Staffing Analysis and Task Assignments

This bulletin outlines the philosophy and practical activities of CAAV to analyse and determine the its

staffing demand for efficient safety oversight system. The bulletin presents the CAAV analysis of the current

number of CAAV staffs (“staffing”) compared to prescribed requirements on Handbook 001 FSSD

Organization to satisfy the tasks required for the safety oversight system. The bulletin also outlines the task

assignments for CAAV inspectors that has been based on the training and qualification of each inspector.

1 GENERAL

1.1 STAFFING MODEL CONCEPT

A. The term “staffing” is often used to refer to a range of processes, such as recruitment, selection,

placement, and training, through which an organization applies human resources to the work needed for it to

achieve its goals (Schneider, 1976). At the Civil Aviation Authority of Vietnam (CAAV), staffing models

and staffing standards are terms used to denote tools for the management of manpower only (aviation safety

inspector - ASI). These are tools that enable the organization to determine the right number of people with

the right skill sets in the right positions to accomplish the responsibilities of the job in a satisfactory manner.

Staffing needs are determined mainly by how the organization has defined its goals and designed the jobs

that make up its total workload.

B. The basic concept underlying the staffing model is that staffing demand is best established from

the bottom up, starting at the level of activity (i.e., functional elements of work determined through

systematic job or task analysis). The demand for aviation safety inspectors is estimated in the staffing model

by estimating the activities of inspector in their practical working environment. Basic factors affecting the

demand for work, such as the number of certificates, public use airports, and aircraft, generate the

demand for various activities. Then inspector requirements are estimated by dividing total activities by the

average number of the identified activities that can be performed by an inspector.

C. The diagram hereafter presents the methodology of CAAV to determine the staffing required on

the annual basis:

1.2 FACTOR AFFECTING TO CAAV STAFFING

A. The Changing Aviation Landscape

The changing Vietnam aviation landscape has important implications for ASI staffing. Four

features are expected to be especially important drivers of future staffing needs for ASIs:

1) introduction of advanced flight deck, air-ground technologies and new technologies,

2) increasing number of variants and derivatives of aircraft and systems,

3) continuing growth in Vietnam carrier and general aviation operations, increasing number

of new certificates, organizations, personnel licensing,

4) outsourcing and offshoring of maintenance, and

5) Other factors that might increase the complexity and scope of operations of aviation activities

B. Changing CAAV Policy and Business Practices, Attrition, and Retirements

Four areas of change within the CAAV are particularly noteworthy with respect to their

implications for future ASI staffing needs:

1) the increasing use of designees,

2) the shift to a system safety approach,

3) regulatory changes, and

4) attrition and retirements of safety inspectors.

C. Safety oversight methodology and expertise of CAAV inspectors

Data driven safety oversight system could highly contribute to optimise the CAAV human resources

for efficient safety oversight. Established data gathered from the annual surveillance program, investigation

report and other safety information may facilitate the decision of CAAV for risk based oversight and

surveillance system. The risk based surveillance assist CAAV to focus more human resources on the more

risk area of operation.

The Conducting the repetative tasks and checklists which may improve the Expertise of inspectors

and thus could decrease the time required to perform surveillance tasks with equivalent output is a situation

that CAAV consider for more efficiency safety oversight system.

2 RESPONSIBILITY

2.1 MANAGEMENT RESPONSIBILITY

A) The bulletin shall be review and revised if needed at least one time a year. When the major

change including the increasement of CAAV tasks due to increased certificates, aviation personnel,

aircraft,… or increased complexity of operation, etc, the division manager shall analyse the staffing

demand and report to FSSD Director

B) It is responsibilities of FSSD Director to ensure the availability of human resources to meet

staffing requirements at all time. In case additional number of staff has been identified, the Director has to


have plan available for recruitement and the training process to ensure the additional inspectors meeting

the training and qualification before the assignments.

2.2 AVIATION SAFETY INSPECTOR AND OFFICER RESPONSIBILITY

A) The bulettin requires all inspector to follow strictly task assignment in accordance with their

training and qualification.

B) In case additional training required, inspectors have to inform for division training program

coordinator to schedule the training required. Even tasks assigned for some reasons, no inspector

performed his duty without qualified or knowledges for the tasks.

3 STAFFING ANALYSIS AND TASK ASSIGNMENT

3.1 STAFFING ANALYSIS

A. Staffing Analysis is to review or determine wheather the current aviation safety inspector and

officer staffing system of CAAV comply with the staffing guidelines prescribed on Handbook 001 FSSD

Organization, CAAV tasks for certification, licensing and surveillance (national surveillance program) in

the fiscal year and the CAAV practical activities in previous years.

B. Staffing Analysis identified the “required” number of inspector needed for each type of

information in various activities such as number of aircraft, certification, personnel licensing,

surveillance, etc. The assessment for the staffing requirement shown “satisfactory” if the current number

of inspector comply with the required numbers.

C. For the some factor might be changed in the future, the Staffing Analysis show the addition

number of inspectors if required to meet the future staff demand.

D. Appendix 1 - Table 1, 2, 3 of this Bulletin is the Staffing Analysis for the calendar year 2020.

3.2. TASK ASSIGNMENT

A) Each inspector has been assigned to one or more the functions based on their qualification,

experience and training records.

B) Appendix 2 of this Bulletin is the Task Assignments dedicated to FSSD personnels.

C) For some “large” AOC, the Certificate Management Team (CMT) has been also established

and assigned to ensure the efficient administration and supervision. The details described on Annex 3 of

this Bulletin.
