ABOUT THE MANUAL

The Ministry of New and Renewable Energy (MNRE) has proposed state-wise targets for grid-

connected solar rooftop projects under the Jawaharlal Nehru National Solar Mission

(JNNSM). Uttarakhand has a proposed target of installing 350 megawatt (MW) of grid-

connected solar rooftop projects. To ensure installation in a time-bound manner, transparent

interaction of the Distribution Company (DISCOM) and its Consumers is essential.

To enable rapid deployment of solar rooftop systems in the State of Uttarakhand, a Unified

Single Window Clearance Portal for processing Solar Rooftop Photovoltaic (PV) Application

named ‘Solar Rooftop Portal – Uttarakhand’ is developed under the support of the GIZ for

Grid Connected Solar Rooftop Photovoltaic (GRPV). The Solar Rooftop Portal - Uttarakhand

shall enable Uttarakhand Power Corporation Limited’s (UPCL’s) Consumers to approach

UPCL to interconnect their solar rooftop system with the grid and eligible Consumers shall

avail subsidy.

This portal shall enable the following stakeholders to interact through the portal:

The purpose of this Consumer Help Manual is to assist Consumers in using the Solar Rooftop

Portal – Uttarakhand through a step-by-step detailed guide. This manual will guide

Consumers regarding the use of Solar Rooftop Portal - Uttarakhand. The functions and the

processes to be followed are described in detail to aid the user in the use of Solar Rooftop

Portal - Uttarakhand. Once registered, the Consumers may seek the help of system installer

in navigating through the online process of the Solar Rooftop Portal - Uttarakhand.

1 CONSUMER REGISTRATION PROCESS

This section defines the online registration process for the Consumers of Uttarakhand

DISCOM, i.e., UPCL.

1.1 REGISTRATION

Consumers shall mandatorily register themselves on the portal to apply online for grid

connectivity of the solar rooftop system by following the below-mentioned steps.

1. Access the website of ‘Solar Rooftop Portal – Uttarakhand’.

2. Click on the ‘Apply Online’ tab to access the Login page.

3. Click on the ‘New User Registration’ as shown in Figure 1.

4. A category selection page shall appear mentioning ‘Applicant Category Types’. The

Consumer shall select an appropriate applicant category from the options -

‘Commercial’, ‘Domestic’, Industrial’, Institution’, Government’ and ‘Social Sector’ as

shown in Figure 2.

5. Click on the appropriate ‘Applicant Subcategory’ to enable the checkbox.

6. Click on ‘Register Now’ to register in the portal.

The type of registration form required to be filled shall vary for different ‘Applicant

Subcategory’. Below mentioned are two different types of registration forms present for

Residential Consumers and Non-Residential Consumers:

1. Residential Consumers Subcategory: ‘Residential’

2. Non-Residential Consumers Subcategories: ‘Resident Welfare Associations’ (RWA),

‘Commercial’, ‘Institutional’, ‘Social Sector’, ‘Government Buildings’, ‘Government

Institutes’ and ‘Private Sector’.

Registration as Residential Consumer

Click on ‘Register Now’. The page as shown in Figure 3 shall appear.

The Consumer shall fill in basic information details and click on ‘Save’ to register themselves

on the portal.

During registration, the Consumer shall provide an Email ID and Password of their choice as

this shall be an authentic Login ID and Password for the Consumer to access Solar Rooftop

Portal - Uttarakhand.

Note: All fields marked with asterisks (*) are mandatory. The Consumers may share their registered

Login ID and Password with the System Installers for performing further process steps.

Registration as Non-Residential Consumers

The RWA, Commercial, Institutional, Social Sector, Government Buildings, Government

Institutes and Private Sector Consumer, who are ‘Non-Residential Consumers’ shall enter

‘Basic Information’ and ‘Contact Person Information’ details as shown in Figure 4.

Click on ‘Save’ to register on the portal.

During registration, the Non-Residential Consumer shall enter an Email ID and Password of

their choice as this will be an authentic Login ID and Password to access the Solar Rooftop

Portal – Uttarakhand.

Note: All fields marked with asterisks (*) are mandatory. Consumers may share their registered Login

ID and Password with the System Installers for performing further process steps.

After successful registration, the Applicant shall view the acknowledgement message as

depicted in Figure 5 indicating that the registration has been successfully completed.

