Minutes of Meeting of the Committee held on
14th August, 2020, Webinar, Kolkata

Mr. Mayank Jalan, President, ICC welcomed the Executive Committee Members to the ICC Executive Committee Meeting, held on 14th August, 2020. President, ICC then updated the committee members that over the last 4 months there have been more than 100 significant webinars with prominent Ministers and Secretaries of the Government of India and various State Governments as well as key industry personnel that has led to close coordination between the chamber, Government and industry. He mentioned that the most significant of them all have been the 95th Annual Plenary Session of ICC in June 2020, addressed by PM Shri Narendra Modi which was also broadcasted on television allowing millions of people to watch. Shri Narendra Modi congratulated the chamber for its 95 years of service and for its contribution to India’s growth trajectory. Mr. Jalan also highlighted the webinars with the Finance Minister, MSME Minister and Commerce & Industry Minister during the last 4 months and informed of the panel about the upcoming webinar with the Dr. Rajiv Kumar, Vice Chairman, Niti Ayog on 20th August, 2020. He stated that an urgency has been felt for the Government to bring about changes. Hence, he urged the members to come up with suggestions for their respective sectors that could be submitted to the Government for taking action on them. President informed the panel that ICC has achieved a landmark with more than 500 new member enrolment over the past year with 260 new members in lockdown only and several new membership requests have come in that are being processed. Speaking on the current healthcare scenario with respect to COVID 19, Ms Rupali Basu stated that the Private and the Government sectors are working hand in hand to fight the pandemic situation. She informed that standardised care has been the focus. The current death rate is 2.8% and the healthcare sector in the country is trying to bring it down to 1.5% and only a very small fraction of the affected are going for critical care, she added. Speaking on the same lines, Mr. Rupak Barua mentioned that the recovery rate has been increasing and over the time, death rate will decrease. He mentioned that coming out with a vaccine in 6-8 months is difficult and that a potent coronavirus vaccine that will be able to prevent all the mutated variants may take a much longer time to come out in the market.

On the steel sector, Mr. Vishambhar Saran said that bad shape of the real estate sector and poor demand in the automobile sector has weighed on the demand of steel. As a result, low domestic prices have been wiping away healthy profits. To recover loss, companies are now keener on exporting, Mr. Saran informed. Mr. Rudra Chatterjee spoke on the Home furnishing sector that has drastically changed over the past few months. He said that while online presence has been faring well with customers inclined toward buying office or outdoor furniture, many offline home furnishing businesses have gone bankrupt. With respect to the tea sector, Mr. C. K. Dhanuka informed that lockdown and lack of labour has led to low plucking thereby resulting in huge crop losses. As a result, tea prices have gone up and tea packeteers have sought duty free imports which he felt can be detrimental for the industry going ahead. Mr. Dhanuka strongly sought Government support for the tea industry. Mr. JP Chowdhary stated that the macrolevel financial position is very shaky and that the more effective stimulus is needed. He felt that new methods must be introduced in the form of quantitative easing. However, the silver lining is that demand is slowly recovering, although the long-term sustainability of the same was questioned by him. Mr. Chittaranjan Dhar informed that staples have witnessed growth due to lockdown as people are stuck mostly in their homes. Particularly easy to consume items have gone up substantially as dining out has stopped. However, products that have suffered sales in the lockdown include soaps, perfumes, clothes, skin care products, makeup etc. No new capacity building is taking place; hence the need of the hour is to conserve cash, said Mr. Dhar. The Committee meeting was also attended by Economist Dr. A. Virmani, who spoke on the economics of the pandemic. He said that “this is a crisis and it should not be expected that immediately after we come out of this crisis, the economy will boom”. He mentioned that there has been huge logistics and hence supply chain disruption during the lockdown and CPI has increased 6% in May-June. Disrupted supply chain has resulted in pockets of excess demand and excess supply. He felt that during lockdown, traditional fiscal policy is not worthy; instead starvation and bankruptcy are the main issues that need attention. Although the credit guarantee scheme was praised by him, he felt that sectors that were already suffering in the pre COVID period, required more specific changes. Dr. Virmani said that we are currently at a 72-75% of recovery to normal levels. However, it is estimated that pre COVID normalcy levels can only be reached by Q4, 2021 at the earliest. Few critical things pointed out by Dr. Virmani as the need of the hour include- fiscal policy normalization, economic reforms, further GST simplification, direct tax code and labour reforms. Mr. Vikash Agarwal, Senior Vice President, ICC offered the formal Vote of Thanks to all the members present for attending the Committee meeting and the Executive Committee meet concluded successfully.

