11th Bipartite Settlement and After...
The protracted salary negotiation talks which began in 2017, ultimately reached its final concluding part on 11/11/2020 as both parties signed the Joint Note which explains in detail mutually agreed improvements in different areas including service conditions and salary and allowances. The issues that were left out for separate settlement within State Bank of India, more particularly in respect of special allowance carrying posts for clerical and subordinate staff, were discussed and settlement arrived at subsequently.
It is only justice that benefits come out of a particular settlement be made applicable equally to one and all of the beneficiaries who either had retired or are still continuing in service during the period of settlement. However, the settlement that arrived in State Bank of India as a part of
ththe 11 Bipartite Settlement with regard to improved special allowance for Chief Associate has created severe heartburns among many of our brethren who retired after
st1 November 2017. Many representations have been received evidently showing the disparity of allowances received by those who retired prior to and after 1-11-2020. The revised allowance for those chief associates retired prior to 1-11-2020 is fixed as Rs.7,550 and for those who retired after is Rs.11,000. Since the special allowances are reckoned for calculation of pension, the disparity will definitely result in reduced basic pension to the extent of Rs.1,725 for those unfortunate pensioners who retired prior to 1-11-2020 despite the fact that they also come under the same bipartite settlement for all other benefits. This is a clear violation of Article 14 of the Constitution of India, which ensures protection of equality among citizens and that there cannot be another group within the same homogenous group. The impact of such discrimination will result in a difference of 3 to 4 thousand rupees per month in the pension amount drawn by an employee who retired in October 2020 and another one retired in December 2020. One finds it difficult to digest how the signatories who are well enlightened, well experienced and representing the mainstream Banking Trade Unions could agree to such an illogical and irrational settlement, creating a divide among its own trusted rank and file and thrusting upon them lifelong cash
loss of six to eight lacs.
thThe anomalies in 11 Bipartite Settlement do not end up with the above lapse. Increase in number of stagnation increments to nine and its effective date of implementation had resulted in wide range of representations from many who were kept out of the benefits due to ambiguous interpretation of the instructions laid down. Similar issues on denial of stagnation increments to many employees who
thretired under 10 Bipartite Settlement and prior to 2015 still continue and remain unsettled even now. IBA recently
thcame out with its circular dated 29 January 2021
thclarifying the position of 10 Bipartite Settlement retirees and the benefit of notional increment extending to all those who retired during the period from 1-11-2012 to 30-04-2015. However the same is yet to be implemented by many banks including State Bank of India.
It is unfortunate that even after going through a long drawn process of more than three years of threadbare discussions, calculations and assumptions, the so-called highly intelligent experts who run the country's financial wagon are not able to release an error-free and fool-proof settlement devoid of ambiguity and anomalies. We urge upon our Bank Management to have a dispassionate approach to these very pertinent issues we have explained above and to initiate immediate measures to rectify the anomalies and do justice to those who are deprived of it.
It is disquieting that whereas the arrears of salary revision has been paid to all the serving staff and Officers, our members who retired well within the settlement period and who are eligible for revised salary as per the settlement are yet to be paid their arrears even after a lapse of three months. If the payment of arrears is this much delayed how long it will take to give effect for the corresponding revision in pension?
“A stitch in time saves nine.” Had the settlement process been completed and agreement signed well before the start of the next settlement period it is certain that a lot of additions such as 'notional', 'effective date” etc. would not have found a place in the settlement.

Opens its New Offices at
Kollam and Thrissur
It became another red letter day for SBI Pensioners'
Association Kerala when Shri Ravi Kiran, our
beloved Deputy General Manager at Kollam
Administrative Office declared the opening of our
Office at Kollam AO premises by cutting the ribbon thand lighting the traditional Nilavilakku on 24
February 2021 in the presence of a huge gathering
which included Regional Managers at RBOs, staff
members from Kollam AO and Kollam Branch and
our members from Kollam and Pathanamthitta
districts. The galaxy of leaders present on the

Shri Ravi Kiran DGM, in his brief inaugural address
paid rich compliments to the Pensioners' Association
and the cordial relation being maintained between
AO management and the Association. He assured
that the AO management would be there always to
look into the issues brought before the management
and to resolve them without any time delay. He also
assured that he will provide other required facilities in
the office in the coming days. Shri A Jayakumar
thanked the DGM for providing the office space for
our Association in the AO premises, which would
definitely remain a comfortable shelter for the
pensioners and retirees who visit the AO
occasionally, more particularly Bank's Dispensary.
He also read out a message received from Shri
Rajeevan, our president, who could not attend the
function due to the Covid restricted circumstances.
Comrades, it needs special emphasis that this is the
maiden occasion at national level that our
Management has moved a step forward in providing
an office space for the recognized Pensioners'
Association at AO level. It was in our structured thmeeting with the Circle Management held on 29
December 2019 that we put forward our request for
providing Office spaces at Administrative Office
centres which was duly considered by our respected
Chief General Manager, who instantly issued
instructions for implementation of the same.
However, the Covid 19 situation that emerged all of a
sudden amidst us impacted all the scheduled
programs to a grinding halt which included the
arrangements for opening our offices also.