A confirmation email shall be sent on the registered email ID. Consumers who register on

Solar Rooftop Portal – Uttarakhand is the registered Applicants.

The registered Applicant can directly login to the portal by clicking on ‘Return to Login’ from

the registration confirmation message page (Figure 5). Alternately, ‘Apply Online’ link on the

website homepage shall provide access to the Login Page.

1.2 APPLICANT DASHBOARD

The Registered Applicant shall log in on the portal using their registered email ID and

Password. Once logged in, the Registered Applicant’s homepage shall appear as illustrated in

Figure 6.

To apply, the Applicant shall click on the ‘Application’ menu and select ‘Apply for Solar

Rooftop’ from the sub-menu as shown in Figure 6 and 7 respectively.

Alternately, click on the ‘Step Number’ displayed at the top of the dashboard to take the next

action. The active step will appear ‘Blue’. The completed steps will appear ‘Green’ and

inactive steps will appear ‘Grey’.

The Dashboard enables tracking of the ‘Status of the Solar Rooftop Application’ through

sequential ‘Stages’. The active ‘Stages’ shall appear ‘Blue’ and completed ‘Stages’ shall appear

‘Green’. If the application is rejected at any Stage or a shortfall is provided, the Stage shall

appear ‘Red’. Refer Figure 6 and Figure 7 to understand changes in the Dashboard on the

progression of stages.

Subsidy is available to Residential and Resident Welfare Association (RWA) consumers only.

Therefore, there are two different forms, i.e., a) Form 1(A) - For Consumers Availing Subsidy

b) Form 1(B) - For Consumers Not Availing Subsidy.

Once the Applicant clicks on ‘Apply Solar Rooftop’ tab, a page will open as shown in

Figure 8. This page will provide two options to the Applicants, i.e., a) Form 1A: Apply With

Subsidy b) Form 1B: Apply Without Subsidy.

The Applicant willing to avail subsidy shall select Form 1A and the Applicant not willing to

avail subsidy shall select Form 1B, accordingly the application form will open for eligible

consumers.

1.3 STAGES OF APPLICATION PROCESSING

The following Officials have access to provide approvals on various process steps elaborated

in Table 1:

Executive Engineer (EE) (Distribution), UPCL

SDO (Nodal), UPCL

The list of Stages on the Portal and approvers for each Stage is provided in Table 1. The roles

and description of each UPCL approver at specific Stages are provided in Chapter 2.

1.4 APPLICATION PROCESS

All applications are first received by the UREDA, the nodal agency.

Subsequently, the interconnection process is handled by UPCL and subsidy disbursement

process is handled by UREDA.

Application for Subsidy Availing Consumers – Form 1(A)

The Application Form 1(A) is developed under the heads of Site Details, Communication

Details, ID Proofs, Consumer Bank Details and Declaration.

The documents to be uploaded with Form 1(A) are provided in Table 2.

The steps to be followed while filling Form 1(A) are as follows:

1. The Registered Applicant shall enter their ‘Account No.’ as depicted in Figure 9 and

click on the ‘Show’ icon. The ‘Account No.’ entered should be as mentioned in the

electricity bill of the Consumer. Entering the Account No. shall fetch Consumer

specific information from UPCL’s database. This information shall include the

following:

i. Consumer Name

ii. Service Connection (S. C.) Number

iii. Sanctioned Load

iv. Category

v. Address of the Site of Installation (can be updated if incomplete/incorrect

address appears)

2. Enter details required under section ‘Site Details’ as depicted in Figure 9.

i. Site address (update if incomplete or incorrect address appears)

ii. Select the district of proposed solar rooftop plant’s location

iii. Based on the selected district, the ‘Sub-Division’ list shall be displayed in the

‘Sub-Division Name’ field. Select an appropriate ‘Sub-Division Name’ as

mentioned on the Consumer electricity bill.

iv. Shadow Free Area Available for Installation of Solar Panel (m2)

v. Proposed SPV Plant Capacity (kWp)

3. Enter ‘Communication Details’ as depicted in Figure 10. If the Applicant is not an

Electric Connection holder, provide details of the relationship with the electric

connection holder. The Applicant will also submit the following documents:

a. Type of ID proof:

4. The Registered Applicant shall then provide the following details —

i. Check the Declaration “I agree to work with UPCL Empanelled Vendor”

ii. Enter Place.

iii. Click on ‘Choose File’ to upload recent passport size photo, signature, latest

electricity bill, ownership proof and proof of relationship with the owner.

iv. Click on ‘Save’ to save the form and upload the documents. If the document is

uploaded, the icon appears green. If the document is not uploaded, the icon

appears red as shown in Figure 11.

