchilly, red chilli powder init (all as per your taste).

Make small balls fromthe mixture. The secondmagic ingredient to add issmall cubes of Cheddarcheese inside the potatoballs. Take a baking trayand evenly spread the thickgravy on it. Put the cheesepotato balls in a stroke onthe gravy paste. Bake thesame for 20 minutes in anoven. Serve hot. (To addmore taste, serve withtomato ketchup sauce).

The daughter of Gulshan Abbastold a briefing organised with the bi-partisan US Congressional-ExecutiveCommission on China (CECC) thattheir family had recently learned thather mother received the sentence inMarch last year on terrorism-relatedcharges after disappearing in Septem-ber 2018, Al Jazeera reported.

threatening brain stroke at Ivy Hospital, Mohali recently. Ashok Kumar, who is presently employed as a security-in-charge at Chamba Chamera project suffered an acute brain stroke. His left-sided brain artery (internal carotid artery) was blocked.Dr. Harinder Singh Bedi, director of cardiovascular sciences while giving details of the surgery said that lesions in one artery was very unstable and could lead to a major potentially life-threatening complication at any time. Thus he was taken up for an urgent surgery. Through carotid end arterectomy (CEA) surgery the blockage was removed and the artery repaired. To reduce the chances of brain damage the brain is cooled by a special ‘Bedi Cooling Turban’ technique, which has been devised by Dr. Bedi himself. Post-surgery, Ashok made an uncomplicated recovery.

Bajaj Auto sales up 11 pc in December at3,72,532 unitsNEW DELHI: Bajaj Auto on Monday reported an 11 per cent increase in totalsales at 3,72,532 units in December 2020. The firm had sold a total of3,36,055 units in December 2019, Bajaj Auto said in a statement. Domesticsales were down 9 per cent at 1,39,606 units as compared to 1,53,163 units inthe year-ago month, it added. Total motorcycle sales were at 3,38,584 unitslast month as against 284,802 units in December 2019, up 19 per cent, itadded. Exports jumped 27 per cent to 2,32,926 units as compared to 1,82,892units in the same month a year ago, Bajaj Auto said.
