1. Information of the Proposal

i. Name of Project – Proposal for diversion of 163.748 ha forest land for construction of

Package V of Nagpur Mumbai Express Way of (80.2 kms from Igatpuri, Nashik District to

Bhiwandi, Thane District.)

ii. User Agency - Maharashtra State Road Development Corporation Limited a Maharashtra

iv. Aerial distance of project area from nearest Protected Areas – Tansa Wildlife Sanctuary:

2.00 km; Tungareshwar National Park: 5.86 km.

v. Detailed Note on Project: -

At present Nagpur is connected with Mumbai through various sections of State Highway

which passes through Wardha – Malegaon – Jalna – Aurangabad – Sinnar – Thane. This route

has poor geometry at many locations and also congested. Besides, this route connectivity

through National Highway also exists but it traverses through considerably longer route.

The proposed Package V will pass through Igatpuri, Nashik District to Bhiwandi, Thane

District and connect three major cities viz Nashik, Thane & Mumbai in less distance and time

as compared to the distance covered by the current Mumbai Nashik Highway corridors

passing through NH-3, SH-79, from Igatpuri, Nashik District to Bhiwandi, Thane District.

The project intends to develop 8 lane expressway with six lanes (3+3) carriage way of

Expressway, one lane for Railway corridor and one lane for utility shifting, bypass and other

structures in the state of Maharashtra. The proposed alignment passes through

approximately 49 villages and 4 Talukas namely, Igatpuri of Nashik District and Shahapur,

Kalyan & Bhiwandi Taluka of Thane District.

Apart from providing speed and connectivity, the project will also support the development

of Marathwada and Vidarbha regions. This is Greenfield alignment and will reduce travel

time, fuel consumption, vehicle operation and maintenance cost in comparison to the

existing alternatives. It is planned to develop new industrial/educational/

commercial/tourism nodes in vicinity of expressway at a regular interval of 40-50 km. The

project will, side by side, generate large scale temporary and permanent employment to the

skilled and un-skilled workers, thereby, offering employment opportunity of mainly to local

population.

vi. Main benefits from project – Implementation of entire project will ensure fast and safe road

traffic movement, reducing travel time to half by achieving speed of 150 km/hour for motor

vehicles. Project also aims at creation of commercial nodes for multiple development mainly

in industrial, commercial, agricultural, tourism sectors resulting in to employment

generation, capacity building as well as connectivity between industrial places like Butibori,

Amravati, Jalna, Chikalthana, Shendra, Waluj, Sinnar to Mumbai, and tourist and religious

places at Karanja, Lonar, Sindkhedraja, Verul, Shirdi.

1.b Justification for locating the project in forest area giving alternative those were examined and

reasons for the rejection:

The proposed alignment of Expressway has been chosen out of many alternatives studied by experts

so the project has become site specific, therefore, it is justified to locate the project on forest land

where ever it is barely essential. Wherever possible non forest land has been used for the alignment.

In view of above reason, Expressway passes through …. Kms of forest land in … pockets which cannot

be located on non-forest land. Hence the proposed diversion of 163.748 ha in the final alignment is

fully justified.

1.c Financial and Social Benefits:

As per cost (Conservation) Rules 2003, Rules 6, Form ‘A’S. No. 1 (v) and guidelines (Under Forest

Conservation, Act 1980).

2 Loss of animal husbandry productivity,

including loss of fodder.

The project is located in the drought prone area and

soil is low fertile category. This condition offers great

resistance to any natural vegetation including grass.

Hence, the loss of animal husbandry productivity,

including loss of fodder is very less almost negligible.

3 Cost of human resettlement Since it is a green field alignment an exercise has

been made to avoid any adverse impact on human

settlements, therefore, impact is very low and trigger

no displacement of people. As such the loss on this

account is ‘NIL’

4 Loss of public facilities and

administrative infrastructure (Roads,

building, schools, dispensaries, electric

lines, railways etc.) on forest land, or

which would require forest land if these

facilities were diverted due to the

project.