5. On saving Form 1(A), the notification as illustrated in Figure 12 shall appear.

6. Click on ‘Verify/Proceed’ to submit and to initiate the payment process as shown in

Figure 12.

7. On successful submission of the application, an Acknowledgement will be generated.

Click on ‘Download’ to download and save Form 1(C) - ‘Net Metering Application

Acknowledgement’ in PDF as illustrated in Figure 13 and 14 respectively.

8. After submission of Form 1(A), the Registered Applicant can view the details of Form

9. The Registered Applicant shall track the progress of the submitted application under

‘Track Solar Rooftop Application’ page.

Actions and Tracking Through ‘Track Solar Rooftop Application’ for Form 1(A) Applicants

After successful submission of Form 1(A), the Registered Applicant shall view and perform

further steps via ‘Track Solar Rooftop Application’ page. The ‘Track Application’ page will

allow the Applicant to access the history and progress of the solar rooftop application at

various stages. It will also provide access to the Applicant to download/view the approvals

received, documents uploaded by the Applicant, UPCL and UREDA.

To go to ‘Track Solar Rooftop Application’ page for further actions, the following steps shall

be followed:

1. Go to the ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the

sub-menu. The page as illustrated in Figure 15 shall appear.

2. On the ‘Track Application’ page, the Applicant shall view – ‘Stage Description’,

‘Responsibility’, ‘Processed By’, ‘Target Date’, ‘Status’ and ‘Action/View’. Under

‘Status’, the Applicant shall view the response of UPCL. The Applicant shall perform

necessary action by clicking the icon under ‘Action/View’.

Stage 1: Fill and Submit Application Form 1(A)

1. Figure 15 illustrates that the Application form has been ‘Submitted’ to the SDO, UPCL.

Click the icon under ‘Action/View’ to download the submitted Form 1(A) as PDF and

to view the uploaded Demand Draft.

2. Alternately, the Webform of Form 1(A) can be viewed in ‘Apply for Solar Rooftop’

sub-menu.

3. On submission of Form 1(A), the Applicant’s dashboard is updated as illustrated in

Figure 16.

Stage 2: Technical Feasibility Determination by SDO

As illustrated in Figure 16, Technical Feasibility Determination by SDO, UPCL is pending with

UPCL. SDO will have two options – ‘Accept’ and ‘Shortfall’.

1. Accept: If approved, the application will be forwarded to Stage 3, i.e., to Technical

Feasibility Outcome and Issuance of In-Principal Sanction Letter by EE (Distribution).

2. Shortfall: In case of shortfall, the Applicant’s dashboard will show the status of review

by UREDA as shown in Figure 17.

To remove deficiencies, the Applicant shall perform the following steps:

i. Click on ‘Application’ menu, select ‘Track Solar Rooftop Application’ from the sub-

menu. A page “Track Application” shall appear as shown in Figure 18.

ii. Click the arrow under ‘Action/View’ against ‘Pending’ status. The Applicant

will be redirected to Form 1(A).

iii. The Applicant shall update Form 1(A) and re-submit the application and the

payment receipt.

iv. Once submitted, the application will be forwarded to SDO, UPCL for technical

feasibility.

Stage 3: Technical Feasibility Outcome and Issuance of In-Principal Sanction Letter by EE

(Distribution)

This Stage will be accessed by EE (Distribution), UPCL. EE (Distribution) will provide a

response and based on the response, Stages 2, 6 or 7 may be triggered. The EE (Distribution)’s

response can be viewed on the Dashboard by the Applicant.

The EE (Distribution) can respond in four ways:

1. Accept: Technically Feasible

The EE (Distribution) will provide a No Objection Certificate (NOC) and In-Principle Sanction

Letter to the Applicant through the portal. The Applicant can access the NOC and In-Principle

Sanction Letter on the ‘Track Application’ Page. This process will move to Stage 7.

2. Shortfall: Technical Constraints

The EE (Distribution) will provide Form 2(A) – Intimation of Technical Constraints, which can

be accessed through the ‘Track Application’ page. The Applicant shall act based on the inputs

received through Form 2(A). The process will move to Stage 6.