Our Association Office at Thrissur AO Premises was thdeclared open on 10 March

Sreevalsan, DGS, SBSU and our members who
have come from Thrissur and surrounding locations.
The meeting commenced at 3.45 pm with invocation
by Smt. S Sangeetha, SMECC, Thrissur. Shri MR
Janardhanan, District President, SBIPA, presided
over the function.
Shri TT Balakrishnan, our DGS, while welcoming the
guests and all other participants expressed his utmost
happiness over fulfillment of a long cherished dream
of having an office on locale. He specially thanked
the DGM for his sincere and wholehearted support to
make our dream project a reality. Among all the six
AOs, Thrissur was the first one who could complete
the task. However, due to some technical snag the
inauguration was delayed, he added.
Shri MR Janardhanan in his Presidential Address
recalled the unstinted support extended by the DGM
to the Pensioners' Association. He mentioned about
the Bank's Dispensary which was a long pending
request of the SBIPA, Thrissur, and now a reality due
to the constant follow up by our DGM. He
acknowledged the excellent services rendered by the
newly appointed doctor and thanked the DGM for
identifying a doctor like Dr. Bayils Mathew, whose
services are praised by all the pensioners. Concluding
his address he wished the newly opened office would
definitely be a serene asylum for pensioners'
fraternity.
The DGM in his inaugural speech fondly referred to
the yeoman services rendered by the elders while
they were in service. He recalled his persistent efforts
and how it fructified in hastening the construction of
Bank's own building at Koolothumpadam. He said
whatever little he could do was because of the
support of his team at AO, Thrissur, and he thanked
each one of them for that. He requested other
distinguished guests to join him in lighting the lamp
who included Sarvashri Rajan P, AGM, SMECCC,
Thrissur, Ramkumar, CM (HR), AO, Thrissur,
Soman Warrior, Dy. Manager (HR), AO, Thrissur,
Radhakrishnan R Menon, CM (Maintenance),