President ICC North Bengal welcomed all members,he elaborated the forum on
current industry affairs. Mr.Nishant Mittal, ICC North Bengal Chairman
apprised about the North Bengal Industry affairs and challenges faced due to
COVID 19.
A presentation was shown to the Chapter Members which highlighted ICC
initiatives, memberships, Chapter events, future events planned, list of new
members, etc. for imparting more clarity and information.
Mr. Rajiv Lochan , Lochan Tea Company put forward his concern over the issue
of DRY PORT-TEA PARK permission Siliguri,President ICC confirmed his
intervention and stated that the issue will be discussed with the relevant Ministry.

and helps in networking and it is a family of Young Entrepreneurs. Members also
opined for ICC YLF initiative to be introduced in NB Chapter.

Darjeeling small industries,art & craft industry affair,khadi industry
affairs,Bamboo industry opportunities. After patient hearing President ICC
assured appropriate intervention from ICC Secretariat to promote such sectors.

Meet for North East Tea Sector with a focus on Uttar Pradesh on 18 August

Iron Ore – Export Tax: Iron Ore Export Tax should be increased to
encourage domestic value addition & stop exports to ensure continuous
supply of this key raw material for growth of Indian Iron & Steel Industry.
Coking Coal: Supply scenario from Australia & diversification of sourcing to

Coke: Policy required to correct the Inverted Duty Structure between Coking
Coal & Coke due to Coal Cess of Rs. 400 per MT.

In order to stimulate demand, GST on Steel should be reduced to 12%
till the demand revives
Government of India is going all out to simplify regulatory compliances and
infrastructure development, to ensure Industrialists continue to create
wealth and generate employment in a self sufficient or AtmaNirbhar
economy, said Dr Rajiv Kumar, Vice Chairman, NITI Aayog. He restated,
"Atmanirbhar Bharat is not just a rhetoric, it is not just a slogan but very
tangible and focussed measure taken up by the Government to make India
truly self reliant." Dr Kumar was speaking at an interactive session
organised by the Indian Chamber of Commerce (ICC). He appreciated
the critical role played by domestic Industrialists in India‟s
development, since 96% of India‟s Investment comes from domestic
Industrialists only.

He urged the members of ICC to identify the regulatory procedures both at
Central and State levels which need to be addressed and resolved. He
assured that such feedbacks would be taken positively and constructively.
"Clean up of banking sector should help in supporting and financing of
investment in the coming days", he added. Efforts are being taken and
would continue to ensure that benefits of Quantitative Easing reach all
segments of Industry. In past 6 years, he opined, reforms such as GST,
IBC, codification of labour laws, lowering of corporate tax rate and
introduction of JAM trinity has helped India as an attractive destination for
the investment. "These reforms are the strong foundation for attracting
investment and will help the economy to accelerate", he added.

IRS, has stimulated discussions about Buddhism, diachronic linguistics. The
book also includes how our roots are closely twined with South East and East
Asian nations. The book is a travelogue that has vivid photographs and
enchanting narrations about different statues and frescoes in grottoes beautifully
preserved in the traditions, art, and architecture of China, as also in Mongolia,
Korea, and Japan. The book traces the Silk route's historical linkages with India
and its neighbors and captures the essence of the Shaolin Temple, which is

museums of Taiwan and the sculptures of Buddha in Korea, Mongolia, and
Japan. There are some interesting facts that the book reveals like Chengiz Khan

drives and initiatives, synergies between various efforts on supporting FPOs can
be integrated. This can help bridge the knowledge gap among state bodies, think

“PSUs have suggested introducing 30000 product categories in GeM portal.
At present 8000 product categories are available in GeM and the portal is
gearing up to increase capacity to cater to the demand of the big ticket
buyers”, said Shri Dharninder Jha, Deputy CEO and State Nodal Officer for
Jharkhand, Government e Marketplace (GeM) in the second edition of the e-
Seminar on Vocal for Local – Public Procurement opportunity for MSMEs through
GeM organized by the Indian Chamber of Commerce in association with
Government e- Marketplace supported by NABARD.
He also informed that the percentage of MSE sellers available on the portal at
present is 25% but their contribution to order value is 58%; if the MSE sellers are
increased to 50%, the order values are likely to increase to 80%. Hence, the
focus of the portal is to increase the number of sellers of goods as well as service
providers. “Potential for services also remain high in the portal, particularly for IT,
catering and canteen, and laundry services”, he added.