3. Reject: Technically Not Feasible

The EE (Distribution) will provide Form 2(C) – Intimation for Non-Feasibility and

Termination of Application, and the application will be terminated. Form 2(C) includes the

reasons and clarifications from UPCL for rejecting the application. The Applicant will receive

a notification on the Dashboard and shall view Form 2(C) on the ‘Track Application’ page.

4. Rectify Form A: Redirect Technical Feasibility Report to SDO

The EE (Distribution) will send Technical Feasibility Report to the SDO. The process will

return to Stage 2.

Stage 4: Technical Feasibility Outcome by EE (Distribution)

This stage is not applicable to the Applicants availing subsidy.

Stage 5: Rectify Application Form 1(A)/1(B) by Applicant

This Stage will be accessed by the Applicant if ‘Shortfall’ or Technical Constraints are

provided by the EE (Distribution).

1. To view the reasons for ‘Shortfall’, check the Dashboard and Form 2(A). Click on

‘Application’ menu, select ‘Track Solar Rooftop Application’ from the sub-menu.

2. Check the ‘Status’ for ‘Technical Feasibility Outcome by EE’, and click on the eye

symbol to see the communication made by the UPCL, via Form 2(A), as shown in

Figure 19.

Technical Constraints I

In the case of technical constraints, the Applicant shall re-submit Form 1(A), in

line with the reduced capacity mentioned by UPCL in Form 2(A). Click the green

icon under “Action/View” to make the necessary rectifications in Form 1(A) as

depicted in Figure 19.

The ‘Reduced SPV Plant Capacity’ specified by UPCL will be mentioned in Form

1(A) as illustrated in Figure 20.

Click on ‘Submit’ at the end of the form to submit Form 1(A).

Technical Constraints II

In case of Form 2(A), asks for Applicant’s response on waiting for system

enhancement, the Applicant shall resubmit Form 1(A) and provide further inputs

through Form 2(B) in Stage 6.

Stage 6: Submit Form 2(B) - Response Regarding Technical Constraints by Applicant

The Applicant upon resubmission of Form 1(A) through Stage 5, shall submit Form 2(B) -

‘Response of Applicant Regarding Technical Constraints as Intimated After the Technical

Feasibility’ through the following steps:

1. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the

sub-menu. The page as illustrated in Figure 21 shall be displayed.

Stage 7: Submission of Power Purchase Agreement by Applicant

The Consumer and UPCL shall enter into a Power Purchase Agreement. The Consumer and

SDO shall sign the hard copy of Power Purchase Agreement. Subsequently, the Registered

Applicant shall upload the signed Power Purchase Agreement copy (Format 3) in PDF on the

Solar Rooftop Portal - Uttarakhand as per the following steps:

1. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the

sub-menu to view ‘Track Application’ page.

2. Click the icon under ‘Action’ as illustrated in Figure 23 to upload the signed Power

Purchase Agreement as per Format 3.

3. ‘Submission of Power Purchase Agreement’ page shall open as depicted in Figure 24.

4. Click on ‘Browse’ to choose the signed .pdf/.jpg/.jpeg/.png file with the maximum

file size of 300 KB, then click on ‘Upload’. In case of any comments, the Applicant can

provide the comment in the Comments section.

5. Click on ‘Verify/Submit’ to submit the uploaded document.

6. Stage 8 and 9 shall start simultaneously.

Stage 8: Solar Rooftop Plant Installation by Applicant

The Applicant shall have 180 days to install the plant after the grant of feasibility.

1. Visit the ‘Track Application’ page to indicate completion of the solar rooftop plant

installation.

Stage 9: Submit Request for Meter Testing and Upload Meter Testing Payment Slip by Applicant

This Stage can be accessed parallel to Stage 8. In this stage, the Applicant shall request UPCL

for meter testing and pay the necessary fees via offline mode. On completing payment, the

Applicant shall submit Form 4 – Request for Meter Testing online and the payment Challan

details along with the copy of Challan received from UPCL. The steps are as under:

1. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the sub-

menu.

Stage 10: Meter Testing Report Submitted by AE (Meter)

This Stage will be accessed for AE (Meter) for indicating details of meter testing. Time slot

allotment for meter installation, i.e., Stage 12 will not be activated until AE (Meter) provides

inputs through this stage.

