• Qualified Manufacturer List (QML) for FSC 5962• MIL-PRF-38535, Integrated Circuits (Microcircuits)

Manufacturing, General Specification for• MIL-PRF-38534, Hybrid Microcircuits, General Specification for

• Qualified Suppliers List of Distributors (QSLD)• Local tool to lower risk of buying non-conforming or suspect

counterfeit products for microcircuits/semiconductors• Focus is on full traceability to manufacturer and good quality

program • Qualified Testing Suppliers List (QTSL)

• Similar to QSLD but applies where no traceability exists• Focus on testing/inspection to increase confidence in

authenticity

• Use current microcircuit manufacturing technology to emulate obsolete / non-procurable microcircuits • Reverse engineer by characterizing performance

PROM/ROM Programing Conversions

• DLA buys “blank” Programmable Read Only Memory (PROM)• DLA-PTC programs blanks to new NSN (ROMs)• 283 PROMs convert to over 15,000 ROMs• Over 5,300 conversions since 2011

• Average cycle time 2.3 days• DLA validates/controls programs used for conversion

• All conversions performed within DLA• Prevents introduction of malware

Traceability of Microcircuits

• Chain of custody documentation to manufacturer (e.g. traceability) required for all microcircuits (FSC 5962)

• In addition--Certificate of Conformance required for military grade microcircuits

• When no trace is available testing documentation from supplier is required

• Refusal to provide trace or testing documentation is basis for rejection of contract award

• World wide counterfeiting threat• 60 Minutes piece on counterfeiting efforts in China• GAO report• Dept. of Commerce Report• SASC inquiries

• DLA implements DNA marking program in 2012 for FSC 5962• Microcircuits were determined to be our highest risk FSC• Phase 1: Emulated microcircuits in Aug 2012• Phase 2: All 5962 microcircuits in Dec 2012• Marking performed by contractors

• Gov’t paid for contractor’s licensing agreement • Major change to program in Jan 2015

• Contractor licensing agreements were too costly• Marking process moved internally to DLA-PTC

Procurement of Microcircuits

• Pre-award• Must be from an approved source

• Includes distributors• Traceability documentation required (no exceptions)• All buys must go through DNA marking (no exceptions)

• Post-award• Traceability documentation required

• Authorize shipment to DLA-PTC after verification• Resolves any contractual issues

• Includes results found at DLA-PTC

• DNA strand changed quarterly• Over 3,000 contracts since Jan 2015

• DNA Marking Program is the most extensive program• 100% of all FSC 5962 microcircuits are included• Other FSC’s under consideration

• DLA will continue to monitor the counterfeit threat• Modify/add new programs as needed