It was also informed that barring Kerala, Karnataka, Jharkhand and Sikkim all
other states have entered into MoUs with the GOI for procuring from the portal.
However, even without MoUs, these states are actively participating in the
process.
The GeM 4.0 that is to be launched in September was informed in the first edition
of this webinar organized by ICC earlier this month where it was stated that the
Government is aiming to achieve a USD 100 billion per annum procurement
potential through GeM. Mr. Jha informed that dynamic pricing will be an
important feature in the GeM 4.0 whereby market dynamics will be factored in the
pricing of products giving the seller an opportunity to increase or decrease prices
as per market conditions.

Bankers and Credit Experts. Mr V P Nandakumar, Managing Director &
CEO, Manappuram Finance Ltd., said data analytics of transactions, by
tracking and monitoring transactions, has helped lending easier and also helped
in maintaining asset quality. He also stressed that data analytics has helped
informal sector getting from formal sources. He emphasised, "Data has big value,
data analytics (model) play big role and execution of model by targeting right
audience is key." The company has successfully diversified into Micro Credit,
Vehicle Finance and Housing Finance and is among the top 10 NBFCs of
India. Mr Akhil Handa, Head Fintech, Partnerships & Mobile Banking and
Digital Lending Department, Bank of Baroda also stressed that lynchpin of
entire digital lending journey will be analytics. In Digital Lending 1.0 (2015-20),
PSB 59, TReDS, all led to 20% of credit disbursement being technology
driven. In Digital Lending 2.0 (2020-25) he believed, ecosystems will get
connected to the financial systems. Digital lending, he further added will go
beyond tier I & II cities. Infrastructure enablers, such as digital land registry,
account aggregators, and Open Credit Enablement Network (OCEN) will come
into place. He believed that by 2025 55-75% of loan that get booked will be
digital in nature. Only 18 million out of 75 million MSMEs are digitised now, while
majority would get digitised in the next 5 years and Covid would be a major
change driver.CMA Balwinder Singh, President, Institute of Cost
Accountants of India in his opening remarks stated that digital lending is here to
stay, but to ensure its success what is needed are stronger guard rails from both
a legal and compliance perspective. Mr S Rengarajan, Member, ICC National

“Indian Railways is ready to run passenger train anytime within 72 hours of
instruction by the PM”,
On the shipping front, container handling is expected to show growth from
October 2020 and conscious effort is being taken by the port authorities to
improve necessary infrastructure in eastern belt to increase capacity for handling
increased cargo. The Kolkata Port has undertaken measures such as movement
of North East Cargo through Chittagong to supply materials to NER through
Bangladesh, reducing handling time, PPP in modernization of berths in Haldia,
transloader in Sagar for big ships etc. The liquid cargo handling terminal project
at Shalukhali that has already received environmental clearance is expected to
get financial clearance in 3-4 months that will boost the eastern ports‟ capacity to
handle cargos. that Dharma Port is emerging as centric to inland water transport.
Dignitaries elaborating the customer perspective mentioned that although,
COVID has been a catalyst in the development of supply chain with respect to
behavioral change as well a process change marketing and right connect
between rail and FMCG is needed. Freight corridors, concessions from railways
will help achieve bigger freight goals for the Railways along with bigger targets
for the mass transporters . Resilience has shown that logistics has gone back to
75% of COVID levels. However, investment in infrastructure is needed in the
North East, establishing pre-trade zones, ecommerce fulfillment centers and
distribution network. Right steps need to be undertaken by railways to
accommodate the transport of fragile goods on time as well as focus on volume
than tonnage.