Stage 11: Upload Work Completion Report, Request for Meter Installation and Joint Inspection

The Applicant will update the Work Completion Report after the plant has been installed. The

steps to submit Form 5 - Work Completion Report are as under:

Stage 12: Allotment of Timeslot for Meter Installation and Joint Inspection

The SDO shall grant three time slots to the Applicant for Meter Installation and Joint

Inspection visit.

Stage 13: Confirm One Time Slot for UPCL Visit by Applicant

The Applicant will select one time slot from the three options provided for the visit by SDO.

The steps to select the time slot are as follows:

1. Click on ‘Application’ menu, select ‘Track Solar Rooftop Application’ from the sub-

menu.

2. Click the green arrow under ‘Action/View’ as shown in Figure 31.

Stage 14: System Check and Upload Synchronization Letter After Grid Synchronization and Joint Inspection

After selecting the time slot, the SDO, (Distribution) will install the meter, and conduct the

joint inspection. The SDO shall submit the Joint Inspection Report, System Check Report, and

Meter Sealing Certificate to the EE (Distribution). The EE (Distribution) shall generate the

commissioning certificate, i.e., Form 7 - Letter of Synchronisation to the Applicant. If the

system is not installed as per the requirement, EE will communicate ‘Shortfall’, i.e., Form 8 -

Intimation for Removal of Deficiency in the System Installed and the Applicant shall be

redirected to Stage 11 to resubmit Work Completion Report.

The Applicant can download ‘Letter of Synchronization’ from ‘Track Application’ page. At

this stage, the interconnection process is complete, and the Consumer can request UPCL to

release subsidy.

Stage 15: Grid Synchronization Intimation to DPO (UREDA) for Joint Inspection

Once the Applicant selects the time slot at Stage 13, a notification will be sent to the DPO

UREDA. The DPO, UREDA will accompany SDO, UPCL for joint inspection of the plant.

Stage 16: Submission of PCR and Upload of Documents by Applicant

The Applicant should fill the Project Completion Report (PCR) and upload the required

documents. Following are the steps to fill the PCR:

1. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the sub-

menu.

2. Click the green arrow under ‘Action/View’ as shown in Figure 33.

click on ‘Show’ icon. The ‘Account No.’ should be as mentioned in the electricity bill

from UPCL’s database. This information shall include the following:

appears red as shown in Figure 39.

7. After submission of Form 1(B), the Registered Applicant can view the details of Form

1(B) by clicking on ‘Apply for Solar Rooftop’ page.

8. The Registered Applicant shall track the progress of the submitted application under

‘Track Solar Rooftop Application’ page.

Actions and Tracking Through ‘Track Solar Rooftop Application’ for Form 1(B) Applicants

After successful submission of Form 1(B), the Registered Applicant shall view and perform

further steps via ‘Track Solar Rooftop Application’ page. The ‘Track Application’ page will

allow the Applicant to access the history and view progress of the solar rooftop application at

various stages. It will also provide access for downloading the documents, approvals. etc.

uploaded by the Applicant and UPCL.

To go to ‘Track Solar Rooftop Application’ page, the following steps shall be followed:

1. Go to the ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the

sub-menu. The page as illustrated in Figure 43 shall appear.

2. On the Track Application page, the Applicant can view – ‘Stage Description’,

‘Responsibility’, ‘Processed By’, ‘Target Date’, ‘Status’ and ‘Action/View’. Under

‘Status’ the Applicant can view the response of UREDA and UPCL. The Applicant

shall perform necessary action by clicking the icon provided under ‘Action/View’.

Stage 1: Fill and Submit Application Form 1(B)

1. Figure 43 illustrates that the Application form has been ‘Submitted’ to UPCL. To

download submitted Form 1(B) as PDF, click the icon under ‘Action/View’.

2. Alternately, the Webform of Form 1(B) can be viewed in ‘Apply for Solar Rooftop’ sub-

menu.

3. On submission of Form 1(B), the Applicant’s dashboard is updated as illustrated in

Figure 44.

Stage 2: Technical Feasibility Determination by SDO

As illustrated in Figure 44, Form 1(B) is pending for Technical Feasibility with UPCL. UPCL

will have two options – ‘Accept’ and ‘Shortfall’.

1. Accept: If the SDO selects ‘Accept’, it will conduct the technical feasibility of the

application and the application will be forwarded to Stage 4, i.e., to UPCL for technical

feasibility.

2. Shortfall: In case SDO selects ’Shortfall’, the Applicant’s dashboard will show the

status of review by UREDA as depicted in Figure 45.