In his felicitation Shri P Rajan, AGM, SMECCC,
Thrissur, expressed his happiness in being a part of
the opening function of Office of SBIPA. He said he
also revered the retired elders for their dedicated
efforts which only helped the Bank to reach such
astounding heights today. Shri Ramkumar, CM
(HR), AO, Thrissur, expressed his happiness in
arranging the first office space in the Circle for the
Pensioners' Association though the inauguration got
delayed due to some unforeseen reasons. He
thanked the DGM for giving him all the guidance in
this regard. Shri Raghupathy, DGS, SBIOA,
Thrissur, in his address expressed happiness in being
a witness to such a memorable function. He wished
good health to all the retired persons of the Bank.
Shri Sreevalsan, DGS, SBSU, Thrissur, expressed
his happiness that he could participate in the office
inaugural function of his senior colleagues in SBIPA,
Thrissur. He said that elders were to be revered and
respected which is a good old Indian tradition
because the fruits we are enjoying are the results of
their hard work. Shri VG Chidambaran, District
Secretary, SBIPA, proposed the vote of thanks. He in
his speech gratefully acknowledged the efforts by
DGM for providing a well functional office for the
benefit of pensioners. He further complimented the
positive approach by DGM in resolving the issues of
the pensioners which he could observe on many
occasions especially in the quarterly structured
meetings held between the management and
Pensioners Association. He thanked all the dignitaries
and invitees who attended the function and made it a
big success.
The meeting came to a close at 4.45pm.
SBIPA Executive Committee decides tothhold 20 Annual General Meeting on
th8 May 2021
The Executive Committee meeting of SBIPA Kerala thwas held on Saturday, 6 March 2021 on Google
Platform. The meeting which commenced at 10 am
was presided over by Shri K Rajeevan, State
President. In his opening remarks President
highlighted the important events that had taken place thsince the previous EC Meeting which was held on 6
December 2020 on Google platform. He expressed
his happiness that all the district units have held their
EC Meetings in virtual platform as directed by the
State Committee. Even though a few of the District
Committees were apprehensive of the successful
conduct of the online meetings due to technical issues
including connectivity problems, it is indeed a very
promising development that all the districts could
conduct the meetings very successfully. He also
informed about the inauguration of our Office at thKollam AO on 24 February 2021 and congratulated
Team Kollam and Shri Ganapathikrishnan, DGS,
Kollam AO, for being the first one to open Office at
AO level. He also added that the Office at Thrissur
AO is fully kept ready and is awaiting inauguration.
He further added that the day's meeting assumed
much significance as it had to finalize its decision thregarding conduct of the 20 Annual General
thMeeting. The 19 AGM as all of us are aware, which
thwas scheduled to be held on 24 May 2020 at
Thrissur had to be desperately postponed under the
severe Covid 19 situation prevailed in the country at
the material time. Even though the present situation
has not come back to total normalcy, due to the
relaxations permitted by the Government authorities
it is possible to conduct physical meetings under strict
compliance of Government directives, he added. He
further informed the house that an open debate on
the issue would be followed after presentation and
approval of General Secretary's Report and financials
for the quarter, and requested each District
representative to come out with their suggestions,
opinions and proposals.
Shri Jayakumar, General Secretary in his opening
remarks narrated the developments including the th
payment of arrears in respect of 11 Bipartite
Settlement. He further explained about the
anomalies which exist especially in eligibility of
stagnation increments and the discrepancy in
payment of special allowances. He added that having th
retired during the 11 Bipartite Settlement period, he
himself was a victim due to the anomalous payment
of special allowance received by him.
The meeting thereafter deliberated in detail of thconducting the 20 Annual General Meeting of
SBIPA Kerala. President requested all the office
bearers and the district secretaries to come out with
their opinion of holding physical meeting. The
participants after analyzing all the important aspects
including the risk factors of conducting the physical
meeting came out with the unanimous opinion that
the meeting must be held strictly in accordance with
the Covid protocol regulations imposed by the
Government. Accordingly it was unanimously
decided to direct the host district unit Thrissur to
commence preparations for conduct of the meeting thon 8 May 2021 in the same venue as already
arranged by them.
The meeting further discussed on issues of unsettled
health insurance claims pending with the previous
two insurance companies, viz. United India
Insurance Company ltd. and IFFCO TOKIO,
Stoppage of family pension due to excess payment,
opening of Bank Dispensaries at Kasaragod,
Wayanad and Malappuram, Settling HTL account of
deceased pensioners against SBI Life Master Policy
etc. The meeting concluded at 5 pm after vote of
thanks proposed by Shri Rajagopal TI.
Meeting with M/s. Anand RathiInsurance Brokers
An online meeting with M/s Anand Rathi Insurance thbrokers was held on 9 March 2021 on zoom
platform. S. ShriRajan Srivastava, Vice President,
Pradosh Debnath from Mumbai, S.Shri Abhilash
Varma and Stephin Thomas from Kerala Region
were present in the meeting on behalf of Anand
Rathi. From SBIPA Kerala all the Core Committee
members excluding Shri Raja Kurup K, Vice-
President, attended the meeting.
The meeting was specifically called for to discuss on
the poor response and low registration in E-
Pharmacy scheme by Policy B holders in Kerala
State. It was reported that out of 4241 members who
subscribed to Policy B, only 1058 registered in E-
pharmacy scheme in Kerala, which is a very low
percentage compared to all-India level. A power
point presentation was made by Shri Pradosh
Debnath in this regard which revealed the poor pick-
up in comparison to other Circles.
The meeting deliberated in detail the reasons for the
slow pick-up the first and foremost being non
availability of Appolo outlet exclusively for the State.
The present supply system is far from satisfactory as it
is being done by a sub-agency engaged by the dealer
in Chennai. There were cases of decline and
unilateral cancellation of orders by the agency which
had created lot of difficulties to our members.
The other difficulties brought before the meeting
included difficulties experienced by members in
uploading multiple prescriptions, partial supply of
medicines in the orders placed etc. Shri Rajan
Srivastava after listening to all the representatives
assured to resolve the issues by taking up with the
Appolo Pharmacy.
We further suggested arranging for release of
proportionate subsidy portion simultaneously with
every purchase so as to enable the policy holders to
avail of the subsidy portion without waiting for
exhausting the prescribed limit of Rs.6,000/- for
which Shri Rajan Srivastava responded positively
that it was being considered by the Bank and in all
probability would be implemented from April. We
also suggested that the E-Pharmacy facility which is at
present available only for Policy B holders, should be
made available for Policy A holders also so that there
will be definitely increase in number of registrations,
which they agreed to consider.
The other issues that were brought in the meeting
included pending claim bills which remain unsettled