The New Education Policy (NEP) 2020, which was approved by the Union
Cabinet of India on 29 July 2020, is built on India's new education system's
vision. According to Mr. Anil Swarup, Former Union Secretary of School
Education & Literacy, the Policy does a good job where it allows open
opportunities for children to hone their talents by fixing the lacunae in the
education system. He also mentioned that the inclusion of vocational training, the
introduction of 4 years integrated B.Ed course, and the option of selecting
subjects without thinking about the hierarchy of science, commerce, and arts
have undoubtedly made the policy more significant.
Mrs. Devi Kar, Director, Modern High School for Girls, has expressed that India
has undone through various stages of emergence. From dependent, it emerged
as an independent nation, and from underdeveloped, it has emerged to a
developing country; currently, it focuses on being one of the world Superpowers.
Ms. Kaveri Dutt, Province Co-ordinator, Loreto Education Board, explained the
education sector is trying to broaden students' possibilities ahead in their careers
and the New Education Policy is far sighted in this regard.
Ms. Sharmila Bose, Principal, Sushila Birla Girls' School, Kolkata, stated that
the NEP focuses on how a child should learn to "learn." She also pointed out that
if the contents of the books are contracted, then classroom focus shifts to
students' character-building and learning the crafts of the 21st century.
Ms. Pratima Nayar, Principal (Junior Section), Calcutta International School,
explained that school is a micro-organism of society, so emphasis should be
given on how schools help in making a child socialized outside the cocoon of the
family. Lastly, the web session concluded on the concept that the whole
pedagogy of teacher-centric education has to be changed to student-centric

additional investments too. Talking about the privatization of discoms, he said that if all
goes well, then by December 2020, all the discoms will be privatized.
Mr Shenbagam Manthiram, CEO, TPCODL Odisha has welcomed the change in retails
distribution. PPP model could come handy in managing the utilities. Mentioning that

technology will be the key enabler he advised that embracing technology in retail
distribution will be the way forward in this sector.
Mr G Murali Krishna MD & CEO, Fluentgrid Ltd explained about the Smart Grid solutions

Webinar on Vocal for Local- Patna
on 1st September‟2020
In the Government e-Marketplace (GeM), 50% of the transactions happening
involve MSMEs, claimed Shri Nirmal Kumar, Deputy CEO-GeM and State
Nodal Officer for Bihar while speaking at a webinar on "Vocal for Local"
organised by the Indian Chamber of Commerce (ICC).
Shri Kumar said that since its origin more than 60,000 crore transactions have
happened through GeM. He said, "GeM platform was created so that even the
small size enterprises have the opportunity to transact with the Government
departments without any hassles."

GeM, Shri Kumar maintained, has minimised obstacles to transact with the
Government however some barriers still exists. He appealed to the MSME
members of ICC to provide feedback so that these difficulties could be sorted
out.
Declaration of product's country of origin in GeM platform has also helped the
Government in analysing sectors where 'Made in India' products are less
available or not available so that it can prepare strategies accordingly.
Also speaking at the webinar, Shri V M Jha, IEDS, Director, MSME-DI, Patna,
said that Covid-19 induced lockdown has impacted many sectors severely but it
has also opened opportunities in many sectors. Now things, such as sanitizers,
ventilators and PPE kits are manufactured locally, he said. However, he
maintained it is important to consider that locally manufactured products must
have quality of international standards so as to compete globally.
He also emphasised that products with international quality standards that are
historically produced in a locality should apply for GI tag so as to brand them
effectively.
Shri R K Thakur, Joint Director, Department of Industries, Government of
Bihar, said that in order to promote local MSMEs, the State Government in its
procurement, have exempted them from paying earnest money and also they
need to deposit 20% of the security money only. Also, to set up industries in
Bihar, he stated, the Government is giving incentives such as interest
subvention, 100% exemption on land registration among others.
He also emphasised that local products in order to be competitive nationally need
not only to focus on quality but also packaging.
In his welcome remarks, Shri Avijit Ghosh, ICC Chairman, Bihar &
Jharkhand, said that 'Vocal for Local' is an ambitious initiative by the
Government so as reduce India's dependence on import and make the country
self reliant.