To remove deficiencies, the Applicant shall perform the following steps:

i. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the

sub-menu to view ‘Track Application’ page shown in Figure 46.

ii. Click the green arrow in ‘Action/View’, against the ‘Pending’ status. The

Applicant will be redirected to Form 1(B).

iii. The Applicant shall update Form 1(B) and re-submit the application.

iv. Once submitted, the application will be forwarded to UPCL for review.

Stage 3: Technical Feasibility Outcome and Issuance of In-Principal Sanction Letter by

EE (Distribution)

This stage is not applicable to the Applicants not availing subsidy.

Stage 4: Technical Feasibility Outcome by EE (Distribution)

This Stage will be accessed by EE (Distribution). EE (Distribution) will provide a response and

based on the response, Stages 2, 6 or 8 may be triggered. The EE (Distribution)’s response can

be viewed on the Dashboard by the Applicant.

The EE (Distribution), UPCL can respond in four ways:

1. Accept: Technically Feasible

The UPCL will provide a NOC to the Applicant through the portal. The Applicant shall

access the NOC on the ‘Track Application’ Page. The process will move to Stage 8.

2. Shortfall: Technical Constraints

The EE (Distribution) will provide Form 2(A) which can be accessed through the ‘Track

Application’ page. The Applicant shall act based on the inputs received through Form 2(A).

The process will move to Stage 6.

3. Reject: Technically Not Feasible

The EE (Distribution) will provide Form 2(C) and the application will be terminated. The

reasons and clarifications from UPCL for rejecting the application is mentioned in Form 2(C).

The Applicant will receive a notification on the dashboard and will be able to view Form

2(C) on the ‘Track Application’ page.

4. Rectify Form A: Redirect Technical Feasibility Report to SDO

The EE (Distribution) will send Technical Feasibility Report to the SDO. The process will

return to Stage 2.

Stage 5: Rectify Application Form 1(A)/1(B)

This Stage will be accessed by the Applicant if ‘Shortfall’ or Technical Constraints are

provided by the EE (Distribution).

1. To view the reasons for ‘Shortfall’, check the dashboard for notification and Form

2(A). Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from

the sub-menu.

2. Check the ‘Status’ for ‘Technical Feasibility Outcome by EE’, and click on the eye

icon to view the communication made by the UPCL, via Form 2(A) as shown in

Figure 47.

Technical Constraints I

In the case of technical constraints, the Applicant shall re-submit Form 1(B) in line

with the reduced capacity mentioned by UPCL in Form 2(A). Click the green icon

under “Action/View” to make necessary rectifications in Form 1(A) as depicted in

Figure 47.

The ‘Reduced SPV Plant Capacity’ will be mentioned in Form 1(B) as illustrated in

Figure 48.

Click on ‘Verify/Proceed’ and proceed to resubmit Form 1(B).

Technical Constraints II

In case Form 2(A) asks for Applicant’s response on waiting for system

enhancement, the Applicant shall resubmit Application Form 1(A) and provide

further inputs through Form 2(B) in Stage 6.

Stage 6: Submit Form 2(B) - Response Regarding Technical Constraints by Applicant

The Applicant upon resubmission of Form 1(B), through Stage 5, shall submit Form 2(B)

through the following steps:

1. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the

sub-menu. The page as illustrated in Figure 49 shall be displayed.

2. Click the green arrow under ‘Action’ to fill Form 2(B) ‘Response Regarding Technical

Constraints as Intimated After the Technical Feasibility’. The page as illustrated in

Figure 50 shall appear.

3. Select one of the following three options:

a. Accept to connect with the reduced capacity of the system.

b. Accept to wait for system enhancement.

c. Withdraw application.

4. Click on ‘Convert to PDF’ to convert and save Form 2(B) as PDF file.

5. Select ‘Choose File’ to browse and upload the saved Form 2(B) PDF file.

6. Click on ‘Verify/Submit’ to submit Form 2(B) to UPCL.

Stage 7: Submission of Power Purchase Agreement by Applicant

This Stage is not applicable to the Applicants not availing subsidy.

Stage 8: Solar Rooftop Plant Installation by Applicant

The Applicant shall have 180 days to install the plant after the grant of feasibility. Indicate

completion of plant installation through the following steps

1. Visit the ‘Track Application’ page and click the green arrow under ‘Action/View’ as

shown in Figure 51.