for more than two years with the previous two
insurance companies namely, United India Insurance
Company and Iffco Tokio. He assured to look into
each case and requested us to forward the list of all
pending bills so as to take up the same with respective
insurance companies.
The meeting, as we observed, was so cordial and
meaningful and positive results are expected in all the
issues raised by us in the meeting.
General Body Meeting of
Kasaragod District Unit at Bakel Club
The General Body Meeting of our Kasaragod District
thUnit was held on Saturday, 20 February
2021 on the riverside lawns of famous Bakel
Club, Kanhangad. Despite the Covid 19
restricted mobility, it was so heartwarming
that all our members from Kasaragod to
Thrikkaripur managed to attend the meeting,
and spent a whole day with lot of amusement
apart from transacting the usual meeting
agenda items. The large gathering of
participants which included a good number of our
family pensioners and senior elders proved how
dedicated and committed our members are!
Disregarding their age-related issues and
inadequacies especially in the Covid pandemic tense
situations they assembled well before the
commencement of the meeting. It was a spectacular
scene that our members, strictly observing the Covid
protocol were seated in the open air meeting venue
just on the banks of the beautiful flowing river.
The meeting began at 10.30 am with the welcome address by Shri M Krishnan, Treasurer, after which the meeting observed two minutes' silence to pay homage to those of or beloved comrades who left for their heavenly abode since the last meeting. Shri Vijayan, District Secretary, read out the condolence message. The meeting was presided over by Shri KL Kumar, District president. A detailed report of the unit beginning with the formation of the unit in the year 2015 with 9-member Executive Committee and the various activities undertaken thereafter was presented by the District Secretary.
After the discussion on the Secretary's Report the meeting further discussed on issues like stoppage of family pension to Smt. Umadevi, non-payment of overtime allowances to e-SBT officers for the overtime work performed during demonetization period, opening of Bank's Dispensary in Kasaragod, pension updation issues, court cases etc.
The cultural programme which followed thereafter
was a real value addition to the meeting. Sarvashri M
Prabhakaran, M Krishnan, Hemant Kumar and

Krishnan Pathanath offered a Melody treat by singing
old Malayalam film songs.
The participants thereafter had the sweetest
opportunity for enjoying a delicious Sadhya arranged
and prepared at the Bakel club. It needs to be
specially mentioned that the entire programme was
sponsored by Sarvashri Sanil Babu and VP Babu
newly joined members of the unit.
The meeting concluded after Shri KV Krishnan
proposed the vote of thanks.

Master Sidharth Kumar, grandson of Shri
Rajendran PA, our member (LM 1367) was awarded
the Balasakthi Puraskar 2020. Photo shows Master
Sidharth Kumar being lauded by Hon'ble President of
India, Shri Ram Nath Kovind, after handing over the
Golden Medal. A proud moment for all. He is also
the recipient of The Singapore President Gold Medal
for Science and Mathematics International
Competition.
SBI Pensioners' Association Kerala place on record its
highest appreciation and wish that many more
laudable achievements follow Sidharth, in the days
ahead.

Revised Scheme for Compassionate Appointment
Compassionate Appointment in the Bank was stopped in 2004. Subsequently bank approved a scheme for
payment of Ex – Gratia in lieu of Compassionate Appointment vide e-Circular CDO/P&HRD-
PM/28/2005-06 dated 04.08.2005. Further a Scheme for Compassionate Appointment in Exceptional
cases only w.e.f. 04.08.2005 was also introduced vide Circular No. CDO/P&HRD-PM/20/2011-12 dated
13.05.2011.
2. The Bank has now restored the scheme of Compassionate Appointment in the bank vide e-Circular
CDO/P&HRD-PM/90/2020-21 dated 16th March, 2021. The salient features of the Revised Scheme for
Compassionate Appointment are as follows:
a)� The scheme will be applicable to dependent family members of confirmed regular permanent employee
of the bank who:
(i) dies while in service (including death by suicide) or
(ii) � is retired on medical grounds due to incapacitation before reaching the age of 55 years.
b) � The dependents of deceased employee can exercise option to choose between “Revised Scheme for
Compassionate Appointment” or “Scheme for payment of Ex-Gratia in lieu of Compassionate
Appointment”.
(c) � The revised scheme for compassionate appointment will be effective from 16.03.2021. However the
scheme will also cover the death due to COVID-19 with retrospective effect from 24.03.2020.
(d) � In case of the dependents family members of the deceased employee who died due to COVID-19 on
or after 24.03.2020 have received EX-GRATIA, they may opt for “Revised Scheme for
Compassionate Appointment” refunding the amount received under 'EX - GRATIA' Scheme.
(e) � In case an application for Compassionate Appointment is rejected, the scheme of Ex - GRATIA
payment will be eligible.
(f) � Application for Compassionate Appointment in the prescribed format is to be submitted through the
branch/office where the deceased employee had last worked.