The existing Public facilities and administrative

infrastructure like roads, buildings, schools,

dispensaries, electric lines, railways etc. are not going

to be affected due to the project and therefore the

loss on this account will be ‘NIL’. On the contrary the

road infrastructure will be substantially enriched due

to this project.

5 Environmental losses: (soil erosion,

effect on hydrological cycle, wildlife

habitual, microclimate upsetting of

ecological balance).

As a thumb rule the environmental value of one

hectare of fully stocked forest (density 1.0) would be

taken as Rs. 126 lacs to accrue over a period of 50

years. That means environmental value depends on

the density of the forest and the area of the forest.

The overall density of the proposed forest land under

application is 0.8.

be Rs.2.02 lacs.

And Environment Loss for 30 years lease period

This is much less as compared to the benefits due to

the project.

6 Suffering to oustees Since there are no oustees, because of the proposed

project, the social cost of rehabilitation of oustees is

NIL.

Therefore, the total loss of forest, as per the approved parameters, works out to as under:

Due to the proposed project 40% travel time will be saved,

35%. It will provide safe and faster transport link between

important cities like Aurangabad, Nagpur, and Mumbai and

above benefit in term of rupees id about 350.00 lacs

1 Loss of value of timber fuel wood and

minor forest produce on an annual

basis, including loss of man hours per

annum of people who derived livelihood

and wages from the harvest of these

commodities.

There is no felling of trees involved as well as no

collection of Minor Forest produce in the area.

Therefore, loss of value of timber and fuel wood per

hectare negligible. Hence, question of harvesting of

forest crop does not arise.

2 Loss of animal husbandry productivity,

including loss of fodder.

The project is located in the drought prone area and

soil is low fertile category. This condition offers great

resistance to any natural vegetation including grass.

Hence, the loss of animal husbandry productivity,

including loss of fodder is very less almost negligible.

3 Cost of human resettlement Since it is a green field alignment an exercise has

been made to avoid any adverse impact on human

settlements, therefore, impact is very low and trigger

no displacement of people. As such the loss on this

account is ‘NIL’

administrative infrastructure (Roads,

building, schools, dispensaries, electric

lines, railways etc.) on forest land, or

which would require forest land if these

facilities were diverted due to the

Project note by the project authority. With salient features

(Also provided in the starting of the proposal for better understanding)

At Present Nagpur is connected with Mumbai through various sections of State Highway which

passes through Wardha – Malegaon – Jalna – Aurangabad – Sinnar – Thane. This route has poor

geometry at many locations and also congested. Besides, this route connectivity through National

Highway also exists but it traverses through considerably longer route. The proposed construction of

Nagpur-Mumbai Expressway will be done through state of art technology with controlled access. It is

aimed to attain a speed of 150 km / hour by vehicles plying on this Express Way. Apart from providing

speed and connectivity, the project will also support the development of Marathwada and Vidarbha

regions. This is Greenfield alignment and will reduce travel time, fuel consumption, vehicle operation

and maintenance cost in comparison to the existing alternatives. It is planned to develop new

industrial/educational/ commercial/tourism nodes in vicinity of expressway at a regular interval of 40-

50 km. The project will, side by side, generate large scale temporary and permanent employment to

the skilled and un-skilled workers, thereby, offering employment opportunity of mainly to local

population

5. Aerial distance of project area from nearest Protected Areas – Tansa Wildlife Sanctuary: 2.0 km;

Tungareshwar National Park: 5.86 km;

6. About application – It is submitted in the Part I of Form A prescribe under Forest (Conservation) Act,

1980.

7. Main benefits from project – Implementation of entire project will ensure fast and safe road traffic

movement, reducing travel time to half by achieving speed of 150km/hour for motor vehicles. Project

also aims at creation of commercial nodes for multiple development mainly in industrial, commercial,

agricultural, tourism sectors resulting in to employment generation, capacity building as well as

connectivity between industrial places like Butibori, Amravati, Jalna, Chikalthana, Shendra, Waluj,