2. A comment section as shown in Figure 52 will appear. Provide remarks regarding

plant installation status and click on ‘Save’.

Stage 9: Submit Request for Meter Testing and Upload Meter Testing Payment Slip by Applicant

This Stage can be accessed parallel to Stage 8. Here, the Applicant shall request UPCL for

meter testing and pay the necessary fee via offline mode. After payment, the Applicant shall

submit Form 4 and the payment Challan details online along with a copy of the Challan

received from UPCL. The steps are as under:

1. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the sub-

menu.

2. Click the green arrow under ‘Action/View’ as shown in Figure 53.

3. Form 4 will open as shown in Figure 54. The Applicant shall fill the following:

a. Meter Procured From

b. Make of Meter

c. Model Number

d. Meter Type

e. Accuracy class

4. Click on ‘Convert to PDF’ to convert and save Form 4 as PDF file.

5. Enter ‘Challan No.’, ‘Challan Date’ and ‘Meter Testing Charges’.

6. Upload ‘Payment Slip’ and ‘Form 4’ as PDF with a maximum size of 200 KB each.

7. Click on ‘Verify/Submit’ to submit meter testing request.

Stage 10: Meter Testing Report Submitted by AE (Meter)

This Stage will be accessed by AE (Meter) to enter the details of meter testing. Time slot

allotment for meter installation, i.e., Stage 12 will not be activated until AE (Meter) provide

inputs through this stage.

Stage 11: Upload Work Completion Report, Request for Meter Installation and Joint Inspection

The Applicant will update the Work Completion Report after the plant has been installed. The

steps to submit Form 5 are as under:

1. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the sub-

menu.

2. Click the green arrow under ‘Action/View’ as shown in Figure 55.

Stage 12: Allotment of Timeslot for Meter Installation and Joint Inspection

The SDO, UPCL shall grant the Applicant three timeslots for the Joint Inspection Visit.

Stage 13: Confirm One Time Slot for UPCL Visit by Applicant

The Applicant will select a time slot from the three options provided for the visit by the SDO.

The steps to select the time slots are as follows:

1. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the sub-

menu.

2. Click the green arrow under ‘Action/View’ as shown in Figure 59.

3. Select the desired time slot, enter remarks, if any, as shown in Figure 60.

4. Click on ‘Submit’ to submit the time slot to UREDA.

Stage 14: System Check and Upload Synchronization Letter After Grid Synchronization and Joint Inspection

After selecting the time slot, the SDO, (Distribution) will install the meter and conduct the

joint inspection. The SDO shall submit the Joint Inspection Report, System Check Report and

Meter Sealing Certificate to the EE (Distribution). The EE (Distribution) shall generate the

commissioning certificate, i.e., Form 7 - Letter of Synchronisation to the Applicant. If the

system is not installed as per the requirement, the EE will communicate ‘Shortfall’, i.e., Form

8 - Intimation for Removal of Deficiency in the System Installed and the Applicant shall be

redirected to Stage 11 to resubmit Work Completion Report.

The Applicant can download ‘Letter of Synchronization’ from ‘Track Application’ page. At

this stage, the interconnection process is complete, and the Consumer can request UPCL to

release subsidy.

Stage 15: Grid Synchronization Intimation to DPO (UREDA) for Joint Inspection

Once the Applicant selects the time slot at Stage 13, a notification will be sent to the DPO

UREDA. The DPO, UREDA will accompany SDO, UPCL for joint inspection of the plant.

Stage 16: Submission of PCR and Upload of Documents by Applicant

The Applicant should fill the Project Completion Report (PCR) and upload the required

documents. Following are the steps to fill the PCR:

1. Click on ‘Application’ menu and select ‘Track Solar Rooftop Application’ from the sub-

menu.

2. Click the green arrow under ‘Action/View’ as shown in Figure 61.

3. The Applicant will fill in the PCR and upload necessary documents. The PCR is

Stage 17: Review of PCR by SDO (Nodal)

The SDO (Nodal) will review the PCR, documents and the subsidy application.

Stage 18: PCR Review and Upload to SPIN Portal and Subsidy Release Approval by EE (Nodal)

The EE (Nodal), UPCL will approve the PCR. The PCR will be integrated with MNRE.

Stage 19: PCR Review and Upload to SPIN Portal by EE (Nodal)

The EE (Nodal) will approve the documents to be uploaded on the MNRE’s SPIN portal.