XI Bipartite Settlement – Implementation Regarding
We would like to submit the following for your kind consideration and necessary action. th2. The Industry level XI Bipartite Settlement was signed on 11 November 2020. Revision of Special Pay, FPP, PQP and Other
thAllowances in respect of employees in our Bank was signed on 26 November 2020. It was also agreed, as per provisions of the
settlement, that the financial benefits emanating therefrom shall be given effect to within a period of 90 days from the date of stsettlement. These benefits are due to working staff as well as those who have retired during the period from 1 November 2017
onwards.
3. Whereas the payment of eligible arrears in accordance with the revised settlement has been paid to all the working employees and
Officers, it is highly disquieting to note that many of the retired employees and officers eligible for payment of arrears are yet to receive
the payment even after a lapse of 108 days despite the instructions that payment to be completed within 90 days. Due to
misinterpretation of stagnation increment eligibility clause, anomalies in payment of special pay, non-payment of Provident Fund
deducted while paying salary arrears, non-payment of HRA on capital cost basis as per revised pay etc. many of the retired
employees are unjustifiably being held and denied of their due payment, which is creating heartburns. You will kindly agree that
erroneous calculation will definitely have a cascading effect on all the payments, including Gratuity, leave encashment, Pension
fixation etc. which will have a long-standing recurring effect.
4. We express our strong resentment on the lethargy and ineffectiveness of the machinery which dealt with the process in our great
Institution.
5. We request your goodself to take necessary steps to apprise the authorities concerned and arrange for release of monetary benefits
to the pensioners/retirees community without further delay.

Revised Scheme for Compassionate Appointment...Continued from Page 9...
g) � Educational Qualification for Compassionate Appointment is Graduation for appointment in Clerical
cadre and Eighth standard pass for appointment in Subordinate cadre.
(h) � Compassionate Appointment will be sanctioned to the dependents of the deceased/premature retired
employee where the monthly income of the family is less than 75% of the last drawn gross salary.
(i) � The request for Compassionate Appointment should be submitted within SIX MONTHS from the date
of death/retirement on medical grounds due to incapacitation before reaching the age of 55 years.
(j) � In case the application for Compassionate Appointment could not be submitted, 5 (Five) years shall be
the outside limit and no application for compassionate appointment after 5 years of the date of death of
employee/retirement of the employee on medical ground will be considered.
(k)� The person appointed on compassionate ground should give an undertaking in writing to the effect
that he/she will maintain properly the other family members who were dependents on the deceased
employee. In case it is proved that the family members are being neglected, his/her appointment may
be terminated.

In view of the risk of Covid-19 is again rising and new cases are coming up all over the Country, the Bank, vide its Circular Letter
stNo. HR/IR/VB/2287 dated 31 March 2021, extended the above facility of reimbursement of regular medicines to retired employees who are registered with Bank's
thDispensaries till 30 June 2021.
Latest on Federation Writ Petition 1875/2013
The case was heard on 18th March through VC mode. The Hon’ble Court expressed the view
that the hearing of the case through VC is fraught with technical issues. Therefore, the Court th th th
decided to adjourn the VC hearing and directed to have physical hearing on 5 , 10 and 11 May
2021.
The Hon’ble Court directed both the counsel to be present and conclude their arguments on
these days.

Veteran Banking Trade Union Leader Shantharaju Passes away
With utmost grief we report that Com. Shantharaju, the doyen of Bank officers' movement in India who led the Bank Officers' trade union movement in India for more than three decades is
thno more with us and has left for his heavenly abode in the morning on 12 April due to Covid 19 pandemic.
A true, dedicated leader of Banking Trade Union Movement and a well knowledgeable person with extra talented negotiating skills, he was instrumental in bringing a number of benefits that the Bank Officers' community enjoy at present. He was the General Secretary of All India State Bank Officers' Federation, All India Bank Officers' Confederation and Convenor of UFBU for a longer period. He was in the Director Board of SBI as representative of SBI Officers. After retirement from the Bank he actively involved in SBI Pensioners' Association and was elected as the President of Karnataka Circle and also later became the Senior Vice President of Federation of SBI Pensioners’ Associations
which he continued till last. With his unexpected and untimely exit we not only have lost a tall leader but a well dependable guardian of Pensioners' movement.