ICC is optimistic about the recently launched new Central Sector Scheme
of financing facility under the Agriculture Infrastructure Fund of Rs. 1 Lakh
Crore. The scheme will support farmers, PACS, FPOs, Agri-entrepreneurs,
etc. in building community farming assets and post-harvest agriculture
infrastructure and these assets will enable farmers to get greater value for
their produce as they will be able to store and sell at higher prices, reduce
wastage, and increase processing and value addition.
With this background, ICC strongly feels that a huge scope is there in promoting
the new trends and technologies available for the horticulture and food
processing industries.

should be done through GeM portal," he further added.Most of the Agencies,

procured it will cut down the logistic costs and help in reducing procuring costs.

will boosts their confidence as entrepreneurs.
Talking about endeavours of GeM in next 1 year, Mr Aman Sharma, Director
GeM Seller Cluster Management and Nodal Officer Assam Region said that
MSMEs needed to on board to the platform. "MSMEs are the essential part of
GeM ecosystem," he felt and "MSMEs across the country need to be aligned on
GeM platform." He also stated that lot of functionalities has been built into the
system, such as replicating offline tendering system into the online platform,
which has made it easy for the buyers to do business.
Mr Vishal Kapil, Head Super Category, GeM and Nodal Officer Meghalaya
Region said that there are many benefits extended to MSME sellers on GeM
such as EMD exemptions, purchase preference and around 35o items are
reserved for MSME sellers. This he think should motivate the MSMEs to on
board to GeM.
Chairman appreciated the initiative but suggested for more delegates. The

He said that the total fund created towards pension in the country is only
2.1% of Gross National Disposable Income. More than 7900 corporate have
registered the NPS, Shri Bandyopadhyay claimed, but only 2-3% of the
employees are joining the Scheme. He felt that corporate has a huge role to
play in making the employees aware of benefits of retirement planning.
"However slowly corporate and the new subscribers are placing lot of
importance on the retirement benefits and this may change the retirement
landscape in the country," he said. Talking about rate of returns through NPS,
he said, "The Central Government Employees Fund, which we are
maintaining for last 12 years is giving a Compounded Annual Growth Rate of
9.5%."About new initiatives taken by PFRDA he mentioned "Given the Covid
situation on boarding of subscribers are done online with little physical
presence."In order to increase the subscriber base, , he stated, Overseas
Citizens of India and Indians working in foreign embassies and multilateral
organisations are now allowed to join NPS.Also speaking at the webinar Ms
Preeti Chandrasekhar, India Business Leader, Health & Wealth and
Fellow Actuary, Mercer advised that people should invest in various channel
as a de-risking strategy. About NPS she said, "NPS provides a liquidity and
flexibility which is so much aligned to the current generation where they want
flexibility and liquidity in everything." According to her, data show that
employer can play influencing role in retirement planning without them being
intrusive.Shri A G Das Executive Director, PFRDA spoke in details about
NPS and it being low cost product. He said that at present NPS have around
366.88 lacs subscribers with Rs 493,883 crores of assets under
management. Ms Bahroze Kamdin, Partner, Deloitte Haskins & Sells LLP
felt that one of the important advantages of NPS is that it is not linked to
employers. She explained about the different tax implications while investing
in NPS. Previously, Dr Rajeev Singh, Director General, ICC welcomed the

In the first five and half months of Covid-19 induced lockdown period National
Pension Scheme (NPS) has added 2 million fresh subscribers, said Shri
Supratim Bandyopadhyay, Chairman, PFRDA while speaking at webinar on
Pension Planning organised by the Indian Chamber of Commerce (ICC). He said
that the total fund created towards pension in the country is only 2.1% of Gross
National Disposable Income. More than 7900 corporate have registered the NPS,
Shri Bandyopadhyay claimed, but only 2-3% of the employees are joining the
Scheme. He felt that corporate has a huge role to play in making the employees
aware of benefits of retirement planning. "However slowly corporate and the new
subscribers are placing lot of importance on the retirement benefits and this may
change the retirement landscape in the country," he said. Talking about rate of
returns through NPS, he said, "The Central Government Employees Fund, which
we are maintaining for last 12 years is giving a Compounded Annual Growth

Shri SK Gupta, Deputy CEO, GeM, Nodal Officer for the State of Tripura
who has a high dependability on GEM has informed Government works
contracts will also be aligned through Government e Marketplace (GeM) in near
future.
“At present, as per the mandate of General Financial Rules, the Government has
allowed GeM only to procure goods and services. If GeM portal is strengthened
further, in future public work contracts processes will also aligned to the portal,”

Understanding Export Controls regulation will help Indian MSME and Start-ups
and also mentioned Export Controls regime can improve the ease of doing
business in terms of trading across borders and boost India‟s economic
integration with the world economy. India is playing an important role in the
global programme of non-proliferation. Export control system is required
because dual-use technologies and sensitive items do not reach the wrong
hands, particularly the non-state actors.
Currently SCOMET (Special Chemicals, Organisms, Materials, Equipment
and Technologies) list contains dual-use goods and technologies within 8
categories, in line with India‟s non-proliferation commitments.
India has been harmonising the country‟s export control list in line with the
changes in their guidelines.
Government-industry partnership is essential for implementing a strong and
robust export control regime.
India had joined three key international export regimes, namely the
Wassenaar Arrangement, the Australia Group and the Hague Code of
Conduct. New and emerging technologies, with their potential for dual-use,
pose a huge challenge to export control regime of the country. India‟s export
control system is the reflection of efficacy in the interest of national security
and meeting international obligations.
As a responsible member of the international community, India is committed to
non-proliferation of sensitive and dual-use materials and technology including
ammunitions, where the country has an impeccable record.
India has never been a source for proliferation. For manufacturing certain

that not more than 11 percent of India's population is covered under any
pension plan. He also spoke in details about National Pension Scheme
(NPS) and considered it to be a good pension product available in the
country. Mr Aniruddha Chaudhuri, Head Retail Business, ICICI
Prudential Asset Management Co Ltd opined that one should plan for
financial freedom rather than plan for retirement. He also suggested that
having a financial planner will help one to plan in much better way. He

money. He also suggested of having a service of a financial advisor He
also stressed on estate planning and inheritance compliance should part
of retirement plan as it will help in smooth transfer of assets to the
surviving family members. Mr. Arun Laddha, Chairman, ICC Sub
Committee on Capital Market in his Welcome Address said that
retirement planning has become important as people do not want a fall
from their current standard of living in their retired life.
Webinar on Vocal for Local on 22nd September, 2020
Government e-Marketplace (GeM) was launched by the Government of India to address
the perennial marketing challenges of the MSMEs – said Mr. Nishant Mittal, Chairman -
ICC North Bengal Chapter Indian Chamber of Commerce, in an e-conference on „e-
Seminar on “Vocal for Local” Public‟ held on 22nd September2020 by the Indian
Chamber of Commerce .
The Indian Government is trying to boost the economy to a self-reliant level; for building
“Atmanirbhar” Bharat the focus area is on the local manufacturers which have the
potential to grow further.
The MSMEs form the backbone of the Indian economy. Mr. Subramani P, Director -
Bagdogra Airport, Airport Authority of India, Govt. of India, stated in the same webinar
that the cargo handled by the Bagdogra Airport has increased 16% on year over year
basis in 2019-20. He explained that this clearly explains that the demand for local
manufactured items is gaining a momentum. Shri S. K. Jain, Deputy CEO & Nodal
Officer for WB opined that GeM has taken a host of steps to onboard products of self-

help groups (SHGs), tribal communities, MSMEs as well as craftsmen, weavers with a
view to making the platform more inclusive for local manufacturers. He stressed that
GeM is a platform to drive the three pillars of inclusivity; efficiency in cost savings; and
transparency along with more usability. The Webinar discussed on how GeM tries to
promote a good marketing platform for the MSMEs along with the ease of doing
business by reducing paper work. Shri Deepesh Gehlot, Director & Nodal Officer for
Sikkim mentioned that in GeM 23% of sellers are MSMEs and of all procurement made
in GeM, a significant 61% was carried out by MSMEs. At present, over 3 lakh vendors
are registered on this platform.
Lastly Shri Niraj Nikunj, Business Facilitator – NE, concluded that GeM provides the
tools of e-bidding, Reverse Auction and Direct Procurement to facilitate Government
users achieve the best value for their money
